allocation of certain funds. And who do

things in here. Two of them are exhibits

beginning of the document. Um, and I

will handle the initial one that deals

with the uh $2 million confirmation of

neighborhood services funds. Um,

the council had previously budgeted for

revenues and expenditures for

neighborhood services fund. One of the

sources of revenues in the budget is the

uh $2 million aotment that was going to

7:30

trash forgiveness. Essentially, the

money was coming out of uh state the

7:34

state uh

7:37

grant fund and rolling over to no

7:38

services to supplement its yearly

7:41

issues. We then also had the payout for

7:44

uh the resolution of the public works

7:47

building this year. Um, so the funds

there are depleted uh in there. There

7:53

had been an issue in that transfer

7:54

happening. Um, and just so the council

7:57

had previously voted for the $2 million

7:59

basically way to put it back in front of

the council and back in front of the

8:02

treasur's office that the council had

8:04

voted for the $2 million to go to

8:05

neighborhood services fund. It's not

8:07

even a reallocation. It's simply a

8:09

confirmation that the money was going

8:10

over there. Um and uh and we listed they

basically stopped when they got to $2

8:15

million and a list of items that covers

8:17

$2 million of major purchases. Um and

8:20

obviously there's many many more than

8:21

that in the public uh public works

8:23

department. So uh that is just simply an

effort to put it out there in front so

that to provide something for that

8:29

transfer to happen. Uh those signatures

were declined in the fall uh by the

8:35

treasur's office. So

and the the first part of this

reallocation relates to it's it's all

personnel cost related and it involves

the city's two major significant funds.

The general fund and neighborhood

services. I I'll start with the general

fund which is the top half piece.

Uh this all revolves around the

occurrence this year which is which is a

unique occurrence of a 27th payroll

that's that's happening. Uh this

9:47

actually occurred in in the past

9:50

approximately 10 years ago when there

9:52

were 27 pays uh in in in a year uh of

9:56

that time. Um, and what's driving the

the 27th pay in December are are our our

10:05

pay dates and check run dates are uh

10:07

December the 4th, the 18th, and going by

10:10

the calendar, it would be January 1st.

So, typically historically in in in

several recent years, when a holiday

falls on a u a pay date, it it is moved

back to the previous day uh the previous

10:24

business day. In this case, it would be

December 31st.

So in in that we we we realized this

earlier in the year and we discussed it

with uh members of the finance team and

also the payroll department and HR and

the the business decision decision was

made to have the 27th pay occur in this

current budget year 2025

and uh HR and the payroll uh department

and also our ID department has teed up a

27th pay slot if you will for this year.

So given that uh with the budget that's

that's in effect for the current year

the the the the review or the analysis

was done to make sure uh there would be

enough budget to accommodate this extra

pay and we went through those particular

departments or offices that have

available budget as a surplus

uh for 2025. The ones that are in need

of budget are are the top half starting

11:28

with the the city treasurer's office and

11:30

going on down to parks, wreck, and

11:32

enrichment. That's that grouping that

11:33

need um the budget uh amendment ask of 1

million

uh $298,700.

That's the total of those. So those are

the ones that need the plus up in

11:47

budget. the ones that are available due

11:49

to

whatever the reasons may be for a budget

surplus, you know, typically vacancies

or departures or retirements during the

year creating uh a surplus budget. So,

in reviewing this, we took a look at at

the beginning of November to uh project,

which is a little bit easier to do this

time of the year, of course, uh to

project the five remaining pays. Two in

November, the two in December, and of

course, the final one on December 31,

And the analysis yielded that there is

some budget surplus in the line starting

with the office of the mayor and going

comp settlement claim uh of an injured

police officer from several years ago,

uh, which was

claim, but this I believe the amount

So, that's out of the norm of claims

on and payroll tax expense, but this

particular account is is a personnel

personnel account. And while we were

doing this, we I I reviewed other

personnel lines that would be in need

and this one of course stood out. So

that's why this is appearing on this

urban search and rescue type

reimbursement the city receives from

time to time. That hasn't happened yet,

but it's it's something that that

relates. But again, that's that's that

to me is what's driving the overtime. I

mean the numbers just stood out. So I

were from prior years mostly prior year

that we get from uh every every

move was to roll them forward. Uh when

time though, what we wanted to do was to

manually adjust that budget roll forward

because we didn't want it to appear

ahead of city council's review uh and

and and approval, you know, v via the

vote on that particular reallocation.

