bill is in relation to a zoning map

Uh this is probably better known as the

uh Poly Clinic Hospital uh in Uptown uh

Harrisburg. Um as noted the uh current

zoning designation uh is institutional

um which was um of course um you know

adequate and appropriate for uh the

property when it was functioning as a

5:03

hospital. Uh but in recent years um the

5:07

uh various uh buildings have been

5:10

vacated from uh that type of use. Um and

uh the applicants uh have purchased the

5:16

property and are looking to redevelop

5:19

the property uh in the interests of um

5:22

encouraging the redevelopment of the

5:24

property as uh it's a fairly uh large

5:27

campus uh with um you know millions of

5:30

feet of uh square footage on it. Um the

applicant has uh proposed to change the

5:37

zoning designation to something that

5:38

would be uh more accommodating to that

5:40

redevelopment. Uh initially I believe

the applicant had proposed a downtown

5:45

center uh redevelopment designation. Uh

during uh the discussion at the planning

5:50

commission meeting um and in the

5:52

planning bureau's case report uh

5:54

planning bureau staff had recommended

the um the property be reszoned to a

commercial neighborhood designation uh

for a variety of reasons. uh both um you

know geographically the downtown center

was obviously designed for the downtown

center where you have a much more uh

intensive use of development um of

density of uh uses um and uh because uh

the

uh commercial neighborhood designation

um is more appropriate for uh the middle

of a residential neighborhood like the

uptown uh shopping or the uptown

neighborhood uh is reflected in. And um

additionally the there are adjacent

properties to this site which are zone

CN. So uh overall um we felt that a CN

designation uh was most appropriate for

the site as it would uh both uh allow

6:48

the applicant um to pursue a variety of

different uh uses uh when considering

6:53

how to best use uh this site uh while um

6:58

still ensuring that any such uh

development uh uses or intensity was

appropriate for the neighborhood in

which it was located. Um, and I would

like to note uh that uh this uh proposal

is one half of um the overall uh

presentation that you'll be receiving

today. There is an associated

subdivision with this uh pro project as

well. Um so uh I'll let the applicant

provide a bit more um background on uh

on their approach to the project and

what uh they're anticipating as well as

the engagement they've done with the

city. Uh but um the the planning uh

commission uh recommended that the city

council approve uh the request uh for

the following uh request to convert the

property from uh institutional zoning to

7:49

commercial neighborhood zoning uh for

the following reasons.

Uh the proposed downtown center zoning

district uh would the originally

proposed downtown center zoning district

would not be appropriate for the subject

gotten a a package or should have gotten

a package describing the project. Uh but

Uh I believe we have it up on the screen

walk through it quickly uh for you folks

to to hear about. Okay. So on the front

the front slide there is an aerial view

of our our site. It's a massive site. Uh

it's close to 300,000 square feet. It's

the old poly clinic hospital and the

11:09

building on the right which is building

11:11

one is um was the hospital itself.

Building two was administrative and

building three was a combination of um

11:21

hospital as well as the nurses uh

11:23

facility where the nurses would stay

11:25

back in the guess the 60s. Um so we

purchased the the site about a year ago

11:32

and we felt uh really strongly about the

11:35

need uh for a nice mixeduse project

11:40

here. We felt market rate housing was

11:42

needed in Harrisburg. That there's there

11:45

certainly are apartments in Harrisburg,

11:47

but we felt there was an opportunity to

11:49

bring a kind of a higher level of fit

11:51

and finish and also to bring some

11:54

retail, some mixed use in to serve

11:56

uptown Harrisburg because we feel that

11:59

that's something that's needed. Um uh

when we bought the property, it's just a

12:04

note, we uh retained the person that had

12:08

taken care of the property for 18 years.

And so Scott has gotten to know the

12:12

neighbors, the neighborhood, and we felt

12:14

that was really important, uh to one, we

12:17

you know, we we try to be good neighbors

12:20

uh as best we can. Um and um so one it

12:24

was important to retain that but also

12:26

just get uh someone who's familiar with

12:28

the buildings and knows the buildings

12:30

really well. Um so next slide or excuse

me on this slide. So building one,

building two and building three. So next

Uh right now the status of these is you

know pretty much vacant. Building

building one is partially occupied.

Those leases are up in about a year. Um

and uh it's about 15 20% occupied.

