background and how you arrived with the

city of Harrisburg sure

um again my name is Robert C kenck II

7:05

and um I graduated from University of

7:07

Maryland I with a bachelor's degree and

7:10

subsequently passed all parts of the

7:13

Maryland CPA exam on the first

7:15

attempt and since then I have had

7:17

numerous jobs in Industry the last five

7:20

of which were controller ships uh in

7:23

companies ranging in size from oh I

7:26

don't know maybe 10 million to 70

7:28

million uh depending on the company and

7:32

the positions lasted anywhere from 3 to

7:34

12 years uh and uh the ones that only

7:38

lasted three years there was a good

7:39

reason which we can get into if you want

uh with with each specif with each

7:44

specific job I think you guys do have a

copy of my resume I hope okay good yes

it ex it is exhibit a uh attached to the

resume as far as what brought me here

um my previous employer's uh business

was winding down uh it's a privately

owned company and the owner was getting

out of the

business and um my last official task uh

with two members of my team was to U try

and help him get through the weeds uh

with whatever transactions were to

continue after he subsequently sold all

the well the K receivable in inventory

sold the assets of the company to to

another company and uh we worked

part-time to try and help him through

that

transition and what L me hear is that um

with that job well actually well I was

still working there part-time um I was

looking for something in the nonprofit

area or the government area simply

because it would be something new and

challenging to me um having spend most

of my career in manufacturing with a

little bit of distribution I was hoping

to Branch out and and get into different

aspects of the accounting

me to try and um uh basically build the

account it's not all about the numbers

it's about building relationships and

those relationships start with my team

and then they Branch out to all the

different departments within the city

that we will be supporting um uh the

goals that I have so far are to try and

get the audit completions back on

schedule um to make sure that we comply

with all of the requirements for the a

how did you hear about the job like was

it just a Google search or it was on

indeed it came up on

indeed and frankly I applied in

September and when I hadn't heard

anything through the of October I was

kind of disappointed and thought maybe

nothing was going to come to fruition uh

but then the contact came in November

and then we went through the formal

hiring process and everything went

smoothly as far as I know because I'm

government experience as far as like

working for government or has all of

your work been in a private sector it's

all been in the private sector this is

the first and I'm grateful for the

um what's the most number of employees

employment uh probably 10 uh usually it

was somewhere between three and

six but probably the most was

anything other than the fact uh that we

were in the process of completing the

fuel funds uh tax report and um in the

course of doing that my biggest question

was why did we wait until January to be

able to do a report that covers a whole

Year's 12 months process and we're able

to find out uh that we don't have to

wait that we can take the information on

a monthly basis as becomes available so

that when we go to file the annual

report uh in January 11 months are

already done there's only one month to

13:08

do that's that's about the most

significant thing that I've been able to

change so far okay um I don't have any

with the um the all the Fus fund audit

believe that's being a great asset so

um my other question was um are you

having any trouble adapting or learning

the munis system that we have here at

city not so far I've gotten limited

exposure to the system and when I get

opportunity uh what I try to do is go

back and use it on my own and try and

hunt and Peck my way through uh because

eventually obviously I'm have to know

that pretty much backwards and forwards

I agree and I I don't want to be running

to somebody and say oh can you show me

that again so I kind of puts through it

the best I can um but it's it seems to

have a lot of benefits and a lot of

untapped potential I just don't know if

we'll be able to um I don't know how far

we'll be able to get to use all the

modules that has

available but you're you're you're

saying you're beginning to navigate it

okay but trying it out on your okay that

was my biggest question because I know

we've adapted to that system and wanted

to know how easy or hard it could be um

for you well I kind of have a benefit in

not being tied to the old system um one

of my previous jobs at um H Printing and

Graphics uh they had been stuck with the

16:40

Hagen system or not stuck with it but

