Summary

The Harrisburg City Planning Commission approved the adaptive reuse of a vacant office building into a self-storage facility on South Cameron Street, and tabled a major signage zoning code amendment to allow for a clearer legislative changelog and broader public feedback.

This meeting highlights active municipal efforts in Harrisburg to streamline local business operations through digitized permits and updated zoning laws, while balancing adaptive commercial development against community aesthetic and environmental standards.

Section summaries

0:00-3:45

Case Study: 1171 South Cameron Street Project Details

watch

Jeff presents a land development application to convert a vacant 118,422 sq. ft. office building into a self-storage facility with six additional structures. The site is located in an industrial zone within the 100-year floodplain, requiring strict compliance with local flood regulations.

This section outlines the core development project of the meeting and details critical environmental and zoning compliance requirements.

3:45-7:30

Applicant Testimony & Pedestrian Access Conditions

optional

Stephen Taylor, representing Storage 5 LLC, discusses conditions of approval, including pedestrian stairs, bike rack placement, and landscaping. The applicant agrees to work with the city arborist to diversify planting along the South Cameron Street corridor.

This details minor project negotiations regarding pedestrian walkways and bicycle parking spots.

7:30-13:45

Commission Discussion & Project Approval

watch

Commissioners discuss vacancy history, market demand for storage units, and signage conformity. The Commission votes unanimously to approve the land development plan with a added condition requiring all future signage to conform strictly to the zoning code.

This covers the final debate and binding vote approving the South Cameron Street adaptive reuse project.

13:45-20:00

Proposed Signage Zoning Code Amendments

watch

The Planning Bureau outlines a major proposed update to Chapter 7-325 of the zoning code. Key goals include reorganizing chapters for readability, increasing allowable signage sizes by-right to prevent unnecessary variance hearings, clarifying corner property regulations, and tackling illegal storefront advertisements.

This is a critical policy discussion that directly affects regulatory frameworks for all businesses and properties in Harrisburg.

20:00-25:00

Billboard Regulations, Highway Setbacks, and PA Commonwealth Correction

watch

The Bureau details billboard size increases from 350 to 500 square feet to align closer with industry standards, balanced by wider setbacks from residential properties and other billboards. Commissioner Reed requests correcting references to the 'State of Pennsylvania' to the 'Commonwealth of Pennsylvania' throughout the text.

This covers specific, high-impact changes to highway billboards and includes important municipal corrections.

25:00-32:30

Storefront Illumination and Prohibited Ads

optional

The Commission debates lighting controls, moving ticker displays, and unauthorized exterior signs commonly installed on convenience stores. The Planning Bureau explains that the updated code will provide clear violation pathways to address these aesthetic and safety concerns.

This section provides useful context on code enforcement practices and convenience store signage regulations.

32:30-40:00

Request for Changelogs and Decision on Continuation

watch

Commissioner Vincent requests a clean, tabular changelog of all zoning modifications to make evaluation easier. Because some commissioners are absent and a broader public review process is required, the Commission votes to table the signage amendment for continuation at the March meeting.

Explains the procedural delay, the next steps for public input, and how the changes will be presented going forward.

40:00-48:45

Annual Report: Development Trends, Digital Permits, and GIS mapping

watch

Jeff presents the draft 2025 Planning Bureau Annual Report, showing development activity over the past five years. He highlights operational improvements, including digitized mercantile reviews and a new GIS historic preservation map. Commissioner Vincent requests integrating Comprehensive Plan tracking metrics into the final document.

Provides a comprehensive macro-level overview of development trends, zoning workloads, and new digital efficiencies in Harrisburg.

Key points

  • Adaptive Reuse of Vacant Office Infrastructure — The Commission approved converting a vacant, 118,422 sq. ft. three-story office building on South Cameron Street into a self-storage facility. This project addresses long-term commercial vacancy by adapting existing 1980s office structures to low-traffic, high-demand industrial uses without major external demolition.
  • By-Right Zoning Adjustments to Prevent Variance Backlogs — The Planning Bureau proposed a 20% to 25% increase in allowable signage sizes by-right. This structural change targets minor deviations that previously forced new businesses into a tedious six-week variance review process, reducing bureaucratic red tape.
  • Cracking Down on Visual Pollution and Non-Compliant Signage — The proposed signage ordinance explicitly prohibits common non-compliant installations, such as exterior screwed-on convenience store signs and commercial feather flags. This gives code enforcement officers a clear, unambiguous section of the zoning code to reference for violations.
  • Digitizing Municipal Permitting and Administrative Workflows — Harrisburg's Planning Bureau has modernized its operations by digitizing mercantile permits and restructuring the floodplain zoning certificate process. These digital workflows eliminate physical routing between departments, notify applicants instantly of status changes, and flag illegal multi-unit conversions before real estate transactions close.

0:01

Uh, commissioners, do you receive the

0:03

January 7th meeting minutes? Are there

0:05

any changes, deletions, additions?

0:11

>> Is there a second?

0:16

>> Is there a second?

0:17

>> I'll second.

0:18

>> It's been moved and second to approve

0:20

the minutes as they are. All those in

0:22

favor state by saying I. I.

0:25

>> Opposed?

0:28

Motion carries.

0:30

Under old business, there's none.

0:33

Under new business, this is a land

0:35

development plan application for 1171

0:38

South Cameron Street. It's zone

0:40

industrial filed by Chris Can

0:46

>> Katania.

0:46

>> Can diffult.

0:48

>> All right. Sorry about that. With

0:50

storage 5 Harrisburg LLC.

0:53

This is to convert the existing office

0:55

building to a self storage facility and

0:58

construct additional storage unit

1:00

buildings on site. Jeff,

1:03

>> uh so yeah, as uh as you noted, the

1:05

applicant is proposing to convert the

1:06

existing office building into a self-

1:08

storage facility and to construct

1:09

additional storage unit buildings on

1:11

site. Uh the property at 1171 South

1:14

Cameron Street is a 3.72 acre lot

1:17

featuring a three-story 118,422

1:20

ft structure which was constructed 1989.

