Summary

The Harrisburg City Planning Commission approved three major adaptive reuse and expansion projects: a school classroom expansion at 1414 North Cameron Street, a funeral-home-to-apartments conversion at 1332 North Second Street, and a massive 130-unit mixed-use redevelopment of the former Polyclinic Hospital at 2601 North Third Street.

This meeting highlights the city's active push for adaptive reuse of vacant institutional and commercial spaces to increase housing inventory, improve historic properties, and tackle complex zoning challenges like floodway development and off-street parking limits.

Call to Order & Minutes Approval

skip

The Harrisburg Planning Commission officially convenes, reviews, and approves the meeting minutes from September 3rd and October 1st, 2025. No old business is raised.

Standard administrative setup with no project discussions.

1:00-4:00

Case Study 1: 1414 North Cameron Street Proposal

watch

Jeffrey Knight presents a special exception request for Capital Academy to expand its student body and install modular classrooms, requiring relief from 17 off-street parking spaces. The Planning Bureau recommends approval with stormwater and landscaping conditions.

Essential for understanding parking variances, industrial zoning rules, and landscaping requirements.

4:00-8:00

Capital Academy Parking & Floodplain Discussion

watch

Attorney Ash Mcome and owner Josh Gray address the commission. They discuss the permanent modular units, a parking study demonstrating low actual parking demand due to student busing, and the challenges of a property adjacent to a floodway.

Contains critical technical discussions on transportation planning, busing, and building footprint regulations.

8:00-11:00

Flood Zone Regulations & Vote on 1414 N. Cameron St.

optional

Commissioners discuss Chapter 7315 zoning regulations regarding floodplain developments. Finding no objections, the commission passes a motion to approve the project with conditions.

Useful for technical zoning buffs but mostly encapsulates standard regulatory compliance and voting.

11:00-16:00

Case Study 2: 1332 North Second Street Presentation

watch

Jeffrey Knight introduces a land development plan to convert a former funeral home into 8 apartments, expanding an existing non-conforming multifamily property. Staff recommends approval with conditions regarding historic preservation and trash container consolidation.

Highlights adaptive reuse of commercial neighborhood properties and historic district regulations.

16:00-19:00

Funeral Home Conversion Approval

optional

Operations Director Michael White accepts the conditions and clarifies plans for consolidating trash in the carport area. Commissioners verify that parking was resolved in a prior zoning hearing board meeting and quickly vote to approve.

Straightforward confirmation with minor debate over waste management.

19:00-24:00

Case Study 3: 2601 North Third Street Presentation

watch

Jeffrey Knight presents the landmark project to convert the former Polyclinic Hospital (Building 1) into 130 mixed-use apartment units and retail spaces. Conditions include ADA sidewalk compliance on Fourth Street, bike storage, and signage regulations.

Focuses on the largest, most significant development project of the meeting.

24:00-31:00

Polyclinic Hospital Site Layout & Capacity Debate

watch

Applicants Gregory Alquist, David Johnson, and John Anderson discuss layout designs. They explore separating commercial and residential traffic, utilizing the loading dock, managing bike storage, and reserving extra square footage for future organic development.

Crucial analysis of site logistics, bike infrastructure, and phase-two development plans.

31:00-34:00

Year-End Report Proposal & Adjournment

optional

Knight suggests compiling a comprehensive year-end Planning Commission report to coordinate better with City Council. The commissioners agree on its transparency benefits, exchange holiday wishes, and adjourn.

Good look into municipal administration trends, but contains no active development reviews.

Key points

  • Adaptive Reuse of Vacant Institutional Assets — The commission approved converting the former Polyclinic Hospital (2601 N. Third St.) into 130 apartments and retail space, representing a massive adaptive reuse effort of a 200,000 sq ft historic property.
  • Balancing Floodplain Safety and Educational Growth — Capital Academy (1414 N. Cameron St.) is expanding using modular classrooms strategically placed outside of the floodway to comply with chapter 7315 zoning laws, while utilizing a parking study to prove they don't need additional parking spots.
  • First-Floor Entrance and Service Separation in Mixed-Use Assets — The Polyclinic redevelopment uses the natural grade variation of the campus to separate loading docks, emergency drop-off areas, commercial retail spaces, and resident lobbies.
  • Initiation of a Planning Commission Annual Report — Planning Director Jeffrey Knight announced plans to compile a year-end academic report to keep City Council and the public updated on the long-term status of approved projects and upcoming zoning amendments.
The adaptive reuse of a vacant and underutilized funeral home into apartments represents a sensible expansion of the existing multif family dwelling use on site Jeffrey Knight
the building as you can see is in the flood way itself. And so we trying to not do any additions. Josh Gray

the U Harrisburg Planning Commission

0:06

meeting to order at approximately 6:34.

0:11

Uh commissioners, um

0:14

you received your September 3rd and

0:18

October 1st meeting minutes. Are there

0:21

any changes, deletions, additions?

