share a few updates about our uh parks

that are being um renovated. I know a

to share them with you. So uh Gorgus

Park is in progress and current work

that's being done is um trenching is

nearly complete. The swing set

installation is complete and the overall

layout has been established. Um plan

amenities are new playground equipment,

new lighting, new pavilion, new fencing,

outdoor fitness equipment, and improved

access to and from the park. For 7th and

Rner, which is in progress, it's still

in the early stages. Current work that

has been done is trenching. Layout has

been marked and equipment insulation

expected to begin late October.

Plan amenities are press box, dugouts,

new stadium lighting, concession stand

and bathroom, new walkway system,

pavilion, and improved access to and

from the park. Wilson Park is also in

process in progress and uh site work is

underway. Current work that has been

done is earth moving and trenching

installed, general site work has begun.

Some plan amenities for uh Wilson's Park

is a new pavilion, restrooms, fitness

uh seven or eight years now. Um I'm

originally from the Harrisburg area. Um

after I graduated high school, I I went

to school in Philly. Um received a

degree in mechanical engineering. Uh

spent some time living abroad and moved

25:16

back to the area in 2017.

Um my wife and I met in town here and we

bought a house five or six years ago.

So, what interested you in um submitting

your resume for consideration for the

hardboard?

>> Sure. Yeah. Um my background kind of

makes me suited for it. I I've spent

five years working commercial

construction. Um after that, I I got

into the the code side of things and

work with a third party. We work with 30

some municipalities in the area. Um, and

a number of years ago, we had submitted

a permit to change some windows and do

some renovations to the exterior of our

house. And during that process, I went

through, you know, the harb approval

process and kind of got me introduced me

to it a little bit and I thought that

that would be an area that I would could

have a positive impact for for the

community that that we care so much

about.

um allowances to not follow the complete

community is an important part of that.

barriers that are there for the, uh,

residents and people that are coming in

to buy some of these, uh, properties in

the historical area. How do you plan to

inform uh, the residents? Because, um,

like Councilwoman Ross, I've gotten

people that um, went and purchased these

31:46

properties and didn't realize that they

31:47

couldn't do what they wanted to do. Um,

so, um, how do you plan to educate, um,

how do you plan to get this information

out?

>> I think it's it's, you know, um, it's a

uh, learn as well as to teach. You know,

an education is a is a two-way street.

There is the potential opportunity for

an education campaign that goes into

purchasers uh, proposed purchasers, and

that's everything from realators to

potential home buyers.

If people aren't aware that they're

moving into a historic area and that

there's requirements, then that that is

32:40

an issue. So, I think it needs to start

from

before people buy the house uh or

32:48

purchase a property. And that that that

needs to come from

32:53

this whoever's issuing the sale. It

32:55

needs to go to the real. It needs to go

32:57

to the homeowner. And more than that, it

32:59

needs to be an education of not just

you're in a historic society. It needs

33:03

to be these are some of the barriers

33:04

that you're going to come across. One of

33:06

the one of the best things about

33:08

Harrisburg is the history that we have.

33:10

And I don't I think we all want to see

33:12

that maintained and continue to be

33:14

improved upon. But if we don't do it in

33:18

a responsible manner and we have these

33:21

barriers that are stopping people from

33:22

addressing, you know, dilapidated homes,

33:25

then we have blighted properties and and

33:27

that becomes a hindrance. So in to to

33:29

answer your question specifically, I

33:30

mean there is an education component

33:33

that needs to happen prior to Harb ever

33:37

getting involved. Um, I will be happy to

33:39

answer any questions that anybody has

33:41

about the historic society. Where harb

33:45

ties in with that is something that

33:46

still needs to be determined. Um,

there's an is there application process

when someone wants to purchase in in a

historic area?

and, you know, they may get a good deal

over and over where they just started

doing work and didn't realize that they

there was there were certain things that

they had to follow and they've changed

material and every then they had to take

it all down and redo it and put it back

to its historic nature and it's probably

hard for them to sell. So, I think um

the educational uh component is

34:40

something that we ought to look into as

34:42

a city to make sure no one's just um

34:44

falling into a trap. Um you know, they

34:47

would say in law, ignorance is no

34:48

excuse. However, I think we do have an

34:50

opportunity to probably share with uh

34:52

our residents and if anything that uh we

34:55

can do at here at council to help with

34:56

that, um I think putting our heads

34:58

together and making sure that people are

35:00

truly informed would would be beneficial

35:02

to all parties.

