when I walk to work every morning. Like

it's really really nice to have a little

safe section on Front Street or Forester

when I'm crossing. Um, and we're hoping

that the effect of all of this will help

to reinvigorate businesses along

Division Street. Um,

and this is all has been part of this uh

the vision zero process for a long time.

Uh, the safe streets for all program is

great and we're trying to jump on it. It

does require a

20% match which we think we have with uh

the liquid fuels and a little kick in

from the general fund. Um and we're

trying to kind of get these funds nailed

down in our pockets

before other things happen at the

federal level. And this is federal

money. This is US DOT. So the match

cannot be federal funding. It has to be

uh here like personal.

Um we think we could do it with liquid

fuels and some general fund money. Uh

but it you know it's one of those things

that's just not that's not complicated.

piggybacks on resolution 76 of

2024 that council uh passed back in

November. So, this uh that original

agreement was to allow us to enter into

a an agreement uh intergovernmental

agreement with the Pennsylvania Fish and

Boat Commission of Pendot. This now is

actually the funding mechanism how

13:55

PennDOT uh will pay us back uh up to and

13:59

including $2 million for those waterway

improvements at the Dock Street Dam. And

they are uh they have to install buoys

14:09

um at the dam for their project at both

14:11

the 83 bridge as well as the Market

14:14

Street Bridge. And we wanted to try and

14:17

uh speed that up and get that done

14:18

because we have an interest in also

14:20

protecting the dam.

we uh just Saturday we installed the

buoys uh at the dam. So, it's an annual

thing that we have to do. These buoys

would be permanently attached to the

bedrock in the uh river so that we don't

have to go out there every year and

replace them. They'll also be bigger u

and more visible than what the

regulation buoys um that are called out

in the uh the state's um guidance. Um so

they'll be big, they'll be bold, and

you'll see them without any issues.

Yeah, I can remember that uh resolution

we did um discussing it. So the only

other question I have is um how safe

would these be to make it much safer? Um

obviously maybe you know one of the

things that we're looking at and the

challenge one of the challenges with the

river here in Harrisburg it's nearly a

mile wide. Uh if you are in a kayak and

a canoe or lose power to your boat um

you you got to be a pretty strong

willing person to overcome that current

and the wind. um once you lose that

power and and being a mile wide, it

means you got to paddle at least a half

mile to get to the other shore, right?

And uh one of the things that we believe

is that these will be big enough that

you'll be able to actually grab on to

and and if you're in trouble.

agreement. Sure. So the the scope of the

agreement effectively is to review the

healthcare benefits, the the operation

of the plan. So the contracting for

administrative services with the medical

carrier, the prescription drug

contracting, the stop-loss contracting,

effectively the financial elements that

don't in any way alter benefits or

networks or anything like that. um you

could call it looking for efficiency.

It's also it's been several years to the

best of my knowledge since a

at the plan. So it's sort of to check

and make sure that things are operating

as efficiently as they can and also to

evaluate the potential opportunity for

the plan to go out to bid and try to do

competitive contracting which there

there's pitfalls to that. So this

project falls short of that full

exercise. It's evaluating the

opportunity for it. and looking to

achieve efficiencies or if nothing else

member of ABC but we were doing our own

thing at first for seven years and then

I became a member of ABC uh contractors

association uh our apprentichip program

is certified through labor and industry

but uh ABC I mean TLC's is certified

through labor and industry as as well as

35:52

ABC's is certified through ABC

contractors association. But uh I found

that it was easier for me to build more

capacity and utilize more people in my

36:06

own community if I uh partner with ABC

because they have a variety of trades.

It ain't just carpentry. The only thing

I do is carpentry. They do HVAC,

plumbing, carpentry, and all the trades.