Building two is occupied now by some h

uh some office uh we call them executive

office suites. These are small office

suites that provide the ability for

folks local folks to have office space

you know for their businesses. So we

have a wide range of different folks in

that. We're about to renovate the fourth

13:13

floor. That's the last bit of renovation

there. But to give you an idea, those

offices are anywhere from

13:20

120 square feet to, you know, 400 square

feet or 500. So these are small offices

13:25

that give folks an opportunity to have

13:27

office space in a in a setting. And then

13:30

building three is completely unoccupied

and they're in a state, the whole site

13:33

is in a state of, you know, it's it's

13:36

degragating. It's disrepair. So um it's

a shame to see this old building, this

13:41

old campus um deteriorate like that. But

uh we we're really excited about the

13:46

opportunity to you know rejuvenate it

13:49

and and bring some life back to it. So

next slide please. Oh I'm sorry.

Parking. We have a significant amount of

13:55

parking uh contained within this

13:57

property which is a real benefit. Um we

have about 620 spaces. All told we own

14:03

the lot that's caddy corner to building

14:05

one. And uh we do have some of those

14:08

spots set aside for UPMC.

So alto together we have 452 spaces

dedicated to our our campus which is

important. Uh so next slide.

So our vision is to this is the opposite

view. So I know it can be a little

confusing but the vision was to create a

u a carter uh of retail and again this

is really kind of I want to say it's um

it's not big big retail but these are

14:41

boutiquey kind of retail uh like a

14:44

restaurant. Uh we might do a grocery

14:46

store at the corner uh we might do a

14:48

little music venue something like that a

14:51

gym. So, it's really retail that would

14:54

serve not so much the actual facility,

14:58

but really the neighborhood. Um, we want

to put things in there that are that are

15:02

going to work, you know, and and um, you

15:05

know, we we'd like them to succeed. So,

we need to be mindful of what the

15:09

neighborhood needs. Um, but the primary

15:11

thing that we have is apartments. Uh, so

building three would be 96 apartments,

15:17

around 100 apartments. We're still

15:19

playing with the size. Uh Jeffrey had

some good input uh through the planning

15:24

commission process on the size of the

15:26

units and we've relooked at that and

15:28

we've added some square footage to the

15:31

average square foot went up per unit. Uh

and you know we're we're um we want to

15:37

make sure that the right size and

15:39

building one which is the you know the

15:41

real big nut to crack is about 1334

apartments. We're capped out at 230

based on the CN zoning. Uh so that's our

15:51

vision and um convert an aging

15:54

deteriorated complex into what we call

15:56

like a town center. Um again not it's

15:59

it's a kind of a low-key town center but

that's the concept. So we have

apartments and and mixed use. Uh next

Um so that's you know a little bit more

detail of our our vision at the moment.

It's, you know, we're going through

conceptual design um in order to get our

work towards our entitlements. We had to

come up with a concept and we're next

week u the hope is things are positive

with city council and then we want to

spring forward with full design. U so

that's our plan. Next slide please.

This gives you a sense of the mass of

this site. So the total is 286,000

square feet. Uh very very big because it

was a hospital. There are a lot of space

inside this building that was back of

16:50

house or back of you know to serve the

16:52

hospital. Um so it's not exactly ideal.

Um we're not sure we can make full use

of that or how we're going to make full

use of that. But uh it's challenging.

It's not like a an easy easy thing. You

know all these projects are are

challenging. But uh you know we got it

at the right acquisition price that

allows us to move forward and do

something um a little more upscale than

17:17

what Harrisburg might be used to um as

far as fit and finish. Like we've done a

pretty extensive analysis um of the

17:26

inventory in Harrisburg, the market rate

17:28

inventory, and it's a lot of it's aged.

So, we think this is an opportunity to

bring in sort of fresh um nicer

17:36

appointed apartments that are comparably

17:38

priced to what's in the marketplace

17:40

right now. We think that's really

17:41

important. So, to give folks uh an

17:44

option, you know, on a different kind of

17:46

place to live. Um so, building that's

17:49

the total site. Building one is very

17:51

large, 180,000 square feet. Uh it is, by

17:55

the way, on the historic registry.

So, our plan is to to go historic tax

credits. We have a consultant that we've

18:02

brought in that I've worked with

18:04

extensively in Philadelphia. Does a lot

18:07

of historic projects there and what that

18:09

means to the property. Next slide,

This is a little more information on the

kind of space that we plan to to uh put

in. This is really building one. So, you

can see it's mostly apartments. The the

picture that you see there is the level

18:26

of uh finish that we envision for the

apartments. So, they'll be nicely

appointed. Um, maybe a grosser. We

18:34

currently operate two grocery facilities

ourselves. It's not the funnest thing to

18:39

do. Uh, we we'd love to get a grosser in

18:41

there. Uh, but if we had to, we could

operate it ourselves. But we think that

18:46

about a 14,000 square foot grosser alto

18:49

together is what you consider a midsize.

