City Solicitor Neil Grover was present

So, to date, they continue to operate

draft of rules and regulations

6 years, improving traffic flow, and

parking lot, as well as uh pedestrian

The Planning Commission recommended

a uh dedicated pedestrian uh stairway.

opportunity, the availabi- availability

as a response to Councilwoman Davis, he

today because the current grant

acquisition applies to phase two of the

relocation of the Greenbelt. He

more is more complex, but essential to

restoring full connectivity of the

Greenbelt.

This phase includes the development of a

ramp structure to facilitate a

continuous and accessible trail

connection. He explained that CAGA

intends to utilize the C2P2 funding to

partially support the acquisition of

property from Pennsy Supply

Incorporated. The proposed acquisition

includes approximately 1.3 acres, as

well as 8.4 acre right-of-way located

along both sides of Sycamore Street in

of Harrisburg, I actually was born and

raised in Mechanicsburg, Pennsylvania in

the area. I've lived here the majority

of my life. I've spent a lot of time

here in Harrisburg. I have many friends

1:14:23

and family that live here and that's

1:14:24

very dear to my heart. I think there's

1:14:26

two big things to know about me and my

1:14:28

background. First, um

1:14:31

I'm all I am my primary driver is to

1:14:34

help people. I I I find joy in in

1:14:36

serving for people and helping in any

1:14:38

way I can to make sure that there's

1:14:40

positive societal outcomes and that

1:14:42

people get the resources that they need.

1:14:45

The second aspect then is I'm a central

1:14:47

PA believer. I'm I'm someone that, you

1:14:49

know, in Pennsylvania, everyone hears

1:14:50

about Philadelphia and Pittsburgh, and

1:14:52

there's nothing wrong with those cities,

1:14:53

but central PA should have resources,

1:14:55

too, and we deserve a seat at the table

1:14:57

as well in every aspect, and Harrisburg

1:14:59

is a is a driver in that, obviously, as

1:15:02

the biggest city in central PA. So,

1:15:05

with that in mind,

you know, I'm a graduate of

1:15:07

Mechanicsburg High School.

Went on to get a bachelor's in public

1:15:11

administration from the University of

1:15:13

Phoenix. I have a master's in public

1:15:15

policy from the University of Maryland.

I worked for Gannett Fleming actually

1:15:19

twice.

1:15:20

In the resume that I provided, it has

1:15:22

the relevant experience where I worked

1:15:24

on their energy department as a policy

1:15:26

analyst where I did many different

1:15:29

long-term strategic planning

1:15:31

for various municipalities and

1:15:33

authorities. I also worked for them

1:15:36

previously for 3 years in their human

1:15:38

resources department.

After Gannett Fleming, I was in the

campaign world for a little bit, and

then I came here because I wanted to to

serve the people of Harrisburg, and I

felt again this is the best way that I

can help people and make sure that

Harrisburg and central PA is on the map

and getting resources and and the things

that we need. So, that's a basic

So, what made you interested in working

after your I guess your campaign manager

Yeah, I mean, again, I

but the biggest thing that drives me is

just helping people and doing so in

1:17:50

central PA.

when I was looking at roles after I my

1:17:54

campaign experience, you know, like the

1:17:55

campaign world is a very

1:17:57

24/7 sprint to November and then take a

1:18:00

month off and then do it again kind of

1:18:02

thing. I I am not built for that world.

So, that that pathway of trying to help

1:18:07

people was just not meant for me. So, I

1:18:09

was looking at other opportunities, and

1:18:11

I was looking at specifically municipal

1:18:12

opportunities in the region, and one of

1:18:15

the first ones I looked at was the city

1:18:16

of Harrisburg because I felt that with

1:18:18

the being the biggest municipality here,

1:18:20

the one that everyone looks at for for

1:18:22

for guidance and leadership amongst all

1:18:24

the other municipalities, I thought

1:18:26

that, you know, my skill set would be

1:18:28

well served here

1:18:29

and that I could do a lot of good trying

1:18:31

to help the residents of Harrisburg. So,

1:18:34

when I saw that there was, you know, it

1:18:36

took a little while for a role to pop up

1:18:38

that I felt I was qualified for, but

1:18:40

once one did pop up within the business

1:18:42

administrator's office, I jumped on that

1:18:45

and and was able to get the job,

1:18:46

luckily.