So the person don't have to say they

want to do carpentry. They could say

they want to do HVAC or plumbing and I

can still uh get them in because I'm

already a member. So um the through TLC

workbased training uh our program we

train them give them uh classroom

training but we do field work. So uh TLC

workbased training is a developer in the

city of Harrisburg. We utilize our

trainees on our own projects uh where

they get the hands-on skills and uh even

36:50

on other projects besides my own

personal projects. We do uh you know

whatever project we we uh land with the

36:58

for-profit construction company. Um um

far as how we will utilize it like the

37:05

apprentichip program, it runs from uh

37:09

like a regular school year September to

37:12

May. Uh we had guys that was already in

it, but we want to and I paid for them

myself, but uh the city wanted to

37:21

partner up and bring uh a few more guys

on. So they said they wanted to see if

37:26

they going to like a pilot. They wanted

37:28

to get five people trained. So I said,

"I can get you five people or run them

37:33

through ABC, work with us, and then we

37:36

can still get their hands on working

37:38

with TLC." And then but the the good

37:40

thing about partnering with ABC is other

37:43

contractors that's members and if they

37:46

need help with uh or or want to take a

37:49

few trainees to work with them they can

37:52

still whatever trade it is because like

I said I I spec specifically do

carpentry. If they doing HVAC or

plumbing, it might be a plumbing

contractor need apprentice. They can run

38:02

through there. And then it's uh the

apprenticeship program like you can test

out like it's a four-year apprentice.

But if you can test and you feel you're

not on apprenticeship one level, you

test do a a test and you pass and they

say, "Oh, well these should be

apprenticeship." You you know, you move

a little further and faster. But it's a

credential uh program. They've been in

business since 1972. And uh we I mean I

gave you guys a pamphlet of ABC and TLC

workbased training program. So you can

you know it's a accredited program been

38:42

around for a long time. So and ABC's

nationwide.

what happens next to these five

um that came about by way of the the the

premium actually the premium for these

lines is a is a combined package that

the city pays in quarterly

1:09:55

installments and we actually they're

1:09:59

they're always due near the beginning of

1:10:01

the the quarter the calendar quarter. So

the quarter that was coming up at the

1:10:06

end of last year, the first quarter of

1:10:09

2025, there was actually enough budget

1:10:12

in the 2024 budget to accommodate the

1:10:15

the quarterly premium. Long story short,

1:10:18

what that h what that resulted in was

1:10:20

some budgetary savings. This was after

1:10:22

the the the 2025 budget was passed, but

1:10:25

there was an there was an opportunity to

1:10:27

pay that quarterly premium at at very

1:10:30

near the uh close to the end of December

1:10:32

of 24. So that achieves. So you're

1:10:36

saying there was a discount because you

1:10:37

paid the premium on time or before?

1:10:41

Not so much a discount. It was just

1:10:42

timing. We were able we were able to

1:10:44

accommodate a payment for the upcoming

1:10:46

quarter instead of having it paid in

1:10:48

January of 2025. It was paid right near

1:10:51

the end of 2020. There was some savings.

Exactly. So based on we we still have uh

one quarter to pay. Um, that's a a solid

number. And then the quarter that's

ending September, the city is an October

1:11:06

1 through September 30 insurance policy

period for just about all of our

coverages. So, we took a look at that

and and based on what we we know will be

1:11:16

the uh the quarter for September and

1:11:19

then the new premium when the city goes

1:11:22

to renew for the next policy period, it

1:11:25

there's a built-in increase, but it's

1:11:26

still an estimate. But we feel like

1:11:28

there's enough savings there to

1:11:29

accommodate these two uh requests that

1:11:32

are being brought forth this evening.

Okay. So, this question may be too early

to ask, but I'll ask it. So, let's just

say that this pilot program is

1:11:43

successful. Um I don't know if we'll be

1:11:46

in the same space or same opportunity to

1:11:48

be able to pull from these uh from these

line items. So, um, does the

administration have any idea how they're

going to do this moving forward? I would

suggest that's too early to ask, right?

And and even by the 2026 budget

it's not there and it wasn't in the 2025

budget. So now it's just general fund

money just like any other general fund

earmarked for any particular item. So

this goes there's always a fund balance

policy where you keep some money so you

have a basically a rainy day fund,

general fund money and it's not

earmarked for any one thing. a program

could still be proposed by the mayor

with that money, but it would then come

out of the fund balance, right, in the

state grant funds where it is. So, um

contract process for government, you for

the budget, that's part of the

negotiation process, right? when you're

negotiating for the for the next year's

it's important to get this item back

for the entire year but only now need

three quarters of the money. This is the

insurance premium which is not the

payment for actual health care cost.

Right? So when they came when we come

back for more money that's the actual

1:28:00

health care cost when we've come back.