1:23

Property is bounded by the property at

1:26

1119 South Cameron Street to the north.

1:28

The property at 1100 South 13th Street

1:30

to the east. The properties at 1100

1:32

South 13th Street and 1201 South Cameron

1:35

Street to the south and South Cameron

1:37

Street to the west. This detached

1:38

structure features elements of a modern

1:40

architectural style. Character defining

1:41

features include the varied facade

1:43

treatments including a base of split

1:45

base CMU block with vertical metal

1:47

siding above the horizontal design

1:49

elements, the large metal awning over

1:50

the main entrance and the stair elevator

1:52

towers on the northern and southern

1:54

elevations. Although there is an access

1:56

point on the front elevation, the main

1:58

entrance is on the southern elevation

1:59

and features full view metal double

2:01

doors set within a simple masonry

2:03

surround and sheltered by a red standing

2:05

seam metal awning with ice stops. There

2:07

are other entrances around the building

2:08

with most with most featuring solid

2:10

metal doors and one and double door

2:12

configurations. Administration features

2:15

plate glass ribbon windows encircling

2:16

each floor of the building. The building

2:18

is topped by a flat roof of

2:20

indeterminate materiality. The building

2:22

is surrounded by a large surface parking

2:23

lot with a small gazebo at the base of

2:25

the ridge to the east of the property.

2:28

The Cameron Street corridor primarily

2:29

features industrial and commercial

2:31

buildings with few distinctive features

2:32

with little in the way of design

2:34

creating a connective architectural

2:36

character. As such, while the building

2:38

does exhibit aspects of modern office

2:40

building design that are reflected

2:41

elsewhere in the corridor, the property

2:43

contributes little to the character of

2:44

the streetscape and neighborhood.

2:47

The planning bureau staff recommends

2:51

the request be approved with the

2:53

following conditions. Uh because this

2:55

the property is located in the AE

2:57

100-year flood plane, any proposed

2:59

development is subject to conformance

3:00

with the regulations in chapter 7315 of

3:03

the zoning code, specifically with

3:05

respect to investment into the existing

3:06

structure and the construction of new

3:08

storage buildings on site. Uh, and the

3:11

applicant should construct a separate

3:13

stairway on the north side of the center

3:15

driveway connecting to the proposed curb

3:18

bumpout in front of the main entrance to

3:20

provide dedicated pedestrian access and

3:21

ensure safer circulation for all

3:23

potential customers. Planning Bureau of

3:25

Staff recommends the request be approved

3:26

for the following reasons. The adaptive

3:28

reuse of a large commercial building as

3:30

a self- storage facility will ensure

3:32

rehabilitation and occupancy occupancy

3:34

of a long vacant structure. Proposed

3:36

site improvements such as access gates,

3:38

oneway traffic flow, lighting, and new c

3:40

and new sidewalks and pedestrian

3:42

infrastructure will improve visibility

3:43

and enhance the safety [clears throat]

3:44

of customer circulation to and through

3:46

the property. And finally, the location

3:48

of the proposed storage facility on a

3:50

major mixeduse corridor near adjacent

3:52

municipalities, Steel and Switara

3:54

Township, and the new Interstate 83

3:56

access ramps and proximate to a dense

3:59

apartment complex to the east

4:00

established conditions that should

4:01

ensure the viability of the proposed

4:03

use. Okay.

4:04

>> Thank you, Jeff. Could you state your

4:06

name, um, address and relationship to

4:09

the project?

4:13

>> My name is Stephen Taylor. I work for

4:15

Civil and Environmental Consultants. So,

4:17

I'm representing um, Storage 5 LLC and

4:20

Chris Katania. Um, we're located at uh,

4:23

4350 Northern Pike in Monroeville,

4:27

Pennsylvania.

4:28

Um,

4:30

yeah, as Mr. I laid out.

4:33

>> You are you acceptable of the

4:34

conditions?

4:36

>> Oh yeah. Um

4:38

we did have one question um

4:42

for the stairs. Um,

4:46

are you talking about right here where

4:48

this curb is to just provide a couple

4:49

steps into this striped area

4:51

>> and you'd be crossing right across a

4:52

stop into like this thing so that people

4:54

could walk in

4:57

driveway.

5:01

>> Okay. Um, and then the bicycle racks. I

5:04

didn't see anything in the code that

5:06

specified a number per use or

5:10

um you know obviously we're not

5:12

anticipating anybody coming to a storage

5:15

site on a bicycle. Uh that'd be a heck

5:18

of a trailer in some serious lake power.

5:21

Um so I mean there could be people that

5:24

use it to store valuables or something

5:29

or something like that. I think it's not

5:31

unreasonable to anticipate that somebody

5:34

show up there, but having a rack or two

5:36

is only necessary. We're not talking

5:37

like 10 racks or anything like that.

5:39

>> Okay. Yeah. I just I was just looking

5:40

for clarification. Um like, you know,

5:42

right in this area is probably

5:44

>> I was thinking right

5:47

>> the ballards.

5:50

>> Okay.

5:51

>> Just like one or two.

5:55

>> That's fine. All right.

5:58

Um, and then the final was the city

6:02

arborist uh was supposed to provide

6:04

comments as an attachment. We didn't

6:06

receive those. Um, so I'm not exactly

6:10

>> Yeah, that was on the digital version

6:12

that's on the website. Uh, so you go on

6:14

there, you'll be able to find that.

6:16

>> Okay.

6:17

>> It was a relatively short

6:21

pages

6:23

and

6:30

So I think I think basically he's

6:32

basically saying just maintain the

6:34

property

6:36

on site like he's not expecting trees or

6:38

anything.

6:39

>> Okay.

6:41

>> Very good. Okay. Yeah. Because we just

6:43

have this, you know, the landscape strip

6:44

out front. Um

6:46

>> so maybe we can provide a a variety of

6:48

plants there. Um versus I think it's

6:51

just one type of shrub right now.

6:55

>> Yeah, we will. Once you once you read

6:56

through the formal review that he had

6:58

again that's on the website

7:01

>> you'll be able to see if there's

7:03

anything questions.

7:05

>> Very good.

7:07

>> Okay. Um yeah I am

7:10

>> good with the conditions of approval.

7:12

>> Okay.

7:14

>> Um with that commissioners I have no

7:16

questions at this time but if you have

7:19

questions or concerns I'll start with

7:22

commissioner.

7:23

Okay. Jeffrey, is the property vacant

7:26

right now? [clears throat]

7:26

>> Uh, yeah, it's been vacant for about

7:28

five years.

7:28

>> Oh, really?

7:30

>> I'm curious who used to be in there. Was

7:31

it like one company in there or was it

7:33

at least the various

7:35

>> Uh, it was I think

7:42

>> Okay. That's just one boat you drive by,

7:44

you never think much about. I just

7:45

curious.

7:46

>> All right. Uh, Steve, you're from

7:48

Monroeville. Do you have other locations

7:50

here in Harrisburg, other storage

7:52

facilities or

7:53

>> not currently? Um, they are looking at a

7:56

couple of sites in the area. Um, I'm not

7:59

sure if exactly in Harrisburg, but in

8:01

talks with that, but

8:03

>> I take it they have locations in

8:05

Pittsburgh. Is that

8:07

>> Yeah, they have they have locations

8:08

nation Well, I'm not sure if nationwide

8:10

is correct, but they're they're out of

8:11

Texas, so on the eastern seabboard, they

8:14

have several locations.