When we presented the reallocation

though to you, it was prepared in error.

it did not include it was inaccurate

because it did not include all of the 16

or 17 uh incumbrances that were really

in play. So

uh to again the the budget was rolled

forward but then we adjusted it back but

22:37

the incumbrances came forward and when

22:40

the system

uh does that it recognizes budget has

been rolled forward. As it turns out the

22:46

majority of these incumbrances were

ended up not being needed or utilized.

So they were closed. when they were

22:53

closed, the system automatically pulled

22:56

the budget back away because it's it's

22:58

thinking, "Oh, you don't need this

budget."

for that system to do because it's it's

it's a safeguard. That way you don't

wasn't enough budget left in to offset

what was going to be uh affected by the

system. So a long story short, the what

is needed on these incumbrances

uh relates to what was paid during the

year which um was approximately $6,250.

And also there was in one incumbrance

that has been left open that is needed

which is 3,000. So the law bureau's

budget, the revised budget needed really

23:46

needs to reflect uh approximately

in the revised column. And then when you

take away what was spent and what was

23:55

what what's still committed out there

should leave an available balance of a

little over $50,000. So again, Jared, if

this budget adjustment remedies that. It

gets the the law bureau's legal line to

where it should be had this correction

telling you that we tend to be that's

about one month's worth potential so

it's it's given us the the the sense

that we're we're we're we're a bit short

we don't want to run into a a tight uh

squeeze here where we don't have enough

appropriation to accommodate uh when we

get into December

actually so far in November it's been

it's calmed down Uh right now we're

about at $600,000

through this week with only one week to

go, but you just never know with these

claims uh when they might surface and

and and at what level. So, we're trying

to be proactive. Uh, I I believe this

budget, this proposed budget adjustment

will offer a bit more than is needed

cushion-wise, but I' I' I'd rather take

given that we have again uh similar

budget uh surpluses in certain lines.

and the rest is populated by again some

salaries and wages uh lines that do have

that surplus uh based on available

to where we are right now. So that

that's the proposed solution to hope or

to uh uh try to shore up what may be

coming uh in medical even though I'm I'm

more optimistic that it won't quite be

noted uh this proposal uh involves the

32:21

consolidation of five uh separate

32:23

largely vacant parcels um with them

32:26

being resubdivided into four new parcels

and then on which uh four attached row

32:32

homes uh will be constructed. Um council

may recall this from earlier this year

32:37

in April when a different version of the

32:40

project was uh brought through the

32:42

process and was approved by council for

32:44

a 9-unit multif family dwelling. Uh in

the intervening time, the applicants

32:49

have reconsidered um the proposal and

32:51

are now going with uh four attached row

32:53

homes. Um they'll be able to give you

32:56

some more specifics, but I believe that

32:57

they're for uh first time their

32:59

affordable units are first-time

33:00

homeowners. Um so that'll be a bit of a

33:03

different uh difference between the last

33:05

project and this one as well. Um, but

33:07

overall, uh, these lots are on the 1600

33:10

block of Market Street. And, uh, if

33:12

you're familiar with them, there was a

33:13

small, um, I think community garden at

33:15

one point, uh, operating on site, but in

33:18

the last few years, it doesn't seem to

33:20

have had any attention or ongoing

33:22

maintenance of the properties. So, this

33:24

is going to be, uh, just an infill with

33:26

essentially, uh, a development uh, style

33:29

and building that is similar to, uh,

33:30

that of the surrounding neighborhood.

33:32

Uh, the applicants did receive the

33:34

requisite zoning relief requests. um at

33:37

the October 20th zoning hearing board uh

33:40

meeting and uh that also included a

33:43

relief from the uh four off- streetet

33:45

parking requirements that uh were uh for

33:49

our off- streetet parking spaces that

33:50

were required for a project of this

33:52

size. Uh although the applicants uh do

33:54

have a draft parking lease agreement

33:56

with uh a church on the 1500 block of

33:59

Market Street to utilize uh their

34:01

parking if necessary. Uh so with all of

34:03

that being said, the planning commission

34:05

uh recommended that the city council

34:07

approved the request with the following

34:09

conditions. Uh the applicant is required

34:10

to receive a certificate of

34:12

qualification pursuant to chapter 12 101

34:14

of title 12, the affordable housing

34:16

certification prior to recording the lot

34:18

consolidation and land development plan

34:20

with the Dolphin County Recorder of

34:21

Deeds. Uh if possible, the applicant

34:24

should consider building designs with a

34:25

zeroep entrance threshold or other

34:28

accommodation to ensure visibility of

34:29

the structures allowing ADA access for

34:31

residents and vis and visitors. Uh the

34:34

applicant should consider uh different

34:36

divisions along the front porch other

34:37

than than the proposed fence panels such

34:39

as railings similar to those along the

34:41

front portions of the porches which will

34:43

contrast with the architecture of the

34:45

front facades. And then finally, the

34:47

applicant should consider fencing in all

34:49

or portions of the rear yards or

34:51

consider installing fences and gates

34:53

along the sides of the end units to give

34:55

re residents more privacy and security.