This is the premium under the bundled

1:28:03

policy and we have many many forms of

1:28:06

coverage. Um and that's and this goes to

the third party administrators I believe

and the insurers as their premium the

1:28:12

fees for their administrative work on

1:28:14

the claims. So this is that annual

1:28:16

budget. My do I have that right Mr.

know that because again it's an October

year experience what what the potential

increase would be.

So, as as Neil mentioned, there's a lack

of one quarter's worth of expense that's

not happening this year. So, that's

that's what's driving out the uh the

work or an item for a training program.

is not what the administration proposed

as their source of

funding and it's not included in in the

documents that went to the annual pro

annual plan that comes down to council

for where the money is going to be used

for CDBG that they try to stick to the

1:31:54

parameters of that plan.

transparent about the CDBG money and now

backfills these these some of these

expenditures. So, we're not really being

transparent or

help reduce uh the costs for homeowners

looked in uh local areas and third party

inspectors and what they were charging.

So, we're it's a fair fee that we're

lower than what uh third parties were

fees just a couple of them like for

single a single family or if you want

because the public can't see it. Just

what that would cost for the

there's stories that have been told but

being done. Uh there has been fires that

have started from electrical uh

installations that weren't done

properly. So um it's it's about the

safety also. And so if this is passed it

will be implemented um actually act of

1:40:33

July 1st of 2025. July 1st is when we're

1:40:35

going to be starting the inspections.

like to have the oversight of that. And

uh I think that'll keep the city safer,

the residents safer by us doing our own

inspection of the residential.

happening is we're finding a lot of

buildings that have completely been

problems. We're also after an

inspection's done, we're supposed to be

notified from the inspector that it's

done. We don't know who it is. So, when

we get there and we see the sticker, we

don't know if someone's passing out

stickers. We don't know. We also found a

1:42:25

few inspectors that actually aren't

state certified. So, it's just kind of a

mess out there and we really, you know,

with the fire situation, it's a good

safety inspection inspection. So there's

a bunch of different scenarios where

give a brief overhaul of Bill 7 for

1:49:08

everyone?

Well, before we start, I would just say

the city is in litigation. This has been

1:49:14

publicly advertised. Um, and based on a

1:49:18

longstanding practice, the city had

1:49:20

determined long ago that the bidding

1:49:21

process didn't work in the ordinance.

1:49:23

So, there hasn't been a bid under the

1:49:25

ordinance since 2006.

1:49:27

Um, but litigation prompted the city to

1:49:31

to to go ahead and make the proposed

1:49:34

modification is presenting to council. I

1:49:36

think uh uh DC Young and uh director

1:49:41

West can both speak to what we actually

1:49:43

use towing for in the city. Um and this

1:49:46

is to serely identify how we get towing

1:49:49

companies. The practice has been uh

1:49:52

informal for a very long time and this

1:49:54

basically moves the informality into an

1:49:57

ordinance and replaces what exists

1:49:59

today. So with that they if you want to

1:50:02

talk about the actual towing it it

1:50:03

doesn't really change what's happening.

1:50:05

It just it conforms the ordinance to the

1:50:07

practice. Absolutely. Director West

would you like to briefly touch on Bill?

Yes. So the reason why I asked for to

1:50:17

meet about uh Bill 7 was we had two

1:50:22

different entities, two different towing

1:50:25

services, you know, to achieve our task.

1:50:29

And because of that, we wanted a uh

1:50:33

one-stop shop. We wanted a company that

1:50:36

could help us in all aspects of our

1:50:39

areas of our our equipment and our auto

1:50:43

vehicles as well. and and we did um some

1:50:47

searching and we and and we didn't have

1:50:49

do to do too much searching because

1:50:52

there was a company that moved into the

1:50:55

city. two companies actually that moved

1:50:57

into the city that we I went to

1:51:00

meet conversation and asked them to

1:51:03

um uh distribute their information for

1:51:06

us and they were compatible to I know

1:51:10

that I was looking for on the public

1:51:12

works end for the auto and heavy

1:51:15

equipment aspect.

1:51:17

Awesome. And these were uh CNC and

1:51:21

Cameron Street. That's correct. Okay.

1:51:23

And then they can meet all the needs as

1:51:24

far as commercial and your regular

1:51:27

standard class size vehicles. That's

1:51:29

correct. And Don, they kind of struggled

1:51:31

with that because sometimes they

1:51:32

wouldn't even come. Correct. That's

1:51:34

correct. Okay. Okay. And then uh

1:51:36

Solicitor Grover, you said the previous

1:51:38

contract that wasn't 2006, I believe.