8:15

>> All right. Yeah. Nothing further. pretty

8:17

pretty cut and dry.

8:19

>> Uh, Commissioner Reed,

8:22

[clears throat]

8:22

>> I noticed you're doing five 950 units.

8:25

About what size are those units?

8:26

>> Um, they vary. Uh, I think the smallest

8:29

one is about a 15 by 10. Um, and then 20

8:34

by 30 might be the largest. I'm not sure

8:37

of the interior. I'm not uh apprised to

8:40

what exactly they're doing as far as the

8:42

size. So, how many will you be building

8:45

versus what's existing?

8:48

>> Yeah. So, there's none existing right

8:50

now. Um, so they're going to

8:51

>> New buildings.

8:52

>> Yeah, the new buildings. Um,

8:55

I don't know if you would consider them

8:57

individual probably one, two, three,

9:00

four, five, six structures which will

9:03

each house several storage unit

9:06

>> within each building.

9:08

>> Okay. Thank you.

9:11

Um just a quick question. Um I guess is

9:14

there a demand for I guess the

9:18

facilities?

9:20

>> As far as I've heard uh yeah they're

9:23

they're looking at multiple sites to

9:25

build to continually you know build um

9:28

self storage are facilities. Um I know

9:31

out by my way but near Pittsburgh

9:34

they're getting built everywhere. So

9:36

>> seems to be like the Dollar General

9:37

boom. They're just like popping up left

9:39

and right. So I assume there's a demand.

9:42

Um

9:45

this quite a bit postco

9:50

um so [clears throat] this this is

9:52

actually the first project I've worked

9:53

with storage 5. Um so I haven't

9:56

personally seen a ton of those. But

9:59

yeah, I mean I know that's a hot ticket

10:00

is the reuse of the old office building

10:03

spaces that are just sitting vacant like

10:06

this one has been. Um

10:13

>> um Commissioner

10:16

Okay, Commissioner,

10:18

>> thanks. Um

10:21

I think this is a pretty good use

10:23

actually, uh converting this office

10:25

space. Um it's a good set of plans. The

10:27

the only question I had because it

10:30

didn't jump out at me on the plans.

10:32

Signage for the property on the site.

10:36

Are you doing any sort of significant

10:39

signage?

10:41

I didn't see anything noted.

10:43

>> Uh, you know, that hasn't been discussed

10:45

with us. Um,

10:47

Storage 5 does have an architect working

10:49

on their building layout and whatnot,

10:52

and I believe he would be coordinating

10:55

with them. Um, as far as you mean like a

10:56

building mounted sign for the storage or

10:59

like traffic signs or all of the above?

11:03

>> Um, particularly

11:06

uh building name company, right? Like at

11:10

sort of

11:11

>> signage for the business for the use of

11:14

storage. Um, I'm not as concerned about

11:17

parking signs. We do have this is

11:19

probably front of mind because we do

11:20

have something in the zoning code around

11:22

signage. Um, so we'd want to make sure

11:25

that it adheres to our to our code

11:28

requirements.

11:29

>> Sure. Um, yeah, I do not have any

11:32

knowledge on that. I I can find out

11:33

exactly where and what size signs they

11:37

are planning to place, if any.

11:40

>> So perhaps we can add a condition um for

11:44

any site new site signage to conform to

11:48

our our zoning code requirements.

11:59

request a Yeah. Okay.

12:05

>> That's it.

12:10

>> No. Um, you know, clever adaptive reuse.

12:12

I think that fits our overall goals into

12:14

development. So, glad to see looking

12:17

forward to see what type of others,

12:21

you know, the space works out.

12:25

>> Uh Jeff, where I'm trying to figure out

12:28

where this I should know where this

12:30

location is exactly. Is this where the

12:33

traffic light on Cameron Street was

12:34

going to pend or

12:36

>> Yeah, it's basically just south of

12:40

Cameron Street.

12:45

>> Okay. No, no. Okay. Couldn't picture it.

12:49

Uh saying that, is there any Anyone from

12:51

the public for against this project? If

12:54

you are, state your name and address.

12:58

No.

12:59

To my right. No. To my left. No.

13:02

Commissioner, I got to get a motion.

13:08

>> Is there a second?

13:10

>> Second.

13:12

>> Okay. Tie goes to the young lady.

13:17

[laughter]

13:19

All those in favor state by saying I.

13:22

>> I.

13:22

>> I.

13:23

>> Oppos.

13:25

Good luck.

13:26

>> Thank you for your time.

13:36

>> I thought it was the one street.

13:45

I don't know what they're doing. I think

13:46

it's a right off.

13:53

Yeah. Yeah.

13:56

The president comes there. Maybe that's

13:58

his he's building for himself.

14:04

U item number two. This is the zoning

14:06

code amendment for signage regulations

14:09

outlined in chapter 7-325

14:12

for the zoning code. This is filed by

14:14

the Harrisburg Planning Bureau. This is

14:17

to revise and streamline the ordinance

14:19

to support city businesses and

14:21

organizations, accommodate modern

14:23

signage best practices, and ensure new

14:27

signage designs are compatible with

14:29

surrounding neighborhoods.

14:31

>> Yeah.

14:32

>> Uh so yeah, so this uh application was

14:34

uh filed by, you know, submitted to

14:37

ourselves, I guess, filed by the the

14:39

planning bureau. Uh but it's in you know

14:42

it's subsequent to discussion with this

14:44

uh uh body uh with the the mayor's

14:46

office um and you know basically

14:49

incorporating comments we've heard over

14:51

the years from uh various people

14:54

including applicants uh that come before

14:56

uh the planning commission zoning

14:57

hearing board. um and

15:00

um seeks to streamline uh the the

15:06

chapter a bit by um kind of removing

15:09

some unnecessary

15:11

uh language stuff that's never been

15:13

addressed. Like again the Christmas tree

15:15

signs thing like I I don't think that

15:18

not only have we never used it, I can't

15:20

imagine the scenario where we would I

15:22

don't think I've ever even seen a

15:23

Christmas tree sale, you know, here. So

15:25

I think there's some definitely you

15:27

know, antiquated aspects of of the

15:29

zoning code with respect to our signage.