Uh the planning commission uh recommends

34:59

the city council approved the request

for the following reasons. Project is in

35:03

conformance with the city's

35:04

comprehensive plan and has been designed

35:05

to minimize the amount of zoning relief

35:07

necessary. Approval of the proposal will

35:09

enhance the character of the

35:10

neighborhood and improve the streetscape

35:12

by developing prominent and

35:13

long-standing vacant lots, installing

35:15

street trees, constructing compatible

35:17

info development, and adding to the

35:18

neighborhood's housing inventory. Uh

35:20

three, the pro proposed project will

35:22

contribute to the city's need for

35:24

affordable housing by providing four new

35:25

affordable housing units in fourbedroom

35:28

configurations, which will be certified

35:29

and maintained long-term as affordable

35:31

units. The proposed configurations

35:33

represent a size of unit that is in

35:34

higher demand throughout the city. And

35:36

finally, the project will enhance one of

35:38

the primary corridors in the Allison

35:39

Hill neighborhood, adding new residents

35:41

to the neighborhood, activating the

35:43

street and community on nights and

35:44

weekends, and growing the customer base

35:46

to support local businesses.

would be probably would you say spring

Um total cost I believe was estimated

just over uh a million for

u multifamily initial submission. uh the

the course was changed when you know for

various reasons but we we do feel uh

that these four units uh providing you

know proper home ownership uh and I

think the neighborhood of the character

of the neighborhood better is better

matched with what's proposed as part of

38:19

this um less zoning relief associated

38:22

with this and in fact we're bringing

38:24

these these lots there's five lots there

38:26

currently we we're reconsolidating them

38:28

into four uh lots to try bring them

38:31

closer with the conformance of the uh

38:34

current zoning requirements. Um so we we

38:37

only just have the zoning relief for the

38:39

middle two units. They're all they're

38:40

each 16 ft wide units, but the end uh

38:43

lots are wider than the the 20 foot

38:46

required. So uh that was like the

38:48

minimum zoning relief that we thought

38:50

would be necessary besides the off-

38:51

streetet parking associated with the

38:53

project. Um, at this time we have, you

38:56

know, gone through rounds of comments

38:58

from the, uh, city and Capital Region

Water. We've actually resubmitted to

39:02

Capital Region to try and uh, get those

39:05

comments clarified or uh, addressed.

And I think the only other uh, comment

39:10

we we saw from the packet was from the

39:13

city engineer regarding the pavement

39:14

restoration out front. Um, so we we we

39:18

understand that we'll have to uh restore

39:20

a little bit more of the pavement than

39:21

we had shown on the initial plan in the

39:23

exhibits in front of you. We also added

39:25

in the site plan I have here tonight.