1:51:41

The last time there was a the ordinance

1:51:43

called Father the

1:51:45

the ordinance called for a bidding

1:51:47

process, but it wasn't really a bid

1:51:49

because the ordinance set the price.

1:51:51

Okay. Right. So, it doesn't change based

1:51:54

on who the vendor is. Um, and the it was

1:51:58

adopted in 1990, but the last time an

1:52:00

actual three-year bid was issued was

1:52:02

2006. That contract then got extended

1:52:05

several times. The last time expired, I

1:52:07

think it's October 31st of 2012. So, and

1:52:11

since then, it's basically been who the

1:52:14

uh police bureau and the mayor basically

1:52:16

designate, right? Um, and there's

1:52:18

actually been multiple vendors over the

1:52:21

years, not just Dons, although they were

1:52:23

the primary one. There's one that we use

1:52:25

separately, the police use for storage

1:52:27

of cars for long-term that have to be

1:52:28

held for evidence. No, it's I think it's

1:52:30

Riverside. Um, and then we were using

1:52:33

HNS I for several other items, but but

1:52:36

but it had been primarily uh Don's

1:52:38

towing. Okay. Um, but there were limits

1:52:41

to the service that was being provided.

1:52:43

It's been frankly a long-term discussion

1:52:48

uh and there's more changes that need to

1:52:50

come to the ordinance but frankly this

1:52:51

change comes simply because of what was

1:52:54

filed against the city in the court um

1:52:57

which resulted in a temporary injunction

1:52:58

which has now been lifted uh and it

1:53:01

basically conforms the actual ordinance

1:53:04

to the actual practice of the mayor

1:53:06

designating vendors who are eligible and

1:53:09

then if you're eligible then you can

1:53:11

tow. So M the Don's tongue is still on

1:53:13

the list. It's just there's others on

1:53:15

the list now. Absolutely. And then the

1:53:17

ordinance allows up to two companies.

1:53:19

Correct. It calls for two, but it

1:53:20

doesn't exactly limit it to two, right?

1:53:22

So So but you have to be a licensed

1:53:24

salver through Panda or certified

1:53:26

salver. There's limits to what you can't

1:53:28

just go out do it. And the ordinance

1:53:30

does punish those that are not

1:53:31

certified, not authorized to come into

1:53:34

the city and start taking cars. So, um,

1:53:37

you know, we have do dove into this

1:53:40

quite a bit because there's actually two

1:53:41

separate lawsuits over the past couple

1:53:43

years related to towing services. And

1:53:45

so, we've been on the litigation side

1:53:47

for quite a while. All right. And then,

1:53:49

um, if I'm not mistaken, Director West,

1:53:52

uh, we were guaranteed at least a 20

1:53:54

minute response time max from both

1:53:56

entities. That's at the latest. That's

1:53:58

at the latest. So, that's great. CNC

1:54:00

Towing and Cameron Street Towing. CNC

1:54:04

and Cameron Street are the two entities.

1:54:06

All right. Um, we have caught up uh in

1:54:08

in our monthly meeting, so I'm aware of

1:54:10

the resolutions, but I'll open it up to

just a concern from a few residents with

um towing at the aspect and some towing

1:54:44

companies we have used. Um although when

1:54:47

an individual's car gets towed, it could

1:54:50

be at their own fault, but sometimes it

1:54:52

could not be. You know, there's always

1:54:53

some exceptions to reasons why cars get

1:54:56

towed, but a few residents had issues

1:54:58

with kind of not being able uh felt like

1:55:02

their rights were being kind of taken

1:55:04

away from them as their car was being

1:55:06

towed or they couldn't get it back or

1:55:07

get their keys back or there were just

1:55:09

certain issues going on with the towing

1:55:12

companies of choice that were towing

1:55:14

their vehicles. So, in this ordinance or

1:55:17

or in any ordinances, because this could

1:55:20

be new for me in this instance, are

1:55:22

there ever any guidelines um that are

1:55:25

laid out for

1:55:27

um how people are treated when their car

1:55:32

is towed, like any uh requirements or

1:55:36

expectations that are outlined so they

1:55:39

know what to expect, I guess, in a in a

1:55:41

certain way in this ordinance. It is not

1:55:44

in the ordinance. There is a more recent

1:55:46

code of conduct that's been proposed

1:55:48

through the Bureau of Police for this,

1:55:50

okay, for how a tow operator must

1:55:52

operate, okay? Um, and most of our cars

1:55:56

and towing actually are police related,

1:55:58

right? That's the vast majority of them.