15:31

Um, but I also wanted to kind of

15:34

reorganize the chapter a little to put

15:36

stuff of like higher um importance

15:39

further up the chapter like uh the

15:42

location of signs and illumination of

15:44

signs. It was kind of buried after some

15:46

other weirder sections. Um, and so kind

15:49

of wanted to get that right after the uh

15:51

main chart uh there. Uh also wanted to

15:54

make just some minor um grammatical

15:57

formatting uh changes. Uh but really the

16:00

um uh the driver for this was figuring

16:05

out how to

16:07

um

16:09

make our regulations a bit more flexible

16:11

without kind of increasing the impacts

16:13

on the neighborhoods in which these

16:14

places are located. Uh and you know that

16:17

included both making signage a little

16:19

bit larger um so that we're not having a

16:23

parade of people coming in for you know

16:25

I need a square foot, you know,

16:28

deviation from the zoning code to be

16:30

able to get my business advertised. Um,

16:32

even in the best of circumstances,

16:34

that's a six week wait uh for potential

16:36

business. And of course, every day is

16:38

important, you know, when you're trying

16:39

to start a new business. uh seeking to

16:42

like clarify

16:43

um the signage regulations for corner

16:46

properties because I know in the past we

16:48

had somebody who it was for the I think

16:51

um Harrisburg University building where

16:53

they wanted to do three signs three

16:55

large wall signs uh on it but um the

16:58

regulations were a bit unclear so it

17:00

kind sought to you know clarify but

17:03

confirm for the public what they're

17:06

allowed uh to do as a byite option. Um,

17:09

and we also increased it a little bit to

17:11

say for corner properties you could do

17:13

uh two projecting signs instead of just

17:15

one, which makes sense. You're going to

17:16

have two frontages on streets. Um and uh

17:20

also to make sure that um you know we

17:25

expanded uh the window signage allowance

17:28

and you know that's more along the lines

17:32

of um I think when you see in office

17:35

buildings they'll put up these you know

17:38

I think a lot of the home health care

17:39

they like fill in all the windows with

17:41

like their you know these images or

17:44

graphics and sometimes their name. Um,

17:47

and you know, that's kind of a little

17:49

bit of a gray area of if somebody's

17:51

putting up a decal on the window, you

17:53

know,

17:54

how exactly should we be measuring that

17:56

and is it important to, you know, call

17:59

that a sign and regulate that? And, um,

18:01

I think it is so that we're not just

18:03

covering windows, you know, that helps

18:05

to advance um, public safety by, you

18:08

know, having that natural surveillance

18:09

out on the street so people are seen out

18:11

of buildings and and so people on the

18:12

street can feel seen um, when you're out

18:15

there. Um, but also because we usually

18:18

um make a recommendation to uh new

18:22

businesses that if you're unsure of what

18:25

your signage should be, instead of just

18:26

going and ordering a sign and putting up

18:28

there, put up some window decal signs.

18:30

Um and so we want to make that and

18:32

that's relatively low impact signage. So

18:33

we want to make that as um accessible uh

18:36

for businesses as possible while again

18:38

not allowing people to just fill up

18:40

their windows with all kinds of stuff.

18:41

Um, and one last thing I think was uh to

18:44

address some of the violations that we

18:46

see with respect to um exterior signage

18:49

like the kind you see on the outside of

18:50

convenience stores where people just put

18:52

up, you know, the cigars for sale or

18:56

whatever um different types of products

18:58

they might have like Pepsi or something

18:59

um that they just kind of screw into the

19:01

outside of a building. And also those

19:03

feather flag signs that you see a lot of

19:05

times around auto repair shops. um they

19:08

aren't they weren't technically

19:09

permitted under the old zoning code

19:11

either, but I think there was enough

19:12

ambiguity that um I felt it was

19:15

important to really call that out so

19:16

that uh so that people could easily

19:19

reference that in the zoning code. So

19:21

overall that was kind of the impetus uh

19:24

behind a lot of the changes. Um, but you

19:27

know, at the end of the day, I'm really

19:28

interested in hearing what the planning

19:30

commissioners think with respect to um

19:32

whether the increases in the signage

19:34

size or maybe the types of signage or

19:37

number of signs uh that are proposed

19:40

under this new amendment um are in

19:43

keeping with line with what you guys

19:45

were thinking is appropriate uh based on

19:47

your experience here.

19:50

[snorts]

19:50

[clears throat]

19:51

>> Um yeah, I have no questions, but I

19:54

think it's It's a good I think it's good

19:58

project that you're doing. Um, anything

20:01

to update any of our regulations and you

20:04

know requirements

20:06

u keeping them up to date is is

20:08

definitely a good thing to do. So, I'll

20:12

turn it over to the commissioners and

20:14

commission to

20:18

[clears throat] the new ordinance bec.

20:24

>> Yeah, I think for the most part I didn't

20:26

really shrink any of the signage sizes.

20:29

Uh,

20:31

>> right. What's that?

20:32

>> That doesn't mean you increase it,

20:34

>> right? I mean, it was it was generally

20:36

minor like 20 25% increases. I'm not

20:39

really looking to say you're allowed to

20:42

do 150 square foot instead of 75 in the

20:45

commercial general district for example.

20:47

Um I think the one major change we did

20:49

make was to the size of the byite

20:52

allowance for billboard sizes and I did

20:54

that by looking um at the standard size

20:58

of billboards which is 672 square feet

21:00

and ours was 350 so it's about half. So

21:03

almost anybody that comes in and wants

21:04

to do a billboard is going to have to go

21:06

uh go through that process. I think

21:09

there will be a little I imagine there

21:11

will be some change as the industry

21:14

transitions over to electronic signage.

21:16

I think you're probably not going to

21:17

have those standard plates of 672 feet.

21:20

It'll be it'll be tall vertical signs,

21:22

wider signs. Um so I wanted to make that

21:25

maybe a little bit uh more reflective of

21:27

what the industry standard is. But at

21:29

the same time, um, I increased the

21:31

distance that they had to be from each

21:33

other and that they had to be from

21:34

residential lot lines so that it wasn't

21:36

like we were going to allow our highway

21:38

corridors, which we really only have,

21:40

uh, two here in the city. We have 81 in

21:41

the north and 83 here in the south. Um,

21:44

that you weren't just going to see this

21:46

proliferation of these large expanses of

21:48

billboards um, along the highways, but

21:51

it it seeks to, you know, again,

21:54

recognize where the industry is and

21:56

where it might be going. Um but also to

21:59

reduce the potential impact on the

22:00

neighborhoods in which this is you know

22:02

which these may be located.

22:06

>> So you streamline the process. I mean

22:08

somebody coming in wanting relief from

22:11

us.

22:12

>> Yeah. This doesn't change I mean it

22:14

doesn't change any of the um review

22:17

requirements or process if they want

22:19

something not in conformance with this.

22:21

But it just seeks to make it so if

22:23

somebody is looking you know to uh start

22:26

a new business in the CN district or

22:29

something like that. Um, and instead of

22:33

well, I'm only limited to 25 square

22:35

feet, which is a 5x5 square foot sign.