This might be a little smaller than

18:54

that, maybe 10,000 square feet. um a

restaurant, a nice restaurant. Um we say

a jazz club, it's not really a club,

it's more just music. Um we got some

good feedback in the neighbor meetings

that we had where there was some concern

about noise. So we actually changed the

design to pull it back in from the

19:15

street uh where there might be music

playing um which we thought actually

19:19

made a lot of sense. But uh some kind of

a nice music venue and uh the resident's

gym It's not a public gym at the moment,

but again, we we operate a couple of

19:29

gyms across the country now and u you

19:33

know that might be something we

19:35

consider. Next slide, please. So, that's

building one. Building two is these

executive office suites. So, if you've

not been in the building, it's it's

19:46

they're really nice. You know, again,

they're modestly sized, but the rent's

19:51

really good. So it gives folks an

opportunity to have office space uh that

they otherwise might not have in a you

19:57

know the idea is in a building in an

19:59

office building and in amongst other uh

entrepreneurs and building three is

primarily apartments and and possibly a

coffee shop um on the first floor. So

that's why we went for the CN zoning.

Uh historic uh uh on the historic

registry. So our plan is to go for

historic tax credits which means we

cannot go up. We we can't really modify

this facade uh much. Whatever we do

modify we have to go through the

federal historic commission. So it's

going to basically look pretty much the

way it is but get freshened up and the

20:41

brick will have to be repointed things

like that. Um but the roof line all of

that will stay the same. Next slide,

We're going to be doing the project in

phases. So, this is a massive

undertaking to do all at one time. Uh,

you can't finance it all at one time.

That's why we went for the subdivision

the way we did. Um, so our plan is to do

uh phase one would be building three.

And the reason we're doing building

three first is it's the right size to

get stabilized with the marketplace as

you go into uh the second phase which

would be building one. So it'll be about

again round numbers 100 it's really

right now it's 96 apartments and and a

coffee shop. Um so we'll get that to

about 75% occupied and then we would

kick off uh phase two which would be

that plan to the to the neighborhood.

So, we had a door-todoor

um effort that we started out with where

we went door to door in like a oneb

block radius where we went and knocked

on doors and introduced ourselves. And

again, most of the folks know us here,

but they don't necessarily know Penmark.

They know Scott. Um but we introduced

ourselves and and described the plan for

them and let them know there would be

public meetings. Uh we then had a small,

you know, a dry run meeting really to

sort of practice our presentation as it

were. Uh that's really for me because I

get nervous. And uh we had our first

public meeting. We handed out 150

flyers. We were focused on about a twob

block radius. Was not the greatest uh

showing of of folks. And part of the

reason that was given was um you know

maybe the directions could have been

better. Um so in the second meeting we

handed about 200 flyers out. We went

three blocks and we got a better showing

for that meeting. Um we were also

featured in an article in the Berg. So

at that I think it was the second

meeting uh the Berg was there a reporter

and they they interviewed us and as we

approach our what we hope is um getting

our entitlements behind us uh we would

then continue our outreach as we

continue on with design. So uh as we

we're really planning to kick off design

next week in earnest. So, we've done

um what I would call conceptual design.

We've test fitted. We've looked at

projects involving subsidies where your

funding is, you know, you you need to

have a goal. You need to make best

efforts and working with a company for

28:23

12 years, uh, especially with the

28:25

Philadelphia Housing Authority, it sort

28:27

of gets ingrained in you as to how to

28:30

approach this in a way that's not

28:32

passive. So, um, in other words, you

28:35

can't sit back and say, well, we went

28:37

out to bid and, you know, we did our

28:40

part because it's not going to cut it

28:42

with the Philadelphia Housing Authority

28:43

if you do that. You have to show a good

28:45

effort. And the way we found to do that

28:48

was kind of what we've outlined here.