So the project that we're working on is

the reconnection of the green belt in

South Harrisburg occasion by uh the uh

tunnel to the towers uh Eden Village and

um the Veterans Project. And this is a

two two-phase project. We already have

grant applications in for the first

38:11

phase. This grant application will be

38:13

for the second phase. Uh to orient you

38:17

uh this is South Harrisburg area. This

38:19

is where the trail used to run. the

38:23

route that we're working on uh to be the

38:26

permanent new route instead will come

38:28

here on Front Street up Sycamore

38:32

down uh into the Pensy property

38:34

underneath the Sycamore Street Bridge uh

38:38

through Pensy property and then

38:39

reconnect to city land here and to the

38:42

traditional route of the green belt in

38:44

the vicinity of Shenoi Street.

for orientation purposes. This was phase

39:03

one. And so phase one, uh, this is the

39:07

river front street, Sycamore Street. of

39:10

phase one. Uh it will reroute along the

39:13

sidewalk of Sycamore Street and uh phase

39:16

one terminates right at the driveway to

39:18

Pensy Supply. We have a budget of about

39:22

1.2 million for that. Uh we have a grant

39:26

application in to for LSA funding

39:28

through DCED as well as some parks

39:31

funding with DCNR and we're doing some

39:34

private fundraising for that.

Phase two will begin at the Pency Drive.

And as I described, it will do a hairpin

39:50

turn, go down the hill underneath

39:53

Sycamore Street Bridge and then through

39:56

this lot and then reconnect to city

property here and to the trail uh the

historic route of the trail down here.

And this is a little bit closer detail

uh for phase two uh and because what

we're going to be doing is uh working

40:16

with Pensy, we're in currently in

40:17

negotiation with Pensy Supply to acquire

some of the property and to acquire

40:22

rightaway to some of the property uh on

40:24

behalf of the city. And for phase two,

40:27

we'll do the hairpin turn as I say and

40:29

down and through. Uh the right ofway

40:33

will be in this area and the purpose of

40:36

doing it as a rightaway so we don't have

40:38

to do a subdivision from this lot. Uh

40:41

and it'll still because it's city use uh

40:44

will still meet the purposes uh of the

40:47

trail. Uh we will be acquiring this lot

40:51

down here. We're negotiating to acquire

40:53

this lot down here. This is our original

40:55

sketch when we uh were thinking we would

40:59

have to stay close to the boundary line.

Instead, it'll be a little bit more of a

41:03

meandering, so a little bit more

consistent with a recreational purpose,

a little bit better visual appeal. Uh

and so this this is the phase two

project. Uh our budget uh for the grant

is a little over 740,000.

Uh the green belt will be putting in

about 133,000

uh in upfront costs. So the TASA grants

uh are for the construction side of of

the project. All of the other work

engineering and the other preparatory

work is on on behalf of the applicant

and uh KAGA will be doing that so the

city doesn't have to put any money in.