22:38

Like, I can see how that would not be

22:39

sufficient to properly identify and

22:42

advertise your business. At the same

22:44

time, we don't want a 75 foot sign

22:46

because a lot of these CN prop owned

22:48

properties are in, you know, mixeduse

22:51

kind of neighborhood commercial corridor

22:52

with residents around. we don't want

22:54

these big gaudy signs that are

22:56

internally illuminated and like blaring,

22:58

you know, out at the properties across

22:59

the street. So, sought to make them a

23:01

little bigger while I think actually

23:02

putting a bit of I'd say I probably made

23:05

the lighting regulations uh for the

23:08

signage overall a bit more restrictive

23:10

so that again there's not that uh glare

23:12

that illumination um but it still has

23:14

the appropriate size to advertise you

23:17

know to allow businesses to advertise

23:18

themselves correctly.

23:21

>> This started to be

23:32

Yeah, I think so. Um, I'd like to do a,

23:34

you know, a chapter by chapter kind of

23:36

approach to this. I think some of the

23:38

chapters will be easier to do than

23:39

others. Um, I think, you know, dipping

23:41

your toe into the off street parking

23:43

chapter might be uh uh pretty a big

23:46

lift. Um but um you know I think this

23:49

was a good place to start because again

23:51

it's something that I think

23:52

[clears throat] you know I know you've

23:53

been very uh vocal about like hey we've

23:56

got these signs coming in like we need

23:58

to kind of modify our ordinances. Um but

24:02

it's you know I think something that

24:04

again helps the business community too.

24:05

So, I wouldn't imagine, and again, I

24:07

tried not to make any of the changes too

24:09

extreme where people would say, "Well,

24:12

this is going to be a major change from

24:13

maybe what that property across the

24:15

street from me could be." Um, while at

24:17

the same time, again, giving a little

24:19

bit more latitude and flexibility to

24:20

businesses.

24:23

>> Yeah, [laughter]

24:27

Commissioner Reed.

24:29

>> Uh, I I have no um issues with the

24:33

changes at all. I think they were they

24:34

were pretty good. But I do have one

24:36

little minor thing since you're making

24:38

uh minor grammatical changes and those

24:40

kinds of things. Would you change the

24:42

state of Pennsylvania to Commonwealth of

24:44

Pennsylvania? [laughter]

24:45

>> Okay.

24:46

>> Absolutely.

24:48

>> I didn't catch that one. Yeah.

24:49

>> It's on there twice.

24:52

>> [laughter]

24:57

>> Commissioner Martin,

25:00

>> um I am really glad that you chose to

25:04

update this section. So, thank you. Um I

25:07

like that you updated the chart, you

25:10

know, and up like broke out the

25:11

different um zoning, you know, um

25:13

districts better. That was

25:16

>> I definitely think like I always find it

25:17

weird that CG and DC were so were in

25:20

combined because CG is very auto

25:22

oriented and you know usually setbacks

25:24

with buildings and freestanding signs,

25:26

but you're not going to have that in the

25:27

DC district.

25:28

>> Right. Okay. All right. So that was what

25:31

was driving some of

25:34

some of your square footage like for the

25:38

CG was taking into account the um

25:44

>> yeah like the setbacks from I mean

25:45

you're going to you largely see that on

25:48

you know Paxton Street for example

25:51

>> South 29 street but you do have tend to

25:53

have these larger setbacks with

25:54

buildings fronted by parking lots and so

25:57

having [snorts] larger signage you know

25:59

to advert that. And you know, one of the

26:00

other things I was thinking is having

26:02

larger signage will hopefully prevent um

26:05

businesses from wanting to just slap

26:07

signage all over the place. I think a

26:08

lot of times they're like, I need to be

26:10

seen. And if they feel that our

26:12

permitted signage is not allowing them

26:15

to do that, they might try and, you

26:16

know, put up again these kind of cheap

26:19

poster board kind of things that they

26:20

put on on the outside. Yeah, but you add

26:23

there's language in the in the code too

26:25

about like construction of signs and you

26:28

know just the durability of materials

26:30

and things like that too. So, so that's

26:32

good.

26:33

>> I think my only question and I'm really

26:36

I mean I'm certainly not an expert on

26:38

this is around the billboards and like

26:41

you said I mean we are seeing some more

26:45

electronic billboards versus your

26:47

traditional

26:49

stationary ones we'll call them. I don't

26:51

know what you call them but um I mean

26:55

500 number what was the basis for that

27:00

if the industry standard is 672

27:03

>> obviously I agree 375 is too small but

27:06

why 500 and I was trying to remember

27:09

Lamar advertising was in here not too

27:12

long ago right with applications

27:13

[clears throat]

27:14

and I think they were submitting some

27:16

electronic billboards and I I don't

27:19

remember what the sizing of those were.

27:22

>> I think the one was uh 550.

27:24

>> Okay.

27:25

>> Um and I can't remember off the top of

27:27

my head what the other was. The one was

27:29

just north of 81 along Sixth Street and

27:31

the other one was uh on the Pensy Supply

27:33

property here um on off 83.

27:36

>> Um but from what I recall of that

27:39

conversation, it seemed like there was

27:42

not like there were different sizes for

27:44

those two billboards. So it's not

27:47

necessar So while the industry standard

27:49

might be 672 square feet. Um and again

27:52

I'm guessing that's based on you know

27:54

well these are the panels that we use to

27:55

make uh billboards and so they only come

27:57

in regular sizes that's why they tend to

27:59

be certain sizes. Um I think uh

28:05

you know just giving that that seemed

28:07

like a lot when I was like right now I

28:09

was like 672 square feet is like huge

28:11

and if we just allow that um then maybe

28:14

we'll see a lot more of these and you

28:17

know that's not necessarily what we

28:18

want. We still want to have some um uh

28:22

measure of control uh when something

28:24

like that comes through because a

28:25

billboard is a fairly significant piece

28:26

of signage. could be illuminated, which

28:28

means there's glare. Uh there's

28:30

certainly, you know, the visual um uh

28:33

impact of those things. So, it I I'm

28:37

hoping that,

28:39

you know, in they'll see that, okay,

28:41

there's a larger allowance like we're

28:42

not we can't there's no way we can make

28:44

it 350, so we're going to have to come

28:45

through, but maybe we can make it 500

28:47

instead of maybe what we wanted, which

28:49

was 550 or 672 or whatever. and that

28:52

will hopefully limit uh limit um the

28:55

size of the billboards that come through

28:57

here.

28:59

>> Okay.