I I think this is my final question.

Why are you the best candidate for the

role of business administrator? I think

my background makes me the best

1:18:58

candidate. I think that's because I'm

from here, I understand not only the

people of Harrisburg, but people of the

entire region.

I also have experience working with, you

know, municipalities as large as the

city of Phoenix

to as small as some of the boroughs and

townships in Cumberland County.

That it brings a sort of like a

a unique wealth of knowledge and

1:19:19

experience to the position that not a

1:19:21

lot of other people could potentially

1:19:23

offer. Um and then all additionally, you

1:19:25

know, I've I've worked with a lot of

1:19:27

elected officials throughout the years.

So, I think there's a a unique

1:19:32

experience there where I can kind of

1:19:34

understand what all of you up there

1:19:37

sitting are you know, kind of questions

you're receiving, the kind of you know,

things you're going through on a

day-to-day basis as well as the mayor

and I can offer a lot of help with that.

the BA is a good thing. It gave you an

standing municipal job that you had.

It's different than running a

municipality and you know, for me I hope

and I would like to not leave those

organizations.

So, you won't be planning to relocate.

and then I left that role because I was

furloughed due to COVID. So, I went and

got my master's degree during that time

period. After the master's degree I

worked again for Gannett Fleming in the

energy department.

That role I ended up leaving because

they let me go because they were bought

1:25:08

out by private equity firms and the

1:25:10

private equity firms determined that the

energy department was not worth

investing in. So, they laid off the

1:25:15

entire department which included me. And

1:25:17

then after that I filled in some

1:25:19

political roles which naturally have a

1:25:20

an end date with the election and then

1:25:22

now I'm here. So, I understand the

1:25:24

concern

but what I would say is that

you know, my priorities are to to help

people and and ideally to to serve the

1:25:32

city of Harrisburg and in that capacity

automatically approved. I can speculate

far as I can tell. But but the mayor

exercised that authority. Her office

sent down a request I think last Monday

to the council to

consider Mr. Manga at this point in

time. It's basically because she's been

frank. They've had no resumes for

1:27:02

economic development director. They've

1:27:03

had no resumes for alert administrator

1:27:05

and she is concerned about getting you

1:27:07

know,

1:27:08

positions filled.

1:27:10

And this is someone there. I mean, you

1:27:12

know, this that's her operational

1:27:14

concerns are valid. I mean, it is it is

1:27:16

hard to fill positions right now not

1:27:18

just here.

So, she would like to basically know

that the future is set at least here for

1:27:23

this particular position so that she can

1:27:25

move forward in in pulling together

1:27:27

other management. I will say I think

Antonio's with what he does has done a

very good job. I've been here a long

time. I've been

1:27:34

practice of law for almost 40 years. He

is strong, diligent. He is good with

1:27:39

people. He is good at problem solving. I

have never met a person who applied for

1:27:44

the business administrator job who ever

1:27:46

met all of the credentials in law that's

1:27:49

laid out because if you did you'd be in

1:27:51

some private company making $350,000 a

1:27:54

year.

I mean, that's simply the reality. The

person who was hired under Mayor Patton

1:27:58

who was applied to be the deputy

1:28:00

solicitor.

Right? That was the application that

came in and he ended up being hired as

the business administrator.

You know, the it's just it's a tough

position to fill for what the demands

1:28:11

are for local government. That is

1:28:13

reality. Um

in the borough manager, township

1:28:18

manager, city manager world here and

1:28:20

nationally

they have moved to like associations and

1:28:25

and job boards and it's a position that

1:28:28

fights all over the country now to get

1:28:30

people filled and there's people that do

1:28:33

bounce around the country but then they

1:28:34

bounce. They stay it's basically a

1:28:36

ladder climbing thing to increase your

1:28:38

salary over the years

1:28:40

if you're there. So, they're tough and

1:28:41

we had one of those under Mayor

1:28:42

Thompson. That's exactly what we had. We

1:28:44

had someone that they brought in by the

1:28:45

receiver. They lasted about 14 months

1:28:48

and then they were gone.