1:56:01

Um, and so that is there. It's not it's

1:56:04

not conditioned into ordinance. I will

1:56:05

note again there's more modernization

1:56:07

has to come to this ordinance and we

1:56:09

only address this. The prices set were

1:56:12

were set in 1990, right? There's been a

1:56:15

little bit of inflation since 1990. A

1:56:17

lot. Right. And a lot. Right. And so,

1:56:20

um, but the ordinance mandates those

1:56:22

prices. Okay. And it provides a it

1:56:25

provides relief for citizens to go to a

1:56:27

district justice. They've been

1:56:28

overcharged. Um, you know, we've gotten

1:56:31

candid testimony and of course

1:56:33

litigation that for 10 years

1:56:34

overcharging was happening. Yeah. Uh,

1:56:37

and um the, you know, so we have been at

1:56:40

this for a little bit. Okay. Um, but

1:56:43

again, more modernization to come. I

1:56:46

don't know that there's anyone at the

1:56:47

end of the day that's happy with a tow

1:56:49

company when their car is towed when

1:56:51

they didn't request it, right? True. But

1:56:54

other things can come out during that

1:56:56

period. Like you do have to hold

1:56:57

yourself accountable and sometimes, like

1:57:00

I said, sometimes it's not you. I mean,

1:57:02

I've had I've even had tickets placed on

1:57:04

my card with our sticker from the city

1:57:07

saying, "Hey, I'm allowed to park here."