29:00

>> And I think I think you're striking a

29:01

you're striking a balance there and I

29:02

certainly you know wouldn't

29:07

wouldn't be averse to either increasing

29:09

that decreasing that as the planning

29:11

commission felt. Um I don't think it was

29:14

necessarily it was a little bit of art

29:16

and a little bit of science into how

29:17

that number was determined. I was hoping

29:19

Burn would be here to weigh in on the

29:21

billboard things. I I just feel like he

29:24

deals with those design standards more.

29:27

I don't at all. Um I I mean 500 550 to

29:32

me to me I'm like what's the difference?

29:34

If it's 550,

29:36

why not make it? So I it seems sort of

29:40

arbitrary. I'm just trying to get like a

29:41

basis for rationale behind it.

29:45

>> Um

29:48

I don't know if anybody else has

29:49

thoughts about billboard.

29:54

Um,

29:56

and then the I guess sort of related I

29:59

mean these aren't billboards. They're

30:00

still illuminated signs that we

30:02

sometimes see in convenience stores.

30:05

Where do those fall into category? Like

30:09

>> so I tried to make So you mean like an

30:10

open sign or something that you might

30:12

see?

30:12

>> Uh I mean some of these convenience

30:15

stores in the city I've seen have like

30:17

flat you know they have like illuminated

30:21

um lot you know maybe it's like several

30:23

lines lottery tickets or there's like a

30:25

ticker. It's a moving sort of miniature

30:28

little billboard on their store.

30:31

>> Where do those fall into the signage

30:34

language and the code? Right. It's not a

30:37

billboard, is it? Or is it a regular

30:39

sign?

30:40

>> So, so the the I think what best defines

30:43

a billboard is, and it's kind of laid

30:45

out there in the language is an off-

30:47

premise sign. So, it's like a sign

30:48

advertising for something that's not on

30:50

the same property.

30:51

>> Um, that's probably a very broad

30:52

definition, but with respect to the um

30:55

ones that you're talking about, those

30:57

were not permitted under uh the are not

30:59

permitted under the existing

31:01

regulations. And I tried to make it more

31:05

um evident that they are not permitted

31:07

under the new ones. Um because yeah,

31:09

they've got yeah, like you said, the

31:10

lotto, there's things spinning around,

31:12

you know, because they're trying to

31:13

attract people. You also have the big um

31:16

a lot of times the awnings over top.

31:18

They just cover the whole awnings in

31:20

like pictures of I don't know the food

31:22

they sell or or something like that, you

31:24

know. So, you see a lot of different

31:26

ones, but you know, that's something I

31:28

wanted to tackle. And you know, it's

31:31

it's frankly a real um a real challenge

31:35

to there are so many of them and just so

31:37

many of these things pop up and I'll

31:39

when I'm reviewing a mercantile permit

31:41

for a new convenience store, I'll put

31:43

down on the application uh comments

31:46

like, you know, must be in conformance

31:48

with the signage regulations and then

31:49

they go and do that anyway. Like even if

31:51

they agreed to it, they'd go and do that

31:53

and just say, well, I'll take it down

31:54

when somebody tells me to take it down.

31:56

Um but what I'm hoping is that we have

31:58

like an uh a section of the zoning code

32:00

now where I can just say you're in

32:03

violation of this section instead of

32:04

like you're in violation of the spirit

32:07

of the of the code maybe.

32:10

>> Okay. So that's basically captured under

32:11

like prohibited signs and then even in

32:14

the chart of the zoning districts where

32:16

it says illumination, you know, not like

32:19

a Okay. All right. Okay. I got you. All

32:22

right. That's it. Thanks,

32:24

>> Commissioner Vincent.

32:26

>> Yeah. for for projects like this, do you

32:28

have like a more organized change log

32:30

that we can kind of compare and

32:33

contrast? So like you know, hey,

32:35

increased off- premises from 250 to 500.

32:40

That way it's clear because like you

32:41

said it there and I'm looking at the

32:43

description, but to me this from a

32:46

change management standpoint, it's very,

32:48

you know, there there's certain language

32:50

like off- premises billboards now I see

32:53

prevent visual pollution in the city. Is

32:55

that a typical term or that seems kind

32:57

of that seems like almost to open up for

33:00

certain things? I'm just I see a couple

33:02

of items through comparing and

33:04

contrasting.

33:05

>> Yeah, I mean what you guys have at least

33:06

in the hard copy packets are basically

33:08

like the existing and the proposed and

33:10

it's the clean version. So it's kind of

33:11

like hard to like draw that connection

33:13

between each of those. Um I did put the

33:15

you know markup version on the website

33:17

and that's just a whole page of red you

33:20

know times. Yeah.

33:21

>> Um, and what I what I wanted to do, it

33:23

was just kind of a matter of like uh

33:25

time was to leave up all the track

33:28

changes but take down like the minor

33:31

changes I did to like formatting or like

33:33

oh I underlined this word and I just

33:35

didn't have time to go through and like

33:36

33:37

those. So you just saw like oh he moved

33:39

this section from here to here or this

33:42

number changed from this to this. So,

33:44

um, and again, I think I had, uh, said

33:45

in the in an email I sent out that, you

33:47

know, a decision doesn't need to be made

33:48

tonight on these, and, um, if we want to

33:51

hear from the, uh, commissioners who

33:53

aren't here, um, I think that makes

33:55

sense, too. So, uh, ahead of the March

33:58

meeting, um, I can certainly do a

34:00

cleanup edit version of the document. I

34:04

mean to me like a a major changes minor

34:06

change is something that makes it a lot

34:08

easier than just two documents side by

34:10

side especially since some of the

34:11

chapters are now you know slightly off

34:14

it's you know you're comparing a little

34:16

bit of

34:18

>> different things so that way it's a you

34:20

know hey this changed to this change and

34:22

why right and I heard you say it a lot

34:24

of times so that's why I was able to

34:25

underline and capture that but that's

34:27

documented to me that makes it easier to

34:29

make that approval.

34:30

>> Sure.

34:37

Since we lost our last person,

34:41

I guess there's no questions, concerns

34:44

from the audience.

34:45

>> I just wanted to say um whatever is

34:49

decided at some point it's the beginning

34:51

of a larger picture. For instance, what

34:54

you talked about how it looks when it

34:57

goes

34:59

to different because

35:03

legal department

35:08

through so you see more in front of you

35:12

what exactly is different but also then

35:15

even when you agree to commission what

35:18

the changes are then starts like a

35:20

public comment the public would have to

35:23

be involved I would imagine that

35:25

different resists

35:29

have different ideas about what

35:31

residential as opposed to

35:33

>> so then it could change again which

35:35

would require more signage and Jeff

35:38

talked about maybe posting it

35:42

digitally or in the paper as opposed to

35:45

trying to figure out where citywide we

35:47

post it because it does affect every

35:49

single district. So there's a lot of

35:51

other components, but I think the main

35:53

part in the conversation here is for you

35:55

guys to come up with a recommendation

35:58

that you're comfortable with whether

36:00

it's what Jeff has right now or right

36:02

when the other commissioners are here

36:05

and that at least you have a good

36:07

starting place, you know, we agree with

36:11

this and whether it changes or not

36:12

throughout the public process.