So, just to note, this is a large

28:53

project. It's, you know, 30 plus million

28:55

dollars. It could be 40 million when

28:57

we're done. And that equates to, you

know, just phase one, which is building

29:02

three, is, you know, 60 on average 60

construction jobs. Um, not to mention

29:10

supply

uh jobs. And um if we can have a small

impact on participation in that realm,

we could, you know, we could make a

difference. So what we do is we one is e

either we're the construction manager

29:29

ourselves in which this is the program

that we would uh we would use uh or we

will hire a CM. Now, we've already

interviewed about six construction

29:41

managers,

and part of the criteria for the

29:44

selection of a construction manage

29:46

manager is their MBEWBE program. And if

29:51

they don't have a program, we really

29:52

can't have further discussion. Um, and

29:56

that's happened. We had someone come to

29:58

the public meeting who was interested

29:59

and I asked them that question and they

30:01

said, "We don't have a program." And I

30:02

said, "Okay, thank you very much." But,

30:04

you know, we want to come and we want to

30:06

do a lot of projects in the city of

30:07

Harrisburg. You know, it's it's a place

30:09

that we're going to make, uh, you know,

30:12

a large project happen. Uh, we're going

30:15

to be we're going to want to be here.

30:16

So, we know that that's important and

30:19

it's also just the right thing to do.

So, what we do is we we start out with

30:23

finding qualified subcontractors,

30:25

whether they're registered or not. So,

30:27

if you look at the city's list of regist

30:29

of registered uh minority contractors

30:33

and you sort it by construction, it's

30:36

really small. And the problem is not

30:38

that there aren't minority contractors.

The problem is that they're not

30:41

necessarily registered. So, we have to

30:44

do what we have to do to help them

30:45

register. So, it's it's not just

30:48

following the line of paper, it's what

30:50

do we need to do to make this happen

kind of attitude. And so what'll happen

is we'll solicit uh we'll create bid

30:56

packages. We'll sol solicit them and

30:59

we'll hold on-site meetings. And what we

want to do is to attract qualified

31:02

subcontractors. So we're going to go

look we're going to make it known that

31:08

we're we're interested. But it really

31:10

boils down to is how you make it happen

is you have to get creative. There are

31:15

not enough qualified sub uh minority

subcontractors

on a scale of this size to expect that

some you're going to get an electrician

31:23

who's going to come in and be able to do

31:24

the work. You can't expect that that's

31:26

going to happen. So, you have to get

31:27

creative. What you do is you break that

31:29

package down and it may be by floor.

Case of electric electrical probably

not, but it may be low voltage and and

line voltage. You may break that apart.

You may break lighting apart. You may

break uh communication apart, security,

you know, there's a lot of inside of

electrical there are about 15 to 20

packages. Um so we we look at breaking

it apart into pieces whether it's by

31:53

within a division uh different scopes or

by floor. So um sometimes it might be

for drywall. You may have a contractor

doing two floors and another contractor

doing two floors to break it up to make

it or someone that can handle all of it.

But if you can't then we don't we don't

give up. Um we'll hold job fairs. will

try to help uh train if if a minority

contractor can't meet the uh accounting

requirements or whatever it may be. We

actually it doesn't matter if they're

minority or not minority. We do that

anyway, but it's we we tried to um help

where we can. Um so one they have to be

Uh two is what can we do to help that

com some of the common concerns were uh

much more traffic that those were

concerns and there was concern about

on top of wanting loving to see a

somewhat sees that. But if I'm a

neighbor there, I'm going to worry about

exact same worries that they they have.

too many people that are that qualify

first concern is the increase to the uh

sewage uh situation. Um as we know, you

sewage flowing, keep keep the water

clean. And with that impact to that

residential area with such a large

capacity, uh I'm concerned about the

sewage uh upkeep. Um, and you know, we

have days where we, you know, hit or

miss on the street cleaning. Um, that's,

you know, not your specific problem, but

there's definitely going to be an

increase to trash, litter, uh,

pollution, um, to those that are living

there already. Um, I was noticing in

your slides, uh, slide number one, I

could see my front door. Uh, but in

your, uh, subsequent slides where you

had the beautiful, uh, scenery going on

and the lights and the restaurants and

so forth. From the opposite side, which

was going to be Fourth Street, I saw

nothing as far as residential homes. I

would like to see you actually drawing

that we are going to still be existing

very shiny sidewalk and some and some

making it a priority to give

geographical preference to entities

Scottish Ray Cathedral. So, both of them

courteously allow us residents to park

doesn't jurisdict that area, but with

your bringing in again more retail

at without losing sleep at night is all

as as neighbors, we kind of rotate. So,

any decisions made on these two um would

only address these aspects. An eventual

redevelopment and reuse of the property

would still need to file a land

development plan. Um so um in response

uh to Miss Ray's uh questions and this

wouldn't be the final opportunity that

either city council or the public would

have to be to hear about this project,

learn about it, engage with the

developers um as it comes through the

process. Uh so with that being said, uh

this um resolution is in regards to the

subdivision of the current uh property

at 2601 North Third Street into uh three

separate or sorry four separate parcels.