1:57:09

And I still get a ticket. So, so you

1:57:11

know, sometimes things happen that

1:57:13

aren't to your fault, and sometimes they

1:57:15

do, and you have to hold yourself

1:57:16

accountable, but we all have to be

1:57:18

treated human in the same sense. So,

1:57:20

that's what I wanted to kind of make

1:57:22

sure there were some human rights that

1:57:23

are going to be laid out. Sometimes the

1:57:25

city parking enforcement puts a ticket

1:57:27

on a city car, right? They're so

1:57:30

basically finding ourselves, right? Of

1:57:32

course. Right. So, it's so stuff does

1:57:34

happen in, you know, imperfect world it

1:57:36

does. So, okay. So, there's more to come

to where we can address other code of

1:57:41

conducts or Okay, thank you. That was it

I know this is not limited to two tow

companies and one in specific is Cam

Street Towing and um there were some

1:58:06

incidents with residents that had their

1:58:08

vehicles towed not even a a half a mile

1:58:11

from where Cam Street Towing is and and

1:58:14

the price was almost

1:58:15

$260 and they were there within five

1:58:18

minutes to get their vehicle then

1:58:19

weren't allowed to go into the vehicle

1:58:21

and if we look at the relationship we

1:58:23

had with Dons for 50,000 years. Um there

1:58:27

was also like um I think you had to pay

1:58:29

a release come to the police station to

1:58:32

pay the city $5 for a release form and

1:58:35

then go back over there. That's and it

1:58:37

is laid out in the ordinance and it is

1:58:39

pretty cumbersome. It's pretty old

1:58:41

school, but frankly it's only supposed

1:58:45

to be something like allin for a normal

1:58:47

I took your car because it was illegally

1:58:49

parked or blocking something. Uh it's a

1:58:52

$35 total fee plus $35 a day storage

1:58:55

plus $10 to the city. So overcharging

1:58:58

has been happening a lot and that needs

1:59:00

but it's also they're based on 1990

1:59:02

numbers. So I I surmise but don't know

1:59:05

the cost of the tow truck. It's gasoline

1:59:08

to tow a car is more than our cost to

1:59:11

get it back if you stick with 1990

1:59:13

numbers. That's why the system wasn't

1:59:15

working at all. Right. You can't get

1:59:16

anyone to do it for that amount of

1:59:18

money. Yeah. And I get the the inflation

1:59:20

and I get costes costs have risen over

1:59:23

the time too. But there is such thing as

1:59:25

as a fairness too cuz they usually a toe

1:59:28

to toe company outside of a police

1:59:30

incident. Okay. That's what's to come,

1:59:33

right? The discussion with council and

1:59:35

the mayor's office of and the police

1:59:36

bureau and Mr. West is what is the fair

1:59:38

price and what is the formula going

1:59:41

forward. That's the deliberation that

1:59:43

has to come and I suspect many people

1:59:45

will want to weigh in on that

1:59:47

discussion. Absolutely. Yes. which which

1:59:49

is part why it probably never has not

1:59:50

been down here in years, right? Because

1:59:51

it's going to be a very lively

1:59:53

discussion. Well, I just I just think

1:59:55

know long as that um you know it's fair

1:59:57

and we have to take even though um the

1:59:59

costs are rising, poverty still exists

in the city of Harrisburg. So, we want

to make sure that we're not price

gouging and and and and then, you know,

2:00:07

even just getting credentials out of

2:00:08

people's vehicles. There's a lot of

2:00:10

things that happens at these these uh

2:00:12

towy yards that that that affect

2:00:14

residents, you know, and again, I think

2:00:16

this is a warranted discussion and

2:00:18

hopefully we can come to some type of,

2:00:20

you know, common ground here where, you

2:00:22

know, it's it's

2:00:23

uh you know, uh uh equitable,

2:00:28

so to speak, to to to all stakeholders.

So again, just looking at that, I'm I'm

eager to have that discussion because um

2:00:34

as Councilwoman Ross said, you know,

I've have gotten um complaints and

2:00:38

there's nothing

that I could do for them at that at that

2:00:42

particular time, but now that this is on

2:00:44

the table, I think this is a warranted

this may alleviate pressure um from

Officer Wells and to kind of assist him

in what he does on a daily basis?

Certainly. Um so, Officer Wells is our

2:01:03

band of vehicle officer as you're aware.

2:01:05

Uh what he does is he'll run around and

2:01:08

he finds cars that are either the

2:01:10

inspection stickers expired, the

2:01:11

registration's out, there's no

2:01:13

insurance, or they're sitting on a city

2:01:15

street, uh basically u inoperable,

2:01:18

needing repairs, things like that. So

2:01:20

what he does is he'll go out and uh he

2:01:23

follows what the vehicle code tells him

2:01:25

and uh and then uh through that process,

2:01:28

he may come up with about six, seven,

2:01:30

eight cars that he needs towed. our

2:01:33

prior vendor had trouble keeping up with

2:01:35

that. Uh he's the only one that he can

2:01:38

he can contact the the towing vendor

2:01:40

directly and then make those

2:01:41

arrangements because he has such a bulk

2:01:43

of cars to tow at one shot.

2:01:45

Um we

2:01:47

were prior probably the last two years

2:01:50

what we had done was start bringing in

2:01:53

Cameron Street towing uh in order to to

2:01:56

assist with uh with Don's towing u in

2:01:59

order to keep up with that load of cars.

So, um, as far as the abandoned vehicle

2:02:04

side of that goes, uh, that's that's

2:02:07

Justin toes or officer Wells towes the

2:02:10

the most amount of cars for the police

2:02:11

department. But there are other reasons

why we would tow cars as well. So, this

can ideally like streamline that service

2:02:17

and and assist resident services a bit

2:02:19

expeditiously, a bit more quicker.

city residents weren't getting treated

with the public works side, when we have

our trash trucks out in these alleys and

these vehicles are in the alleys and we

get halfway through the alley and we're

stuck and we call the towing company, I

mean, and we call officer Wells, whoever

may be, and we get no response. I have

2:03:22

to have that truck backed all the way

2:03:24

out of the alley, which is very unsafe.

as as well as when we're on our paving

projects and we place our no parking

2:03:33

signs 48 hours post. That's what we

supposed to do and that's what we do.

But when we get there to pave that

morning, vehicles are sitting there and

if we can't get them moved, that stops

2:03:44

the entire operation, which we have to

2:03:46

call the asphalt company because now

2:03:49

we've sent our team to go pick up

2:03:51

asphalt. You can't waste 80 tons of

2:03:53

asphalt trying to get a car moved

2:03:55

because that's a lot of money. That's

2:03:57

the cost of the city because once they

2:03:59

put it on the truck, we're responsible

2:04:01

for it. So, it it it has happened a

2:04:04

numerous amount of time for us to

2:04:06

accomplish what we need to accomplish.