0:26

I'll make a motion to approve both the

0:28

September and October minutes.

0:30

>> Is there a second?

0:32

>> Second.

0:32

>> It's been moved a second for approval.

0:35

All those in favor state by saying I.

0:38

>> I.

0:38

>> I.

0:38

>> Opposed. Abstension. Motion carried.

0:43

Under old business, there's none.

0:47

Under new business, item number one is a

0:49

special exception application for 1414

0:53

North Cameron Street, which is zone

0:55

industrial.

0:57

It's filed by Joshua Gray and GNRLP.

1:01

Is to request relief from four of the

1:03

required All Street parking spaces

1:07

associated with the expansion of the

1:08

school public and private and primary or

1:13

secondary use of site.

1:15

>> Uh yes. So uh the applicant is

1:17

requesting relief from four of the

1:19

required off street parking spaces

1:20

associated with the expansion of the

1:22

school public or private primary or

1:24

secondary use on site. The capital

1:25

academy student population is increasing

1:27

from 115 students to 147 students and

1:30

the staffing will increase from 40 staff

1:32

to 52 staff which incre which which

1:34

increases the required off street

1:35

parking from 69 spaces to 89 spaces

1:38

because there will only be 72 spaces on

1:40

site after the installation of modular

1:42

classrooms in the parking lot and

1:43

reconfiguration of the parking lot. ZHB

1:46

approval of a special exception is

1:47

required for relief from 17 off-

1:49

streetet parking spaces. So that was the

1:50

way that I had calculated it based on

1:52

the numbers that we had um in compared

1:54

to what was submitted. Uh the property

1:56

at 1414 North Cameron Street is a 2.33

1:59

acre lot featuring a three-story 24,312T

2:03

structure which was constructed in 1942.

2:06

Property is bounded by an unadressed

2:08

parcel to the north, North Cameron

2:09

Street to the east, and the property at

2:11

1400 North Cameron Street to the south

2:13

and west. This detached structure

2:15

features elements of a vernacular

2:17

institutional architectural style.

2:18

Character defining features include the

2:20

brick facade, the monumental concrete

2:23

entryway, the horizontal brick and

2:24

concrete bands, the regular fenestration

2:26

pattern, a modern building addition in

2:28

the northwestern corner, and the fenced

2:29

in playground on the southern elevation

2:31

of the building. The main entrance

2:33

features full view metal door double

2:34

doors flanked by divided light

2:36

sidelights and topped with a large

2:37

transom and concrete header with the

2:38

property address. It is accessed by a

2:41

short flight of concrete stairs with

2:42

metal railings. Other entrances

2:44

primarily feature full view metal doors.

2:47

Penetration primarily features evenly

2:49

spaced plate glass windows around the

2:51

building, although there are some

2:52

locations featuring glass block infill.

2:54

The main structure is topped with a flat

2:56

rubber roof with a newer addition

2:58

featuring a metal roof. The building is

3:00

fronted by a large accessory parking lot

3:02

and both building and parking are

3:03

buffered by landscaping with larger

3:05

trees along the northern and southern

3:06

property boundaries. There is little

3:09

there's a large billboard at the

3:11

northern edge of the parking lot. The

3:13

Cameron Street corridor features little

3:14

in the way of architectural character

3:16

and the building design and sighting

3:17

differ from many of the surrounding arch

3:18

industrial properties. Although the

3:20

brick facade and some of the

3:21

architectural embellishments are

3:22

reflected in older industrial properties

3:25

and the housing development nearby. As

3:27

such, the property does contribute to

3:29

the architectural and historic character

3:30

of the streetscape.

3:32

The planning bureau staff recommends the

3:34

request be approved with the following

3:36

conditions. Uh the applicant must

3:38

coordinate with Capital Region Water

3:39

regarding the site disturbance and

3:40

proposed configuration of the parking

3:42

lot to ascertain what storm water

3:44

management or storm water mitigation

3:46

effect efforts may be necessary. And as

3:48

the proposed parking configuration will

3:50

have vehicles facing the residential

3:52

properties across Cameron Street. The

3:54

applicant should relocate the parking

3:55

lot several feet to the west and install

3:57

landscape screening along at least the

3:59

eastern frontage of the uh proposed lot.

4:02

The plane bureau would recommend that be

4:03

extended along the entire Cameron Street

4:05

frontage of the property. Planning

4:07

Bureau staff recommends the request be

4:08

approved for the following reasons. The

4:10

applicant has met the criteria necessary

4:11

for special exception and the proposal

4:14

should have a negligible impact on the

4:16

surrounding neighborhood. Because the

4:17

use is already operating on site,

4:19

approval of the proposal will not alter

4:20

the essential character of the

4:21

neighborhood and will provide benefits

4:23

such as the ability to enroll new

4:24

students. And finally, if the conditions

4:26

of approval are adopted, the project

4:28

will result in the property overall

4:30

being brought into better conformance

4:32

with the zoning code.

