India's BIGGEST Exam Fraud | How NEET was Leaked! | Dhruv Rathee

12:29HindiTranscribed Jul 23, 2026
0:00

On 2nd May 2026,

0:01

a student studying MBBS in Kerala

0:04

sends a WhatsApp message to his father.

0:08

There was a file attached to this message,

0:10

and it was written,

0:11

"My friend sent it to me from Sikar.

0:13

Send it to the girls at the hostel.

0:15

These are the 300 questions that are going to be in tomorrow's NEET paper."

0:20

The boy's father ran a PG hostel in Sikar, Rajasthan.

0:24

The night he received this WhatsApp message,

0:26

he did nothing.

0:28

But the next morning,

0:29

he distributed this paper to the students living in the hostel.

0:33

After the exam, he showed this paper to the teachers of a nearby coaching institute

0:37

and asked how many questions were actually included in the exam.

0:41

It was difficult for him to believe the answer to this question.

0:45

90 out of 90 biology questions matched.

0:49

45 out of 45 chemistry questions also matched.

0:52

Even in an unbroken sequence,

0:54

there was no missing comma or full stop.

0:57

Out of 180 questions in the NEET paper, 135

1:01

were in this leaked paper.

1:04

For those of you who don't know about this exam,

1:06

let me tell you that it wasn't a small exam.

1:08

It was NEET,

1:09

an exam that would decide the future of more than 22 lakh students.

1:14

It is the medical entrance exam for the entire country.

1:16

People pass it to become doctors,

1:18

doctors who are entrusted with the lives of others.

1:22

But this paper had already been leaked.

1:25

For this reason, for the first time in the history of the country,

1:28

the National Testing Agency, or NTA,

1:30

had to cancel the NEET exam.

1:32

Behind this paper leak, there is a man

1:35

whose photos have been found with BJP politicians

1:37

and even the Education Minister of Rajasthan.

1:40

This is a man whose four children

1:43

cleared the NEET exam last year.

1:45

He is a man who knew a month before the exam

1:48

that this paper was going to be leaked.

1:52

Imagine what would have happened to a student

1:55

who worked day and night

1:56

for a year

1:57

to prepare for this one exam.

2:03

After writing the exam, he must have thought

2:05

that it was finally over,

2:07

and he could relax and go on a holiday.

2:09

Then, in the middle of his holiday, he gets the news

2:11

that he will have to retake the test.

2:13

It will take two more months.

2:15

Think about how you would feel.

2:17

This is exactly what happened to many students.

2:19

Many had even sold their notes.

2:21

They didn't even have the materials to study.

2:23

Hearing such news

2:24

feels like a waste of time and effort.

2:26

So, a simple but important piece of advice

2:29

is that there should always be a Plan B or Plan C in life.

2:32

Don't put your entire future on the line,

2:36

at least one backup plan should be there.

2:38

That is why I would like to offer you this PDF Guide of 100 Careers,

2:42

which includes more than 100 career options

2:46

and explains how you can explore and enter them.

2:49

By reading this, you will get to know

2:51

where your passion lies

2:54

and which career can serve as your Plan B or Plan C.

2:58

The link to download it is in the description or via the QR code below.

3:01

The cost is almost free.

3:03

It is only Rs 9, so there is no need to think too much. First, let us understand

3:09

where this paper leak actually came from. NEET question papers are usually printed in authorized printing presses.

3:15

According to the investigation so far,

3:16

this paper was leaked from a printing press in Nashik, Maharashtra.

3:20

A person connected to this printing press

3:22

stole the paper in some way

3:24

and passed it on to a network.

3:26

These people were not just ordinary students.

3:28

They were working in a very pre-planned and sophisticated manner.

3:31

It is claimed that to avoid detection,

3:34

the paper was not scanned with a mobile phone.

3:36

Instead, a high-definition portable scanner was used.

3:39

The most shocking thing is that

3:41

this gang also set up a shadow server on the outskirts of Nashik

3:45

so that the data transfer could be hidden

3:47

and wouldn't be caught by monitoring systems.

3:49

According to the Indian Express,

3:51

a medical student named Shubham Khernar in Nashik

3:54

paid Rs 10 lakhs to buy a physical copy of the question paper.

3:57

He made a soft copy of it

3:59

and sold it for Rs 15 lakhs in Gurgaon.

4:02

This paper was used to create a handwritten guest paper in Gurgaon,

4:05

in which, from the original NEET paper,

4:07

125 out of 135 questions were included.

4:09

Some other questions were mixed in from outside.

