commend the report it's very thorough uh

and very detailed and uh with the

resources that the bureau has I'm I'm

very very pleased with the report and

grateful for it uh all of the conditions

are accepted with certain qualifications

such as uh as to the parking the bicycle

parking um they definitely will consider

28:25

bicycle parking but if they can uh

28:28

eliminate uh more impervious surface

they would like to do that rather than

28:33

putting it where parking was so uh they

28:37

will certainly uh consult with and

28:39

provide bicycle parking and storage it

may not be exactly what uh Jeff has

mentioned in his report um and as far as

uh the uh coordinating with the City

Arborist uh they are anxious to uh

install and Landscape particularly

the applicants wanted to have uh

that's certainly uh an aspect of the

project that uh we can coordinate on you

know prior to the submission of a land

development plan for example um and then

with to the coordination with the City

Arborist I defer to the City Arborist um

expertise on these issues and whatever

they feel um is appropriate you know we

would be supportive

of okay um are are these uh houses are

similar to the project they just uh open

up are they built in that type of way uh

no the U veterans Outreach uh of

Pennsylvania project uh now named

veterans Grove has 15 tiny homes that

have very limited cooking for instance

cooking facilities in them and they're

30:07

much smaller uh Mr Menendez can better

describe the the Comfort homes and the

30:12

intention of

them so the the our distinction is that

our homes are larger we we are at a

30:22

approximately 500 squ foot unit our

30:25

footprint is a little bit larger is more

30:27

conducive to permanent living where each

home has its own separate living room

30:34

Central kitchen area with a bathroom and

a separate private bedroom so within

30:40

that 500 foot uh footprint we're able to

30:43

accommodate a complete single unit for

30:46

uh permanent

living and my

30:50

other won't say a concern but did you uh

talk to the community in that area at

the city of Harrisburg they've been very

welcome to us so far our partners and

friends over here at vopa uh we were

city of Harrisburg and make sure that

31:18

everything we do is uh is in adherence

to um what the city wishes so uh so far

we're off to a really good start and

we're excited to be here tonight and uh

hopefully we can move on the next step

Association we've been trying to arrange

just get our schedules together we have

the Community should be involved we

two concerns so far um and I'll start

concerns uh the first would just be a

kind of a question uh of you uh I don't

haven't really heard of your

organization before can you give just a

brief history of how long you've been in

business where you established you I

just want to test it okay great so just

very quickly uh again thank the

commission for tonight uh we're founded

on September 11th 2001 the night of um

our founder Frank siller's youngest

32:39

brother Steven Siller was a firefighter

32:41

um he was getting off duty the night

32:42

before and he was on his way to Long

32:44

Island to play golf with his brothers um

32:46

they were supposed to meet him there uh

32:48

the first plane hit the World Trade

32:49

Center he turned his car around parked

32:51

it outside the Brooklyn BR Bry tunnel

32:53

ran to the tunnel to the towers where he

32:56

perished that day hence our foundation

32:58

tunnel to Towers um since then uh we've

33:01

been building uh homes and real estate

33:03

for catastrophically injured veterans

33:05

and their families throughout the

33:06

country actually have a lot of uh work

33:09

we've done in the Commonwealth of

33:10

Pennsylvania so far got a one pager on

33:12

that I can leave with you but um bring

33:14

us to present day about two years ago

33:16

the you know homeless veteran crisis in

33:18

our country continues to rise there's

33:20

around 33,000 in our country now we

33:22

wanted to attack that headon we're

33:24

building real estate um apartment

33:26

buildings throughout the country

33:27

affordable housing to tackle this issue

33:30

that's why we're here tonight and we're

33:31

excited and um again want to answer all

33:34

your questions and concerns thank you

information the uh the second question

33:41

is what how will the two types of uh

33:44

housing work separately or work together

33:47

what's in the tower versus is one more

33:49

of a the 64 units is that more of a