And they ended up appointing a city city

1:28:51

employee for that job. So, but that is

1:28:54

why she was doing why she's made this

1:28:56

point monthly basis. Um but to just do

it really quick, I mean, yeah, the the

the big ticket items are we're we're

working on uh trying to get the budget

1:30:16

going earlier this year. That was an

1:30:17

initiative that I started. Um you know,

we're we're If If approved, we're

1:30:21

ideally moving forward May 1st with our

1:30:23

department meetings, which is about uh 1

1:30:26

to 2 months earlier than normal. Um

1:30:29

we're where you have to make sure that

1:30:30

we are long-term planning. That's the

1:30:32

biggest reason why I'm doing this early

1:30:34

is cuz

1:30:35

um

1:30:36

one of the things that I realized was

1:30:37

soon as I came in day one,

1:30:39

uh you know,

1:30:41

some departments do a great job at

1:30:42

planning out 5 plus years ahead of time.

Others, I think we need to start

thinking about it a little bit more uh

1:30:48

strategically. So, uh that's something

1:30:50

that we want to uh get started. Um on

1:30:52

other ends, you know, there's a lot of

1:30:54

different other initiatives that I did,

you know, have to kind of run with as

1:30:58

soon as we came in. One of those is uh

1:31:00

we're trying to look at our um you know,

1:31:02

our energy spending on on our various

1:31:04

accounts. Uh and with that, uh you know,

1:31:07

soon here hopefully there's going to be

1:31:09

a

1:31:10

a contract and a proposal made that uh

1:31:12

you know, will save us tens of thousands

1:31:14

of dollars per month on our energy

1:31:16

bills. So, you know, that's you know,

1:31:18

that's still in the works, but that's

1:31:19

something that was started, you know,

1:31:21

pre-January and that I've kind of picked

1:31:23

up and and and run with now to we're

1:31:25

about to be completed. So, there's a

1:31:27

there's a lot of things like that. What

1:31:28

I would say is that um

1:31:31

you know, I I have and as [snorts] you

1:31:33

might have seen my emails to to each of

1:31:35

you, you know, I have three main

1:31:38

priorities that I'm I'm hoping to to

1:31:40

kind of like take to take the torch and

1:31:42

and lead with um as new initiatives. One

1:31:44

of those is the is the budget one that I

1:31:46

just talked about. Um another one is

1:31:48

kind of improving and modernizing our

1:31:50

city uh processes. So, with that, you

1:31:52

know, what I saw at a lot of other

1:31:54

municipalities that I've worked with in

1:31:55

the past is that they uh even larger

1:31:57

ones can be uh pretty efficient because

1:31:59

of the way they do uh approvals, the way

1:32:01

that they have very strict, you know,

1:32:04

the these exact people are doing these

1:32:06

type of approvals. Here's the primary,

1:32:07

here's the secondary on that. We don't

1:32:09

really have a a super specific system

1:32:12

like that and that's something that I

1:32:13

would I'm I'm looking to potentially

1:32:15

implement. So, that way, you know, when

1:32:17

vendors maybe are looking for payment or

1:32:19

when we're trying to get something

1:32:20

pursue it for approvals, people know

1:32:22

exactly what to look for and and can

1:32:24

either

1:32:25

um deny something quickly because they

1:32:27

see something wrong cuz they they they

1:32:29

know about it or or they can approve it

1:32:30

quickly and keep it moving. Uh so,

1:32:32

that's something I want to look at. And

1:32:34

then lastly is the the communication

1:32:36

with with City Council, uh each of you,

1:32:38

uh and the clerk's office. Um I think

1:32:40

that the business administrator position

1:32:42

is the perfect bridge position uh to

1:32:45

kind of communicate with City Council,

1:32:47

the mayor, and the administration

1:32:49

because uh you know, frankly like I'm

1:32:51

involved in in every conversation at

1:32:53

some point in time basically that the

1:32:55

city is having. So, um I kind of know a

1:32:57

lot of the things that are going on.

1:32:58

With that, you know, I'm hoping to start

1:33:00

doing uh like at least monthly reports

1:33:03

that would go out to to um each of you

1:33:06

and the mayor as well so that you're

1:33:07

working off of um the same information

1:33:10

for decision making.

if, you know, if I if I get approved and

I can get a special assistant, then

1:33:15

maybe I can do that even uh biweekly or

1:33:17

weekly depending on, you know, how

efficient we get.