4:34

>> Okay. Thank you, Jeff. Um, could you

4:37

name could you state your name, address,

4:40

and relationship to the project?

4:42

>> Sure.

4:42

>> Good evening, commissioners. My name is

4:44

Ash Mcome. I'm an attorney with MC Wall,

4:47

100 Street, Harrisburg, Pennsylvania.

4:49

And with me is Josh Gray, principal with

4:53

GNR LP.

4:59

I live in 1937,

5:02

Pennsylvania.

5:03

>> And your relationship to the project?

5:06

>> Um, I'm actually the owner of the

5:07

property. I'm 90% owner of the property

5:09

and owned it since about 2007.

5:14

>> Okay.

5:14

>> We operated some businesses there and

5:16

the business

5:19

were sold and building was vacant for

5:21

several years. We were able to find

5:26

for special

5:28

was empty for several years.

5:32

>> You both heard the staff report. Are you

5:35

acceptable in the conditions?

5:37

>> Yeah, c certainly the first condition

5:41

as the second one. We'll look into what

5:44

what we can do from a landscaping

5:45

standpoint whether it goes the whole

5:47

length of Cameron. It's not there right

5:49

now uh landscaping, but we'll we'll look

5:52

into it and work with Sure.

5:56

>> Okay.

5:58

Um, commissioners, I have no questions

6:00

at this time, so I'll um call on you to

6:04

any concerns you have may have. And I'll

6:07

start with Commissioner Tul.

6:09

>> Yeah, the uh the trailers that are being

6:12

brought on site, is that additional

6:13

classroom?

6:14

>> Yeah, it's additional classroom space.

6:16

They're modular, but they're going to be

6:18

permanent. Uh so they'll be there, you

6:20

know, on a foundation kind of like

6:24

Yeah, I've never heard the questions.

6:25

Pretty straightforward.

6:27

>> Commissioner R,

6:31

>> will the the new the new modular

6:33

structures you're bringing in, will that

6:35

make the property become come to

6:37

capacity or will you have room to grow

6:40

further?

6:43

>> I mean, the further we grow,

6:47

we're going to need

6:48

>> exactly

6:52

>> right. We did a traffic stop and

6:54

fortunately for us um these students are

6:57

on bus for reasons administratively.

7:01

So most of them there's not a lot of

7:02

high individuals that could drive but

7:05

all these children in the school and a

7:07

lot of as well basically uses the bus

7:12

system. So we did a parking study like a

7:15

traffic study and had the cameras out

7:17

there that just to get a idea of who was

7:20

there was like

7:23

day.

7:25

So even though 76, you know, so it

7:27

really comes down to the question of

7:29

right now because we as

7:33

>> uh but at the moment even though

7:39

you know 39 is what the traffic study

7:41

estimated.

7:43

>> So the answer is probably no.

7:46

>> Pretty much

7:48

that.

7:49

>> Okay.

7:51

Okay. Thank you,

7:53

>> Commissioner Mard.

7:56

>> Thanks. Um, yeah. So, is the I mean, the

7:59

fact that you have to add two modular

8:01

units, is the building pretty well built

8:03

out then to like schoolwise capacity,

8:06

the classrooms.

8:08

>> Yeah.

8:08

>> Yeah. There is a there's a brand new

8:13

structure in the back uses like it's

8:15

like there's a space in the back that

8:17

they use, but they use it for like a gym

8:20

or bathroom.

8:23

And the problem with the building is the

8:25

blue line.

8:32

>> Is that the flood?

8:36

[clears throat]

8:38

>> Yeah, it should be the 100year flood

8:39

plane.

8:40

>> But the building as you can see is in

8:42

the flood way itself. And so we trying

8:44

to not do any additions.

8:47

>> Yeah.

8:49

>> Yeah.

8:53

the idea is trying to keep it out.

8:57

>> Yeah, that makes a lot of sense. I mean,

9:00

parking in a flood way, flood plane

9:02

isn't as concerning, right, as opposed

9:05

to having classrooms right in in there.

9:08

So,

9:09

>> um that makes a lot of sense. I I

9:12

appreciate that you took the effort to

9:14

put a parking study together. I think

9:16

that was really helpful. I would have

9:17

had a lot more questions had I not seen

9:19

those numbers and maybe even disbelief

9:22

that the numbers were that low. But

9:24

seeing the study and the fact that like

9:26

you said it's everyone's bus in even

9:29

faculty take the bus. Um you don't have

9:31

16 year olds typically driving even

9:34

their bus in as well. It sounds like so.

9:36

>> Yeah, I think the letter from the school

9:38

mentioned that there there are some 16

9:40

year olds. This year there are none that

9:42

drive and last year

9:45

>> and I think that the ratios over

9:50

>> right.

9:54

>> Okay. Yeah. Thank you. I have no other

9:56

questions. [clears throat]

9:58

>> Uh Commissioner Jordan.