33:53

um I don't know call compenent or

33:56

nursing or care type facilities is or is

it this the multi-story building yeah

it's just a multi-story building the

34:03

units are a little bit smaller they

34:05

they're roughly 400 square fet 390

thereabouts they are permanent residents

as well okay uh the difference between

34:15

the units in the building and the

34:17

Comfort home is that the Comfort homes

are offered to Veterans senior veterans

34:24

veterans that are 55 and over who for

34:27

some reason or other have spent most of

34:29

their lives in some sort of transitional

34:33

uh homelessness condition and so we

34:37

afford them these homes so that they can

34:39

live in dignity uh and spend the rest of

34:42

their lives there so these are uh

34:44

awarded to specific veterans so they're

34:46

a permanent type they can live there the

34:49

rest of their lives so these are more

34:51

geared towards the older veteran where

34:54

the veteran that's going to reside in

34:55

the multi-story building you can stay as

34:58

long as you have to you can be here

35:00

permanently if you want to uh but our

35:03

goal is to have them transition out of

35:05

there at some point after they've been

35:08

in this environment they've made a

35:10

commitment to better themselves they've

35:12

made a commitment to reintegrate into

35:14

society and our hope is that they're

35:16

able to move on into a more permanent uh

35:19

accommodations on their own okay well

35:22

that helps make sense of what's going on

35:24

there uh last question would be is uh

35:27

are are you in association with any

35:29

local based groups or state-based groups

35:33

uh for providing you know support

35:35

services and things like that or is that

35:37

something that you operate yourselves I

35:40

mean well our ground floor as far as

35:42

service you said uh face-based uh groups

35:46

um we do when we do go into a community

35:48

we do Outreach to the local community

35:50

churches different organizations that

35:53

want to participate for example one of

35:55

our projects in uh uh in Houston the

35:58

local community took us in in the sense

36:00

that they wanted to participate in some

36:02

of our local uh programs that they have

36:06

during during the holidays where they

36:07

would want it to come in and serve the

36:10

veterans right the residents give them a

36:12

meal help them out during the holiday

36:15

season um that's something that we

36:17

welcome and so we do have opportunities

36:21

like with VOA we are this is something

36:23

that's very important to us to

36:24

collaborate with their organization they

36:27

are a more of a transitional uh program

36:30

where once those veterans get themselves

36:32

under feet we're there to receive them

36:34

at a more permanent

36:35

basis okay no other

36:39

part of the property along the river are

in but like uh I don't believe it uh the

believe is largely uh over the footprint

of the uh new storm water management

Basin that's being created along the

access road that's been created there as

well as the access road itself so um

looking at the um flood plane overlay

with the at least tenative uh building

Footprints here uh I didn't see that any

of the development would be in the flood

37:26

plane maybe some of the fence around the

37:28

border of the property but that's a

37:29

relatively uh straightforward um review

if necessary all right that's a good

thing then uh what other projects do you

have in Pennsylvania right now um this

is our first project in Pennsylvania so

uh this is our prototype that we've been

37:46

developing for the last three years two

37:48

three years and so it's being rolled out

not only in in Harrisburg but we've got

37:53

a similar project in brington Florida

37:56

where we were just needed we were deed a

37:58

few uh 8 acres to develop a similar uh

development so we call them veteran

38:04

Villages all right um it's it's the main

38:08

piece is the multistory building like I

38:10

said with our services on the ground

38:11

floor to support the village so with the

38:14

main building the multi-story and the

38:16

housing around it creates The Village so

38:19

we've got projects in uh brington

38:21

Florida just started development in

38:23

projects in Bayville New Jersey we are

38:26

out in Buffalo New York

38:28

uh and soon to be and uh we've got a

38:31

different type of project in Memphis

38:33

which is our other component or