But um with that, you know, it's also

just building up relationships. You

know, as I did with the email, that will

continue moving forward with offering

meetings with each of you. Um it's just

a matter of making sure that everyone is

informed and making the most uh informed

decisions. So, those would be my three

priorities and and all of those things

1:33:36

have kind of been

1:33:37

uh in the works in some capacity

already.

what people will have with someone with

youth is would you be able to talk truth

to power when necessary because we need

to make sure that

uh the mayor is receiving good counsel

and not just

someone who wants to to keep their job.

And and that's that's going to be an

1:34:37

important aspect if you're selected for

1:34:39

that job that you understand that yes,

1:34:42

you do report to the mayor, but you work

1:34:44

for the people and sometimes even with

1:34:48

the best intentions, we must tell

1:34:51

our employer, "No, that's not a great

1:34:53

idea." Again, the mayor will have final

1:34:56

say, but if you're not giving her a no,

1:34:59

you're not servicing her and you're not

1:35:01

servicing the city. So, that's that's

1:35:03

why it's important that we we have that

1:35:05

in there.

Um and then

1:35:09

well, you actually answered uh the

1:35:10

question with the conversations with

1:35:12

council. So, you'll be

1:35:13

willing to stay transparent and give us

1:35:16

information as as we need it. Um so,

Yeah, I mean, I think a lot of it is the

is the stuff that's kind of in the

works. You know, I've only kind of been

stepping into the role since since

1:35:58

January, but even that has been like,

you know, I take certain

responsibilities. Some of it is still

1:36:03

the mayor's final decision.

Um I would say that the the biggest

1:36:06

things are the are the budget-related uh

1:36:08

decisions and the

1:36:10

um the energy bills because uh those are

1:36:13

both decisions that are potentially

1:36:14

going to help save the city

1:36:16

tens of thousands to more dollars and

1:36:18

also help us uh kind of come up with

1:36:20

more long-term strategic planning, which

1:36:22

I think is is a very much needed thing

1:36:25

when we're talking about uh you know,

1:36:26

we're still Act 47. We need to work our

1:36:29

way eventually out of that. Uh we need

1:36:31

to find ways to to create more more

1:36:33

revenues. Um and with all of that, it's

1:36:35

just working with all the departments,

1:36:36

which I have uh begun with, but it just

1:36:38

hasn't simply been enough time in the

1:36:40

position to finish those roles. Um so,

1:36:42

that's, you know, effectively what I'm

1:36:44

asking for is time to do that, but um

1:36:47

yeah, other than that, I think a lot of

1:36:49

the other things have

1:36:50

frankly been things that have already

1:36:52

started. There's there's not too much

1:36:53

that has been able to to be new because

1:36:56

there's just so many things going on on

1:36:58

a day-to-day basis.

as you said before, you were saying you

1:37:01

were completing some things that Mr.

1:37:03

Sakowski had started. And the two things

you just mentioned are things you would

1:37:07

like to implement, the energy bills and

the early um department speaking with

departments about the budget. So, those

are two things you would want to

1:37:15

implement and see come through, but as

1:37:17

of right now, you haven't been able to

1:37:20

start fully your own initiatives and

1:37:22

complete them. Right. Yeah, and some of

1:37:24

that is just because I'm simply not the

1:37:26

business administrator at the moment, so

1:37:27

I don't necessarily have the authority

1:37:29

Yeah, I mean, I think a little bit what

a decision It's a position that I think

1:37:49

uh you have to think of it like, what

1:37:51

what does the city need, but also what

1:37:52

do the residents need? And finding uh

the best path forward that that can help

both the city and the residents the best

1:37:57

way possible. Um so, it's a unique

1:38:00

position where I can kind of get to be

1:38:01

involved in a lot of different uh

1:38:03

capacities um in a lot of advisory ways

1:38:06

and a lot of approval ways

1:38:08

um where we can kind of look at and say,

1:38:10

you know, hey, is this something that is

1:38:11

ultimately good for the city and good

1:38:13

for the residents? If so, let's figure

1:38:14

out a way to get it done. And if not,

1:38:16

let's find a way to either adjust it or

1:38:18

not do it at all. Um and I think that's

1:38:21

uh the [clears throat] exact type of

1:38:22

position that I want to be in um to be

1:38:24

able to, like I said, help people and

1:38:26

and push Harrisburg forward.

my other question was, how will you show

integrity in this position?