4:12

It became a guest paper of 410 questions in total.

4:15

This was done so that no one would have any doubts.

4:17

Many more versions of this paper were made.

4:20

About a week before the NEET exam started,

4:22

on 26th April 2026,

4:24

a doctor from Gurgaon

4:25

sold this guest paper to two brothers from Jamwa Ramgarh for Rs 30 lakhs.

4:31

Mangilal and Dinesh Bival.

4:33

Remember these two names,

4:34

because they will be very important in the future.

4:37

One of them sent this paper to his son

4:39

who was preparing for the NEET in Sikar.

4:41

But things didn't stop there.

4:43

By 29th April, these two brothers had started selling the paper to aspirants.

4:47

From here, the paper reached an MBBS counseling agent in Sikar,

4:51

Rakesh Kumar Manwariya.

4:53

He bought it for Rs 5 lakhs.

4:55

Rakesh alone distributed this paper to 700 students.

4:59

One of them was the Kerala MBBS student.

5:02

Rakesh sold the guest paper for Rs 30,000.

5:05

He was the same person I mentioned at the beginning of the video.

5:07

On 2nd May, this student in Kerala

5:10

forwarded the questions to his father in Sikar.

5:13

When his father got the questions verified by a coaching teacher after the exam,

5:16

135 out of 180 questions matched.

5:20

By this time, his father realized that this wasn't just a guest paper.

5:23

This was actually a real leak.

5:26

First, they tried to file a complaint in Sikar at the Udyog Nagar Police Station.

5:30

This is where the story becomes even more shocking.

5:34

The police told them to stop spreading rumors

5:37

and sent them away.

5:39

After that, they directly contacted the NTA,

5:40

the National Testing Agency.

5:43

This is the agency that conducts the NEET exam.

5:45

The NTA provided the information to the Central Intelligence Bureau,

5:48

and the Rajasthan Police were alerted from there.

5:50

Then, the State Special Operations Group (SOG)

5:53

began the investigation.

5:56

In the beginning, the SOG thought it was an isolated incident.

5:59

But when they followed the trail of the guest paper,

6:02

they discovered something else.

6:04

They found that the guest paper had been forwarded many times on WhatsApp.

6:09

This meant the paper had wide circulation. At this point, investigators realized the paper had leaked on a large

6:17

scale. According to SOG Additional Director General Vishal Bansal, students had this paper a week before the exam.

6:24

In some cases, it had reached them a month before.

6:28

Think about it.

6:29

For a month, the leaked paper was being distributed,

6:32

and the government and agencies were asleep.

6:34

Finally, on 12th May,

6:36

the NTA officially cancelled the NEET,

6:38

and the leak investigation was handed over to the CBI.

6:41

The most bizarre case in this whole matter is that of the Bival brothers,

6:44

Mangilal and Dinesh Bival.

6:46

They bought papers from doctors in Gurgaon

6:48

and sold them to many people in Sikar.

6:50

One of them, Dinesh Bival,

6:52

is a member of the BJP's youth wing,

6:53

the Bharatiya Janata Yuva Morcha.

6:56

People have shared photos of many hoardings on social media

6:59

that feature Dinesh Bival's picture

7:01

and refer to him as a BJP leader.

7:04

On one of the hoardings,

7:05

it is written that he is a district minister of the Bharatiya Janata Yuva Morcha

7:07

in Jaipur.

7:10

But this is just the beginning.

7:11

Listen up.

7:12

Dinesh has pictures with BJP leaders on his own social media handles,

7:16

including pictures with Rajasthan's Education Minister,

7:19

Madan Dilawar.

7:21

Imagine a person accused of a paper leak

7:24

having pictures with the Education Minister.

7:26

How flawed is this system?

7:28

And look, in this video,

7:30

he is asking for votes for a BJP candidate in the Rajasthan elections.

7:34

"I appeal to all of you to support the late Nandpal Meena."

7:41

But things don't end here.

7:42

According to an India Today report,

7:44

the Bival brothers knew about a month in advance

7:47

that this year's NEET paper would be leaked.

7:50

7:51

It wasn't a last-minute deal;

7:53

it was a planned operation.

7:55

The most suspicious thing is that

7:57

the four children of the brothers cleared the NEET last year.

8:02

Obviously, the question is:

8:03

did they have leaked papers last year as well?

8:06

Look at the number of coincidences.

8:07

If you look at the entire network,

8:09

a person who is a leader in the BJP Youth Wing,

8:11

who has pictures with the Education Minister,

8:14

who knew a month ago that the papers would be leaked,

8:17

and whose family's four children

8:19

likely used leaked papers last year.

