occasion concerning uh the unhoused

before uh concerning the unhoused

Harrisburg um since then I had um also

spoken before the Dolphin County Board

of Commissioners as well as met with

them privately to give them uh some

37:49

detail about the plan that I had written

uh to provide housing for the entire

37:54

population uh they love the plan but

37:57

their whole uh stance was that all of

the money that for this fiscal year was

38:03

already allotted to other uh programs

38:05

and services um on the 18th of July I

38:10

spoke with uh the

38:12

dced and I again

38:16

uh presented my plan to

38:20

them the uh results of that meeting was

38:23

very very encouraging uh they told me

38:26

that they had

38:27

a grant that specifically fitted the

38:31

plan that I had written um the problem

38:34

with that is they that they said that I

38:36

needed uh a municipality to to uh

38:40

partner with me so that you can uh apply

38:43

for the the the funding on my behalf or

38:47

on the behalf of my nonprofit because

38:49

they wouldn't allow a nonprofit to um

38:52

apply for it so what I'm here tonight to

38:54

ask is that we enter into a partnership

38:57

uh to get this funding and move forward

with building this housing uh for the

39:03

unhoused population here in

39:05

Harrisburg um there is an urgency to

this because where they are staying out

39:11

uh by pend do that area is slated for a

39:15

highway expansion which is going to

39:16

happen by the end of this year the good

thing about the plan that I had written

uh we can produce this housing within 90

days um I have taking the liberty of

39:28

doing the research as far as cold uh

39:31

whether um it was covered by Hud's cold

39:35

it is not um it is under the local and

39:39

state codes that are in place so we can

39:43

move forward with this um they also just

39:46

they also encourage encourag me to seek

um land on the Harrisburg State Hospital

grounds for that for this endeavor uh

they said that they are open to allowing

39:59

us to use utilize space there but I

would like to have other Alternatives in

place um you know through a a private

40:09

meeting with you guys so that I can

present all of the details of the plan

to you so that you can have a clear

understanding of how we will go about

doing this uh the good thing about this

plan is

this it will one provide the housing

that is needed for the unhoused

population two it would take the

40:28

pressure off of the Harrisburg uh city

council and the mayor's office to

produce low-income housing what that

does is um give us the opportunity to

40:38

step back reassess the uh the resources

40:41

that we have already in place streamline

40:44

them and then use them in a much more

40:46

effective way meaning there is a list of

40:48

houses that or properties and lots uh

40:51

under the under the under the um the

40:54

ownership of the

40:55

city over 300 properties and lots those

40:59

properties can be reconstituted in these

41:02

low-income neighborhoods and then made

41:05

available to those who are who have went

41:07

through the process at the transitional

41:10

housing compound and became capable of

41:14

sustaining housing and

41:16

employment now the plan calls for I'm