Uh I believe those parcels uh will

encompass uh building one, building two,

building three, and the parking uh on

1:05:20

the western uh side of this lot. Uh so

it will create uh four different parcels

out of the current property and um the

1:05:29

applicant can provide a little bit more

1:05:30

information on um the uh purpose of this

1:05:34

particular aspect of the project. Uh but

1:05:37

as I understand it, it's necessary to

help with the financing of the project.

Uh breaking it into smaller parts. Um

1:05:44

you know, not only makes that easier to

1:05:46

finance, but also uh to phase the

1:05:48

construction of it. So we're not you're

not working at like one end of a large

1:05:52

parcel uh and you know having to get to

the other end to finish the project. Um

but overall it's a relatively

1:06:00

straightforward um uh subdivision. U one

1:06:04

of the major um considerations in

1:06:06

something like this is uh are you uh

1:06:09

creating any um aspects that need zoning

relief when you're subdividing? like if

1:06:14

you're subdividing right up against a

1:06:15

building, uh you're you create an

1:06:17

encroachment into a setback, for

1:06:19

example. Um in this case, uh the

subdivision will not create those

1:06:23

issues. So the parcels uh to be created

1:06:26

are all uh in conformance with the

1:06:28

zoning code uh with the applicable

1:06:31

zoning regulations. Um so with that

1:06:33

being said, uh the planning commission

1:06:35

recommends that the city council approve

1:06:37

the request for the following reasons.

The proposed subdivision will create

individual lots which are in conformance

with the applicable zoning regulations

regarding development standards. And the

proposal will help affectuate the

conversion of a sprawling, largely

vacant institutional campus into a

mixeduse town center development,

providing a significant number of new

housing units and commercial businesses

for future residents of the site and

existing residents of the neighborhood.

manufacturing. Um, also community

service, started young professionals of

color, uh, recently actually ran for

city council. Um, so, uh, spent

significant amount of time researching

and learning about the city's

comprehensive plan. So, I'm excited, uh,

for this potential opportunity.

Mrs. Francis Fulton Jackson. Uh she

received her formal education in the

Harrisburg School District. She was a

proud graduate of John Harris High

School, class of 1970.

Following graduation, Miss Francis began

active duty in the United States Army in

1:22:50

June 1973 and continued her service

1:22:54

through September 1976.

Following her active duty service, Miss

Francis joined the US Army Reserve where

she where she served with distinction

1:23:04

from 1973 to June of 2012, rising to the

1:23:08

rank of master sergeant and retiring

honorably. Miss Francis's civilian

career took her talents to the

1:23:16

Commonwealth of Pennsylvania's office of

the controller before serving as a

1:23:20

health benefits advisor for Tri Care

where she retired. She was an active

1:23:25

member of her church, St. Paul's

Episcopal Church. Um, just a beautiful

woman.

Dr. Carolyn Dylan Carter received her

1:23:35

formal education in the Harrisburg

1:23:36

School District. She was a graduate of

1:23:38

William Penn High School, class of 1957.

For more than 30 years, Dr. Carter

served as an elementary and middle

1:23:46

school teacher and a wellrespected

1:23:49

administrator within the Harrisburg

1:23:50

School District. Dr. Carter is also

1:23:53

remembered for founding the Strawberry

Garden Preschool to benefit children,

families, and the greater Harrisburg

1:24:00

area.

Miss Jesse Sharp. She moved to

Harrisburg in 1968 and began working at

Harrisburg Hospital. Later, she was

employed by the Harrisburg School

District as a school nurse for 29 years.

She was the first African-American

1:24:16

registered nurse working for the

1:24:18

Harrisburg School District to become

coordinator of school health services.

In her leisure, she enjoyed plays and

traveling. Miss Brandy Lester. She

received her formal education in the

1:24:30

Harrisburg School District. She

graduated from John Harris High School,

class of 2001. In her leisure, Brandy

was an avid reader. She enjoyed

crocheting, listening to music, and

attending family gatherings. Finally,

Bishop Dwight Jppy, senior, received his

formal education in the Harrisburg

School District. He graduated from

Harrisburg High School, class of 1983.

He was the co-founder of Harrisburg High

School's Voices of Joy choir. Bishop

Jaffy is remembered by his family and

friends as a man of great conviction and