So, uh I look to say that we need

someone that can access us in a timely

2:04:14

manner so we can effectively and

efficiently complete our task that needs

to be done for what we do on a daily

basis. Absolutely. And Councilman Jones

had a very good point working together

in unison to come up with the best

conclusion. Um earlier in our meeting,

sentiment and remark and I I told you I

chiller plant located on North Second

Street. Um it allows their cooling lines

to pass through the city's rightway to

service their clients. And when you say

cooling lines, could you expound on that

just for a brief second?

Yes, we we operate a a district chill

water system. So we deliver cooling

water for comfort cooling of of spaces.

Uh our customers reside along the west

East West Connection. Um when funding

for construction came through, it was

not enough to do both segments. So, the

the project was split. The chestnut

2:17:44

street has been bid and awarded and is

2:17:46

going to be start construction later

2:17:49

this month. Walnut Street, we were able

2:17:52

to secure a toza grant from the state

2:17:55

last year and that kind of allowed us to

2:17:59

to move forward with consultant

2:18:01

selection uh for the Walnut Street

2:18:03

portion which is um safety improvements

2:18:06

from Front Street to to Port Street

2:18:08

along Walnut Street.

2:18:11

And um we put out a the city put out a

2:18:15

request for a proposal for this final

2:18:18

design work and construction support.

2:18:21

Kim Horn was ultimately selected out of

2:18:23

three proposals

2:18:27

and yeah their their uh proposal uh

2:18:31

really kind of spoke to us. They had

2:18:33

previously done the initial design on on

2:18:37

um Wano Street before it was separated

2:18:39

into two. And I guess I should also rec

2:18:42

uh might be confusing that they already

2:18:44

did the design and now it's going off

2:18:46

for a bid again as part of the Taza

2:18:49

grant. It adds a more uh stringent

2:18:52

environmental concern. So the project

2:18:53

kind of has to almost be scaled back a

2:18:56

little bit looked at from uh a new

2:19:00

perspective to satisfy those

2:19:02

environmental concerns. And what kind of

2:19:05

um multimodal improvements will take

2:19:07

place at that time?

Uh some of the multimmodal improvements

2:19:13

that are taking place is we're adding a

2:19:15

bike lane uh from uh Front Street all

2:19:19

the way up to Fourth Street. And with

2:19:21

that, you would have to upgrade the ADA

2:19:24

uh curb ramps uh and and crossings there

2:19:27

and also the traffic signals uh because

2:19:29

the bikes will be going the opposite

2:19:30

direction of traffic. So, we'll have to

2:19:33

modify some of the traffic signals to

2:19:34

accommodate that. And the last

2:19:36

improvement is uh a raised intersection

2:19:39

at Second Street and Walnut Street uh

2:19:42

for at entrance uh for folks coming off

2:19:45

of 83. They'd have to kind of slow down

as they enter uh Second Street in the

2:19:51

Central Business District. Okay,

and it's going to improve um traffic

signal timing, pedestrian timing

upgrades and it's really just to help

congestion downtown where all those

intersections kind of talk to each other

and synced up so they're all kind of

working in unison.

investment. I just wanted to read a

portion of this email. I will share

these same comments on the meeting

record during next week's meeting, but I

just wanted to note that there was

communication. Um, as you are aware,

bill 5 of 2023 appropriated the city's

remaining American Rescue Plan Act, ARPA

funds through the revenue replacement

mechanism. The ordinance includes

provisions for ongoing council

engagement regarding the use of these

funds, particularly updates on program

development and spending tied to the

2:30:26

priorities identified in the bill. Uh to

date, several of these priority areas

have not been fully accounted for in the

2:30:34

quarterly reports received, and this

2:30:37

session is intended to help ensure

shared understanding and alignment

moving forward. For each spending

priority listed in bill five of 2023,

council is seeking clarification on the

following three points. Has a department

head been tasked with overseeing this

allocation? What plan has been developed

or is currently being developed to

achieve the goals tied to the allocation

and how much of the allocation has been

spent to

Um, Mr. Skolkowski responded on April

2025 and noted that uh the

administration was currently working on

three major projects at that time that

required substantial time commitments.

at the conclusion of the email that the