10:00

>> Yes. I think this question is more for

10:02

Jeffrey. um with these modular permanent

10:05

structures, is that going to be another

10:07

set of approvals that are going to be

10:09

needed separate from this?

10:10

>> Uh yeah, so they've submitted the flood

10:11

plane development approvals that for

10:13

anything with a new installation with a

10:15

footprint in the flood plane. Um and

10:17

it's um I don't know if it's on that map

10:19

there gave you, but it's just outside of

10:20

the floodway. Um so it's um if it were

10:23

in the floodway, that'd be a different

10:24

issue, but it's um in the flood plane,

10:26

so it's just subject to chap the

10:28

regulations in 7315 of the zoning code.

10:31

Okay. That's all. Thank you,

10:34

>> Commissioner Vincent.

10:36

[clears throat]

10:36

>> No, everything looks good. The study is

10:39

showing that you guys never had any

10:40

types of complaints for parking at all.

10:42

No, no types of assemblies or anything.

10:44

So,

10:46

looks good.

10:51

>> Um, I'll go to the public right now. If

10:54

there anyone's for against this project,

10:57

stand and state state your name and

10:59

address. I'll start to my left.

11:08

Thank you, Commissioner. This is pretty

11:11

straightforward. Um, could I get a

11:13

motion?

11:15

>> Motion to approve conditions.

11:18

>> Second.

11:18

>> I'll second.

11:20

>> Second to approve project with the

11:23

conditions. All those in favor say

11:32

>> thank you. Appreciate your time.

11:33

>> Thank you very much. Thanks.

11:46

Okay.

11:48

Item number two is a land development

11:51

plan for 1332 North Second Street, which

11:55

is zon residential medium density. It's

11:58

followed by Adam Bredman and with

12:01

Damman's Properties LLC.

12:04

Uh it's to expand the existing

12:06

non-conforming conforming multif family

12:09

dwelling use on site by adding eight new

12:13

units to the existing five units on site

12:16

by converting space occupied by the

12:19

former funeral home. Okay.

12:22

>> Um yeah, so the applicant is proposing

12:23

to expand the existing non-conforming um

12:25

use on site by adding eight new units to

12:27

the existing five units um by converting

12:31

space occupied by the former funeral

12:33

home. The project proposes units in a

12:35

variety of configurations and sizes from

12:37

studios to two-bedroom apartments and

12:39

from 290 ft to 850 ft. uh proper and

12:43

this is the um second aspect of the

12:46

zoning relief that the applicant came

12:47

through I believe last month for um or

12:50

two months ago. Uh the property at 1332

12:53

North Second Street is a 48 acre lot

12:56

featuring a three-story structure

12:57

resulting from a combination of three

12:59

separate buildings into a mixeduse

13:00

building, a funeral home and apartments

13:02

with a total area of 8,428 ft which were

13:06

constructed circa 1900 and a separate

13:08

storage garage of 220 ft which was

13:11

constructed 1957. Property is bounded by

13:13

Calder Street to the north, North Second

13:15

Street to the east, Safford Street to

13:16

the south, and the property at 124

13:19

Safford Street, and a small grosser

13:20

alley to the west. The semi- detached

13:22

structure features elements of an

13:23

indeterminate architectural style.

13:25

Character defining features include the

13:27

formstone facade and water table, the

13:29

multiple access points sheltered by

13:30

awnings around the building, the regular

13:32

fenestration pattern, the upper floor

13:34

decks on the rear elevation roof, and

13:35

the freestanding signs near the parking

13:37

lot and building entrances. There are

13:39

multiple entrances throughout the

13:40

building, although the main entrance on

13:42

the eastern elevation features panel

13:44

double doors and a full view door set in

13:46

simple frames which are sheltered by a

13:48

large awning with square posts. Other

13:50

entrances on the front and side

13:51

elevations feature the same types of

13:52

doors and awnings. Penistration on the

13:54

front elevation features two over two

13:56

windows set in simple formstone

13:58

surrounds with soldier course headers

14:01

and sills wrapped in aluminum.

14:03

Tenistration on the side elevation is

14:04

more regular and features two over two,

14:06

one over one and plate glass windows.

14:09

The structure is primarily topped with

14:10

flat rubber roofs. The other major

14:12

feature of the site is a sizable surface

14:14

parking lot occupying the southern half

14:15

of the property which is bordered by

14:17

planting beds with trees along the

14:18

eastern frontage with Second Street and

14:20

a 4ft high chain link fence along the

14:21

southern frontage with Safford Street.