36:14

That's why I think what Jeff has done is

36:16

good because he's done a lot of the

36:17

changes and

36:20

if and when you agree on them it's a

36:22

good starting off place for us to then

36:25

go forward and take to the public

36:27

>> and you have reasons for why he's done

36:29

certain things whether it's to keep up

36:31

with what everybody else is doing you

36:34

know stuff like that so I think it is a

36:36

good start and a good place and that way

36:41

maybe even a good test run so then when

36:42

we do go chapter

36:45

you guys get away with how you're doing

36:50

that to be included

36:53

that kind of

36:56

however but it becomes a good test

37:00

inevitably changes that you guys talk

37:03

about that hopefully

37:06

you know

37:08

>> we will work with I'll work with Jeff as

37:10

much as possible to get it somewhere in

37:12

the NPC

37:14

that there's supposed to be a solicitor.

37:19

I don't know if that means I have to

37:20

help [laughter]

37:23

or you know and maybe at some point it

37:26

would be good to have like a text

37:29

>> just outline of what the basic changes

37:32

are section by section so

37:34

>> people are looking back and forth from

37:36

the chart to this.

37:38

>> So I think you know will all help inform

37:41

what the process going forward and what

37:44

works best for you.

37:46

>> And and I think this um you know this is

37:48

kind of a dry run if you will uh for

37:50

maybe other changes because you know I

37:53

>> going through something like this I kind

37:54

of looked back for okay when's the last

37:56

time we did something like this that

37:57

that was you know broaden citywide and

37:59

it was the density changes for to allow

38:01

to accommodate the affordable housing

38:03

program of the city. Um and so you know

38:06

using that and just basically copying

38:09

those documents and then updating them

38:10

for uh the uh the current proposals. Um

38:14

but yeah to to's point I mean there may

38:17

be things we you know need to expand on

38:22

when we do this one and then so

38:23

hopefully we get a clean uh process

38:26

figured out and then we can move through

38:27

the other chapters um more quickly. I

38:30

think there's some that won't be changed

38:31

like the airport zoning overlay district

38:32

that was like something handed down from

38:34

uh the FAA like so I don't foresee stuff

38:37

changing that to the flood plane overlay

38:39

ordinance. Um but uh you know I could

38:41

see changing the specific criteria that

38:43

being something we could do. I mean

38:45

there's you know not specific criteria

38:48

for some uses that I think there should

38:50

be. So you know adding those changing

38:52

those um I think maybe the next chapter.

38:55

I don't know for sure though.

39:00

Well, it appears the commissioners as

39:02

well as the staff is

39:05

sort of we might not want you vote on

39:07

this tonight, but we might want to call

39:09

for continuation.

39:13

So, I could get a motion on that.

39:18

>> Can a motion to halt for continuation?

39:23

>> Is there a second on the motion?

39:28

All those in favor state by saying I

39:31

>> I

39:31

>> oppose. Thank you.

39:35

>> Okay. Thank you. Thank you for your

39:37

input.

39:42

[laughter]

39:42

>> Yeah. I think [clears throat] before

39:43

that density one Neil said I don't know

39:45

when the last administration managed to

39:47

get one through but um so

39:49

>> there's one for bed and breakfast we did

39:51

when but those those came from outside.

39:53

Those came from private parties that

39:54

they were like hey we think this helps.

39:56

So I mean that gives you a different

39:57

perspective of why that change is being

39:59

made um as opposed to like where the

40:02

government not the government responding

40:04

to the private sector of like hey how do

40:05

we do things better when we're

40:07

generating it from inside I think um you

40:10

know it probably deserves a little extra

40:12

scrutinies from other parties

40:16

>> Jeff you have anything under other

40:18

business

40:19

>> I do um I have a draft uh annual report

40:22

here so uh

40:36

I was looking through

40:44

[laughter]

40:46

during my tenure but almost during

40:51

something

40:53

I looked through this last one's like it

40:55

really isn't they really aren't too

40:58

robust or anything. There really it was

41:00

just like here are the prop here are the

41:02

commissioners and it actually had all of

41:04

their um uh addresses and names and

41:08

phone numbers on it. So, I'm sure you

41:10

guys don't want me to put that into

41:13

um but it it kind of talked about, you

41:15

know, it basically just listed here are

41:17

all the variances we did uh this year.

41:20

Here are all the blight certifications

41:21

we did, which is something we did during

41:23

my tenure here when we still had the

41:24

vacant property reinvestment board that

41:26

we haven't done in like the last six

41:27

years. Um and then it talked a little

41:29

bit about like city-led projects like

41:31

the new Fox Ridge project and stuff that

41:34

was going on at that time. Um, so this

41:36

is, so obviously things are changed a

41:38

little bit because now all of that

41:40

information is still up online to be

41:42

accessed by the public on our web pages.

41:44

So we don't really need to call it out.

41:45

So I tried to have this be a little bit

41:47

more maybe quantitative, more of a

41:49

general overview with like quantitative

41:51

numbers than what was in uh past ones.

41:53

So, um you know, you kind of see in the

41:56

first chart here on the second page, uh

42:00

the various um applications that you

42:04

guys received or that the zoning hearing

42:05

board receives, uh what the zoning

42:07

hearing board's decisions were on your

42:10

uh resolutions in the uh for the past

42:12

year, but then going back further and uh

42:15

saying, you know, here are the number of

42:17

subdivisions we had um in the past five

42:21

years. And obviously there's

42:23

circumstances why there would be you

42:25

know the numbers that there are like 16

42:26

land development plans in 2021. We were

42:28

just coming out of COVID so there was a

42:30

lot more activity. Um but then there's

42:32

kind of a downtick there. So I think

42:34

it's just interesting to look at the to

42:35

look at the figures and kind of you you

42:38

get that um you know that pulse of uh

42:41

the development activity here in the

42:42

city. Um when you look at when you look

42:44

through that uh the other work section

42:47

there is the chart I hadn't finished

42:49

just because it's a kind of labor time

42:50

and labor intensive uh but it's using my

42:53

work log uh which is not everything we

42:56

do in the planning bureau uh my staff

42:58

have their own individual work logs but

42:59

anything that's an outside permit a

43:01

mercantile permit a building permit

43:03

flood plane development permit uh will

43:05

come across my desk so I do have a

43:06

record of it and and that and you see

43:08

the numbers there for 2025 so um you

43:11

know we're averaging

43:12

210

43:14

or so, 220 uh entries a a month and

43:18

that's you know that's a significant

43:20

amount. Um and uh then after that you

43:25

can look down to some of the major

43:26

accomplishments and uh you know one of

43:29

the big things that comes up that

43:31

impacts those numbers in the chart above

43:32

are the um new processes we um started

43:38

this last year in coordination with the

43:39

tax enforcement office and the codes

43:41

bureau.