The only main difference is we added

39:29

some fencing in between the units and

39:31

the in the rear yards and uh to address

39:34

the comment from uh city planning

regarding the uh privacy screening in

39:38

between the units. Um I does Christie

you want to speak on the project? Um

yes. Um first thank you for having

having me here and having us here um

honored to be here um this evening. Um

one uh I think um you know it's a

39:57

project we've been working on for two

39:58

years and um I am a firm believer of um

uh the community being a part of the

40:05

solution and um instead of complaining a

40:08

problem about issues or problems that

40:10

affect our community be a part of the

40:13

solution. Um and for me is uh one of the

40:16

solutions or one of the issues that not

40:18

only plague our city but plague our

40:21

country is the issue of affordable

40:24

housing. Um there just isn't enough um

40:28

supply to meet the demand. Not only are

40:31

there not enough units for people that

40:33

live in these cities, uh but also with

40:36

rising costs, it's even harder for

40:40

people not only to rent but even more

40:41

importantly to own. Um so that's why uh

40:44

I think this project is important. Uh

40:46

one I am a firm believer of the location

40:50

um the revitalization of a key corridor

40:53

or a major artery in our city that being

40:56

Market Street. I believe in investing

40:58

back into the communities that you come

41:00

from. I live blocks away from where this

41:02

project is. Um so I believe in its

41:05

location. It's a lot that has been 20

41:07

plus years vacant and turning that 20

41:09

plus year vacant lot into affording

41:11

affordable homes I think is a powerful

41:14

statement to the city. I think

41:16

investment back into an area of the city

41:19

that's been disinvested upon and uh uh

41:23

and and not built upon in years um is

41:25

also important for people to see and it

41:28

may attract other businesses and other

41:30

people to develop in that community. Um

41:33

but um most importantly I think from my

41:36

perspective is the premise of uh um

41:41

economic empowerment and equity. Um when

41:44

I say that we are not looking to build

41:46

units for rent but for ownership. Uh

41:49

we're looking to put people uh firsttime

41:52

home buyers investing into the city and

41:54

giving them an opportunity where they

41:56

wouldn't have one previously. Um,

41:59

statistics show that the best way to uh

42:03

to to close the racial wealth gap is

42:08

home ownership. So, that's number one.

42:10

Number two is utilizing people within

42:14

the community to uh build the project

42:18

and to uh not only uh build the project

42:22

but be a part of the project. Not only

42:24

does that give the indigenous people of

42:26

that community ownership of the project,

42:29

but also um circulates the dollars

42:32

invested in this project back into the

42:34

communities that they're built in. Uh

42:36

otherwise strengthening the community.

42:38

So I think it's not just about um

42:40

community or development but uh about

42:43

community upliftment and lastly giving

42:46

people um the opportunity that work in

42:49

the city and that live in a city

42:51

opportunity to own a piece of the city.

I think because of these reasons I think

42:56

this is a powerful project. It's one

42:58

that shows or demonstrates collaboration

43:01

with us, not only working with the city,

43:03

but also the county, with PHF, PHFA, and

43:06

with uh Midpin and Mnt Banks, all to

43:09

come together uh on one project to to

43:12

get it done and to provide home

43:15

ownership and generational wealth for

43:17

people within the city.

hopeful that um mainly families will be

interested in this opportunity. I wanted

to discuss funding. So, you were one of

13 awardees

um of city funding for affordable

45:45

housing. I just wanted to note that for

makes this project a unique one and one

that's exciting because we're ready to

build. We go right to building and this

is that we'll go to in the spring.

They'll be done and and we'll have

people in those homes. So, uh we do have

funds secure. We've been working on this

for a long time, working very hard on

there are a couple reasons. First is um

the issue of parking. That's number one.

project was supposed to be almost like

uh people move into these homes and

prepare themselves for home ownership.

themselves for home ownership. For me,

the goal was always home ownership and

own owning a stake in your own

community. Um, so that's that's where

is now the goal. Um, and also, you know,

it cut the price in half, right? So,

when you're trying to build with rising

down the community when in all actuality

we're not building with the right

materials so that they'll last a

helping to get more home ownership

honorable Joselyn Ross talked about 20%

does add to security. Um, but also I

believe that a lot of the issues that we

have to solve in our community have to

come from the indigenous people in the

people start to invest in the block, um,

I think that it starts to, um, make that

block a lot safer. And a lot of a lot of

times it is cosmetic. When you see

something that looks better, that looks

like it needs to be taken care of, the

community, I trust that the community

will take care of it. and I have trust

in our citizens that they'll protect

number one. Number two I think that it

is time for all of us to connect. I

think we have to not only connect um

with other organizations and um people

existing in the community but we have to

start connecting our communities. Um we

are one city and I think that um the

more people are part of a project or a

part of keeping it safe u um the

stronger uh the community, the stronger

the city. Um so

the way around. Um the goal is to to be

a part of the upliftment of our city

often. Um and I'm definitely a believer

in generational wealth. Owning a home is

a building block to that. Uh but when we

look at

um Councilman Rodriguez just asked you

know the the when we say affordability

let's say what affordable is let's try

to narrow down and we said we got to a

number 120,000 but when we we look at

the scale on the AMI 30 60 20% of that

mechanisms you'll use but my question

would be for the people that we're

looking to create as home ownership what

mechanism Are we securing those

individuals to make sure that they are

ready to own a home? Because it comes

with a lot of responsibility. Um, are

the banks going to be involved um,

helping them out with with their

mortgage and, you know, getting them

ready and and prepared to be homeowners?

What programs, if any, that you're using

to help make sure that when you get

these individuals in these homes, they

can potentially keep it?