14:23

Although the architectural style differs

14:25

somewhat from nearby buildings,

14:27

specifically with respect to the

14:28

formstone and awnings and large parking

14:30

lot distinguishes the properties from

14:32

others in the historic district, the

14:33

building height, massing, and location

14:35

along lot lines does generally reflect

14:37

the built environment of the surrounding

14:38

community. As such, the subject property

14:40

minimally contributes to the

14:41

architectural character of the

14:43

neighborhood. The planning bureau staff

14:45

recommends the request be approved with

14:46

the following conditions. Any exterior

14:49

alterations to the property must be

14:50

submitted for review by the city's

14:52

historic preservation specialist and may

14:54

require harb approval of a certificate

14:55

of appropriateness application. The

14:57

applicant must coordinate with the

14:59

department of public works regarding the

15:00

size, location, and screening of any

15:02

required refuge containers. The planning

15:04

bureau recommends the applicant consider

15:06

eventually consolidating all refuge

15:08

storage and access in the existing

15:09

carport along the CER street frontage of

15:11

the building. The planning bureau staff

15:14

recommends the request be approved for

15:15

the following reasons. The adaptive

15:17

reuse of a vacant and underutilized

15:19

funeral home into apartments represents

15:20

a sensible expansion of the existing

15:22

multif family dwelling use on site and

15:24

the project can adequately address the

15:25

primary concern regarding such

15:27

proposals, specifically the provision of

15:29

off- streetet parking for tenants and

15:30

their guests. Other conversions of

15:32

former commercial spaces elsewhere in

15:33

the neighborhood have demonstrated such

15:35

projects do not adversely impact the

15:37

neighborhoods in which they are located

15:38

and often help catalyze other

15:39

improvements in those communities. And

15:41

finally, the proposed redevelopment will

15:43

add new residents to the neighborhood to

15:44

activate the street on nights and

15:45

weekends and grow customer base to

15:47

support local businesses while providing

15:49

a new neighborhood focused space and

15:51

will provide additional units to the

15:53

Midtown housing inventory.

15:56

>> Thank you. Could you state your name,

15:58

address, relationship [clears throat] to

16:00

the project?

16:01

>> Yes. Uh Michael White, 1419 North Third

16:04

in Harrisburg. I am the um operations

16:07

director for Brandon Group.

16:10

>> Okay. Uh you heard the staff report with

16:13

the conditions. Are you acceptable of

16:15

those conditions?

16:17

>> Uh yes. Um we you know for any exterior

16:22

um changes we would of course seek

16:24

approval um through the appropriate

16:26

body. Uh in terms of the consolidation

16:29

of refu that's something that we have

16:32

planned. In terms of the location we're

16:34

going to um try to determine the best

16:36

location. We we I think that that is a

16:39

nice uh covered location, but that what

16:41

what we want to do is consolidate, but

16:43

it might not be in that exact location

16:45

just because there could be some windows

16:47

potentially two apartments there that

16:49

could be access to an apartment. So,

16:50

we're just going to from a resident

16:52

quality standpoint, but I kind of am of

16:54

the mind to consolidate. So, that makes

16:55

a lot of sense to me.

16:59

Um I the only concern I was I had

17:02

initially was the parking but I would

17:05

got remember this um you had this

17:07

project here before and you had that

17:10

extra those extra parking spaces. So

17:12

>> yes

17:13

>> pretty much covers the parking. Um

17:17

commissioners if you have any questions

17:19

or concerns and I'll start with

17:22

commission.

17:23

Yeah, as it turns out, they have plenty

17:25

of parking. Joe,

17:27

>> no, I was at the zoning hearing board.

17:30

They they didn't they overturned the uh

17:33

relief provided to lease those

17:35

properties, those parcels out.

17:46

>> Yeah, I'm done. I'm finished.

17:52

Commissioner Commission Reed,

17:54

>> I have no questions.

17:56

>> Commissioner Mark, I

17:58

>> think this is pretty straightforward. I

17:59

just want to confirm there are no

18:01

external uh improvements to the site

18:04

being proposed.

18:05

>> Yeah.

18:06

>> Correct. Thanks.

18:07

>> No, Commissioner Jordan.

18:10

>> No questions.

18:11

>> Commissioner,

18:13

>> no questions.

18:15

>> Okay, we'll go to the public. Are there

18:18

any concerns or questions to my left?

18:23

Not at all.

18:25

On my right. Okay. Commissioners, as

18:29

everybody says, this is pretty

18:30

straightforward. Could I get a motion?

18:34

>> Motion to approve with conditions.

18:36

>> Is there a second?

18:37

>> Second.

18:38

>> It's been moved and second for approval

18:40

of the project with the conditions. All

18:42

those in favor by saying I.

18:44

>> I

18:49

Thank you.

19:08

>> Okay.

19:11

Item number three. This is a land

19:13

development plan for 2601 North Third

19:16

Street. Uh it's uh building number one

19:19

which is zone commercial neighborhood.

19:22

It's uh followed by Gregory Alquist with

19:26

Penmark Hburg Holdings LLC and is to

19:29

convert the vacant hospital building

19:31

into a mixeduse building featuring 130

19:35

residential units with one and two

19:37

bedroom configurations.