43:42

um we updated and um kind of expanded

43:46

the flood plane zoning certificate

43:48

process and that's a document that uh is

43:50

filed when there's uh property transfer

43:52

here in the city and uh previously I

43:55

think it was just basically handled by

43:56

the codes administrator but there was

43:58

information that you know the zoning

44:00

office needed to provide the zoning

44:02

allowance whether there's a historic

44:04

district whether you're in a flood plane

44:05

so adding that into the process it

44:08

lengthens the process uh and there were

44:10

definitely growing pains as got it up

44:11

off the ground. Um, but now we're

44:14

processing them much faster and we're

44:16

able to identify before a property

44:18

changes hands if somebody's going to do

44:19

something like a conversion where I can

44:21

then notify them and say, you know, you

44:23

have on here it's proposed one unit is

44:25

supposed to be two units just to let you

44:27

know that this is a, you know, zoning

44:29

relief process that you're going to have

44:30

to go through and given the condition or

44:32

the circumstances of the property, uh,

44:34

it might not be something that is going

44:36

to get approved and maybe that changes

44:38

the calculus for that. Maybe they decide

44:39

not to buy it. So, but it's better for

44:41

them to know up front and frankly for us

44:43

to know because it's more less work on

44:45

after the fact um if we're able to get

44:48

that information to them. So, uh you

44:50

know, we've um I think bringing those on

44:53

board that was initially

44:56

um conveyed to me that that would might

44:57

be five to 10 a week of those. Uh more

45:00

like uh five a day. So, that tends to be

45:03

a bit of a um uh time commitment uh to

45:07

get those figured out. But um you know

45:10

we've been doing a lot of stuff I think

45:12

organizationally and administratively in

45:14

the planning bureau this last year with

45:16

regard to that with regard to um the

45:18

merkantile permits are now all digital.

45:20

It used to just be a hard copy document

45:22

that was passed from uh department to

45:25

department as you um as one department

45:27

finished their review and got it to the

45:28

next. So that was you know cumulative

45:31

time was tended to be longer on that.

45:34

Now with the new digital one, an email

45:36

goes out to every department that gets a

45:38

particular review, whether it's a

45:39

restaurant or um you know, an office

45:41

building or something. And so everybody

45:43

knows up front so they can all do the

45:44

kind of work on their own. Uh which

45:46

definitely shortens the time. And also

45:49

when one department is finished

45:50

reviewing it, the applicant gets an

45:52

email that says like the pla bureau has

45:54

finalized your review and here's some

45:56

comments they provided. So, you know, to

45:58

my earlier comment about the uh the

46:01

signage for like convenience stores that

46:02

we would put on the hard copy document,

46:04

it's like I don't even know whether that

46:06

information was necessarily conveyed to

46:08

uh the the business owner um because

46:10

they would just get like this mercantile

46:12

form. Um but now that we have the that

46:15

integrated the email uh into it, now

46:18

they get that update and it's like, oh,

46:20

I got denied for this reason, so now I

46:23

know what I have to address. or oh, I

46:25

see that uh I'm in a historic district,

46:27

so that's a concern I'll have to have if

46:29

I'm planning on any new signage or

46:30

something. So, um you know, and and uh

46:35

what else? You know, otherwise um our

46:38

historic preservation specialist who

46:40

started in June of [snorts] last year

46:41

has been a great addition. Um in fact,

46:44

she's uh beginning work with our GIS

46:46

administrator um to uh do uh a historic

46:50

preservation map. So that'll be um

46:52

hopefully reflective of the information

46:53

that's in that st preservation uh

46:55

comprehensive plan chapter. That'll kind

46:57

of be the first one of those and then we

46:58

can build off of that. Um and uh yeah,

47:02

otherwise we I think we've done a lot of

47:05

internal reorganization um that has

47:08

hopefully made uh the the information

47:11

we're providing out there to the public

47:14

um we're getting it out there faster.

47:16

It's more comprehensive um and it allows

47:19

the uh public to uh you know I think

47:22

better understand

47:24

what all our role is in the various

47:27

review things and um you know what their

47:30

expectation is as a business owner or

47:32

property buyer or something.

47:36

>> But yeah, I I I'm hope hopefully we'll

47:38

finish this up and get you a uh

47:41

completed one here uh sometime in the

47:44

next week or so. I'd say it's about 90%

47:46

done. So

47:48

>> if this is open, can we provide

47:50

suggestions on things we might want to

47:52

see or this is more of a question for

47:53

me?

47:54

>> Sure. We're again we're we're basically

47:56

rebuilding these annual reports for the

47:58

first time in a long in a generation. Uh

48:00

so if there's things you'd like to see

48:02

um and I can provide that information.

48:05

>> So so what I would really strongly

48:08

request or you know let me know. I know

48:11

there's the series of action items

48:13

within the comprehensive plan. basically

48:15

anything with that label of plans. Um

48:19

because I see you put it in a lot of

48:21

your items like what's in there, but I

48:24

think that would also I think generate

48:28

some flow in terms of what people might

48:30

expect. So, you know, there's

48:32

>> that spreadsheets in there. So, just

48:34

anything with plans having that and

48:37

like, hey, maybe where we're at with it.

48:39

>> Yeah.

48:53

right?

48:57

>> Yeah.

48:59

>> I mean,

49:01

>> I think

49:05

>> I I would imagine it's a section within

49:07

this document. um like what what steps

49:09

do we take to implement the comp plan?

49:11

Like you said, how many housing

49:13

>> housing units got approved? Um I mean,

49:15

as Sean has uh noted during our reviews,

49:18

that doesn't always mean they get built.

49:20

Uh but it's but I mean, it's our job not

49:22

to build them. It's our job to get them

49:24

through the process. So, you know, I

49:25

think we can definitely add that. That

49:27

tends to be, you know, stuff like that's

49:29

going to be a bit more time and labor

49:30

intensive. Um so uh you know but I will

49:35

definitely uh you know add that section

49:37

to the report.

49:40

>> Okay. Good suggestions but be careful

49:43

what you're asking for. [laughter]

49:47

You know it be more and more but but

49:49

this is very good. Uh, with that, could

49:53

I get a motion for a