Now that the budget that I described

does not in does not include the land

acquisition costs. Uh we'll be bearing

that as well. Uh but uh we are currently

in negotiation. In fact, we're we're at

41:57

Pensy's request. We're having an

appraisal done of the rightway and of uh

this property. And then that will be the

42:05

starting point uh for our discussion on

42:07

on how that transaction's handled. As I

indicated, uh the rightway will be

42:12

recorded in favor of the city and then

42:13

the property will it's down here will be

42:15

deed over to the city. Um the later on

42:20

your agenda is a resolution uh relative

42:23

to the Highlands and that will be for a

42:26

grant application uh that money is

available specifically for land

42:31

acquisition costs for land preservation

recreation purposes but that's for later

on your agenda. So that's the the basics

of what we're talking about here on

phase two. Uh we are working we've been

working closely with the city on the

planning for all of this. Uh the city

will be the sponsor of the grant. Uh but

we are actually doing all the writing

assuming the administrative overhead uh

with city oversight uh for development

located 315 North Second. It is a now

vacant uh 8,300 foot office building

that was formerly occupied by the

Pennsylvania Healthcare Association. Um

we purchased the building uh closing in

July. Um and we submitted for uh density

50:49

relief for the conver the uh conversion

50:52

to 10 apartments. Um and we were able to

we were granted that relief by the you

50:58

know first by recommendation of the

50:59

planning commission and then the zoning

hearing board. Um we um the units will

51:05

be ranging in size um just off the top

51:07

of my head from just under 500 ft² up

51:09

to,200 square f feet. It's going to be a

mix of one and twobedroom units. Um the

51:16

zoning is uh favorable. Um it's in the

51:19

commercial neighborhood district. Um and

51:22

uh we do have the benefit of of eight

51:24

parking spaces which is very exciting

for us for the you know for the project

because a lot of um projects that we

51:30

approach don't have the parking and it

51:32

can create a barrier just in terms of of

51:34

use for potential residents. Um we have

not yet um I guess this would be the

51:40

next step in the process but we are

prepared uh with permit drawings working

51:45

with Rich Gribble and uh by design

architects and engine co as our

51:51

construction partner um and they'll be

managed and we're getting council by

that you know we've seen their

experience and um and then also uh it's

a project feasibility uh consideration

too in just terms of the the cost of

construction is is you know very high

56:53

and the um the building sat on the

56:56

market for a long time was difficult to

56:58

acquire. So that that basis is a is a

major consideration. But uh we also are

um all of our projects are we don't um

build any luxury products um at all. Um

all of our projects I would say are

57:12

middle market you know or affordable. So

this is just this is kind of in line

with what we do.

so was there any consideration either

um Dolphin County's median family income

um in terms of that determinative of

affordability and um so I think that we

given depending on the family size um

and just imagining the family size that

57:49

could occupy the the units that we'll

have here that um by by those standards

the units um are affordable though we're

57:57

not receiving any any benefits um in

58:00

terms of of funds and them being

58:01

designated affordable But

think about and I think that we we're

providing um not at the very low levels

but at the the low income or 80% levels

that were we're I don't have it in front

of me but I think we're very closely

aligned with that.

Harrisburg does have an affordable

>> Um I um I grew up in the Harrisburg

area. I grew up in Mechanicsburg. Um,

I've been visiting the city for my

entire life. Um, my father worked on

59:54

Third Street for, you know, my entire

59:56

life. Um, and, uh, moving back to the

area a number of years ago, um, I wanted

to, you know, work in the Harrisburg

1:00:05

area. Um, just because of my, you know,

1:00:07

personal history here. Uh, and, um, the

1:00:11

the building is beautiful. It's a very

1:00:13

attractive, uh, building. And I've seen

1:00:16

that um when buildings go unsold just

1:00:19

due to market dynamics that they can be

1:00:21

degraded you know over time. So um we

1:00:24

wanted to when we were made aware that

1:00:26

this was a possibility or that the price

1:00:29

had become a little bit more feasible um

1:00:32

you know given a lot of the vacancy on

1:00:33

on the block we we thought that it was a

1:00:36

really good this particular property was

1:00:38

a good opportunity to try to turn things

1:00:40

around a little bit with a lot there's a

1:00:41

lot of vacancy in that particular block

1:00:44

right there. So, we felt like that given

1:00:45

the parking, the condition of the

1:00:47

exterior, and the location that uh this

1:00:51

would be a good building to start to

1:00:53

initiate some change in terms of of

1:00:55

what's happening on that block.

in uh beginning of the summer. We were

in planning commission and zoning

hearing I think in the uh June session.

Um we submitted our land development

application shortly thereafter. Um

during that uh time there was a there

1:02:08

was a brief uh post settlement

1:02:10

occupancy. So, the buildings were

1:02:12

actually occupied for a couple months

1:02:14

afterwards. Uh, we've been working with

1:02:16

our uh architect, our engineer, and our

1:02:20

construction team just getting our our

1:02:22

drawings in order, figuring out the, you

1:02:24

know, the layout beyond the basic

1:02:25

concept that we provided as part of the

1:02:27

the zoning hearing and planning

1:02:28

commission process. Um, making sure that

1:02:30

everything is is up to code and

1:02:33

accessible. Um and uh you know now we

1:02:36

are finalizing um our drawings from a uh

1:02:41

mechanical, electrical and plumbing

1:02:43

standpoint um and getting prepared if we

1:02:47

are to be given final approval to submit

1:02:50

um our permit drawings and uh get our

1:02:53

demo permit.