16:42

theyve been using the Hagen system for

16:43

operations for a multitude of years and

16:47

the corporate guys came down and said no

16:49

we're switching you guys over to a

16:50

combination of PSI for operations and

16:54

Maka for accounting and the cringe went

16:56

through all the longtime users of Hagen

16:59

and long story short um when we got our

17:02

implementation

17:04

schedule um because all the divisions of

17:06

the company were all scheduled to go in

17:09

order uh I went to my boss who was the

17:11

president and I frankly told him I said

17:13

we're not ready I said if we do it now

17:16

it's going to be a disaster uh can you

17:18

buy us a couple more months and he did

17:21

and after we did finally do the

17:24

implementation I had a customer service

17:26

rep come after me and he had been there

17:28

for 20 years years when he came back and

17:30

said thank God you were here because if

17:32

you hadn't been here this really could

17:34

not have gone well uh so I took that as

17:36

a major compliment I would say yeah and

17:38

for whatever it's worth we had a sister

17:40

company who was supposed to go the month

17:43

after our original date and their

17:45

president was hellbent on hitting the

17:47

schedule he did and they lost it did not

come aboard um what's the largest budget

you've been responsible for leading thus

far uh largest was probably about 70

million that was my last job and

difficult any difficulties with that

disseminating staying up to it no but

frankly it was a much simpler budget

than what the budget is here at the city

of Harrisburg lot of line items yeah a

lot of funds a lot of expense accounts

um what challenges do you foresee if any

18:39

working in a third class City working in

18:42

the third class City yes sir um I think

18:45

the biggest thing is that I'm I'm going

to be wanting to try to see particularly

18:50

a budget time uh when times are tough

18:54

how can we get the balance bu the budget

18:56

balanced and what do we expenses that we

18:59

have to look at um and again coming back

to some of my experiences in

Industry uh when things got tough the

gavle came down from corporate and it

19:11

was even worse than freezing salaries

they would Institute or a couple times

19:16

they would in they instituted across the

19:18

board pay cuts for every employee and it

19:21

didn't matter what their position was

their

19:26

seniority uh how good a job they were

19:29

doing and um it's in the back of my mind

19:32

and I'm hoping it doesn't come to

19:33

something like that here particularly

19:35

for the police and the fire department

19:37

uh but for those of us who support those

19:39

guys and the citizens um I I don't know

I just hope it does not become a reality

that we have to consider that have you

had a chance to sit with M Mr Brooks and

Mr McCutchen um at all or how frequent

have you uh convened with them since you

19:57

started yes I I I meet uh with them

almost every day at least for part of

the day and um we did have an occasion

where we had a

20:06

resignation and um Alex Burstein was was

promoted into that position that was

20:12

vacant and I spent a lot of time with

him also because he's going to be an

20:16

assistant to the whole department and he

20:19

is versatile enough that he can swing

20:21

back and forth helped Tim with the

20:23

budgets help Brian uh with some of the

20:26

financial reporting help Hillary with

20:29

procurement uh so we're really trying to

20:33

um you know build him into an all around

20:36

kind of guy in your opinion would you

say you guys kind of gel well together I

think so yes I so far everything's been

going very well that's essential

absolutely that's great great to hear um

how will you ensure the I is included uh

over the budget processes that we have

um them being kind of U the overseer for

Harrisburg City well for right now I

have to refer that to Brian okay uh but

he and I have have been in touch we've

been to a couple of meetings together

and I'm familiar with the reports that

he's putting out um frankly that's one

of the things where we're going to have

to get a backup somebody else who knows

how to do that absolutely I'm big on

cross training okay uh and um Brian as

the most senior member of the department

uh is also one argu one of the most

21:21

valuable and one of the most I can't say

indispensable because nobody's

indispensable but he's probably pretty

close to it right now absolutely um and

I agree um and then last question um

this is a council that you know loves

information very proactive and

requesting information for the residents

so what will be uh a way you can

expedite information for us or did they

give you kind of a chain of command to