38:35

development uh component which is

38:38

acquiring uh not nonfunctioning

38:41

properties similar to a Windom hotel

38:44

or or such where we renovate and convert

38:48

into a similar multi-story building so

38:50

those are two different types of project

38:52

either we grow or uh from Full

38:54

development or we do a renovation

38:57

uh but this particular model is

38:59

something that is special in the sense

that we're creating that Village uh that

39:04

we that we're we're so uh we're seeking

to create for the for the tenants but

39:09

that is not the only contact that the

39:11

foundation has with the Town

um over the past 20 years it looks like

we built um nine homes for fallen First

Responders four for gold star families

and we' built three smart homes for C

catastrophically injured veterans right

now we support through our national case

management Network 118 pennsylvanians um

you know separate from the from our

39:37

veterans Village that we're about to

39:38

produce and I'd be happy to leave you

one of these sir yeah and just to

39:41

clarify this is just one specific

39:43

program what uh Jason J is talking about

39:47

is other programs that we have within

39:49

the overall TTT

39:51

organization and no further

transitional uh services do do you

provide what services do you provide

social services or well as far as

into the position where they can begin

to rehabilitate themselves we deal with

PTSD to a certain extent we deal with

40:26

substance abuse to a certain extent and

I mean by a certain extent that if the

cases are beyond our capabilities to

40:32

deal in this environment we do not want

40:35

to have a stable stable environment and

40:38

then bring in someone who may need

40:40

additional help we will help those

40:42

individuals transition into a program

40:45

that better fits their needs we also

40:47

provide Workforce training we provide

40:49

services for them to learn how the

40:51

veteran to learn how to write a resume

40:53

how to

40:54

interview uh we provide help with them

40:57

to access their uh contacts at VA we do

41:02

have case management uh resources on

41:04

site and they are become part of the

41:07

overall community in that step to

41:10

rehabilitate yourself and there are

41:11

whole host of other that perhaps we can

41:13

elaborate further if you like on some of

41:15

the other programs is fine thank you

41:18

it commissioner Jordan yes um would you

be able to show on your diagram how this

41:25

um project um ties into the green belt

41:28

connection like how it's

41:30

retained um not presently because that's

41:35

still very actively being negotiated

41:37

there are actually at least two other

41:40

property owners involved um the dolphin

41:43

County General Authority on the North

41:46

obviously and uh the owner of the

41:49

remaining property on the south and um

41:53

uh you know the access road goes across

41:56

all of those property so um it's a

41:59

multi-party negotiation we've been

42:01

negotiating in good faith with do M and

42:04

uh we'll continue to see if we can get a

42:07

resolution um you have to remember that

42:11

this is has always been private property

42:15

and the green Bel has been fortunate to

42:17

be able to use it um so we want to see

42:21

if we can continue that uh compatible

42:24

with the needs of the private property

42:26

owners now you're hearing about a an

42:29

altruistic uh project that's going to be

42:33

uh giving our veterans digity and

42:36

security and uh we have to uh deal with

42:39

those issues also so it's a complex

42:42

issue but we're continuing to work in

42:44

good P I understand and one other

42:47

question um it says in a report well

42:50

actually let me just ask this as a

42:52

question is there um a particular reason

42:54

that the um units aren't starting out

42:56

initially 888

42:58

compliant um they are they are man they

43:01

are designed their prototype uh uh are

43:05

ADA Compliant or convertible let's just

43:08

say uh one of and as well one of the one

43:11

of the issues that we took into

43:13

consideration in designing the Prototype

43:16

uh and we found out through conversation

43:17

with our veterans is one of their major

43:19

concerns is how is someone going to

43:21

visit me if they are either in the same

43:25

condition that I am or if they are in

43:27

worse condition than I am how are they

43:29

going to come over uh so we've created

43:32

