So, our festival includes a lot of

away food for free, but our restaurants,

it's an opportunity for them to make a

expensive food. Um, but you know, you

can get pinchos probably for three or

four dollars and you can get a plate of

food for like seven maybe $10. I don't

see our students from Scitec. They're

just have a lot of activities for the

kids. And the kids that are all dressed

ministry and they come every year.

There's 12 of them. Of course, they're

older now because you've been there for

15 years. So, we have we recycle. We

have all these younger generations that

come up and the kids just love to be

there. So, we'll have uh them dressed in

is bringing um uh TF Florida. TF Florida

judges and so forth on other uh ethnic

heritage uh applications that come in

through PA Council on the Arts and we

are at the last level now. We are next

to the last level for PA Council on the

Arts. So next year if we do this again

we will be required to bring in a very

famous uh act. Not that we didn't bring

one this year because Tito Poente is a

renowned national uh performer, but um

that's also a big help to us and again

that helps to pay for a lot of the

overhead so that a lot of the

sponsorships that we're getting from PNC

and capital can actually help pay for

the operations at the center. So a lot

of people lose sight of that. They don't

realize that this is not just a festival

for us. This is our annual fundraiser

and going on to pages three where we see

table one. Uh we'll get right on into

So here on table one um as you can see

and let me kind of reiterate this is the

midyear report. This is reporting from

30:44

January 1st through June 30th of uh uh

this year. Um through June 30th, um our

30:51

revenues sit at 39,281,263

representing 42% of our budget while our

expenses sit at 35,551,62

or $62 representing just 38% of the

budget. Um that change in cash fund

balance is around that 3.7 3.7 million

um resulting in a ending cash fund

at the end of uh June 30th 2025.

Uh a lot of the change and what we have

here in the mill report is it it

compares from last year this time to

this year this time. uh and the change

that we see in terms of the the large

dollar amounts for both expenditures and

revenues is all wrapped around the ARPA

money that we received that 26.8 I

believe um and we have that mentioned in

our footnotes down in um one two and

three just below this table here. If you

move along right into the next report

which is uh the next table which is

table number two it just goes into the

details of the revenue. So um each

detailed revenue that we have in terms

of real estate taxes and where it stands

terms of percent of budget. Um I'm

looking at just the high the the ones

that that stand out as being extremely

high and and coming in um pretty

aggressive over the first six months. Uh

which is the real estate tax coming in

at about 85%. Uh the real estate uh real

32:28

estate transfer tax uh also at that 113%

and the hotel tax uh which also is

32:34

around that 100%. Everything else is uh

32:37

coming in at its normal pace. Um those

32:39

are largely

32:42

just because we were able to collect a

32:44

little bit more uh on those tax revenues

32:48

sooner. Um moving all the way down to

32:51

the rest of the detail on the revenue.

Um the only one that I also wanted to

mention because it it has to do with

that ARPA money at 26.8 8 million which

is the inner fun transfer that um if we

33:02

go down you see it's at 3% where last

33:05

year it was way higher and because of

33:08

that 26 million um transferring from uh

33:12

the state grants or from the the the

33:15

fund where it is to to the areas in

33:17

which it's needed to be appropriated

um resulting in the um the already

33:24

mentioned revenue amount of 39,281,000

$263 representing that 42%. Moving down

to table three, which is our

expenditures uh for 2025 up to um and

it's doing the same thing comparing from

everything except for I guess the debt

service looks normal. Uh the debt

service we just obligated and we took

our debt services through the first six

months. Um that's what that represents

there with that 111% there.

anticipated for what we budgeted. Uh

again, that total results to what we

period for those uh moving right on to

the back of that we go right into uh

uh looks as if we are in terms of

representing just 2% of the budget while

representing 32% of the budget. Uh and

I'll defer to Brian. And I know largely

it's just has to do with the FMB field,

38:39

but Brian would be the better person to

speak on.