>> U, well, first, that's an excellent

question. Um, a lot of times we'll put

people in um in in these situations and

not put them in positions to succeed.

So, I think you bring up a critical

point. Um, the goal is to have people

not only move into the homes, but be

successful in owning the home, so they

don't that that so that they don't get

foreclosed on and that they're able to

own and um potentially build um and to

build wealth. Um I I think that just um

what a lot of people don't see is that

the money that they spend for rent um

1:00:29

they can own their own home and own

1:00:32

their own piece of the city and own

1:00:33

their own land. And that's our goal is

1:00:35

to take uh to go underneath what they

1:00:38

would be paying for in rent and give

1:00:40

them a structure that they can own. Not

1:00:42

only that, it's also giving them the

1:00:44

tools to be able to handle money, um, to

1:00:48

manage money and to have the credit to

1:00:51

be able to buy or own a home. And

1:00:53

unfortunately, it's not um, taught in

1:00:55

our schools or in our communities

1:00:57

enough. Um, even personally myself, uh,

1:01:01

these are things that we have to learn

1:01:03

later in life. And the goal is so that

1:01:06

people don't have to go through the same

1:01:08

issues that we had to don't have to

1:01:10

learn about it later in life. Um or um

1:01:14

get these opportunities so that when

1:01:16

they're put in a predicament or put in a

1:01:18

situation during a situation to succeed.

I know I took a long way getting that

1:01:23

reaction. But to answer your question,

yes, we will have um um banks in place

and have um um organizations that we

1:01:32

work with that help them with managing

1:01:34

money and that also help them with

1:01:37

building their credit score and also

looking to help with um um down payment

and um and in some other

I mean, you know, what what programs are

County Housing has a program. You know,

they teach them how to to uh repair

their credit their credit score, uh how

to how to budget for home ownership, how

to save to to get the down payment. And

I wouldn't be surprised if most of them

do have special programs for this and

they actually contribute money towards

the, you know, towards the closing cost

and they may be willing to come down on

that 5%. They all have first-time home

1:02:35

ownership programs.

>> Yeah. Uh I think that's the important

piece that I'm I'm looking for. Again, I

think yours your project stands out

versus all the rest. Not that we don't

1:02:44

need again this word affordable housing

but um to be creating home ownership is

something that I talk about a lot and um

so I I believe that's what separates you

1:02:53

from these other projects. It's not

1:02:55

again it's not something that you're

1:02:56

looking to carry over 10 years and you

1:03:00

know and disappear over the project. You

1:03:02

know this is someone you can pass off uh

1:03:05

these properties to these individuals.

But my other thing is again you know

something that you mentioned um that I'm

1:03:11

very big on. I ran on um ensuring that

1:03:14

people uh in the city of Harrisburg are

1:03:17

included in the economic growth of the

1:03:19

city. So um making sure that do you have

um intentions

1:03:25

on using local contractors? Um I know we

1:03:29

go with low uh MBEs, but some of them

1:03:32

may not be DBE, MBE, and all of that. So

1:03:36

that's one of my question. Do you have

any idea um or is that something that

you're looking to do when it looks to um

building these projects and investing in

the community, the people that live

here, work here and all of that? So, is

um when we talk about economic

empowerment, it is important for those

indigenous people to have an opportunity

their own community. Um, so that's one

of the key things um that I that I think

we we're all looking at. Um, and it's um

a very important piece to make sure that

not only are um people getting the

1:04:16

opportunity to live in the homes, but

1:04:19

also getting the opportunity or piece of

1:04:21

of building those homes in the

1:04:22

community.

much success on this project and I hope

that um it leads you to uh look around a

little bit more and look at uh

redevelopment authority and see what

some of these lots and put some more

homes up because it's very tough again

to to to build that market rate. You

know, we we talked about those costs.

And so that's what again I think I

commend you on making this happen uh

with with the partnerships that you have

because again everyone wants uh

apartment complexes and things of that

nature. Not that that's a bad thing, but

again, we're looking to increase the

population in the city of Harrisburg,

uh, which which will increase our tax

for whatever reason to get those. So, it

would just be nice to have someone in

our communities that can teach this.

saying that wrong. Uh, as the Hersa

building. Um, so, uh, that, uh,

property, um, I think has been vacant

1:09:42

for some time or will be. uh the um

1:09:45

commercial tenant there is moving out uh

1:09:47

of the building and uh so the uh

1:09:50

applicant uh WCI partners is looking to

1:09:53

convert that property into 60 unit

1:09:56

multif family dwelling um with some

1:10:00

associated site and access improvements.

