our vision for this new firm that we

created was to put a team together uh

that was prepared to Lobby on behalf of

ideological issue we put a team together

Pennsylvania being a purple State we

figured to be effective uh we needed

Republicans we needed Democrats we

needed people from the city we needed

people from rural areas uh so that we

could effectively argue and articulate

itself but for the communities around it

times every single week previously I ran

for Congress to represent the area

including the city because of my passion

working alongside our bravest men and

women every single day that are out in

the streets doing the work of the people

is something that I have tremendous

pride in uh especially with my father

always having that pride in representing

like an eternity for you guys but how

many of your 100 plus clients are

Commonwealth sure uh formerly uh

formerly prior to change Administration

The Firm did represent the city of

Philadelphia um and then with a change

in administration they decided to select

another firm at this time we do not

represent any other municipality or

Township or burrow but we are working on

entities that are attached uh such we do

have clients that are airport

authorities and other municipal

authorities but not city or

to why now we know that the current

legislative session is nearing an end um

there are limited session days left why

now why not earlier in the year when you

could have been impactful uh with the

budget we did complete the RFP process

um and we are waiting for our time to be

presented uh as a finalist there were

three finalists that were remaining and

we were one of those and selected by the

administration at the appointed time

that they decided to complete the RFP

process uh so it's really a point of

timing if you note in your exhibit even

the engagement letter was written um

almost two months ago and was provided

um so we are ready and prepared to serve

with a new session getting ready to

literally our taxing Authority had been

on the negotiation table with no one at

the table um so which happens when

have uh it is lobbying that brought us

our taxing Authority it is lobbying that

brought us our fire protection monies uh

it our fire protection monies are about

$5 million they had been cut down to

about 425,000 at one point um so so

there were efforts to bring all that

back and to deal with other agency

19:24

things from the last Administration and

19:26

this Administration um but so so that's

what started this process was okay we

were we were advised the city of

19:33

Harrisburg taxing Authority was on the

table for a discussion um this past

19:39

session there was a bill to take our

19:42

fire dollars which is and divided up

19:45

amongst all municipalities that had a

19:47

State Building in it um where while we

19:50

have most of them that's a lot of parts

19:53

of the state to divide up the money so

19:56

it's really about a seat of the table at

19:57

the end of the day so uh I understand

the need for the firm um again um I um

is entitled to much more which benefits

not just fire protection and EMS

services but really uh this the services

of roads and bridges and uh the impact

that so many residents coming in and out

of the in and out of the city every

single day represents uh so we'll be

advocating for that um having the

relationships that we already maintain

here in the city from working under two

mayor administrations uh I have a

knowledge and relationships that are

pretty strong when it comes to Public

Safety when it comes to uh different um

entities inside of the city so it helps

to articulate and Advocate on behalf of

the areas of the city without much of a

22:57

learning her um and really humbled for

that so when it comes to that we have

over 25 folks in The Firm a variety of

relationships that are very strong uh

including former leader of the of the

Senate right next to me who maintains

very very strong relationships and was a

part of helping to make that fire

tried to develop relationships no matter

who's in charge because that will change

over time and you know we're not going

change with that and and be able to do

things and so and it's important in the

city when you're going through different

requests different issues that you're

trying to get that You' be able to get

experience with the last lobbying firm

the Hudson building to one of its

and I know you're saying that lobbyists

were what got us the fire money and the

taxing Authority but that Israel act 47

the threat of bankruptcy and um a

receiver so you know I don't want us to

um overvalue what we get plus some of

these tasks are things that our

employees should do right like our HR

person should be current on what the

28:50

current policy is you know if there's a

28:53

change in state law regarding employment

28:55

or whatever um and we have our state

28:57

repres resentatives too who you know do

advocate for us um

strongly up at the capital so I I don't

see this as a

priority at all in terms of what the

29:10

city needs right

now I just feel obligated because I've

been through the trenches and I'm going

to say that I started out not being in

favor of lobbyist and the last mayor

knew that but the only reason we have

29:25

permanent taxing Authority is because of

29:27