Uh, Harrisburg Senators Fund, as we

38:50

know, uh, the ongoing FNB field stadium

38:54

upgrade project. So what's not reflected

38:57

here on this page is that really this is

a multi-year

39:02

uh project that that essentially began

39:06

uh the funding of it began in 2023 from

39:09

the general fund. So there is a huge

39:13

buildup of uh there's a significant cash

39:16

balance at the beginning of this year

39:18

which abs um the the deficit that shows

39:21

up there. uh Vice President Green is

39:24

being absorbed by that beginning cash

39:27

fund balance of the fund and it's being

39:29

funded by uh the the general fund over

39:33

over starting in 2023. Uh the the

39:37

original in vision of this project was

39:41

$12 million which relates to the general

39:44

fund with half of that and then the

39:46

other half pertains to a um active and

39:50

pending rack uh award that we're

39:53

anticipating before the end of this

39:55

year. Um, so that's I I know this

39:59

schedule is is limited as far as what

40:01

what you're seeing, but it's not a

40:04

deficit in terms of like there's no

40:05

money in in the fund. It's it's been

40:08

previously funded and uh has also been

40:11

funded this year uh leading up to the uh

40:14

soontobe conclusion of that construction

40:16

project.

on just to give you an update if I may

uh on again the midyear of course as we

know runs through June 30 and um with

with timing and and schedules and

everything here we are now in September

uh and actually we've uh reconciled

through the end of August. So I thought

I'd just take a couple minutes to go

over both the general fund and the

40:47

neighborhood services fund to give you

40:49

an idea of where we are currently the

40:50

end of August.

So for the general fund um through

40:55

August and of course eight months we're

40:58

talking 2/3. So that's a meaningful

percentage. Um total revenue for the the

41:04

general fund is 48.2

41:07

million versus expenses of 49.8. So

41:12

there's a a deficit there of about 1.6

41:14

million. And this is a segue. The the

41:18

the timing of the senator's fund

41:21

funding, we the city moved 1.95 million

41:25

recently to the senator's fund. That

41:28

transfer in the prior year did not

41:30

happen until November of last year. So

41:32

there's there's a a reason why there's a

41:36

timing delay on there on on on the

41:38

funding. Um

41:40

on on the revenue side of the fund, I I

41:43

mentioned the twothirds. A lot of our

41:44

revenue, our big ticket revenue items

41:47

are coming in

41:49

um reasonably when when compared to

41:51

that. Our real estate tax revenue uh

41:54

we're forecasting we're pretty much on

41:56

the mark for between um 16 or 16 million

42:00

and 16.7

42:02

million for the year. I think we're

42:04

we're on a good pace. uh our earned

42:07

income tax, local services tax,

42:09

mercantile tax, which includes the

42:11

parking tax. They're very encouraging

42:14

percentage right now of already achieved

42:16

revenue. They can they range uh uh

42:20

between 68 and 74%

42:23

already. So those are good percentages.

42:25

Um also the city's there there's

42:28

departmental revenues that are hovering

42:30

around those those rates as well. and uh

42:33

the city's interest income is right

42:35

around 68

42:37

uh 3% already achieved. So there's I'm

42:40

I'm saying that just to indicate that

42:41

our budgeting for the current year was

42:44

uh very favorable on those particular

42:46

lines.

Um,

as far as the the the city's cash

42:52

position goes, when we look at where the

42:55

city was,

42:57

uh, at August of last year, we were

42:59

right at $20 million.

Currently, at the end of August of this

43:04

year, we are at 16.9. Now, that's a drop

43:08

of 3.1, but there's three big pieces

43:11

that make up that decrease. I I

43:13

mentioned the uh the FNB field

43:16

transfer of 1.95 million. It it's

43:19

happening earlier this year compared to

43:21

last year. Uh also Broad Street Market

43:24

through the end of August comparatives.

43:26

We we've the city has expended about

43:29

$500,000 more compared to prior year.

43:33

And then also the city has experienced

43:36

settlement of legal lame litigation uh

43:39

liabilities at an increase of about

43:42

$750,000.

43:43

So those three pieces make up the draw

43:46

down as far as why cash has dropped

43:48

August last year compared to August of

43:50

this year.

43:53

That's the general fund. uh neighborhood

43:55

services uh

43:58

revenue total revenue is a little over

44:00

14 million so far for current year and

44:04

our expenses are 14.8. So that's a

44:07

deficit of about $833,000.