1:10:02

Uh if you're familiar with the property,

1:10:04

uh there's basically a um accessory

1:10:06

surface parking lot surrounding the

1:10:07

structure uh with enough parking uh to

1:10:10

accommodate the requirements of the

1:10:12

60-unit multif family uh dwelling

1:10:14

building. Um and uh the applicant uh did

1:10:18

receive uh the necessary special

1:10:21

exception approval at the October 20th

1:10:23

zoning hearing board meeting to um p to

1:10:27

ensure the property is in conformance

1:10:28

with the zoning regulations. Um and uh

1:10:32

so I believe the applicant has also

1:10:34

received uh approval of some minor u

1:10:37

changes to the building envelope uh from

1:10:40

HARB because the property is located in

1:10:42

the old uptown municipal historic

1:10:44

district. Um so uh at this point the

1:10:47

zone the land development plan approval

1:10:49

is the final step in their uh proposal

1:10:51

before um submitting a building permit

1:10:54

and moving forward on um that aspect of

1:10:56

the project. Uh with all of that being

1:10:59

said, the planning commission uh

1:11:01

recommends that the

1:11:04

city council approved the request with

1:11:06

the following uh conditions. Uh the

1:11:09

applicant should remove the middle curb

1:11:11

cut driveway on Dominic Street and

1:11:13

replace it with curbing sidewalk and

1:11:14

landscaping to to remove an unnecessary

1:11:17

pedestrian vehicular access point. The

1:11:20

bureau also recommends installing a

1:11:21

direct pedest pedestrian connection from

1:11:23

the front entrance uh from the building

1:11:25

entrance to the front street sidewalk

1:11:27

which is differentiated through physical

1:11:29

features such as brick, stamped concrete

1:11:30

or a raised walkway through the parking

1:11:32

lot. And just to provide a little bit

more information uh on that uh the um

1:11:37

curb cut that's referenced there on Min

1:11:38

Street uh used to be a place where

trucks could back into a loading dock on

that side of the property which will no

longer be necessary under the proposed

units. Uh the project site is located

along the mixeduse Front Street corridor

buildings have demonstrated the proposed

use does not adversely impact the

character of the neighborhood and the

project will address the primary concern

of such conversions through the

provision of sufficient off- streetet

parking to meet the demand from new

tenants and their guests. And finally,

the proposed reuse will add new

residents to the neighborhood to

activate the street on nights and

weekends and grow a customer base to

support local businesses and will

provide additional units to the Midtown

housing inventory.

again one of my biggest things is in

public safety. I always believe in if

someone's working with a living wage

they're less likely to be out committing

crimes. And so um there's a

a struggle for jobs out here and skill

1:16:33

set too. So, I'm not holding to MBE or

1:16:35

anything. Again, this is just something

when I say local. Um, again, I witnessed

1:16:39

the projects come into the city of

1:16:41

Harrisburg. It was the federal

1:16:43

courthouse, $396 million project, and no

1:16:47

one around here got a job. So, I'm just

1:16:50

asking that. It's not a requirement for

1:16:52

my vote. It's just something that I'm

1:16:54

interested in seeing if some of the

1:16:55

developers, and this is what I'm going

1:16:57

to ask every developer when they come

1:16:58

in. So, don't feel singled out.

the city for 20 here is our 20th year.

Um, we have about 300 units total. Uh,

we have a management division within our

business. So, we self-manage all of

them. Um, we don't hire third party. We

don't do third party management for

1:18:54

others. We just manage our our own

projects. So, um we'll manage it. Uh the

location of this one is actually very um

1:19:05

easy to makes it easy to manage because

it's right next to our office building.

Our management right there. So, we're

almost like an on-site manager for this

the bank. Um, so we're going to have

loans on this that we'll have to service

and just doing the math, the rents have

1:20:55

to be at a certain level to pay.

Um, so

we're we I think I've said this before

when I come here that um we look at the

1:21:08

affordable housing issue as holistically

1:21:12

as we can with our I mentioned the 300

1:21:14

units within the 300 units that we have.

1:21:17

So I would say about 20% of the 300 are

1:21:20

affordable like within or below the of

1:21:24

the region but it's difficult to do that

1:21:27

on a single project or on a project

1:21:30

project basis because of the costs and

1:21:33

the loan servicing. So on this

1:21:35

particular one, some of the rents are

1:21:37

going to be about the average the city

1:21:40

uh which we think is pretty good. Um but

1:21:43

some are going to be higher. So we'll do

1:21:45

our best. I understand the issue um

1:21:48

personally um told not to share that.