Yeah, I mean, I think

But then also making sure that the like

the confidentiality nature of this

position is respected. Um I think

there's a lot of information that

you know, is it comes through the office

and that's isn't necessarily public

information, isn't necessarily

1:39:02

information to be shared, and it's a

1:39:03

matter of making sure that uh you know,

to be shared and and frankly not for the

other their information. Um and I think,

you know, I've done a good job of that

and I I hope to continue that.

accomplish these I mean that is like

goal setting at its finest. So I would

love to see how you interact with these

department heads and how you're able to

1:40:22

um, get that work done and what does

1:40:24

that look like when the budget comes up

that year? Does it look different for

1:40:27

us? Is it easier? Is it smoother?

Um, are you able to help us bring back

1:40:31

quarterly be um, meetings with the

1:40:34

directors where they come and speak to

1:40:35

us because that even helps with

1:40:37

budgeting. So I feel like um,

I'm not able to see you fully accomplish

that as in a probationary role. I think

1:40:46

that

100 or up to 120 days is so important to

1:40:50

see how people really complete task.

This is a huge role. This is not a hasty

decision.

Um, so I just would love to see um,

how you would you know, complete that

and how you would then implement the

three initiatives that you spoke about.

um, for him as well being able to serve

in that position for 100 up to 120 days

and then for us to give our consent.

So the mayor has exercised her authority

under the code under the city law um,

and the thing I would differ with you

and I think it's because we've had the

1:41:34

120 day discussion is that's not about a

1:41:37

probationary period. That's about a

1:41:39

maximum time of appointment before

1:41:41

council gets to act. The the the council

1:41:44

previously has vote No, the council has

1:41:47

previously voted on people immediately

1:41:50

being brought in and part of that is so

1:41:52

you can get people to come in, right?

1:41:54

Because if they're leaving another job,

1:41:56

you know, I don't know too many people

1:41:57

would leave a job to come in for 4

1:41:59

months to see if it's works out. You

1:42:01

know, that especially if you're if they

1:42:02

have skill sets that are are valuable.

1:42:05

You know, I mean that's simply the

1:42:06

reality. But it's not a probationary

1:42:07

period. I mean you can see it that way

but that's not the design. That was the

1:42:11

maximum time for council had add that to

1:42:14

the code to leave someone in that role.

I mean you guys have had the the legal

argument about it, but it isn't a

probationary period. It's when the mayor

makes the appointment and and how the

person can fulfill the fill the duties.

The the the police and fire were pretty

much immediate when they were appointed

and they were there uh, you know, when

numbers or you know, the city clerk you

know, reached out on my behalf you were

you were expedited them over and was

1:46:30

able to come to some resolve which

1:46:32

helped me actually you know, present

1:46:34

those numbers live on the floor for

1:46:35

council and residents that asked. Um,

1:46:37

also there were quite a few residents

1:46:39

um,

1:46:40

that came in that had either abandoned

1:46:42

properties or you know, kind of vacant

1:46:44

properties that were getting charged and

1:46:46

you helped me with those resident

1:46:47

services as well. So I've actually seen

1:46:49

you on your feet you know, moving on the

1:46:51

fly. Um, I'm not sure if my fellow

1:46:53

colleagues were able to you know, get a

1:46:55

chance to work with you in that

1:46:56

capacity, but I've also sat in many

1:46:58

meetings whether it was regarding the

1:46:59

pool or other initiatives where you

1:47:01

actually spearheaded. So I do appreciate

1:47:04

that and I actually just got word that

1:47:06

you played a huge role in the bargaining

1:47:07

agreement and got those numbers

1:47:09

expedited over and played a big role.

1:47:12

Um, I do understand what council is

1:47:13

saying because experience means a lot in

1:47:16

this role. It's a pretty serious you

1:47:18

know, position in the city, but how do

1:47:20

we get experience giving the

1:47:21

opportunity? We got to you know, at one

1:47:24

point we all everyone up here needed

1:47:25

that chance you know, to gain the

1:47:27

experience. Um, but your education it

1:47:30

shows that you're a great fit and the

1:47:32

one year you've played in the role you

1:47:33

have played just from my personal uh,

1:47:35

experience you've done you know,

1:47:37

substantially great.

Um, so uh, I guess my one question

what how do you plan on working with you

1:47:46

know, the diverse group of directors

1:47:48

that are currently sitting in their

1:47:50

roles and bring them together and be

1:47:52

that great liaison for council? Cuz

that's a hiccup we've had quite often.