the model where uh you do have steps

43:35

there are steps to the unit if you can

43:36

use them and each unit has a ramp so

43:40

it's an ADA Compliant ramp that reaches

43:42

the sidewalk or the grade at the proper

43:45

slope that they're able to access the

43:47

interior of the Comfort home if you're

43:49

visiting the units in the main building

43:52

as well they are ADA Compliant if a

43:55

veteran comes in and our kitchens and

43:57

are designed as such where if they need

43:59

to have on a wheelchair and they need to

44:01

have the approach to that kitchen uh the

44:05

cabinets can be retrofit in other words

44:09

cabinet can come out a panel can go in

44:11

so that you still have the approach

44:13

clearances and accessibility to all the

44:16

uh uh Cabinetry and the kitchen as well

44:19

as the bathroom are accessible door the

44:21

doorways are accessible each bathroom

44:23

has clearance 36 in clearance minimum uh

44:26

to get themselves in we do not have a

44:28

swing door in the bathrooms we provided

44:31

uh we're designing uh what we call the

44:34

uh sliding door so that we're able to

44:37

get in and out so there is no

44:39

opportunity if something happens inside

44:41

the bathroom we can't get in the

44:43

bathroom we still have a sliding door on

44:46

the outside it's a barn door that's what

44:48

they're called go thank you very

44:51

much

Joe uh the the two questions I have I

um and so maybe I'll I'll just uh I'll

Property Owners down that way and other

owners and how are they are how are you

dealing with that so uh for the most

part I think um the at least uh the

applicants I know are working directly

with the green belt Association um and I

um believe that uh other uh

45:45

representatives for um the prospective

45:48

property owner to the South between this

45:50

site and the VAS site uh and the I guess

45:53

current property owner because the

45:54

applicants are contract purchasers as I

45:56

understand it um are all in negotiations

45:58

about where exactly um you know the

46:01

footprint of uh of the green belt may go

46:04

um you know our recommendation in the in

46:06

the case report was based on the fact

46:08

that when you look at the uh site plan

46:11

provided with the application um the

46:13

fence that encloses the site is on the

46:15

east side of the access road uh that

46:17

runs that connects both to the Dolphin

46:19

County General Authority property of the

46:21

North and then uh the vula property down

46:23

in the South so there isn't a uh fence

46:26

caim off access there so it's still I

46:29

guess in theory um open um for public

46:33

access and therefore kind of makes a

46:34

good um connection point and it would

46:37

require I guess the least amount of

46:39

easement um between the bridge and uh

46:41

that site uh that being said you know I

46:44

think we would be uh happy to you know

46:48

coordinate with uh both the applicants

46:50

and the green B Association on whatever

46:53

solution they come up with whether it

46:54

goes across the Northern end of the site

46:56

or the southern end of the site or

46:58

wherever it needs to go but um you know

47:01

as the planning Commissioners know uh

47:02

you know we brought this up at the at

47:04

the last uh development for the vopa

47:06

site um that it be included and it was

47:09

not included in the found design and uh

47:11

it was our concern that this would be

47:12

cut off uh into the future and not just

47:15

for the general public but for um

47:17

residents of both the existing VOA

47:20

facility this proposed facility and the

47:22

potential future facility um between

47:24

these two um as the applicants note in

47:26

their application uh most of their ten

47:29

of their residents aren't going to have

47:31

um Vehicles so uh you know we expect

47:35

that they will want to go out and um

47:37

engage with the community go out and

47:39

visit around Harrisburg and if they're

47:41

not going to have vehicles how will they

47:42

do that walking and biking presumably

47:44

maybe a shuttle bus or something as well

47:47

um but uh you know if that is the case

47:51

um they have a readymade connection

47:53

right now and so we want to make sure

47:56

because of didn't end up in that last

47:57

project that it does end up in this

48:00

project um and not and we don't get to

48:03

the to the next project which will be

48:05

the last one of this property and it

48:07