Uh the biggest out um reason for that is

44:16

uh the settlement finally of the Brener

44:18

Motors eminent domain litigation matter

44:21

that was one point over 1.9 million. So,

44:24

if you think about it, that fund

44:26

experienced an extraordinary uh

44:29

expenditure of 1.9, but we're only down

44:33

a little over 800,000. So, that's that's

44:35

somewhat encouraging when you when you

44:37

compare the two. And of course, that

44:39

fund, as you know, every month is uh

44:43

experiencing revenue when it comes to uh

44:47

the collection of trash uh refuge and

44:49

disposal uh charges.

44:53

The cash position of this fund um

44:57

again this time last year was right

44:59

around 5.2 million and it's down right

45:03

now to around 4.5 and that's that's

45:06

overall that includes the three burough

45:08

municipalities that the city provides uh

45:12

trash services. So again that's a drop

45:15

off in cash

45:17

um around about $650,000.

45:20

But you but when you weigh that against

45:22

the the settlement, the the Brener

45:24

Motors of 1.9, it's it it takes it kind

45:27

of takes the sting out of that drop off

45:29

in cash.

budget um the general fund transferred

money over to the one of the cities it's

the state grants fund um to track and

accommodate the various activities

initiatives programs

um affordable housing uh delinquent

trash plan um um demolition needs and so

47:23

on. Um so really I that really for the

47:28

general fund it's done its part. Uh it

47:32

was sourced

47:34

in large by our federal grants fund when

47:36

the money was received. Uh, a

47:40

significant piece of it was revenue

47:42

replacement and we're required and we

47:45

we've been uh and we have been doing

47:47

quarterly reporting at the the federal

47:50

um portal website and there's a report

47:55

that shows, you know, we're calling it

47:57

revenue replacement, but it it breaks up

48:00

how it was applied. uh a lot of it has

48:02

to do with uh public safety uh personnel

48:07

costs.

So it was applied that way and then the

48:12

the city develops its budget uh last

48:16

year of course and there was an

48:18

appropriation made to transfer what and

48:20

what I just said about moving a

48:22

significant amount over to the the state

48:24

grants fund. So that is where we are

right now as far as the extent of

48:31

utilizing

48:33

the general fund uh for that for that

48:36

purpose. So the money has been

48:38

transferred over to the grants fund and

48:40

it's been it's been start it not

starting but it has been used and but

48:45

there are still uh it's it's still an in

48:48

progress or in process

uh work work in progress of of funding

the various initiatives that are

amount of money being proposed to go out

is to be mindful of the city's

normal recurring revenue sources. you

know, I mentioned a few earlier about

where we are. Um, so at at at this

point, of course, the budget is being is

being thought out. It's being it's being

developed. Um, and I to me it's being

this really falls more on the, you know,

50:15

the budget side of the house. But, um, I

think I'm thinking you start with

revenue and then you just see what you

can do. You know, what what your what

50:22

your means are to accommodate

what uh the potential expenditures might

be. Um, again, there may be an

50:32

initiative out there that's similar to

50:34

the ones that are in play right now that

can be considered, but at the same time

50:40

that I wouldn't call it, oh, another

ARPA

uh program. It would be the general

fund.

moved out of the city and they want to

know where this money is coming from. So

on the trail. You can see how it

diminishes over the projection years um

from, you know, all the way down to uh

my eyesight's not as good as I'd like it

to be, too. Yeah. Uh so, but but 2025 is

is really the the heavier anticipation.

Now, that's not all Broad Street. I'm

being remiss. That includes six million

54:59

of the ARC of the RC cap u for the

stadium. And and the way that works is

the money is the senator's fund is is

55:09

containing all the activity. When the

55:11

RCAP realizes, it goes into the

55:13

senator's fund, but then it's to be

55:15

transferred over to the general fund to

55:17

reimburse the general fund because the

55:18

general fund has funded that project. So

55:21

$6 million comes right off the top. So

55:24

I'm sorry I didn't mean to convey that

that 12 million is all about Broad

the law bureau was recently in court

regarding the courtapp appointed

receiver. Midtown Asset Consulting LLC

has been appointed uh by the Court of

Common Please for Dolphin County to

serve as the receiver. Uh Deputy

Solicitor Cameron noted that the city of

Harrisburg will be fully reimbursed for

any money uh that is spent. Mr. Justin

Heinley is a 15-year resident and owner

of Midtown Property Management, and he

was approached between six to eight

months ago to deter to determine his

interest in being considered for

receiverhip.