send to when uh Council requests for

items uh if if I get a request directly

hearing what I would do is try and put

it together as quickly as I could okay

he's my boss and um you know he is in

and we seen some things that weren't

right um there was some overspending in

some areas and um we questioned when the

those departments are who was

responsible um there was really we

23:59

really got nothing from that and there

was a spending overspending in the

24:04

department about

24:05

$91,000 and they knew about it in

24:07

September we didn't find out until

24:09

December which kind of put us at in a in

24:12

a tough spot is that question still

unresolved no no no I'm just I'm just

giving you a type of examples you know

um Harrisburg has a history of people um

doing I mean in your job I want you to

24:27

be respect of your job but doing what

24:29

they're told even when something is not

24:31

right Integrity is being able to do

something doing the right thing when no

one else is looking so again just making

sure that your your ability to speak

truth to power when you see something

wrong and if they're

not willing to iron it out or deal with

it and they're demanding you to just do

experience so far I won so so that

um I saw a situation that could have

caused a severely looking spending

now the department didn't want to show

that and I went to the department and

look there's one physical item in that

you're over budget in January by say 20

grand the obvious question that you're

going to be asked is if you're 20 grand

over in January how far over you going

to be in December and the answer is 20

that's in there and I explain to them I

interference if you don't reallocate uh

uh the mon the funds or transfer funds

from one account to another another I

said we can leave it hit and I can go to

little bit about your background and how

you determined that the city of

30:06

Harrisburg was a good fit for um yeah

I'm a I'm a graduate of Indiana

30:11

University of Pennsylvania with a

30:14

bachelor's degree in in Finance and

30:16

Accounting um I also have a graduate

30:19

certification from Millersville

30:21

University in Lancaster County as a

30:24

certified public manager um I have about

30:29

15 16 years experience as in municipal

30:31

government uh all those has been as

30:34

Municipal managers bur managers and also

30:36

city manager in in the city of Duan uh

30:40

also spent almost five years in the

30:43

County government as a elected County

30:45

auditor and also as a as a business

30:49

manager I work for the state of

30:51

Pennsylvania in a couple different roles

30:54

but primarily with the Department of

30:55

Labor and uh with the employment and

30:58

compensation service center which was a

31:00

tough job especially when people sworn

31:03

at you at 7 o'cl in the morning so

where's my money at uh so I have U like

31:09

I said over 20 years experience um what

led me to the job in Harrisburg has

31:14

actually had some connections to the

31:16

city of Harrisburg I'm friends with the

31:18

prior um Financial Manager I think

31:21

there's actually a letter of

31:23

recommendation from her in front of you

um also partip iated in the Lancaster

31:29

County Sal Waste Management Authority

acquisition of the Harrisburg

31:33

incinerator um back in

31:36

20134 for 13 some million dollar when I

31:40

was the county auditor I was also the um

31:43

a member of Seiko which is Pennsylvania

31:46

State Association elected County

31:47

officials and I was a legislative

31:49

representative for the county uh

31:52

Auditors Association so I work with the

31:54

local government commission which is a

31:55

jointure between the State House in the

31:58

state senate uh to affect legislation

that was 2002 three and four until my

32:05

term expired and I had to go get

32:07

something else um so those are probably

32:11

uh my accounting experience I spent 18

32:13

years as a financial advisor also which

32:15

I think is important because I worked

32:17

with individuals uh families and small

32:20

businesses to um um do planning for tax

32:24

planning retirement planning State

32:26

planning uh also had all my insurance

32:29

licenses had Securities licenses series

32:33

6763 um so I did mutual funds stocks

32:36

bonds that type of thing did that for

32:38

about 18 years uh had offices uh in in

32:42

the Allentown Lehigh Valley area which I

32:44

covered all of eastern PA including the

32:46

Harrisburg Area itself uh so that's

32:49

pretty much my professional

32:53

about your um Financial

advisory experience I didn't for really

glean that from your resume I have

you've shared here um it does seem like

you have

varied um Municipal experience can you

speak to some of the Burrows and other

33:23

city that