1:02:56

So, and then we'll you know the the

1:02:58

construction you know phase we expect to

1:03:01

be six months to a year.

I believe we're hopeful in the next uh

well prepared to withstand a storm.

like to see the community that work

though this isn't a large project. Um, I

do like to see opportunities for um,

contractors that live right here in the

city of Harrisburg to give them

opportunities to get work. Um, again,

being in public safety, I think if

people are working, they're less likely

1:06:02

to be out committing crimes and there

are a lot of dollars moving through the

1:06:06

city of Harrisburg and, you know, I just

1:06:08

asked, you know, to to consider, uh,

1:06:11

some of those individuals through third

1:06:12

party subcontracting, um, things of that

1:06:15

nature. um similar to uh council

1:06:18

president and some of my other

1:06:19

colleagues worrying about the

1:06:20

affordability of the homes again with

1:06:23

this being a small project. So I'll ask

1:06:25

you this. What type of taxes you think

1:06:28

that the city will receive with this

1:06:29

being market rate housing

1:06:32

>> in terms of the um the property taxes?

1:06:34

Absolutely.

1:06:34

>> For for the new value. Um, I I think

that if I would go off the common level

ratio and and what um we believe that

1:06:45

the new value would be, I think that it

1:06:47

would be in excess of uh the taxes would

1:06:50

be in excess of $25,000

project, you know, but that's still

1:06:58

that's still good. Something that's

getting back on uh the city's uh tax

role. Um so um again I understand my

colleagues concern and and and I'm too

am concerned when we look at the AMI and

1:07:11

we're looking at HUD um uh regula uh

1:07:14

regulations when it comes to the

1:07:16

finances which I really believe needs to

1:07:18

be redone um because if you're looking

1:07:20

at uh people living here in the heart in

1:07:22

the city of the city of Harrisburg those

1:07:25

numbers have drastically changed um so

1:07:27

but but I get it but I also feel the

1:07:29

need for market rate housing too um

1:07:32

again to help the city when it comes to

1:07:34

taxes with a lot of the buildings down

1:07:36

here, particularly downtown area that

1:07:38

are uh that are non-t taxable. So, um,

1:07:42

yeah, my questions were, uh, asked and

1:07:44

answered. And I just wanted to add that

1:07:46

other piece to to see, um, if you make

1:07:48

sure that you can possibly give

1:07:50

opportunities to, uh, local contractors,

1:07:54

local meaning here in the city of

1:07:55

Harrisburg with demo, um, electric, all

1:07:59

of those things because, um, again, if

1:08:01

you go outside of that, um, it's very

1:08:03

hard for a lot of those contractors

1:08:05

coming in from across the river, say

1:08:07

McKaysburg, to come in and do business.

1:08:09

um there's some pretty steep fees for

1:08:11

them to come in and do business with the

1:08:13

city. So, I always would would encourage

1:08:16

uh developers uh to look locally right

1:08:19

here in the city of Harrisburg. And uh

1:08:21

community outreach forester for the city

1:10:19

of Harrisburg under um the Department of

1:10:21

Parks and Recreation. I work part-time

1:10:24

and we also have Ellen Schultz online as

1:10:27

well. And um if it's helpful, I have

1:10:29

just I can give some more context around

1:10:32

this and then hopefully preemptively

1:10:33

answer a couple questions. But in

1:10:35

September of 2023, as part of the

1:10:37

inflation reduction act, the urban and

1:10:40

community forestry program of the USDA

1:10:42

allocated $ 1.5 billion across multiple

1:10:45

years to 385 projects in the US. The

1:10:49

city of Harrisburg was one of those

1:10:51

projects that was funded. They received

1:10:53

$2 million. Um, it's completely waved of

1:10:56

match. It's reimburseable. It's paid out

1:10:58

of the city's grant bucket. And a large

1:11:01

portion of the city's awarded grant will

1:11:04

go towards tree services and an

1:11:06

inventory. But there's a portion that's

1:11:08

allocated to education and outreach

1:11:10

through digital content and channels.