the strategy OS and put in place because

29:29

of a lobbyist it was an amendment to the

29:31

fiscal code done on the very last day of

29:33

a two-year term on the very last vote

29:36

strategized into place to give us EIT on

29:40

a permanent basis EIT is twice the

29:42

revenue of the LST the LST steps down um

29:46

we were the only ones to get that in the

29:48

Commonwealth of

29:49

Pennsylvania um so I'm just

29:51

saying you you can ask the prior people

29:54

because when I was in the room I was not

29:55

a fan of the idea but I will tell you it

29:58

worked and when I am wrong and something

works I'm willing to say out loud I was

wrong and it worked and it worked and we

are just as vulnerable uh now as we were

before uh we have the largest threat to

our taxing Authority because of the uh

loss of tax revenue from the high rise

that are coming we have the loss of the

Commonwealth in our own Office Buildings

I mean those are real threats and I am

not an advocate for one strategies I'm

an advocate for Harrisburg protecting

uh up there on the hill because we

depend on them for much more than people

that though because again if we look at

certain situations that we've already

been in um let's look at the Broad

Street Market for an example all right

so we have representative Kim repr

representative Madson um stand in front

of that building and say that they were

going to get money for that place um

they were involved in this last process

with the market so again um just not I

don't want to say throwing money out the

window because I do believe that there

is a need for lobbying just in certain

areas uh that's just my sentiments just

sharing in with uh councilwoman Daniel

believe we do need some lobbying in some

areas however again I wouldn't rate this

obviously and we came in and met with

administrative staff probably March

April in that area and then came back uh

in June um and then when we were slacked

they said we wouldn't start until the

fall and a lot of that I understand the

concerned about well we just had a bu

us to do if we were able to complete

this contract here in the in the fall as

now we've gone past Labor Day we're now

officially in the we're not officially

in the fall but it feels like it um is

that it allows us to hit the ground

running uh on November 30th the

legislative session ends and every Bill

and every piece of legislation dies and

then on starting December 1st uh members

of the general assembly will start

introducing new legislation this will

allow us time to to meet with the mayor

Administration and whoever else would

like to have meetings with us to talk

about strategy and and things that we're

35:33

going to to be asked to try to

35:35

accomplish for you or defend for you as

was mentioned um and you know that

really starts December 1st um that's

when legislation will start being

introduced and so in a lot of ways the

timing does make sense because it we'll

35:48

be here and be ready into ground running

when the new session starts okay so this

is just for my edification can someone

clarify the timeline because it's sounds

like the original RFP was in 2021 but

then you're saying that you responded in

I understand is there was a

determination to reinie the applicants

from the prior submission in 20123 which

took place in

2024 are these are the ones that you

were a part of Vice President green this

36:51

is all the same process it just kind of

36:54

has been dragged out I believe it was

36:56

January of 23 that I turned in my

36:58

scoring

rubric so you you get go ahead so you

turn in the scoring rubric after the

37:05

interviews or before the

37:06

interviews January of 23 and then I

think the interviews were in

24 so a year later is when the

interviews were what was the 21 date you

then from there it was then determined

after the final round of interviews

based on those who were in the room the

firm and I will note that city council

um asked several times throughout this

process I know president Bowers I know

councilmen Majors asked several times

what's going on with the lobbying

contract you know how we haven't heard

anything we haven't gotten any updates

so I know like for Council it was a

priority we kept trying to push it and

get it done because we felt like we did

want that representation um so it wasn't

like it wasn't like we weren't inquiring

about it it wasn't like city council

didn't feel like it was a priority uh

and then we were just waiting for the

38:57

the process to finish up from the

38:59

administration and for us to get

somebody down in front of us yeah and

and for me it's it's more so we we have

again we have state representatives that

are are doing some of this work um you

know to to make sure that we get what we

39:14

need here I mean they step in when they

39:16

feel the need to um

so yeah and I'm just I'm just curious to

overtime line and their Severance lines

then retirements that happened during

the course of the year um with these

retirements that happened during the

figure out how we were going to help the

overtime line and theed and the impacted

um retirement lines from you know

overtime and the impacted retirement

lines therefore what we were able to do

was utilize some of the unspent money

happen um the the people that were