questions for both the law bureau and

Mr. Heinley. Um, what are your

intentions for the property? uh

regarding the operating revenue, who

will be collecting the rent, how much

money is coming in, staff capacity as

receiver, will there be reports given to

reimbursement estimates,

um how are residents going to be treated

during this process and do you have any

receivership experience? Um why wasn't

it an open process to consider a

receiver? Mr. highly shared that the

process will be uh will occur over a

phase plan that will take approximately

10 years. Um phase one will begin within

the first six months and will be an

indicator moving forward. Phase two will

be a strong implementation plan and

phase three uh will focus on capital

improvements.

because um like I said, you there was um

the money that was coming in far as uh

the rent collection. I think it was up

up upwards of 800,000 and I think you

were only 400 40,000 46,000 per month

and then 36 was only collected but

1:21:35

ultimately it equaled it up to like 800.

So, one of the problems, and there's

1:21:40

where you come in, Celestia Grover, uh

1:21:42

the the actual owner of of Governor

1:21:45

Square, um I'm sure he's been sued and

1:21:48

taken to court and all of that. Not

1:21:50

sued, but taken to court. There was a

1:21:51

lot of bills that weren't paid upwards

1:21:53

of over a million dollars. And so, I'm

1:21:56

worried about the city being reimbursed.

1:21:58

That's what uh my concern was. And not

1:22:00

only my concerns from residents as well.

1:22:03

>> Sure. And and I guess the best way I can

1:22:05

articulate this is to compartmentalize

1:22:08

what's going on, right? There is still a

1:22:10

bankruptcy case for the owner's

1:22:12

corporation. That's they're up in US

1:22:14

bankruptcy court under chapter 11, which

1:22:17

is scheduled then to convert to what's

1:22:19

called a chapter 7, which is a

1:22:21

liquidation. The city, CRW, HRA, and

1:22:25

many, many, many others are the

1:22:27

creditors of that entity. Um, this is

1:22:30

not to meant to solve the owner's

1:22:32

problems. That is not what this is

1:22:34

about. Owner has the owner's problems.

1:22:36

Um, it is our anticipation, frankly,

1:22:39

that the bankruptcy will be thrown out

1:22:40

by the court. We had a motion to that

1:22:42

effect pending and about to be heard

1:22:45

when we entered into a stipulation to

1:22:47

move over to county court to appoint a

1:22:49

receiver. It is an extraordinary thing

1:22:51

for the city to ask for a receiver. But

1:22:54

basically, it became Mayor Williams

1:22:55

determination. What else can we do?

1:22:58

these people need help and that was what

1:23:00

was in our power to make that petition.

1:23:02

Um the quarter million dollars as you

1:23:04

know this council already voted to

1:23:05

appropriate not another penny can be

1:23:07

spent without a further appropriation.

1:23:09

That is a penny by the city. The idea is

1:23:12

that that someone needs to get in there

1:23:14

and fully assess the situation.

1:23:17

um in 2019 2020 H and housing authority

1:23:22

went in together with a third party and

1:23:24

were only given access if I understand

1:23:25

correct to 37 of the units to do their

1:23:27

assessment out of 222. Um so no one

1:23:31

who's an outside entity has assessed it.

1:23:33

Our codes people have been locked out.

1:23:35

Our office with codes has attended

1:23:37

hearings on 1900 separate violations. Um

1:23:40

and we've attended every bankruptcy

1:23:42

proceeding there is. Um so the the way

1:23:45

>> collected it can't be collected. It's

1:23:47

tied up in bankruptcy. That becomes the

1:23:49

question. Um the and frankly, we were

1:23:52

never trying to collect the money for

1:23:53

fines. We were trying to get the money

1:23:54

put back into the property for repairs.

1:23:57

>> We use that that leverage to try and

1:24:00

say, listen, instead of giving the

1:24:01

government this money, fix your

1:24:03

property. Um and that we were really

1:24:06

just banging our heads against the wall.

1:24:07

Frankly, this is what happens when LLC's

1:24:10

get control of things and no one else

1:24:12

can can do anything to pierce it. Um, we

1:24:15

have not given up on the idea that the

1:24:17

owner will be responsible someday, but

1:24:19

I'm not going to overpromise that that

1:24:20

can happen.

1:24:22

>> So, my question,

>> but how does the money come back? Right.

>> That's there we go.