doesn't happen there either and then all

48:08

of a sudden we've lost our connection so

48:10

we plan Bureau feels very strongly that

48:13

um you know that this really needs to be

48:17

included uh in a PL design however that

48:20

may happen and again we recognize that

48:23

this is private property as the

48:24

applicant said um but at the same time

48:26

it's also you know a critical 100y old

48:29

more than 100y old portion of um the

48:32

city's infrastructure and uh you know uh

48:36

we would we just want to make sure that

48:39

that connection is maintained however

48:40

that happens and in a way that uh

48:42

benefits not just the general public but

48:44

the residents um of each of these

48:47

developments that's going to be down

48:48

here in South harisburg

48:52

yeah if I may follow on U what is

48:55

currently happening is there a Gap in

48:57

the green bound at the present time or

48:59

how is that being rerooted I have not

49:00

been down there since the project was

49:02

completed Opa yeah currently um the uh

49:06

Bridge of the railroad tracks uh was uh

49:09

temporarily um uh closed for uh

49:12

construction and utility work to connect

49:14

the vopa site uh to I guess whatever

49:17

utility stubs were on the Dolph County

49:19

General Authority site um and the

49:22

alternate route uh goes over Sycamore

49:25

Street um to C Street and then down

49:27

Cameron Street to connect to uh the

49:30

green Bel about at Elliot Street I think

49:32

or just north of that uh where there's a

49:35

truck entryway down to the green belt um

49:38

but if you've been down there that's not

49:41

really a safe place to ride frankly for

49:43

anybody U much less for a child or a

49:46

senior or something the grade of the

49:48

bridge is really high there's very

49:49

limited visibility the sidewalk is

49:51

almost non-existent um and so you know

49:54

from the Plenty bear perspective that is

49:56

not a long-term solution and being that

49:58

there's only one other crossing of the

49:59

railroad tracks down here in South

Harrisburg you know we feel that it's

50:03

really imperative that the connection be

50:05

maintained right so I mean and I think

50:07

that kind of my concern we don't want to

50:10

turn the green belt into a permanent

50:11

green

strip with roundabouts at either end

yeah you know it has been there for

50:17

hundred years and again we're being

50:19

asked to provide a special exception

50:20

here so it is kind of the time to talk

for a Tit for Tat um you know what can

50:26

we get

in return for the public in return for

50:29

waving this regul this item and I would

50:31

like to see that in the discussion and

50:34

and I don't think that and again I don't

50:35

think that needs to be necessarily

50:38

decided on today uh there will be a

50:40

follow-up Land Development plan uh that

Planning Commission city council will

50:44

review uh but at the same time we'd like

50:47

to not leave that hanging to the last

50:50

moment and the sooner it can be hashed

out what again whatever the solution is

uh the better I think right I guess

that's the question is once we approve

this tonight we've kind of lost our

leverage uh By the time Land Development

plan comes in with special exception

shouldn't um the the highway is north of

the general author Dolphin County

think there will be any physical impacts

uh from the the structure of the highway

wanted to add a few things to it a

little bit additional perspective uh and

52:44

I'll start by saying we are very much

52:46

supportive of the tunnel to Towers

52:47

project it's something that's critically

52:49

needed here in the city and they're

52:50

certainly serving a a a a population

52:53

with a distinct need in a unique way a

52:56

unique and uh important way and so we do

52:59

hope the project is going to be able to

53:00

go through uh from the perspective of

53:03

the green belt association association

53:05

it's well the green belt's been around

53:06

for a 100 years the association's been

53:08

around for about 30 and we've been

53:10

maintaining the trail uh for the

53:12

entirety of the trail over that period

53:14

of time including here in the South

53:16

Harrisburg Area uh in the South

53:18

Harrisburg Area uh we've done a

53:21

significant amount of grading

53:22

maintenance other improvements over that

53:24

period of time as well as as ongoing

53:26

maintenance um excuse me I will I will

53:31

acknowledge uh that we are doing it by