1:11:13

And instead of doing one-off

1:11:14

presentations to different groups, uh,

1:11:17

which we still do, uh, we wanted to

1:11:19

create something that's evergreen and

1:11:22

sustainable and that would have benefits

1:11:23

beyond the grants life cycle. So, we

1:11:26

decided to work closely with the or we'd

1:11:28

like to work closely with the school

1:11:29

district to co-create a place-based

1:11:31

curriculum. And by place-based, I mean

1:11:34

uh leveraging the city's natural assets

1:11:36

like the Sescuana River and our trees um

1:11:39

and local biodiversity to help teach the

1:11:42

state's steel standards. Uh steel stands

1:11:45

for science, technology, engineering,

1:11:47

environmental literacy, and

1:11:48

sustainability, which were adopted in uh

1:11:51

2022 by the state board of education and

1:11:53

are being implemented this uh school

1:11:55

calendar year. So, it's also great

1:11:57

timing to integrate these lessons into

1:11:59

the school's curriculum. Uh we've been

curriculum and we hope the project not

only helps to teach the state standards

but by getting kids out helping them see

the value in our parks and our trees and

our rivers that uh they'll feel a

stronger connection and appreciation for

them as well. So our primary goal was to

secure a qualified vendor to deliver on

this specialized project scope. uh there

were limited qualified providers with

1:12:31

the experience necessary to successfully

1:12:34

carry out this project. So Ellen with

Ellen uh Freriedman Schultz and

1:12:38

Associates has over 20 years of

1:12:40

experience providing educational

1:12:42

consulting with a focus on local

1:12:44

watersheds and engaging teachers

1:12:46

facilitating co-design of curriculum in

1:12:49

the context of the local environment and

1:12:50

ecosystem ecosystem. She's demonstrated

1:12:53

her competencies through her work with

1:12:56

the Fairmont Waterworks in Philadelphia

1:12:58

and creating the digital platform

1:13:00

understanding the urban watershed which

1:13:02

we hope to replicate for Harrisburg and

1:13:05

her experience um on similar projects in

1:13:08

the Delaware wershed will translate well

1:13:10

to Harrisburg's geography and

1:13:12

understanding of similar environmental

1:13:14

issues. Uh we value local partnerships

1:13:17

and even though Ellen's leading the

1:13:19

facilitations of the curriculum

1:13:21

development and creating the digital hub

1:13:23

of resources, the project is still

1:13:25

building local ownership uh by involving

1:13:27

Harrisburg educators and community

1:13:29

organizers.

city of Philadelphia and it's very

impactful work. I think giving um making

things that are hyper local focused and

authentic learning for the students

really u changes their perspective and

1:14:56

their um hopefully their behaviors about

1:14:59

how they feel about water water

1:15:01

management and um the land and water

1:15:04

relationship. So, I'm very excited to

apply all that I've done in Philadelphia

1:15:09

to the Harrisburg um community and city.

And there's so much um richness in the

1:15:15

city that I I will listen to uh the

1:15:18

experts in in Harrisburg. I will um

1:15:22

involve the teachers which I've done in

1:15:24

Philadelphia. They are a co- um producer

1:15:26

of this work because um that they are

1:15:30

the ones that are going to be in the

1:15:31

classrooms and outdoors teaching this.

older, I got into botany, environmental

stuff. So, you know, I think this is

in good hands to making sure that they

1:18:18

know air quality is important uh uh

clean water is important and all of

those things. So, did you peique any

confirmation that they're on board and

they'll help identify a few teachers

that Ellen will will then facilitate um,

you know, a workshop with where that's

1:18:56

where we'll co-design the curriculum.

But hopefully, you know, the idea of

reaching out to stakeholders in the

1:19:02

community who are also who are already

1:19:04

doing environmental education work, um,

1:19:06

Capitol Region Water and and we welcome

1:19:08

any suggestions too if you have um

people we should reach out to. But by

1:19:13

engaging the teachers and having them so

1:19:15

intimately connected to this project and

1:19:17

code designing the curriculum, uh, we

1:19:20

hope to make engaging content where the

1:19:22

youth will then, yeah, feel excited

1:19:24

about, you know, we can create exciting

1:19:26

lessons.

important. And um when we look at um

those partnerships, um I think we do

have an environmental justice board. Am

We uh the the Philadelphia project

started in 2014

and we built it over three years with

1:22:20

some pretty robust funding from uh the

1:22:23

William Penn Foundation and then we

1:22:25

continued to refine it and it was being

1:22:27

implemented, piloted, implemented by

1:22:30

2019

1:22:31

and so we've been um working ever since

1:22:34

>> on implementing it. So what feedback I

1:22:37

guess have you received since it's been

1:22:40

fully implemented from either teachers,

1:22:43

parents or students?

