Summary

The Harrisburg City Council advanced key local initiatives, including a major intergovernmental transit facility agreement with the Susquehanna Regional Transportation Authority, a stadium budget reallocation to cover MLB-mandated cost overruns, and the adaptive reuse of empty downtown offices into apartments.

This meeting highlights how local governments navigate state-funded redevelopment grants, manage police overtime deficits, enforce strict standards in municipal bidding, and utilize adaptive reuse zoning to resolve downtown commercial vacancies.

Section summaries

0:00-8:25

SRTA Intergovernmental Agreement (Resolution 57)

watch

Council opens the meeting and discusses an intergovernmental cooperation agreement with the Susquehanna Regional Transportation Authority (SRTA) for a new Cameron Street transit facility. The project requires a $300,000 local match, involves a land swap for a new city parks maintenance building, and proceeds without major council objections.

Lays out the administrative and fiscal details for a major local transit development.

8:25-18:31

Budget Reallocations: Parks, Police, and Code Enforcement (Resolution 62)

optional

The Finance department presents minor and major reallocations under Resolution 62, acknowledging the departure of budget manager Timothy Brooks. Key transfers include $10,000 in projected parks revenue, a $428,000 shift to cover police overtime deficits due to staffing shortages, and a $39,505 prior-year revenue refund for code enforcement fees.

These are routine departmental reallocations, though the police overtime deficit is highly informative.

18:31-23:34

Stadium Cost Overruns and RACP Grants

watch

Officials detail a $600,000 budget reallocation required to address construction overruns at FNB Field stadium, primarily caused by Major League Baseball compliance issues. The administration expects a $6 million state RACP reimbursement but warns that state budget delays will push the payout into next year.

Crucial for understanding stadium construction finances and multi-million dollar state reimbursement timelines.

23:34-38:43

SRTA Land Consolidation and Environmental Controls (Resolution 59)

watch

Planning Director Jeffrey Knight presents the land development plan to consolidate 14 parcels for the new SRTA facility, noting a net decrease in impervious surface area. He highlights environmental conditions including FEMA floodplain compliance, native tree planting, and disconnecting stormwater from Capital Region Water's combined sewer overflow.

Contains critical details on stormwater infrastructure, local environmental mandates, and FEMA compliance.

38:43-45:27

Downtown Adaptive Reuse: Office to Residential (Resolution 64)

watch

Jeffrey Knight and developer Dave Butcher present a plan to convert the vacant Wix Wenger & Weidner law offices at 508-510 N. Second Street into 11 residential apartments. The project, reflecting a wider downtown trend of converting empty office space to housing, received a density variance and is scheduled for a 12-month construction timeline.

Essential for tracking downtown housing development, commercial-to-residential trends, and local zoning approvals.

45:27-50:30

Housing Affordability and Condemned Neighboring Properties

optional

Council debates the affordability of the proposed Second Street apartments, which will rent for $1,100 to $1,200. The developer addresses his portfolio's affordability rates and clarifies plans regarding the neighboring condemned structures at 512-514 N. Second Street, urging their demolition during active construction.

Offers useful context on local rental rates and blight mitigation but is not central to the main development approval.

50:30-53:52

Disposal of Surplus Traffic Equipment (Resolution 53)

skip

City Engineer Joel Siders requests authorization to dispose of 16 damaged and unreliable traffic controllers. The controllers, valued at $2,000 each, will be auctioned off to free up storage space and generate revenue to purchase new, functioning replacements.

Routine municipal asset disposal that has minimal policy or community impact.

53:52-1:03:58

Walnut Street Multimodal Improvements (Resolution 61)

watch

City Engineer Joel Siders and Wayne Martin of Wallace Montgomery present the design contract ratification for Walnut Street safety improvements. The contract was awarded to Wallace Montgomery for $303,509 after initial winner Kimley Horn backed out over post-award indemnification disputes; the project features 15% MBE and 19% WBE participation.

Explains major streetscape upgrades, municipal risk mitigation, and diverse contractor involvement.