33:25

you've um been employed by yeah I was

33:28

employed with the bur punks saton as the

33:30

interim bur manager I was a contractual

33:34

position until they hired a permanent

33:37

person which they did so um I was also

33:41

the part of that was the city manager in

33:43

Dain and um um and I didn't I left there

33:48

because I got offered the job in Punky

33:50

ton which is a 10 12 mile commute

33:53

instead of a two-hour commute each way

33:55

uh so it gave me three and a half years

33:57

three and a half hours on my life back

33:59

it's a much shorter commute they were

34:01

supposed to do a employment agreement

34:03

they didn't do so um and I was going to

34:06

relocate and without a contract I wasn't

34:09

unable to do that uh prior to that I was

34:12

the bur manager in Katanning burrow

34:14

until they eliminated the position of

34:16

bur manager and to this day they still

34:18

don't have a bur manager uh they went to

34:20

a back to a burough secretary form of

34:22

government which they've had for all of

34:24

three years of their their history and

34:27

um the last position in this area was

34:30

actually in Mount Joy in Lancaster

34:32

County for four years and I had a

34:36

complete change over in the bur Council

34:38

and they basically cleaned house and got

34:40

rid of about seven or eight Municipal

34:43

staff management staff including the uh

34:46

bur engineer the uh

34:49

um the codes officer they get rid of the

34:53

uh uh labor attorney they get rid of uh

34:57

um trying to think of some of the other

34:59

ones they get rid of um but there was

35:01

like six or seven positions they basic

35:03

clean house uh that was primarily my

35:06

fault because I actually did a reforment

35:08

of their WS so we got all new people

35:10

elected to council and end up having two

35:12

or three Council people run against each

35:14

other so that was sort of something that

35:16

sort of speeded up that whole process

35:18

which is you know neither here nor there

35:20

prior to that I was I spent time as the

35:22

bur Andre in Columbia uh that's where I

35:25

actually was involved with the with lu

35:26

swama um so I I spent a couple years

35:30

there until they decideed to sell their

35:32

wastewater treatment plant and um you

35:34

had to asked the question about what are

35:37

you willing to do in case something is

35:38

wrong I remember uh actually being in

35:41

the interview process here in Harrisburg

35:43

and they asked me that similar type of

35:45

question I said uh that uh I had a

35:47

previous um bur and I'm not going to

35:50

name them because I don't you pin it on

35:52

anybody um but iend up following a state

35:55

ethics complaint because they had

35:58

ordered me to break the Sunshine Law and

35:59

some other laws and I refused to do that

36:02

so um so I I think I have a very high

36:05

level of U um confidence and and

36:09

integrity so I'm going to walk away from

36:11

a job and and uh to do something I don't

36:14

agree with

36:16

so so did that answer your

36:19

question I I think so I'm satisfied with

the

response um my final question is so the

36:28

length of time that you stay in these

36:30

roles it it's some are just for a few

36:34

months it looks like the longest may

36:37

have been four years I think there were

36:39

two that were at least fouryear

roles um can you speak to that well

36:46

first of all it's the nature of the of

36:47

the position most Municipal manager job

36:50

only management jobs only last for four

36:53

to six years uh just just just average

36:56

someone who spends a lot longer period

36:58

of time is actually an anomaly uh it's

37:00

not it's not the normal thing um and I

37:04

mean you're an atwi employe um you know

37:07

you could have some philosophical

37:09

differences that could cause you to go

37:11

um um you know they could want to bring

37:14

in your own management staff if if the

37:16

if the board would change over um give

37:19

you an example here if you have a mayor

37:21

or election you got a new mayor coming

37:22

in next year you know that person is

37:24

probably going to clean house so I mean

37:27

that happens all the time uh just it's

37:29

the nature of the job um I accept that

37:32

and and uh you know but I like to be

37:34

someplace for 20 years absolutely uh but

37:37

it doesn't always work out that way so

37:40

um I can honestly tell you not a single

37:42

thing I've ever done in my Municipal

37:44

management career that I regret um

37:46

nothing I would change um one thing I

37:49

would probably change I would probably

37:50

would be I wouldn't have Rea portioned

when I did probably would have waited

37:55

till the next sentence which was