1:21:51

But um

1:21:54

the

1:21:56

one thing that we've done um I think is

1:21:58

a creative solution sometimes when you

1:22:00

have to service these loans is um we've

1:22:03

worked with third-party groups like

1:22:06

Church World Services. I don't if you've

1:22:08

heard of their so they um have a uh

1:22:12

their immigration and refugee services.

1:22:14

So we worked with Katrina there and what

1:22:18

they had a shortage of housing for the

1:22:21

refugees.

1:22:22

We have apartments that we need to get

1:22:24

market rate rents for their costs and

1:22:27

our

1:22:28

So we came up with this idea together.

1:22:30

We met at the international service

1:22:32

center in the basement of Presbyterian

1:22:34

Church there at market square. Uh and

1:22:36

Dr. Fong helped convene this thing. Um

1:22:40

and the idea and the solution we came up

1:22:42

with is that we have a third party like

1:22:45

Church World Services that can guarantee

1:22:49

the rent. So they sign the lease, they

1:22:51

guarantee the rent developer needs from

1:22:54

market rate to pay their loan. cost they

1:22:58

can turn around then give the apartment

1:23:01

an affordable rate. So we've done that a

1:23:03

couple of times and then when the new

1:23:05

administration come in the funding for

1:23:08

refugee services. So church world

1:23:11

services we still have two units left

1:23:14

that we do in our portfolio with that

1:23:16

but that was one creative solution. So

1:23:19

it's an important topic to me. Um, we do

1:23:22

the best that we can, but I also have

1:23:24

demands, loans, other costs, just the

1:23:28

math of the project have to have to

1:23:31

figure out.

>> Yeah, I think the average rent in the

city right now is 1300. Um, we're going

to be around there for some of them and

that everyone should have an opportunity

with uh the developments that's coming

into our city. Our city residents should

1:25:13

have an opportunity. Uh it's a small

1:25:16

portion

have an opportunity to rent some of

1:25:19

these. I mean, they're they are

1:25:21

taxpayers also. Um, so it's my only

1:25:25

I have to meet though the requirements

of the bank equity that comes in to make

project work. And so I'm constant I'm

trying to navigate these things. So I'm

sorry I just I did share it. It was my

lived experience. And so I just I want

to know I want you to know It is. It

1:26:18

matters to me, but I have an economic

1:26:21

reality that I have to navigate. I I

1:26:25

as you know, uh, my name is Celis

Dillard. Um, I was born in Puerto Rico

and I moved here when I was 14. Um, I

attended Ren Redland High School in the

1:29:39

Warsaw School District. And after I

1:29:42

graduated, um, I did a I held a couple

1:29:45

of positions that helped me develop uh,

1:29:48

a wide range of skills that I still use

1:29:51

today. I'm bilingual, which means that I

1:29:54

can read, write, and speak in Spanish

1:29:57

fluently. Um, I'm a mother of two girls,

and Joel's 25, Riley, 20. Um, I've been

1:30:05

married to my husband for 21 years,

Brian. Um, when I moved to Harrisburg, I

1:30:12

quickly realized, um, how different life

1:30:15

can be from one side of the river to the

1:30:17

other. Um, when I began working for the

1:30:21

Harrisburg School District, it ignited

1:30:24

um a new passion in my heart. I had

1:30:27

always felt that I I was meant to do

1:30:29

something. I just wasn't sure what that

1:30:32

was until I realized how deeply I wanted

1:30:36

to help our youth. Um, our young people

1:30:39

often struggle without the proper tools

1:30:43

and support which can lead them to fear

1:30:46

police, turn to violence

1:30:52

or distrust the system around them. At

1:30:55

the same time, our police officers are

1:30:57

present and willing to help, but many of

1:31:00

them are quickly um are also quick to

1:31:03

judge and may not fully understand how

1:31:06

fragile and vulnerable our youth truly

1:31:09

are.