1:03:58-1:05:39

Public Comment and Adjournment

optional

Resident Libby Profit delivers public comment, thanking the council and urging the city to prioritize basic community needs, child recreational resources, and smart spending over policing. The council then votes to adjourn the work session.

Summarizes civic feedback and the session's close, which may interest community advocates.

Key points

  • SRTA Transit Center Relocation and Land Swap Consolidation — The city is entering an intergovernmental cooperation agreement with the Susquehanna Regional Transportation Authority (SRTA) to construct a Capitol Region Operations and Maintenance Facility on Cameron Street. This project requires a $300,000 local match, consolidates 14 parcels, and includes a land swap where SRTA will build a new municipal parks maintenance facility to replace the old one.
  • Addressing FNB Field Stadium Overruns and State Grant Delays — A budget reallocation of $600,000 is needed to resolve a negative balance caused by multi-year construction cost overruns at FNB Field, driven by Major League Baseball compliance mandates such as relocating restrooms. The city is guaranteed a 50/50 state-level Redevelopment Assistance Capital Program (RACP) matching grant of up to $6 million, but reimbursement is delayed due to state budgeting backlogs.
  • Downtown Office-to-Residential Adaptive Reuse — WCI Partners received a zoning density variance to convert vacant law offices at 508 and 510 North Second Street into 11 residential apartments. The project addresses a long-term post-pandemic trend of commercial businesses leaving downtown offices for suburban locations or remote-work models, leaving empty buildings vulnerable to decay.
  • Protecting Municipal Integrity in Professional Services Bidding — The city ratified an engineering and design contract with Wallace Montgomery for Walnut Street multimodal improvements after the initial winning bidder, Kimley Horn, backed out. Solicitor Neil Grover noted that the initial firm attempted to renegotiate indemnification and insurance terms after the contract was approved, prompting the city to walk away and award it to the runner-up.
There is a $300,000 match, which is a very small percentage required for the larger monies that are involved. Neil Grover
We will work with people on the front end. We don't let them come in on the back end and say there's additional terms they want to add. Neil Grover

0:40

Uh, the time is 5:35.

0:43

Uhoh.

0:46

Okay. The time is 5:35 p.m. I would like

0:50

to call our work session to order.

0:54

Mr. Trudale, could you please call the

0:56

role?

0:59

Miss Daniels,

1:02

Miss Davis,

1:04

>> present.

1:06

>> Miss Green,

1:08

>> present.

1:08

>> Mr. Jones,

1:09

>> here.

1:10

>> Miss Rolls,

1:11

>> present.

1:12

>> Mr. Rodriguez,

1:13

>> present.

1:13

>> Miss Hill,

1:14

>> present.

1:16

Thank you. Uh, we will begin our meeting

1:19

this evening with the work of the

1:20

administration committee. We have one

1:23

resolution for discussion, resolution 57

1:26

of 2025. Mr. Trudale, could you please

1:29

read it into the record?

1:34

>> Resolution 57205,

1:37

a resolution authorizing the city of

1:38

Harrisburg to negotiate and enter into

1:40

an intergovernmental cooperation

1:42

agreement, the agreement with the

1:44

Suscuana Regional Transportation

1:46

Authority to facilitate the construction

1:48

of the Capitol Region Operations and

1:50

Maintenance Facility and Transfer Center

1:52

and all associated site and access

1:54

improvements.

1:56

>> Thank you. Um, I believe Mr. Farre is

1:59

joining us via Zoom.

2:01

>> Yeah.

2:04

>> Okay,

2:05

>> I'm here.

2:06

>> Great. If you wouldn't mind utilizing

2:08

this microphone here and making sure

2:10

that it's really close to your mouth so

2:12

that everybody listening is able to hear

2:14

you.

2:15

>> Okay. Absolutely. Uh, all good.