37:57

two or three years later so I could have

got a couple more years out of that that

38:01

particular job um so I mean it's there

it's a combination of factors there's

38:07

not one factor that contributes to maybe

38:09

leaving a position but um you know you

38:12

you deal with what you have in the here

38:14

and the now and and if that requires you

38:16

to find something else I mean there's

38:18

some jobs I left because I got another

38:19

job you know I left a job in nanigo

because I got a uh I got a job with the

38:25

state with paying full benefits and

38:27

retirement all that so so there were

38:29

lots of jobs I left because I had gotten

38:31

another job um so I hope that answered

there were um you had stayed at some

places one or two months maybe just a

year um you have a wealth of um

experience on your your resume with the

many jobs that you've had so I too was

wondering why it was um why you had

40:15

moved around so much um so my only

40:19

question um that I have for you now

would be what is one significant change

you've made um to the city as a business

40:27

administrator so far since you've been

40:29

here well um a couple of things actually

40:32

uh I just did a a recent review and it's

40:35

actually an ongoing process of the

40:37

procurement policy um because I found

40:40

out that a lot of the uh procurement

40:42

policies from dates from back to 2021

40:45

it's online you can look at it anytime

40:47

you wish um um and a lot of our

40:50

department had weren't aware of it or

40:52

maybe had forgotten about it so um you

40:55

know I'm in the process of doing a

40:56

thorough review of the procurement

40:58

policy itself uh I think one of the

41:00

important reasons for that is making

41:02

sure we're abiding by all laws bidding

41:05

laws and so and so forth um I know the

41:08

solist does a very good job at keeping

41:10

us uh you legally in line um and

41:13

secondly it also I think it opens up by

41:16

uh having a competitive process uh you

41:19

you're allowing maybe you know vendors

41:22

and and hopefully minority vendors

41:23

possibly to to bid on things that they

41:26

are at least getting involved in

41:28

participating in getting contracts with

41:30

the city that normally don't do that so

41:32

so I think that that's a very very

41:34

beneficial beneficial thing uh also when

41:37

we went through the budget process and

41:39

the question of orer came up I actually

41:42

did in in a process of doing that now uh

41:45

done various staff meetings with

41:47

applicable departments to find out where

41:49

they are with the or money and that's

41:52

that's an ongoing thing also uh we're

41:55

also in the process of U looking looking

41:57

at the police pension and um possibly

42:00

bidding that out and you should build

42:02

bid things out such as that every few

42:04

years anyway so uh so those are probably

42:06

two of the three two or three of the of

42:08

the main things we're doing now okay

recall exactly which one it was but it

was one of those two

websites all right um do you live in

important for um our leadership to live

in the city limits because I think you

42:49

can understand the unique problems of

42:51

the city a little better as well as its

42:53

assets um third um looking at at your

42:57

resume you have had a lot of different

42:58

roles some shorter some longer um as I

43:02

said was a previous candidate I think

43:03

institutional knowledge is important how

43:05

would you ensure the institutional

43:07

knowledge is passed on if you would

43:08

leave I have a lot of practice and you

43:11

know as you mentioned I left a few

43:13

positions I've never had an issue with u

43:17

breaching confidentiality at all and

43:19

there's things I didn't tell my wife to

43:21

tell you the truth um because you know

43:23

you're dealing with personal matters

43:25

human resource matters contractual

43:28

matters and you know some of those

43:29

things aren't for public uh um repeating

43:33

in in the public I also spent many many

43:36

years and I thank Neil every day for

43:39

being uh his office being the right to

43:41

know

43:42

law office I used to do that my in the

43:45

past I don't mind not doing that um it

43:48

was one of the jobs I disliked but I was

43:50

very good at it uh so when you do write

43:52

the no request uh you know those uh

43:55

they're not fun so I I appreciate him

43:58

doing that so being confidential is is

is a sort of second nature because even

44:03

when you're a financial advisor and you

44:05

go into a person's house and you leave

44:08

two hours later with a check of $200,000

and you get all their personal financial

44:13

information I mean you don't repeat that