1:22:45

Well, we we we have a lot of

1:22:47

testimonials um particularly from

1:22:50

teachers um who have um said that this

1:22:53

really um changes their um whole

1:22:56

perspective on their practice that they

1:22:58

are they see students that are totally

1:23:00

engaged because we've created a lot of

1:23:03

hands-on work and it's um something that

1:23:06

is very locally based so they feel like

1:23:08

it's very real and they can um relate to

1:23:11

what they're learning. We've had a lot

1:23:13

of great feedback actually from the

1:23:15

district um the curriculum and

1:23:16

instruction office and now that we have

1:23:19

the new um PA steels standards which

1:23:22

have to be implemented it's a perfect

1:23:24

time for integrating all of this in

1:23:27

every classroom in Philadelphia. We've

1:23:30

been working with a cohort of 30 plus

1:23:33

teachers over the year that's but now

1:23:35

we're we're um advancing to implement it

1:23:38

in every classroom and to be aligned

1:23:40

with these new standards. So that's very

1:23:42

exciting and certainly um the water

1:23:45

department has been supporting the work.

1:23:47

They're very um um supportive and and

1:23:50

excited about how this really um impacts

1:23:54

their um their customers and their f the

1:23:57

families of people using water and then

1:24:00

the the the students who will become

1:24:03

rateayers someday.

one final question. um how is is capital

will capital region water be engaged at

all? She mentioned Philadelphia's water.

their storm water director to see what

they're already doing around

environmental education to not be

duplicative and how can we kind of

create a synergy and uh come together so

we're not all trying to work in our

silos.

>> Yes. And I'll add um that as the you

know a lot of the funding I mentioned

1:24:36

will help go towards tree maintenance in

1:24:38

the city. And so as um the contractors

1:24:41

or vendors are going around the

1:24:42

different neighborhoods and doing this

tree work, you know, hopefully the kids

1:24:46

are hearing about it too about forestry

1:24:48

and how that impacts the local

1:24:51

environment. What are the economic and

1:24:53

social benefits of trees? So again,

1:24:55

they're understanding maybe a little bit

1:24:57

more of why trees are important or why

1:25:00

that work is being done by the city and

1:25:02

they're, you know, right outside their

1:25:03

front door.

desire to be officially included in the

federal Highlands boundary as maintained

by the US Fish and Wildlife Service for

the Highlands Conservation Act grant

1:26:29

program, thereby qualifying for

1:26:31

financial and technical assistance

1:26:33

provided by the US Congress.

overview of uh resolution 69 of 25.

am. Uh so this is um

a federally recognized boundary for the

1:27:00

forest and preservation that stems from

1:27:04

uh south central Pennsylvania up to the

1:27:07

northern borders at Connecticut. And it

1:27:09

was a a grant authorized by Congress to

1:27:12

make anyone within that boundary

1:27:14

eligible for federal dollars to um

1:27:17

conserve um and do improvement projects

1:27:22

in that area. And by the city's um

1:27:28

willingness to be a part of this

1:27:30

boundary, it simply opens us up to uh

1:27:33

eligibility for for money and with no

1:27:36

real downside.

1:27:40

again. Uh the uh as Joel indicated, the

U funding is uh through Congress, but it

1:27:48

uh flows to the four states,

1:27:50

Connecticut, New Jersey, New York, and

administered by DCNR. Uh a portion of

1:27:58

the federal funding goes as base

1:28:00

funding. So it's a simple straight

1:28:02

allocation to the state. And then the

1:28:04

other portion of the funding is

1:28:05

available on a competitive basis, but

1:28:06

that's administered through the state

1:28:09

agencies out of the federal government.

Uh I the point of the resolution is to

1:28:15

allow us to apply for funding uh to with

1:28:19

DCNR

1:28:20

uh for the purpose of the land

1:28:22

acquisition that I discussed earlier in

1:28:24

my presentation.