retiring were high level um six figure

claims so what what we've seen what

we've seen actually uh last year and

1:04:20

also it's it's continuing into

1:04:23

2024 especially during the first six

1:04:25

months

months uh Capital blue in particular

we've had claims the city pays those

1:04:31

claims uh weekly and it more times than

1:04:35

not unfortunately during the first six

1:04:37

months there's been instances where

1:04:39

during any one of those months the

1:04:41

claims for the week are double what

1:04:44

we're what we're normally used to seeing

1:04:46

uh now on the I'll say it on the

1:04:50

optimistic side July I noted there was a

1:04:53

little bit of a slowing but August is

1:04:55

coming back down uh in particular to

1:04:58

where we would like where I where I

1:05:01

would like our claims to be somewhere in

1:05:03

the uh $1 million per month or less

1:05:08

overall that's not just that's not just

1:05:10

medical that's that's everything okay um

1:05:13

so that's uh again that's that's similar

1:05:16

to our litigation claims or liability

1:05:18

claims you just never know what's coming

1:05:20

until we look at it and see it on a

1:05:22

Treasures report so um we're trying to

1:05:25

increase the budget uh not saying that

1:05:28

it's going to drop off and and go back

1:05:30

to what we would like to see but to

1:05:32

again just to be more prepared more

1:05:34

mindful to increase that line uh prior

1:05:37

to the end of the year so hopefully we

1:05:39

can cover hopefully this will be the

only request we we come to you you know

to increase this line for medical right

well yeah medical and under the

confident about the liability settlement

been a just a long series you know six

months of this year has been very very

heavy so it's nice to see this a little

bit of a little bit of a a reversing of

the trend you know going into the second

this is through August so we're actually

two-thirds of the way but again August

has been the most positive month okay so

don't want any to come down and get sued

a a safety

precaution so to speak it's it's the

that it it rides out in good shape for

the Bureau of fire um being in that

overtime I think it's over yeah it's

pretty high right but now it's I'm going

to ask is there a way that some of that

money comes back that uh yes uh and and

in fact chief line did a review with uh

both Tim and he briefly discussed with

me uh he feels very uh comfortable about

overtime after July the last five months

of the year his need uh is

$415,000 um there is an offset in this

schedule to that for the fire bureau's

deployment for for certain emergency uh

events uh disaster type events and if

you look down um in the revenue section

which is down in the the best place is

a revenue line there that says FEMA usar

contract that's Urban search and rescue

increasing that line um to help offset

other maybe intergovernmental agreements

programs in the city um so there's a

contract that will go to each of them it

is my understanding is that October 1 is

1:18:27

a critical date for both of them to be

1:18:29

able to implement one of them has

1:18:31

additional funding from another source

1:18:34

um but that's as much as I know all

1:18:36

right and um will the contracts then

1:18:38

come back before us or they will not you

1:18:41

they'll be available but in order to get

1:18:43

it up and running by October 1 that's

1:18:46

why this was now and this and do we have

1:18:49

any information about like how like the

1:18:51

programs themselves about the actual

1:18:53

Bridge housing can we get any inform on

like I mean they were awarded the money

but I suppose they had ideas to how they

were going to spend it or what program

understanding if the city's not been in

the business of bridge housing to do it

itself so it was finding people that do

that um I can't tell you how dbhd went

about that but I think the idea when we

had the discussion was there would be

1:20:48

the city would become a pass through

1:20:50

essentially to people providing Services

1:20:52

when uh those budget allocations were

1:20:53

being made cuz we don't do that

1:20:55

internally yeah right but the

1:20:56

administration I thought was supposed to

1:20:58

create like a application process and

1:20:59

then share it with us um letting us know

1:21:02

like how they were going to pick um

1:21:05

companies for the arpa money whether it

1:21:06

be for the bridge housing or what not

1:21:09

just to make sure that we were being uh

1:21:11

the public understood the process that

1:21:13

we were being fair transparent it feels

1:21:16

like that just went to the side and here

1:21:18

we just picked these two entities so

1:21:21

it's just confusing on how to say yes

1:21:24

this was fair not to say it wasn't but

1:21:26

just how it came about when that kind of

1:21:28

process was taken away and I know that

1:21:30

was a big thing when we were doing the

1:21:32

ARA money like how things were going to

1:21:34

be awarded what the application process

1:21:36

looked like and once we approved that

1:21:38

bill it went back to the administration

1:21:40

and they were supposed to um complete uh

1:21:43

applications or what that looked like

1:21:45

whatever it going to say what that uh

1:21:46