kind of stuff so so I I think I'm very

44:18

good at being confidential with with

44:20

information that's personal in nature

44:22

and I have no problem doing that okay I

44:25

think you answer the question um next I

guess what's the biggest difference that

44:30

you've seen so far between your previous

44:32

roles and working for the city of

44:34

Harrisburg U my previous rool is I'm

44:36

used to being sort of the chief

44:38

administrative officer and the chief

44:40

executive officer uh because when you

44:42

work for a burrow the burough has a very

44:45

weak mayoral form of government um with

44:48

a third class City it's not that way

44:50

it's actually the mayor council form of

44:52

government so um so the mayor serves as

44:55

the chief executive officer

44:57

I'm more of the chief administrative

44:59

officer so I'm used to having the door

45:02

roles I'm also used to wear used to

45:04

wearing four or five hats so so not only

45:07

are you the right to know officer but

45:09

you're the Hippa officer the human

45:11

resource director so um so I think the

45:14

biggest difference is is is you're able

45:16

to specialize a little bit more here

45:18

because you have other departments um uh

45:22

that are able to do things so so I guess

45:24

I've been learning more how to delegate

45:26

again than anything

45:28

all right and how are you adjusting to

45:30

that delegating more I like delegating

45:33

actually so and and and the biggest

45:35

thing is you have to know where to find

45:37

information if you have a if you have an

45:39

issue or question there was something

45:40

that came up at the at the last council

45:42

meeting I was actually able to go to the

45:45

right people get answers uh within less

45:47

than 24 hours um and I think those

45:50

people were satisfied with the responses

45:52

that they got um so but I've been I said

45:56

I've been in government

45:57

itself um since 2020 so you know it's

46:01

been more than 20 years and uh I started

46:04

off as an auditor so when you're an

46:05

auditor you're looking at every single

46:07

Department within a government structure

46:10

and you're also you know looking over 37

46:13

tax collectors and you're looking over

46:15

District Justice's offices uh if you

46:17

have a County nursing home you got to do

46:20

that you have a County Airport you have

46:22

to look at that so by being an auditor

46:24

you get to learn all the ins and anounce

46:27

what what what a government is so I

46:29

think I have a long history of uh of

46:32

being you know the broad width of of a

46:35

government structure so I have no

46:37

problem knowing where to get answers and

46:39

also working for the state working for

46:41

the county working for municipality I

46:43

know who should be doing what and so if

46:45

someone calls and asks the question I

46:47

can refer them to the appropriate agency

46:50

and I'm also very good at developing

46:52

good working relationships with state

46:54

legislators uh I've already met with all

46:56

three

46:57

legislators here in in the new state

46:59

senator so I think that's going very

47:01

well and they've been very helpful with

47:03

our efforts so um hopefully that answer

47:06

your question yes it did um since you've

47:10

been in the role a little bit of time

47:11

now uh you've been able to go through

47:13

the budget process kind of get your feet

47:15

wet I guess what are some of your goals

47:17

um and your

47:20

role so continuing to work on the ARP I

47:25

think doing the uh the police pension

47:27

and I'll probably later look at the

47:28

maybe the the other pensions funds but

47:31

you have to you can do everything all at

47:33

one time I think looking at the pilot

47:35

agreements that we have uh you know

47:37

there's 60% of our real estate property

47:39

being uh you know tax exempt most of

47:42

that belong to the state I think it

47:44

needs to be looked at uh I think the $5

47:46

million that we get as a payment from

47:49

the state is is an underpayment and

47:51

needs to be addressed um um urgently um

47:56

uh let's see

um also the procurement policy I told

I think the the Governor Square um

situation uh give Neil a lot of U credit

for his efforts on that getting a

making some some progress don't want to

go into a whole lot of details uh I

think Bob mentioned about the accounting

system un system um unfortunately last

year we had delayed about 6 months after

Mr Hartman had left until I started in

48:35

October that whole effort sort of froze

48:37

in place um because the two people in

48:40

charge of that were both bacon positions

48:43

so we got it restarted back in November

48:45

and and we've been meeting on a regular

48:48