19:40

Uh, the applicant proposes to convert

19:42

the vacant hospital building into a

19:44

mixeduse building featuring 130

19:45

residential units, associated amenity

19:47

space for tenants, and both space

19:50

reserved for retail uses and space set

19:52

aside for future development proposals.

19:54

The project proposes units in a variety

19:56

of configurations and sizes from studios

19:58

to three-bedroom apartments. That should

19:59

be three and not two in the uh summary

20:02

there. Um, and from 544 ft to 1143 ft.

20:07

The property at 2601 North Third Street

20:09

is a 6.36 acre lot featuring a sprawling

20:11

medical campus including a 216,440t

20:16

facility which was constructed 1926 and

20:18

an 83,870 square 76T facility which was

20:22

constructed 1957. Property is bounded by

20:25

Wikiniscoco Street and the property at

20:27

2645 North Thirdrd Street to the north,

20:29

North Fourth Street to the east,

20:31

Polyclink Avenue to the south and 2645

20:33

North Thirdrd Street to the west. This

20:35

property features a sprawling industrial

20:37

campus with three to six story buildings

20:38

that previously accommodated the poly

20:40

clinic hospital. However, the current

20:41

proposal only involves the southernmost

20:43

building. Character defining features

20:45

include the X building shape, the brick

20:48

facade, the decorative entrance, the

20:50

prominent concrete and masonry bands

20:52

around the building, the consistent

20:53

fenestration pattern, and the former

20:55

utility room with accompanying large

20:56

smoke stack. There are entrances in a

20:58

variety of designs and sizes around the

21:00

building, many of which are solid metal

21:02

utilitarian doors. Although the main

21:04

entrance on the western elevation

21:05

features full view double doors, metal

21:08

double doors topped with a large metal

21:10

transom featuring the property address

21:12

all set within a prominent masonry

21:13

surround featuring sconces, a decorative

21:16

cartouge

21:17

um of a former awning and a Juliet

21:20

balcony pediment with dentals. It is

21:22

accessed by masonry steps and a concrete

21:25

ADA ramp with metal railings.

21:27

Administration also includes a multitude

21:29

of windows in sizes and configurations.

21:31

Although most are plate glass windows

21:33

with concrete sills and simple brick

21:34

surrounds. The ground floor windows on

21:36

the eastern elevation are metal divided

21:38

light windows with those at the northern

21:40

end being older. There is a large

21:41

multi-story wall of metal awning windows

21:43

at top louvers in the utility room. The

21:45

structure is primarily topped with flat

21:47

rubber roofs. Building features a

21:49

well-maintained landscaped buffer along

21:50

the southern and western frontages with

21:52

bushes, shrubs, and some larger, more

21:55

mature trees in the western yard.

21:57

Property differs marketkedly from the

21:58

surrounding residential community and

22:00

even from other institutional buildings

22:02

such as the steel school, the Scottish

22:04

Wright Temple, the Zebo and the Zebo

22:06

shrine, which feature more innate

22:08

architectural elements. However, it does

22:10

have a significant architectural and

22:11

historic character in its own right and

22:12

is individually listed on the National

22:14

Register of Historic Properties and

22:15

thereby contributes to the character of

22:17

the neighborhood.

22:19

The planning bureau staff recommends the

22:21

request be approved with the following

22:22

conditions. [clears throat] Uh, the

22:24

applicant must reconstruct portions of

22:26

the Fourth Street sidewalk to be ADA

22:28

compliant and specifically the loading

22:30

dock in the middle of the block. The

22:31

bureau recommends that other points with

22:33

vehicular crossings use driveway designs

22:36

with consistent raised crosswalks across

22:38

them for safer vehicular conflict

22:40

points. The applicant must coordinate

22:43

with the Department of Public Works

22:44

regarding the size, location, and

22:45

screening of any required refuge

22:47

containers. The planning bureau

22:49

recommends the applicant consider

22:50

eventually consolidating all refuge

22:51

storage and access in the existing

22:53

vehicular access areas along the fourth

22:55

street frontage of building one. The

22:58

applicant must ensure that

23:00

[clears throat] any proposed signage for

23:01

the businesses on site is in conformance

23:02

with the applicable regulations or they

23:04

must secure the necessary zoning relief.

23:06

And finally, the planning bureau

23:08

recommends that sheltered bike parking

23:09

be provided at the main entrances to

23:10

both the residential and commercial

23:12

components of the property with secured

23:14

bike storage potentially located in one

23:16

of the proposed amenity areas on the

23:18

first floor. Planning Bureau staff

23:20

recommends a request be approved for the

23:22

following reasons. The adaptive reuse of

23:24

a large vacant and underutilized

23:26

institutional building into a mixeduse

23:28

building with lower level retail store

23:30

spaces and apartments above represents a

23:32

unique and challenging project in the

23:33

city and will support redevelopment of

23:35

the remaining buildings that comprise

23:36

the former hospital complex.