process was going to look like and then

1:21:48

let us know just so we were all

1:21:49

transparent so right and um that was a

1:21:52

discussion we had with the previous

1:21:54

director

1:21:55

um director Hill who unfortunately is no

1:21:57

longer with the city so it seems like

1:21:58

that wasn't exactly followed through

with um you know with the the transition

1:22:03

um I will say there were supposed to be

1:22:05

um Regular meeting set up uh discussing

1:22:08

the different offer projects that

1:22:10

invited the chair of the respective

1:22:12

departments so in this instance it would

1:22:13

have been councilwoman Davis that should

1:22:16

have been invited uh for parks and Rex

1:22:18

it should have been you if it was

1:22:19

something discussing Public Safety it

1:22:21

was supposed to be a councilman Jones or

1:22:23

whoever the respective chair was

1:22:25

um I don't think that that's I know an

1:22:27

initial meetings were set up with um

1:22:30

director Hill I don't think that uh any

1:22:32

other meetings were were set up or

1:22:34

followed through with so um that is

1:22:36

something from the administrative side

1:22:37

that was supposed to be happening and it

1:22:39

kind of seems like um they they want

with the position with the person not

1:22:45

right so I don't know where the ball

dropped there I mean I can't say to

fault of the current director of

study working on so I can see how that

could be something that with Falls with

1:23:18

the cracks but if you could just reach

updates on the different arer projects

uh and if there are meetings going on if

the respective chairs can be invited to

about arpa the other thing that's in

this piece of legislation is an

1:23:41

accounting audit feature um the arpa

1:23:45

monies had categories eight of them

1:23:48

which could be awarded the council then

uh when we did the amended budget Last

1:23:54

Summer

1:23:55

turned it all into Revenue replacement

1:23:56

the remainders of the monies that money

1:23:59

then transferred in the general fund for

1:24:01

the budget to the state Grant fund L

1:24:04

item um for auditor purposes that means

1:24:08

it's no longer arpa money so the program

1:24:11

money is now State Grant programs um

1:24:14

there and this allocation recognizes

1:24:17

that uh or this this legislation piece

1:24:20

that the arpa money is being

1:24:22

appropriated as it was appropr being

1:24:24

treated for Public Safety salaries and

1:24:27

benefits because that is a simpler way

1:24:29

to account for it to the US Treasury

1:24:32

which most municipalities Most states

1:24:34

are doing they're they're taking the

1:24:36

part uh where you can simply make the

1:24:38

report that you haven't had sufficient

1:24:40

dollar items in this category which is

1:24:43

and then report your calculation and

1:24:46

show and it reduces the administrative

1:24:48

burden of reporting on the federal side

1:24:51

it doesn't change then frees up other

1:24:53

money you collected for other revenue

1:24:56

streams like real estate and others to

1:24:58

use for the program dollars it's a

1:25:00

fairly technical issue but it matters to

1:25:02

Auditors I I can tell you that because I

1:25:05

spent enough time with them talking to

1:25:06

us that they'd like another line in

1:25:08

these budget items simply to make sure

1:25:11

to to uh minimize risk of having to go

1:25:14

through an audit over um paperwork

1:25:17

compliance because we had sufficient

1:25:19

funds for Public Safety

1:25:21

dollars everything else we do will still

1:25:23

get audited it just won't be a federal

1:25:26

uh paperwork thing that we'd have to do

1:25:28

for each and every one of these items so

1:25:30

it's basically frees up administr

1:25:32

ability to do does that relate back to

1:25:36

Bill 5 23 yes it does so so they felt

1:25:40

the Consultants felt there was

1:25:41

conflicting language that they could

1:25:43

read into the bu because that bill was

1:25:45

amended I think three or four times um

1:25:48

and so they thought there was

1:25:48

conflicting language and they wanted

1:25:50

something just to clarify the public

1:25:53

safety feature so that when they're

1:25:55

making their reports on the city's

1:25:56

behalf that it's clear that's what the

1:25:59

money goes for and therefore the state

1:26:02

grant money that remained because of

1:26:04

arpa is then what's funding the programs

1:26:06

Council and the mayor we putting

1:26:10

general fund I just thought we we bring

these schedules down and uh um you know

there there is an impact on on fund

balance a good example is the Broad

1:26:48

Street Market planning and this again

1:26:51

this movement of budget is just to try

1:26:53

to Main maintain or get to a state of

1:26:55

preparedness in in the event

1:26:58

that as as Neil mentioned there there is

1:27:01

a need to uh like at a minimum encumber

1:27:04

the money which takes budget of course

1:27:06

you know before the end of the year it

1:27:08

may or may not happen but we're trying

1:27:10

to be proactive and being prepared for

1:27:12

that so um but as as a follow on to that

1:27:17

through through August for the first

1:27:18

eight months of this

1:27:20

year uh the city right now through

1:27:23