1:24:26

>> So, no. So, no. So, here there's two two

potentials and one of them is more

1:24:30

realistic than the other. First, you

assess and stabilize the property. Um,

there was more than 100 vouchers from

1:24:38

the housing authority that used to go

1:24:39

into there. They're down to, I believe,

1:24:41

below 50. And, and Mr. highly probably

1:24:43

speak to that better than I can right

1:24:45

now. CCing data. You don't lose those

1:24:49

because of of they're not available. You

1:24:51

lose them because there's not it's not

1:24:53

fit to live, right? So those number of

1:24:55

vows are still available to the housing

1:24:57

authority. Idea is to restore this and

1:24:59

bring back that guaranteed revenue

1:25:01

stream that would come from that.

1:25:03

Whether that gets the city's money back

1:25:05

maybe, but doubtful. What will get the

1:25:08

money back eventually because it'll be

1:25:09

secured with a court order

1:25:12

>> is the sale. Now, there's a 800 and I

1:25:14

want to say point4.6 million mortgage

1:25:18

held by the Harrisburg Redevelopment

1:25:20

Authority with federal money, which also

1:25:22

is the leverage to keep this low and

1:25:25

moderate income housing. That's part of

1:25:27

the deed restriction. Um, so there's a

1:25:29

lot of entities to satisfy to transfer

1:25:32

this property. So ultimately the

1:25:35

transfer would be where there is a sale

1:25:37

to a qualified entity from HUD's

1:25:39

perspective hopefully additional federal

1:25:42

money into it which will extend the

1:25:44

period of low and moderate income

1:25:46

housing requirements and at that

1:25:48

transfer both the mortgage to HR and

1:25:52

whether that then goes back into the

1:25:53

property we'll see and the seed money

1:25:55

the city puts into it at that transfer.

1:25:57

Now that is a ways down the road. Um but

1:26:01

the uh the estimates back in 2018 and

1:26:06

1920 was somewhere I forget it was in

1:26:08

the high teens of what it would cost

1:26:10

then in terms I mean teens of millions

1:26:11

like somewhere between 17 and 20 million

1:26:14

to restore it then. Obviously the cost

1:26:16

has gone up. Um, we have never had a

1:26:19

doubt that the money was available

1:26:22

through existing programs, including tax

1:26:24

credit programs and others to leverage

1:26:26

to get the money to repair it. The

1:26:27

current owner was unwilling to put

1:26:29

themselves in it to do it. Um, when and

1:26:32

before they went to bankruptcy, the

1:26:34

mayor's office when our office and a lot

1:26:37

of people sat through a bunch of

1:26:39

presentations.

1:26:40

>> Sure. I'm sorry. Thank you. So on people

1:26:44

that said they could either buy it,

1:26:46

restore it, one after the other refused

1:26:49

to comply with what HUD required, that

1:26:51

is to

>> housing the individuals and all that.

>> Showing they're going to put up money to

1:26:56

relocate the people that live there,

1:26:57

which is what the city's priority was.

These people need a place to live that's

1:27:00

a healthy, affordable place to live.

>> So that is to keep us in this program.

Uh this this method, is it a guarantee?

No. But I think it's a fairly solid

1:27:11

approach. Um I I think I I watched the

1:27:14

tape today from last week's hearing and

1:27:16

Mr. Heinley is not incorrect

1:27:19

because we were coming through the court

1:27:20

systems. People don't tend to want to

1:27:22

step in to the middle of someone else's

1:27:24

legal battle.

1:27:26

>> Ask them to volunteer and step up.

1:27:27

>> Hey, that's why I said he had a lot of

1:27:29

courage stepping in there.

1:27:30

>> So, so I asked a lot of people who

1:27:33

laughed in our face. You know, the

1:27:35

criteria of those that wouldn't do it

were people that were local, people that

1:27:39

knew our market, people that knew the

1:27:40

people that lived here, people that did

1:27:42

business here with with here. The ones

1:27:44

who volunteered and wanted basically, as

1:27:47

far as we could tell, to flip it to

1:27:49

market rate housing, they came from

1:27:51

Vegas, New Jersey, New York, they

1:27:53

they're calling, eager to be either the

1:27:56

owner or the receiver, but the bids were

1:27:58

$500,000 in in bankruptcy court. We were

1:28:02

ignored by the uh bankrupts debtor, by

1:28:05

the broker they appointed to try and

1:28:07

sell the property. Every issue that we

1:28:09

raised to us at H together and the

1:28:12

tenants came to pass that these were the

1:28:14

realities on the ground. They were

1:28:16

trying to get a bankruptcy sale to clear

1:28:19

them out and they didn't care what

1:28:20

happened to the people that lived there.