23:38

Additionally, the applicant is retaining

23:40

flexibility in the project by reserving

23:41

portions of the building for future

23:42

development proposals which will help

23:44

the project grow more organically to

23:46

support the needs of existing res

23:47

residents of the neighborhood and future

23:49

residents of the development. Successful

23:51

redevelopment of the institutional site

23:53

may help catalyze redevelopment and

23:55

reactivation of other institutional

23:56

sites in the north to the north

23:58

including the former William Penn school

23:59

and the ZBO shrine. Other conversions of

24:02

former commercial or institutional

24:03

buildings elsewhere in the city have

24:05

generally demonstrated such projects do

24:06

not adversely impact the neighborhoods

24:08

in which they are located and often help

24:09

generate other improvements in these

24:11

communities. And finally, the proposed

24:13

redevelopment will add new residents to

24:15

the neighborhood to activate the street

24:16

on nights and weekends and grow customer

24:17

base to support local businesses

24:20

while providing a new neighborhood

24:22

focused space and will provide

24:24

additional [clears throat] units to the

24:25

uptown housing inventory.

24:28

>> Thank you, Jeff. Uh gentlemen heard the

24:31

staff report with the conditions. Are

24:33

you acceptable of those conditions?

24:35

>> Yes, we are.

24:37

and I skipped over. Could you state your

24:40

name and address our relationship to?

24:43

>> Sure. Uh my name is Gregory Hogquist.

24:45

I'm with Penmark Harrisburg Holdings.

24:47

We're at 1000 Germantown Pike in

24:50

Plymouth Meeting PA and I'm the owner.

24:54

>> I name is David Johnson

25:00

>> located at the same address. Uh John

25:03

Anderson with Cornstone Consulting, 213

25:05

West Main Street, Landdale, PA1 19446,

25:08

uh civil engineer for the project.

25:11

>> Um

25:14

you did say you're accepting acceptable

25:17

acceptable.

25:19

>> Um my my only concern again usually is

25:24

parking, but I since I have been in the

25:27

building and my offices before I

25:30

retired, so I know There's lots of

25:32

parking in that place. So that's not a

25:34

concern with me, Mr. Commission to

25:39

um

25:40

>> yeah,

25:42

>> any concerns?

25:42

>> In light of the fact he used to work, I

25:44

just curious why they aren't proposing

25:46

to put statue out there. [laughter]

25:49

>> Was that the package

25:53

>> to get approved that might have

25:55

need? No, no, it's no questions. I think

25:58

it's great. I mean that I think I may

26:00

have stated the last time you were here

26:01

that the most utilized underutilized

26:04

real estate in Harrisburg's between

26:06

there and the William Penn campus. So

26:08

glad to see it's see you moving in.

26:12

>> I'm done.

26:13

>> Commissioner,

26:14

>> I have no questions either.

26:16

>> Commissioner,

26:19

>> I agree with Commissioner Tool's

26:22

comments. Um

26:25

I think the

26:27

>> What's that? No, but not with not about

26:30

the statue.

26:32

>> Maybe a fountain would be more

26:36

>> statue [laughter] in the fountain.

26:38

>> Yeah, right. Yeah, let's get creative.

26:42

Um, [clears throat] I think the only

26:45

question I have,

26:47

um, I've been trying to visualize the

26:52

lower level, which is called the

26:55

basement, but it's the the elevation

26:58

varies. So, you have some parts of the

27:00

building where it's walk out onto grade,

27:02

not necessarily below grade,

27:04

>> right?

27:06

>> So, that's reserved for retail. Um,

27:10

and where's the loading dock?

27:12

>> It's on the back side. It's on the lower

27:14

level

27:15

>> of Fourth Street.

27:16

>> Yes.

27:16

>> Okay.

27:17

>> In a little courtyard.

27:19

>> Okay.

27:20

So, would that that would remain I'm

27:23

just thinking about future retail uses

27:25

being able to use the loading dock for

27:28

let's say if you have a restaurant,

27:30

right, that does end up in there, right?

27:32

And where those trucks are going to be

27:34

going in and out of the building and the

27:36

space. So, we're fortunate to have

27:40

uh separate courtyards around the back.

27:42

Um so, for example, that loading dock is

27:44

in a its own courtyard area. There's

27:48

actually parking spaces in there as

27:50

well.

27:50

>> Okay, that's okay.

27:52

>> It's in the back.

27:53

>> Yep.

27:53

>> Okay,

27:56

got it. So, that kind of does actually

27:58

separate this.

27:59

>> Yeah, it's pretty well laid out for

28:01

this.

28:02

>> There's also a couple of entrances. If

28:05

you look at this the campus where the uh

28:08

emergency drop off was along poly clinic

28:12

that's actually at the lower level and

28:14

then you come up around to the top and

28:15

that's the front entrance to the lobby.

28:17

>> Yeah.

28:18

>> So there's a lot of separate entrance uh

28:20

opportunity.