53:33

written permission uh but that is the

53:36

extent of it it is not a license it is

53:39

not an easement it is not a RightWay so

53:41

it is just by courtesy of the current

53:43

owners that we occupy that but it has

53:45

been a

53:50

relationship theou I'd like to

the couple points I'd like to make first

is that both the comp plan talks about

54:08

the green belt as an important asset of

54:11

the city and its maintenance as a part

54:13

of the character of the city and

54:15

availability of the residents and then

54:17

zoning ordinance itself as a part of its

54:19

objectives uh talks about completing the

54:22

green belt and this is one of the last

54:24

couple privately owned properties where

54:27

we don't have a clear license or or

54:29

easement agreement and so uh as you

54:32

pointed out this is the time uh to get

54:34

this resolved uh with some permanence uh

54:37

it is accurate uh that we have been

54:39

engaged in good faith discussions uh on

54:42

multiple occasions uh in person uh email

54:45

and otherwise and we've exchange

54:47

sketches and so on uh we are confident

54:50

that we can continue on that route and

54:53

hopefully find something that's going to

54:55

work

54:56

uh I with your permission Mr chairman we

have a sketch that we did based on the

uh sketch plan that was submitted to you

if we could distribute that to you if

55:06

that would be

we have right now out on Sycamore Street

uh the other couple benefits uh that uh

will emphasize to are that it does

provide pedestrian access for the

residents of tunnel Towers but also uh

the emergency access road extends the

whole way down uh to Veterans Grove and

and so can also provide pedestrian

access for them as well as the

intervening property when that becomes

developed right now uh the veterans

growth does not have uh specific

dedicated Public Access other than

57:08

walking on the on the new roadway uh it

also uh we would argue has therapeutic

value to have a recreational opportunity

right outside your gate is something

that we think would be beneficial to the

residents of tunnel to Towers uh and um

it also as I mentioned provides access

for Eden and for uh VOA for their

residents to uh well the the intervening

property to have access up to City

amities including the bus stop up at the

57:39

pendot building as well as uh to the

57:42

the the the downside of of an easan or

there are a lot of Rails to Trails that

don't see this as being terribly

something that I'm not aware of and and

uh that why this can't be negotiated out

security is a is a major factor when you

have uh residential communities of um

significantly less able people these

These are fragile people um and vula uh

has the uh benefit of being further away

from it

we have to be frank there's always been

evidence for instance of of drug usage

uh on this uh portion of the green belt

down by the river and so forth and that

that's a potential problem and it has to

be addressed one way or the other um so

uh security uh is is a a vital issue I

wouldn't say it's the only

1:04:19

issue but it's a vital vision

just the reality of the difficulty is

that it's multiple private land owners

this board can't impose a condition on a

property next door even though the green

1:04:39

belts crossed multiple properties that's

the reality of it so this only gets

resolved in two ways get resolved by an

1:04:46

agreement gets resolved by a government

1:04:48

taking those are the two ways to resolve

1:04:50

this problem and every everybody is

1:04:52

looking for an agreement on a government

1:04:54

taking sure

so uh help me out draw draw for another

thing on the the U pendot building there

is that this point they have revoked the

1:05:06

right of passage across that state

property no that's what I'm I think

that property where the current Green

looking to kind of to the applicants

point they're not looking to expand the

footprint uh the public access footprint

Beyond what's there

now so what we have is we have a public

parcel that we're allowing Public Access

across to the north correct okay and so

we're now talking about a private entity

that's developing and and they're asking

for special treatment uh good again a

very good cause special treatment in in

1:06:01

the processing of a special

1:06:03

exception um and there doesn't seem to

1:06:07

be any uh reciprocity you know to the

1:06:10

city to the community's request

1:06:12

here yeah again you know I think the the

1:06:16