8:21

Is this a coincidence or something else?

8:25

We will get the answers to these questions

8:27

once a fair investigation is conducted.

8:28

However, there is little hope that a fair investigation will take place.

8:32

Because before the investigation could even fully begin,

8:34

the cover-up started.

8:36

Rajasthan investigators say that

8:37

Rajasthan wasn't the epicenter of this leak;

8:39

the Nashik paper was leaked from Maharashtra.

8:42

Meanwhile, the Nashik DCP says that

8:43

rumors of the Nashik paper being leaked are baseless

8:46

and that the paper wasn't even printed there.

8:48

The question is, who is telling the truth and who is lying?

8:50

Both states are playing a blame game,

8:53

and 22 lakh students are caught in the middle.

8:55

Their future is in danger.

8:56

NTA Director General Abhishek Singh says that

8:59

no paper from NEET was leaked.

9:01

There was a PDF circulating,

9:03

and there were many questions included in the exam.

9:06

But he insists no paper has been leaked.

9:10

The PDF had many questions,

9:12

and some of them were found in the paper.

9:15

He refuses to admit that the entire paper has been leaked.

9:18

I mean, if 135 out of 180 questions match, then according to them, the paper hasn't been leaked. According to the NTA, a leak

9:25

only counts if 180 out of 180 questions are compromised. This is why people have started calling the NTA the "National Tampering Agency."

9:33

And this is not the first time this has happened.

9:35

In 2024, a paper was leaked before the NEET exam.

9:38

It happened in almost the same way.

9:39

The paper was circulated before the exam,

9:41

and people paid lakhs of rupees to buy it.

9:43

Some students were given unexplained grace marks,

9:46

because of which 67 students got a perfect 720 out of 720 marks.

9:51

This was shocking.

9:52

There were protests about it in 2024.

9:54

The Supreme Court was also involved.

9:57

There was a CBI investigation.

9:58

But what was the result?

10:00

Some of the small players were arrested,

10:02

some were bailed out,

10:03

and finally, nothing changed.

10:05

The system remained the same.

10:07

No structural reform was implemented.

10:09

No accountability was established.

10:11

The NTA was neither disbanded nor reformed.

10:14

In the last two years, the situation has worsened.

10:16

When the Education Minister, Dharmendra Pradhan,

10:18

was questioned on this,

10:20

he ran away from the reporters without answering.

10:23

"Sir, what are you saying about the paper?

10:27

Sir, the city is in power.

10:28

Sir, the city is in power."

10:30

After all this, a re-exam will be conducted.

10:33

The NTA has said that candidates will not have to register again.

10:36

There will be no extra fees.

10:38

But the real question is:

10:39

who will pay for the mental and emotional toll the students endure during the re-exam?

10:43

Who will compensate them?

10:45

More than 22 lakh students prepared for months.

10:48

Families spent lakhs of rupees on coaching.

10:51

Children gave up their social lives,

10:53

sacrificed their sleep,

10:54

and ignored their mental health.

10:56

Meanwhile, some people paid thousands or lakhs

10:59

to bypass the system.

11:01

The truth is that until the system changes

11:04

and accountability is established,

11:05

this same scam will repeat every 2 to 3 years.

11:08

Paper leaks will continue.

11:11

If you are a student or a parent

11:12

feeling helpless after seeing everything that is happening,

11:15

that is normal.

11:16

I would like to remind you that exams are not your life.

11:20

It is possible to be successful in life without passing these exams.

11:24

The goal is not just to be successful, but to be capable.

11:27

Don't chase success.

11:28

Chase excellence,

11:31

and success will follow you.

11:32

Especially in today's world,

11:34

where there are thousands of career options available

11:36

with good salaries,

11:38

growth, and interesting work.

11:40

Data science, UX design, sustainability, content creation,

11:43

sports analytics, climate research;

11:45

there is so much.

11:46

The problem is that

11:47

these different careers are not taught in schools.

11:51

Parents don't know about them,

11:52

and students often think being an engineer or a doctor

11:55

are the only two options available.

11:56

So, to show you new paths,

11:58

I have made a detailed PDF guide:

12:00

"100 Careers That No One Tells You About."

12:03

This PDF has a detailed entry path for 100 different careers.

12:07

It shows how you can start pursuing them

12:09

to find out if it is your passion or not.

12:12

These 100 careers have been sorted by different personality types.

12:16

The link to download it can be found in the description below.

12:19

Or you can click here as well.

12:21

You can find a new path for your life here.

12:23