28:21

>> Yeah. The campus.

28:23

>> Yeah. So you would even be able to sort

28:26

of differentiate tenant entrances from

28:30

retail entrances too. That's kind of a

28:33

plan there. Okay. Actually lends itself

28:35

really well.

28:36

>> Yeah. Okay, I'm with you. Uh I think

28:39

that's the only questions I had.

28:40

>> Well, the other question you had was

28:41

bike rocks and we will have plenty of

28:43

>> Oh, that's right. I did ask that on the

28:45

last application, right? But then Jeff,

28:47

see Jeff already put the comment in

28:49

there. So, as a condition,

28:51

>> so I asked that we bring drawings of

28:53

building three with the bike rack shown

28:55

so I can show you to you. But, uh, no,

28:57

we we expect there will be a lot of, um,

29:00

you know, use of bicycles. So, we want

29:02

to make sure we have

29:03

>> I would think so.

29:05

>> That's what we're trying to promote,

29:06

too, is

29:07

>> um you know, bringing the streetscape

29:09

alive and work. So, we're going to have

29:13

plenty of bike racks in various

29:14

locations and building.

29:17

>> Nice. You have plenty of space

29:18

>> for the retail and for like the workers

29:21

in the in the commercial.

29:23

>> And we are segregating. Uh I don't know

29:25

that the drawings that you all have show

29:28

this, but

29:30

Jeffrey mentioned that we're And we went

29:33

over this with Jeffrey and shared the

29:34

drawings with him that we have to

29:37

segregate some future development here.

29:39

This building is 200,000 square feet

29:42

>> and for 130 apartments and retail.

29:46

There's still 60 70,000 square feet left

29:49

over. We're limited by zoning of what we

29:52

can do here. Um so, you know, we'll have

29:56

to see what happens down the road, but

29:58

we've got an easy way to segregate off

30:02

some area to allow for future

30:04

development. We'll see what what the um

30:08

the neighbors need and

30:10

>> what makes sense.

30:13

>> Yeah. Thank you. I don't have any other

30:14

question.

30:15

>> We're not relying on that. It's part of

30:17

the

30:18

like if it never gets developed, it's

30:20

not the end of the world. So, it's a

30:21

good thing.

30:26

>> Commissioner Jordan,

30:27

>> no questions. Commissioner Vincent.

30:30

>> Um, no questions. Exciting to see, you

30:33

know, always like to see new um new

30:35

residential and student commercial

30:37

space.

30:53

>> We kind of just keep we make up

30:55

questions for them.

30:56

I have more I can give you.

30:58

[clears throat]

30:58

>> That's okay. Uh I'll go to the public.

31:02

Uh 714 against this project

31:05

on my left.

31:10

My right. Again, this is pretty

31:13

straightforward. And

31:15

did I get a motion?

31:19

>> Motion to approve with conditions.

31:22

>> Second.

31:23

>> Second.

31:25

I think Commissioner Jordan.

31:27

>> Yeah. [laughter]

31:29

>> Move second approval of the project with

31:32

the conditions. All those in I

31:36

>> oppos.

31:40

>> Thank you.

31:43

>> City.

31:47

>> Okay. We're under business.

31:50

Uh there's nothing on the um agenda for

31:53

other business. uh in I did want to uh

31:56

bring up one point in uh a discussion

31:59

from last month's meeting about the um

32:02

uh

32:04

open house that kind of city council had

32:05

with the different boards and there was

32:07

a discussion about having a um end of

32:09

the year report which I don't know that

32:11

I've done you know during my tenure here

32:13

really u and I am going to try and uh

32:16

have something uh to you all by

32:19

beginning uh middle maybe middle of

32:22

December and also have something you to

32:24

city council just as a synopsis of what

32:26

you guys have all tackled here and maybe

32:28

some of the things we're looking to do

32:29

next year. I think I've talked about

32:31

doing some packages of zoning map amend

32:33

or zoning code amendments uh with regard

32:35

to like signage and uh maybe um the use

32:38

table in chapter 73057 of the zoning

32:41

code uh to begin you know working on

32:44

those maybe for introduction in January,

32:47

maybe not till February depending on how

32:48

much I can get done. But, um, I I think

32:51

that was a it was a good, um, comment

32:54

that we should be doing a little

32:56

something even if it's just a single one

32:58

side of a piece of paper and we're just

32:59

kind of, you know, accounting for what's

33:02

what's gone on here. But, um, I do think

33:04

it's, uh, helpful to not only city

33:07

council, but members of the public and

33:09

yourselves to kind of, you know, uh,

33:11

summarize what the commission has done

33:14

over this year. Um because a lot of you

33:17

know what we do at the beginning of the

33:18

year can maybe be forgotten by this

33:20

point. Um and so u and even having an

33:23

update on maybe some of those projects

33:24

what what was approved in January. What

33:26

happened with that? Did they move

33:27

forward with that? So I'm going to look