basis since so uh and actually talked to

48:51

Steve bner probably U last week about it

48:55

again so we are making some progress

48:57

just not as much progress I think the

49:00

Broad Street Market is uh get that

49:03

rebuilt I think that's that's a good

49:05

issue and also the senator stadium is

49:08

also a big issue and I think uh

49:11

affordable housing issue is is Al is

49:13

also a big issue and we actually meet on

49:16

a regular basis to especially with the

49:18

governor's office to deal with

49:20

affordable housing so I think those are

49:22

probably the big issues that need to be

49:24

addressed this

year all right thank you and then the

last one is more of a comment um I look

forward to continuing to work with you

um I will say working with previous

49:35

business administrators um one of the

49:38

things that made them the most

49:39

successful was um ensuring communication

49:42

between the administration but also uh

49:43

with Council making sure we're informed

49:45

and updated with what's going on um this

49:47

isn't our full-time job but we still um

49:51

have a lot of communication and

49:53

connection with the residents so we're

49:55

elais on to getting that information out

49:56

we make a lot of important decisions

49:58

here so um keeping us informed and in a

50:00

loop is very important um to make sure

50:03

we have a successful city um also

50:05

followup when we reach out or when

50:07

residents reach out making sure you have

50:09

that followup and in a good follow-up

50:10

time always makes everything run a

50:12

little smoother um and then just

50:14

balancing priorities because I know in

50:15

your office um you kind of get

50:18

priorities from every Department as well

50:19

as residents coun to Administration uh

50:22

so balancing those priorities and

50:23

following up on that um if you can do

50:25

those three things I think that you

50:26

could be very successful a job so thank

completed on anybody we hire new um we

also use the Psychological Services uh

for uh a couple other different reasons

um but uh this would allow us to enter

into that agreement and we have done we

started with Dr lagona uh years ago and

I can't tell you exactly when that was

um but uh Dr Laguna sort of kind of went

into business with uh WCA um and now

they became the uh one of few people uh

in this area that that we founded are

able to provide these Service uh

consistency how do we know that the

may have an AER ball shooting obviously

there's a standard that does that

actually uh 59 covers that and how

that's and how that uh evaluation is

personal issues you're dealing with that

are basically affecting how you're

working so obviously we want we want the

officers to be mentally prepared to be

know that something like that's not

right obviously we need to turn to

somebody and this is I mean the the

psychologist and the tests that they run

and the evaluations that they do so can

uh also assess if there's some mental

illness or some mental problems going on

with the cor officer okay the

commissioner alluded to it I mean

they'll do a fitness for Duty and I mean

if if they're not fit for Duty based on

a psychological evaluation then they

don't go back out on the street okay

extract anybody from their homes but I

understand that ice has been through the

city is that something all of the police

officers in the department or whatever

in terms of like the is that a city is

that a policy or is that just kind of a

1:01:48

practice it's not a policy but it's a

conversation I had with the um the

supervisory staff

2025 and um I just want to thank Council

and the city as whole um in the past

three years this initiative has really

1:03:17

just took on a life as a own um keep

Dolphin County beautiful actually

1:03:22

recognized the volunteers group uh and

1:03:26

recommended keep PA beautiful um give

1:03:30

the volunteer group an award and they

1:03:32

just won uh cleanup award for the 30 out

1:03:34

of the 150 tons that the group removed

1:03:37

so congratulations to Cil and the City

of Harrisburg we have an award-winning

1:03:42

blight mitigation you know initiative so

1:03:45

it's phenomenal um but the metrics as we

1:03:48

talked about towards the end of the year

1:03:50

we were able to remove 150 tons of waste

1:03:53

on the bill of LW so three and a half

1:03:56

years ago I met with some of the

1:03:57

directors of L schwarma and just wanted

1:03:59

to you know keep those promises we've

1:04:01

made and you know try to mitigate blight

1:04:03

try to curb some of the illegal dumping

1:04:05

happening and um keeping a volunteered

1:04:07

base over the past three years with the

1:04:09

support of council we've been able to

1:04:11

eliminate 150 tons and 18 days and we

1:04:15