How do you plan to maybe not fix it, but

be that hero in that role? Right. Yeah.

I think one of the things I would like

to do is you know, something that

1:48:05

I had started talking about at the

beginning of the year is just from the

business administrator's perspective

having monthly meetings at a minimum

with with not only the directors, but

1:48:14

then their their deputies if they have

1:48:16

them and maybe in like their managers.

So that way that we have a good idea of

1:48:20

what's going on.

We can kind of help direct them to you

1:48:23

know, okay like like this is something

1:48:25

that's important that I think council

1:48:26

will will care about put that in your

1:48:27

report, you know, and then we can

1:48:29

highlight that when we send it over like

1:48:31

hey, this is what the department's

doing. On top of that that would be

1:48:34

another thing I'd like to do is when we

1:48:35

send over the reports not just send the

1:48:36

reports of here's a whole bunch of

1:48:38

documents. Here's like 100 pages. Good

1:48:40

luck finding the important information.

It's like okay, well here's here's all

1:48:43

the documents with all the information,

1:48:44

but here's also like the key some of the

1:48:46

key highlights in my opinion at least

1:48:48

that you might want to take a look at,

you know. Um,

1:48:52

on top of that you know, yeah, it's just

1:48:53

going to be as questions come in just

1:48:55

working between each of you and the

1:48:57

department heads and and the various

1:48:59

deputies and managers depending on who's

dealing with the issue and making sure

1:49:03

that you know, answers are getting

1:49:04

expedited and and making sure that you

1:49:06

know, everything is is uh you know,

1:49:09

being answered on a timely manner so

that you can respond to residents as

1:49:13

they have questions or you can come here

during council meeting and give a

1:49:15

report.

Now, I've had the opportunity to work

with a really good BA and you know, the

former Daniel Hartman that was here did

a phenomenal job and I didn't get too

1:49:25

much experience with Mr. Sokolowski. Um

it's just a bit, you know, uh difficult

1:49:31

to uh get on the same page. Um

1:49:34

are you willing you know, if council has

1:49:36

questions no matter what the time of

1:49:37

night because sometimes constituent

1:49:39

services really has no timeline um and

1:49:41

when they need answers we need to

1:49:42

present and produce. Uh would you be

1:49:44

willing to work with us in that

1:49:45

capacity, you know, regardless of time

1:49:47

of night or how tall the task is? Would

1:49:50

you be willing to go the extra mile with

1:49:52

us to try to get those constituent

1:49:54

services, you know, tended to?

Absolutely and that's one of the reasons

why I provided each of you with my

personal cell. You know, I want to be

accessible to each of you um so I can

answer the questions that you're

Yeah, I mean, I think the

comfortable working with grants. I've

done it in previous roles especially

again at Fleming kind of uh looking at

any possibilities of getting any sort of

funding from there. Um but uh on top of

that, you know, we are working with

1:51:07

multiple different um you know, right

1:51:09

now multiple different grant

1:51:11

opportunities. We're looking at

1:51:13

uh you know, various opportunities in

1:51:15

the future about like, you know, can we

1:51:17

apply for a grant that we didn't before?

1:51:18

Does it apply to to anything here? You

1:51:20

know, we're looking at federal grants

1:51:21

even uh despite what may or may not

1:51:24

happen on the federal level on a daily

1:51:25

basis. Um so yeah, we're we're exploring

1:51:28

all options there and making sure that

1:51:29

the directors and their managers are all

1:51:32

uh in the loop on what might apply to

1:51:33

them. Um and as far as uh revenues are

1:51:36

concerned, I mean, we're certainly

1:51:37

exploring those options. Um I think one

1:51:39

of the the the big things and if I

1:51:41

remember correctly, I think this is

1:51:42

something that maybe um you know, uh Dan

1:51:44

Harmon might have might have been

1:51:46

starting um

1:51:47

was trying to get the the trash bill

1:51:50

collection rates a little higher. Um so

1:51:52

that's something that, you know, I think

1:51:53

I'd like to sit down with with the

1:51:55

public works uh team and try to figure

1:51:57

out um you know, well, obviously we have

1:51:59

the forgiveness program uh and that has

1:52:01

been uh you know, successful in making

1:52:03

sure that people are are paying more

1:52:05

than they are paying that when they

1:52:06

weren't before but um

1:52:09

you know, there's still some other

1:52:10

strategies that we could potentially

1:52:11

implement. But um

1:52:13

it's a little hard to to to

1:52:15

specifically say what we're going to do

1:52:17

because um

1:52:18

there's a lot of moving parts and it's

1:52:20

one of those things where there's

1:52:21

certain tax like uh tax revenues that if

1:52:24

we if we open up the change, we have to

1:52:26

be very careful about how we change it

1:52:28

um and that was why, you know, Mr.