1:28:21

So, we have hung into this fight for a

1:28:23

long time. Again, no guarantee this is

1:28:26

perfect. you know, literally the last

1:28:28

fire there was 20 minutes after the

1:28:30

judge had the hearing on receiverhip,

1:28:32

right? Um it it was insane that that

1:28:35

that was going on that fast. Um but our

1:28:38

money comes back most likely from a

1:28:40

sale. The best case scenario is the cash

1:28:42

flow becomes positive enough

1:28:45

>> that they start paying that out of that

1:28:47

cash flow.

1:28:48

>> And thank you for the um the lengthy uh

1:28:51

explanation because I think our viewers

1:28:52

need to hear that as well. I was pretty

1:28:55

much up to uh to speed with with that

1:28:57

through having conversations with you.

But my concern is just um the city

getting its money back and that's the

1:29:04

major part for me. So being that you're

able to come back um in and you know the

1:29:10

time frame that you said um before

anything else goes out and I think we

can make a a better assessment from

that. So those are the questions I have.

office. Not a single unit that he has.

every month being dragged in with codes.

We've not had a single one, which I

think goes to something about how the

properties are being managed.

to share in the retirement of Mr.

Michael J. Parker, city clerk. And

whereas Mr. Parker is a native of

1:39:35

Harrisburg, Pennsylvania, he received

1:39:37

his formal education in the Sescana

1:39:40

Township School District. He is a member

1:39:42

of the class of 1976.

1:39:45

During his educational career, he was

1:39:48

the only black student who attended

1:39:50

Progress Elementary School. Mr. Parker

1:39:53

furthered his education at Millersville

1:39:55

State College and graduated on December

1:39:58

20th, 1980 with a bachelor's degree in

1:40:02

secondary education with an emphasis in

1:40:05

foreign language. And whereas Mr. Parker

1:40:08

began teaching Spanish at John Harris

1:40:11

High School in 1981, the same year he

1:40:14

met his wife, returning to the city

1:40:17

where he resides. His career educating

1:40:20

inner city youth spans 17 years,

1:40:23

including three years teaching in an

1:40:25

alternative school setting. Over the

1:40:28

course of his career, Mr. Parker worked

1:40:30

as a counselor supervisor in a

1:40:33

residential setting for juvenile

1:40:35

offenders and as a children's bilingual

1:40:38

mental health case manager. Mr. Parker

1:40:41

has been employed by the city of

1:40:42

Harrisburg previously serving as a

1:40:45

community relations specialist and

1:40:48

director of community policing. He twice

1:40:51

received the mayor's award for

1:40:53

distinguished public service. And

1:40:56

whereas Mr. Parker currently serves as

1:40:59

the city clerk for Harrisburg City

1:41:01

Council. In this role, he has assisted

1:41:03

Harrisburg City Council in translating

1:41:06

our meeting agendas and social media

1:41:08

graphics into Spanish, allowing

1:41:11

Harrisburg City Council to reach our

1:41:13

Spanish-speaking neighbors and community

1:41:15

members. And whereas Mr. Parker recently

1:41:18

celebrated 40 years of marriage with the

1:41:21

love of his life, Patricia. Together

1:41:24

they have raised four children, one of

1:41:26

whom is deceased as a result of gun

1:41:28

violence. They also have eight

1:41:30

grandchildren and three greatg

1:41:32

grandandchildren. Mr. Parker is very

1:41:35

fortunate and blessed to still have both

1:41:37

living parents, Miss Joyce Annette Scott

Parker and Mr. James Horus Parker.

And whereas Mr. Parker's hobbies include

traveling with his lovely wife, fishing,

and watching his beloved Indianapolis

Colts and Philadelphia Sixers. He is

very active in his church, Wesley Union

AM Zine Church, where he serves as a

class leader, minister, superintendent

of Sunday school, and a member of the

sanctuary and men's choirs. And now