through August has net revenue of it's

1:27:26

essentially Break Even but it's

1:27:27

approximately

1:27:28

$400,000 on the positive side uh our

1:27:31

cash position the end of August is just

1:27:34

over 20

1:27:35

million and the city has realized

1:27:38

through the end of August 70% of its

1:27:41

expected revenue and and that doesn't

1:27:44

include what we we always budget uh a

1:27:47

fund balance usage and that's not in

1:27:49

this calculation we've actually achieved

1:27:51

70% which is consistent to where we are

1:27:54

being two-thirds of the way through

1:27:56

through August um now our break we're

1:28:00

we're at break even through the through

1:28:01

through the end of August but we just

1:28:03

went through August which actually had

1:28:05

one of the months where you have three

1:28:06

payrolls and and you have three check

1:28:08

runs so there's a there's a tamping down

1:28:11

of uh it's heavier a in expense but for

1:28:15

the rest of the year it's going to be

1:28:16

the the normal

1:28:18

two uh payrolls to check runs per uh per

1:28:22

month and then also some some of our

1:28:24

larger Revenue items uh are are on the

1:28:27

menu so to speak coming up uh in in the

1:28:30

month of September namely the the

1:28:32

capital fire protection uh allocation

1:28:35

that we get from the Commonwealth and

1:28:37

and as well uh the the the uh uh pension

1:28:42

the municipal pension state aid which

1:28:44

flows through the uh Department of the

1:28:47

auditor general those two amounts

1:28:49

alone uh total around the $8.5 million

1:28:54

course this month has been heavy on

1:28:58

expense September should be a much a

much better looking month so I just

a diversity and working with sdb and and

minority firms is a is a major focus of

our company um we were the Architects on

1:34:14

the Forum building that was just

finished turned out great and I think uh

1:34:19

our participation was just under 30% I

1:34:22

think on that project so it's it's very

1:34:24

important to us we reached out to a

1:34:26

number of those sdbe firms that we work

1:34:29

with uh uh shepher Associates is on our

1:34:33

team a number of the other ones were uh

1:34:36

too busy uh which is a good thing U uh

1:34:40

but it's very important to us I would

1:34:41

just note as an example um our office is

1:34:45

in York Pennsylvania we work a lot with

1:34:47

Christus addicts Associates Association

1:34:50

we uh we completed a we offered an

1:34:53

completed a six week course for uh 10th

1:34:57

and 11th grade 10 students uh every day

1:35:00

five days a week two hours a day uh to

1:35:05

give them exposure to architecture

1:35:07

planning engineering and uh field visit

1:35:09

so it's a ma it's a major part of our

1:35:12

our company and anything we can offer to

1:35:15

five different groups that came in did

the work out at the market so um I can

or city members city employees that were

on the committee I must have been

mistaken I thought Alexander would be

the actual sole entity that would handle

1:38:32

things such as this no so we we reserve

1:38:34

the right to make all decisions in this

1:38:36

entire process from beginning to end um

1:38:38

Alexander will kind of guide us in

1:38:40

certain areas but for something such as

1:38:42

this we have our own procurement

1:38:43

policies that we follow and a rep from

1:38:46

Alexander um wasn't able to attend

tonight uh I I didn't think that you

the master plan that really addressed

not just the facility but the operations

type of vendors so Lancaster Central

Market again it's it's crucial

1:40:24

institution in Lancaster we work with

1:40:27

Annapolis same thing uh you know working

1:40:30

with their vendors and situations in

1:40:32

Lexington Market uh we actually helped

1:40:35

them get started in Reinventing you know

1:40:38

the the new Lexington Market uh you in

1:40:40

Baltimore so in our region uh they mean

1:40:43

a lot to us I'm sorry I didn't mention

those very important project they are uh

1:40:48

that's okay I don't have any other

how it came about but I guarantee you

had to do with everyone's uh additional

participation in this I mean I know

Council reached out um we had a lot of

success with Alexander they have a lot

of uh local contacts that are minority

women owned businesses and they reached

out to those um I mean I don't discount

anyone um I think the the mayor's office

was reaching out I know my office was

reaching out everyone was reaching out

to local businesses we

1:43:18

specifically uh broke the project up as

small as we could

um to allow individuals that don't have

multi-million dollar companies to bid on

this and successfully bid on it uh there

were certain areas that we couldn't

1:43:32

break up into um more of a manageable

1:43:35

size and there were certain areas that

1:43:37

we didn't have local participation or we

1:43:39

didn't have minority own business it was

1:43:41

local um but only because we couldn't

1:43:44

you know like it safety wise it was we

1:43:46

were not able to do so but anywhere we

1:43:48

were able to do that we took advantage

1:43:50

of that and and that's how I think we

1:43:52

were able to to meet a much higher

1:43:53

normal number than normal when it comes