look forward to kicking some more butt

1:04:16

this season and um we will kick it off

1:04:19

in April 19th in Ethel alley um May 10th

1:04:23

Midtown um June 14th in the the Uptown

1:04:26

area July 26th um that is in the north

1:04:29

Harrisburg Area 823 in Allison Hill and

1:04:33

9:13 in the Southside um so once again

1:04:36

this is an initiative that I drafted

city council supports and it is the city

1:04:42

of harrisburg's initiative so I

1:04:44

encourage everyone to come um but we

1:04:46

were benefited and blessed with a great

1:04:49

award for that initiative and uh I do

1:04:51

have a brief video to show Council um

with just some of the things that

1:04:56

happened crw jumped on as a sponsor as

well as many great

entities an effort to get rid of trash

on the streets has returned to

Harrisburg we're out here doing a a

glitter Cleanup in uh Midtown um it's

important to our water systems because

all of our sewers in one way or another

connect to our natural Water Systems

1:05:39

either a little stream the Susana River

1:05:42

um Paxon Creek and all of those

1:05:44

waterways eventually flow to the ocean

1:05:46

the Susana river goes directly to the

1:05:48

ches Fay which goes directly into the

1:05:50

ocean so anything that you throw on the

1:05:52

ground here when it's carried by storm

1:05:54

water can be carried into a storm drain

1:05:56

an inlet and then make it into the river

1:05:58

and not only can It threaten local

1:06:00

wildlife and and recreators um visitors

1:06:03

tourist but it also can go Downstream

1:06:05

and you've all seen the videos of a a

1:06:07

turtle with a straw on its nose or a

1:06:09

duck with a six-pack ring around its

1:06:10

throat um that's all that all could

1:06:13

happen something you could throw in the

1:06:14

floor in Harrisburg could end up around

1:06:16

a peace of wildlife so we encourage

1:06:19

people not to litter uh it protects our

1:06:21

local waterways it protects our sewer

1:06:23

system it prevents blood backups clogs

1:06:25

things like that um we really appreciate

1:06:27

uh the partnership and uh we look

1:06:29

forward to doing more in different

1:06:30

neighborhoods absolutely thank you say

State Street still hasn't been acted on

in years now but to get to my other

that there is no agreement between ice

and the Harrisburg Police however there

are videos of Harrisburg Police

escorting and walking with ice like

1:12:14

through parts of Harrisburg so my

question is going to be is there anou or

1:12:18

a um an understanding now what I want to

1:12:21

ask is can we have an or can we have a

1:12:23

policy where haris police do not assist

1:12:27

ice in their activities in the city for

1:12:30

various reasons one of the main ones is

1:12:32

it makes us less safe as the city you're

1:12:33

taking a group of people who will now be

1:12:35

afraid to talk to the city come for

1:12:37

Services report crimes because they'll

1:12:39

be afraid the Harrisburg Police will

1:12:41

turn them over to immigration and custom

1:12:43

enforcement um let me see what else do I

1:12:45

have

1:12:47

sorry um oh I also think it's a poor use

of resources we keep hearing about how

1:12:52

the uh police uh are understaffed and

1:12:55

can't even get their essential jobs done

1:12:56

but now we're doing federal work which

honestly we have no business doing we

we're not in the business of you know

1:13:02

checking people as legal citizenship

1:13:04

status um let see it also intimidates

1:13:07

citizens who aren't recent immigrants

but may seem like them who might be

1:13:10

Spanish speaking who might be up in

1:13:12

oural bicycle I mean we have um you know

1:13:15

Afghan refugees we have all sorts of

1:13:17

recent immigrants people who their

1:13:18

families longstanding and they get swept

1:13:21

up into things just as quickly um you

1:13:23

know people don't feel safe coming to us

1:13:25

for services knowing that that's a place

1:13:27

where ice could hit and I mean we know

1:13:29

our rights we know we can deny the Maxes

1:13:31

without a warrant but the chilling

1:13:33

effect is terrible like our our city

1:13:34

businesses a lot of the like you know um

1:13:37

like ethnic groceries lose business

1:13:39

because people know that they can be

1:13:41

targeted so I'm I'm gonna say like I

said to end it

um honestly like I said I was going to

ask and try to get information about

1:13:49

agreement but now I ask that hopefully

health and safety or Public Safety take

some steps to make sure that our police

do not cooperate any of them like and if

you know what and if berter wasn't aware

of it and if other supervisors were we

need to make sure they all know that

that's a thing that we can't accept as a

that would take everybody's involvement