2:18

>> Yes. um didn't know if the

2:20

administration would like to begin with

2:22

any overview or information on their end

2:25

regarding resolution 57

2:28

>> only in that this uh project and various

2:31

pieces have been before the council

2:32

before for land development plans as

2:34

you're aware it's a very large project

2:36

up on Cameron Street um uh through the

2:40

work of the city with the SERTA and

2:42

rapid transit uh part of this is taking

2:46

over eventually what is currently the

2:47

parks maintenance building uh in

2:50

conjunction with that part of this

2:51

project is building the city a new park

2:53

maintenance uh facility on the same

2:56

large footprint but in a different place

2:58

it is right now. Uh we are authorized by

3:01

law to enter intergovernmental

3:03

cooperation agreements to help each

3:04

other with services. This is simply one

3:07

of those projects that allows the

3:09

project to keep moving forward. Um, on

3:11

the back end of this, there will be some

3:13

technical things that come because there

3:15

there's going to be, as we've talked

3:17

about before, streets laid. Um,

3:19

boundaries will be closed. There'll be a

3:21

swap of land. So, there'll be other

3:22

documents that will just have to come up

3:24

for the history of it to be clear where

3:27

the where the where the lines are when

3:29

we're done. Um, those can all be because

3:31

it's an intergovernmental process on the

3:34

back end. you know, you do not want to

3:36

lock it down to the point that you have

3:38

to come back again because a line has to

3:40

move because of some finding in the

3:42

middle of construction. So, we have we

3:44

have worked with Certa to come up with a

3:45

draft intergovernmental agreement. Um,

3:48

both it requires both the approval of

3:49

this body for the city and for their

3:51

board. Um, and tonight is simply just a

3:54

simple overview of that and uh I'm sure

3:56

the folks from SERTA uh our our project

4:00

manager and and Mr. Far who runs it can

4:02

speak to the details.

4:05

Thank you. I'll turn the floor over to

4:08

you and Mr. Farre. I don't know who

4:10

would like to begin speaking first.

4:14

I

4:14

>> I will take the lead.

4:16

>> Okay.

4:16

>> Uh can you hear me? Okay.

4:18

>> Yes. Thank you.

4:19

>> So,

4:20

>> yeah. So when we were in front of you

4:22

last time, uh there was some discussion

4:24

among the council asking for an

4:27

agreement of this nature to really

4:29

define all of of the steps that are kind

4:33

of in front of us and and I think you

4:34

know Neil did a great job setting the

4:36

stage for for this conversation. So

4:38

thank you for that. Um so you know that

4:41

we are um moving forward that this is uh

4:47

outlining really just those terms of

4:49

understanding as we move forward. So

4:51

there'll be some land swaps. You know

4:53

initially uh the first part of this

4:56

project is the city parks and recck

4:58

building. So um we are um days away from

5:02

releasing the request for proposals um

5:05

to solicit bids for the construction of

5:07

that. Um this is the last step for us to

5:10

release those bids. So we're moving

5:11

forward. If you've been down Cameron

5:13

Street, you can see there's been a lot

5:15

of activity. Uh most of those buildings

5:17

are now demolished and so we're really

5:20

setting the stage for our future and and

5:22

really this agreement uh just gets that

5:24

ball rolling. It's the last sort of

5:25

hurdle I think. Well, we as Neil said,

5:27

we have some things in front of us yet,

5:29

but we're really moving forward now.

5:33

>> Thank you. Would you like to introduce

5:37

yourself and share anything that you'd

5:39

like to about resolution 57?

5:42

>> Yes. Uh good evening. Uh name is Bill

5:45

Schnore with Stantech. Um site civil

5:47

engineer primarily responsible for the

5:50

land development plan submission

5:52

coordination with the city with regard

5:54

to approval of the plan. Uh as as has

5:58

been mentioned uh we have been before

6:00

council a few times. uh the the parks

6:05

maintenance facility that is uh out uh

6:08

scheduled to go out to bid very fairly

6:10

soon has been before council and

6:12

approved and we're really uh right now

6:16

on the third phase of the land

6:17

development process which is the primary

6:20

rapid transit facility and this uh uh

6:25

intergovernmental agreement as is a

6:28

critical piece and uh as mentioned was

6:31

suggested by council previously.

6:36

>> Thank you.