1:52:29

Hughes was here with with the attorney

1:52:31

um you know, last week and and trying to

1:52:33

get uh you know, that review so that'll

1:52:35

all be part of our our our full review

1:52:38

of what we can do.

And so would you say that if this is a

priority for you, obtaining grants and

looking for money's for the city?

had to sit and just think about what

I've seen that Mr. Magna has done,

um the things he does want to

1:55:00

accomplish, but I'm going to vote yes

because I do like the way that he at

1:55:05

least stepped up

to um

1:55:09

try to fill the role

1:55:12

in an untimely manner for himself. Um so

but um

1:55:18

I'm just disappointed that we had to

1:55:20

make the decision so fast and that we

1:55:21

weren't given enough time and the city

1:55:24

wasn't given enough time to say this is

1:55:26

what he looks like in this role. I'm

1:55:28

going to move him up. Here he goes. This

is what he can do instead of having an

1:55:33

executive decision to fill it right now

1:55:35

because even if we were given the time,

1:55:38

he would have still been in the position

1:55:42

um

I know that the mayor said that she

needed this position filled so tasks

1:55:48

could be taken off of

1:55:50

um of her because there there was um

1:55:55

decisions that need to be made with the

1:55:58

with unions and contracts and things of

1:56:01

that nature and I agree to that. But he

1:56:02

still could have sat in the position for

1:56:04

up to 120 days. I know it's not a

1:56:06

probational period but it sounds like

1:56:08

one and been able to still

1:56:11

uh do those things for us to see as a

1:56:13

city how he performs. So we did not have

1:56:16

to make this decision tonight. He could

1:56:18

have been in that position and still

1:56:20

fulfill those roles and still um we

1:56:23

would have been able to see how he could

1:56:24

have performed. So but

1:56:27

I'm going to I'm going to say yes to it

1:56:29

when the vote comes around because he

1:56:30

did step up

1:56:32

and he didn't have to.

1:56:33

there that um I do believe that he was

put in an unfair position because it may

1:57:18

sway the sentiment of of some of council

just because of the way that it was

1:57:21

presented. I understand it that's the

1:57:24

mayor's prerogative. She can do it as

1:57:26

she wants to and and and she should but

1:57:29

um I would have rather we had a typical

1:57:31

um

you know, just cycle on on this

1:57:34

need fresh faces and youthful talent as

on boards and commissions.

Um I believe that

these fresh faces and youthful talent

1:58:11

offer different perspectives that

1:58:13

sometimes we don't consider.

1:58:18

However, in this instance,

1:58:20

I also believe that a role should

1:58:23

have more than two applicants or one by

1:58:26

default because I think it's only fair

1:58:29

to determine to truly determine

1:58:32

someone's strengths.

1:58:33

Um much of Mr. Mr. Magna's work

1:58:36

experience is campaign related which

1:58:39

isn't really relevant to the role of the

1:58:41

business administrator as um

1:58:44

the campaign work is very temporary as

1:58:48

he mentioned of a role.

1:58:50

Um I also have some concerns regarding

1:58:53

his lack of interest in relocating to

1:58:55

the city of Harrisburg.

1:58:57

I feel maybe it's my personal passion

1:59:00

for the city. Um if you truly believe in

1:59:03

this city so much, why not reside here?

Um

1:59:09

I do share the sentiments of my

1:59:11

colleagues. I think that this is a

1:59:13

difficult decision. And then to know, of

1:59:15

course, that this is the default

1:59:18

candidate. You've been here and you have

1:59:20

been doing the work. So, thank you for

the work that you've done. However, I

1:59:25

believe in equity and I like options.

1:59:29

Um and to really not be given that

1:59:32

opportunity is frustrating. So, I wish

1:59:35

you well

um in your future endeavors in this role

or not.

and I feel like

I was prepared to vote no. I'm being

very honest.