planning Commissioners know where the

1:06:18

planning Bureau stands on this we feel

1:06:20

that you know that this again green belt

1:06:24

is one of the city's best jewels that we

1:06:27

have here um and this point is a

1:06:30

critical connection and so however that

1:06:32

needs to be maintained we will strongly

1:06:35

support that again you know that could

1:06:38

be running across the parking lot as the

1:06:41

applicant said it doesn't sound like

1:06:43

maybe uh the state's uh open to that um

1:06:46

but I think to the to your point um it

1:06:50

seems like this is a relatively

1:06:53

straightforward um a relatively

1:06:56

straightforward kind of thing about

1:06:57

having an easement to have a short

1:06:59

stretch of this I think to the

1:07:01

applicant's point about uh drug use and

1:07:04

I don't know I can't speak to the

1:07:05

veracity of that statement but I think

1:07:08

for whatever that was there or whatever

1:07:10

other concerns were there were largely

1:07:12

due to the um undeveloped nature of this

1:07:15

property and between the existing

1:07:17

veterans growth property this proposed

1:07:19

property and then whatever is coming

1:07:21

down the road for the property of the

1:07:22

South much of whatever created adverse

1:07:26

conditions there will go away because

1:07:27

all of the property will be not only

1:07:30

occupied and developed but largely gated

1:07:32

too um and so it won't be an issue of

1:07:35

there's you know large swas of UNS

1:07:38

surveilled area where maybe you know

1:07:42

stuff happened in the past and so I

1:07:45

think you know again it's our hope that

1:07:48

to to Mr Grover's point that uh this is

1:07:52

um negotiated out amicably between all

1:07:54

the parties that um at the end of the

1:07:57

day um we maintain this

1:07:59

connection okay so as a commission we we

1:08:03

could strengthen the language that's

1:08:04

been suggested in the

1:08:06

report

and please I did see a should before the

1:08:12

continued coordination I think we're all

1:08:14

extremely hopeful about the continued

coordination could change that to I mean

downtown Harrisburg after living there

for 30 years it's sad to be making that

statement so um I'm having a tougher per

time um accepting that as the only

reason that this can't

happen well I think the condition what I

would I mean I could certainly support

it if we could make some modifications

to the the recommended condition which

was wherever I put it

is used by our public as a recreational

facility it's family use it's people

getting to work it's act every bit of

active Transportation so I think it's

unfair to characterize that area or any

area as a drug use area number one

1:11:48

number two uh the plan we haven't seen

1:11:51

the fence specifically as proposed but

1:11:54

it is in on a plan of six foot aluminum

1:11:56

fence so I presume that it's certainly a

1:11:59

physical barrier and possibly even Vis

1:12:02

visibility barrier and so I think that

1:12:04

uh resolves some of the issues uh third

1:12:08

uh one of the proposals that we had

1:12:10

previously discussed was to go along the

1:12:12

northern border through the pendot lot

1:12:14

and then across the eastern border of

1:12:17

the tunnel of towers property so we

1:12:20

would still have been traversing two

1:12:22

boundaries we're proposing the Western

1:12:24

and Sou rather than the northern and the

1:12:27

Eastern uh last and this is an important

1:12:29

point for you uh as we've been

1:12:32

progressing through these discussions uh

1:12:34

we did do our due diligence and took the

1:12:36

proposal to the dolin County General

1:12:39

Authority asking for uh their view of us

1:12:43

uh coming through the parking lot and uh

1:12:46

going going in that direction there

1:12:47

there are some engineering issues with

1:12:49

that we'll set that aside but uh they

1:12:51

very flatly as a board action said that

1:12:54

we would not be given permission to go

1:12:56

anywhere else on their property other

1:12:58

than the quarter that we already have

1:13:00

under license agreement and that's the

1:13:02

piece that goes uh from the Phoenix Park

along the Riverside of the building and

connects to the property line for tunnel

this project needs is an excellent

test to there's been people trying to

come to a solution and it is a challenge

the exposure that the city would have

would be based upon the impacted uh

piece of land relative to the purchase