I believe that there is an opportunity

1:31:13

and an urgent need to build a stronger,

1:31:16

healthier, and more trusting

1:31:18

relationship between our young people

1:31:22

and our police. By being part of the

1:31:24

CLEAC, I hope to help bridge that gap

and create positive change to our

1:31:30

community.

process this year, we had uh discussions

with the public works department. Can

think. So anyway, uh so in that in those

budget discussions, we had found out

that capital needs of uh uh some repairs

to the public works building uh

including the floor, the roof and and

windows and uh we have a I was familiar

with the local share account statewide

1:37:04

which is open uh in in open in

1:37:07

September, October and closes at the end

1:37:09

of this month where we can apply for up

1:37:11

to a million dollars maximum. And uh

1:37:14

this is also a very phasable project

1:37:16

because you could use each one of those

1:37:18

uh needs as a as a different uh phase.

1:37:22

So if we don't get quite the full

1:37:24

amount, we can phase it one, two, and

1:37:26

three. So um so that's basically what

1:37:29

this grant is for. It's for repairs uh

1:37:32

and upgrades to the to the public works

1:37:34

building. And about the particular

1:37:36

shape, I'll let Director West talk about

1:37:38

that.

know you and I meet pretty frequently.

Um this would be the same adjustments

for the VMC specialty flooring, the

1:37:50

bullet holes in some of the windows, the

roofing, etc.

>> Yes. Uh good evening, President Hill and

Council members. Uh yes, we um recently

um purchased the building. It now

1:38:05

belongs to the city of Harrisburg

1:38:08

and we did not do the repairs since we

1:38:12

were in the building because we did not

1:38:14

own the building. We currently own the

1:38:16

building now. So, we have an obligation

1:38:19

to bring it up to its standards as far

1:38:22

as a public works facility. And when we

1:38:25

uh entered the building, the facility of

1:38:28

the uh vehicle maintenance floor was not

1:38:32

up to par and it continue to go in the

1:38:35

downhill aspect.

1:38:37

So now we um as you see the pictures uh

1:38:42

we are in dire need of repairing and

1:38:46

redoing the entire floor uh through and

1:38:50

through.

1:38:51

And again, we either had the choice of

1:38:54

placing it in the budget for next year

1:38:57

or finding a resource of finance to pay

1:39:01

for redoing the floor. And this is one

1:39:06

of the solutions that um Sam, business

1:39:09

administrator, came up with and an

1:39:12

alternative versus placing in a budget

1:39:15

at a cost of to the city.

1:39:18

And so it was the the floor of the

1:39:22

vehicle maintenance center, the windows

1:39:25

that you know we kind you keep them

1:39:28

clean, but when we entered the building

1:39:29

they had uh bullet holes in them, but

1:39:32

the the the windows are strong. So it's

1:39:35

not like it went through. It's just

1:39:37

showing and the cracks in the window.

1:39:39

And it's not good for a public work

1:39:41

facility, you know, to look like that

1:39:45

when you have the residents entering at

1:39:47

all all times of the day. And we deal

1:39:49

with the entire community public works

1:39:51

facility. Also with the roof, we um

1:39:56

we're going to try to repair the roof in

1:39:58

different areas, but the importance and

1:40:01

log standing of the building because

1:40:03

we're going to be there is to redo the

1:40:06

roof. So in that order, you know,

1:40:09

whatever uh monies that we can come up

1:40:12

with with the grant and that's what

1:40:14

we'll do in that order. The primary

1:40:17

purpose is the floor. Uh secondary

1:40:19

purpose will be the windows and third

1:40:21

would be the roof.

pieces that are just coming apart. So

people who are just like walking across

doing nothing, let alone people who are

walking across like carrying, you know,

things that are weigh 100 pounds, they

there's a there's a really serious slip

and trip. Uh and also there's all these

different pieces of equipment that are

1:43:37

stored over public works. And so we have

to fix the floors so that our the folks

who work at public works are safe and

1:43:46

then also to fix the roof so that it

1:43:48

protects the floor and also protects all

1:43:51

the that is being stored there. So, we

1:43:53

have a lot of components for tons of

1:43:55

different uh vehicles that are part of

1:43:58

the fleet. We need to make sure that

1:44:00

they are protected. So, there's just

1:44:02

like floor roof, floor roof. It's kind

of like a whole thing comes together and

um they're a great group of folks over

1:44:10

there and they're very tightly knit. So,

I don't know. I learned a lot last week

just talking to them. So, um, yeah, I

mean, if we can get this state money,

may not get all of it. I mean, you know,

very beneficial. We also took u some uh

monies that we had and we repainted the

1:45:35

vehicle maintenance center so it looks a

1:45:37

lot better and the floor will be the

1:45:39

completion of the vehicle maintenance

center. So, it'll look like a a brand

1:45:44

new facility.