6:37

>> Welcome.

6:37

>> Um I don't have any questions regarding

6:39

the resolution. I'll open the floor to

6:41

my colleagues who may. I'll begin with

6:43

Councilwoman Daniels. Any questions?

6:46

>> God bless you.

6:47

>> I don't have any questions. Thank you.

6:49

>> Thank you, Councilwoman Davis. Any

6:52

questions?

6:52

>> Oh, my questions have been answeredly.

6:55

Thank you.

6:56

>> Thank you, Vice President Green. Any

6:58

questions?

6:59

>> Um not really. This doesn't cost the

7:00

city any liquid money, right? Like we

7:02

don't have to put any cash up front,

7:04

right? Or at all. We're just swapping

7:06

properties essentially getting a new

7:07

building.

7:07

>> There is a $300,000 match, which is a

7:10

very small percentage required for the

7:12

larger uh monies that are involved.

7:15

>> All right. Thank you. I don't have any

7:17

other questions.

7:19

>> Thank you, Councilwoman Ros. Any

7:21

questions?

7:23

>> Uh, good evening. Thank you for being

7:25

here tonight. No, I don't have any

7:26

questions. Thank you.

7:28

Thank you, Councilman Rodriguez. Any

7:31

questions?

7:31

>> Thank you. No further uh no questions

7:33

for me. Thank you all for being here

7:34

this evening. Thank you.

7:36

>> Thank you, Councilman Jones.

7:37

>> No questions.

7:38

>> Thank you. Um thank you, gentlemen, for

7:41

joining us this evening. Uh with no

7:43

further discussion, I move to add

7:45

resolution 57 of 2025 to our next

7:50

legislative session agenda for a formal

7:52

vote. This concludes the business of the

7:55

administration committee.

7:58

Next we have the budget and finance

8:00

committee. I will defer to our budget

8:02

and finance committee chair vice

8:04

president Green for discussion.

8:08

Thank you President Bowers. Uh we will

8:10

be discussing resolution 62 of 2025. Mr.

8:14

Truv, could you read it into the record,

8:15

please?

8:19

>> Resolution 62 2025, a resolution

8:22

approving the fifth proposed 2025 budget

8:24

reallocation.

8:26

Thank you. Is there anyone here from the

8:28

administration that would like to

8:29

present this resolution?

8:37

And just as they make their way to the

8:39

front, um I would like to note and just

8:41

say thank you to all the work for Mr.

8:43

Timothy Brooks who um accepted another

8:45

position uh I believe with the county.

8:47

So he's no longer with us. Uh so just he

8:50

will be sorely missed uh especially as

8:52

we enter budget season and he was our

8:54

budget manager. But just want to say

8:55

thank you to him for all of the work

8:56

that he did for us um and for the city

8:59

and the residents. Uh his last day was

9:01

last Tuesday or excuse me last Friday.

9:05

Um unfortunately I didn't find out until

9:07

after the meeting Tuesday so I couldn't

9:08

make the announcement then but just want

9:10

to say thank you to him for all the work

9:11

that he's done.

9:13

>> Vice President Green I will second that

9:15

motion.

9:17

And um if you think you're gonna miss

9:19

him, I'm gonna miss him more.

9:22

>> It's all right. You've had time to to

9:24

get acclimated, so now you get to jump

9:26

right in, right?

9:27

>> It's called Baptism by Fire. Yes.

9:29

>> Yes.

9:30

>> All right. When Whenever you guys are

9:32

ready, uh you can give us an overview of

9:33

resolution 62.

9:35

>> Okay. My name is Bob Kennock, finance

9:37

director, and my voice. I apologize for

9:40

this. It's an outgrowth of the surgery I

9:42

had a couple weeks ago. So, I'm gonna

9:44

let Brian be my speaker if that's okay

9:46

with you guys.

9:50

>> All right. Uh, thank you, Bob. Uh, good

9:53

evening, city council members. Thank

9:54

you, President Hill. Thank you, Vice

9:57

President Green. Um, up on the screen as

10:01

as we lead into this is the fifth

10:03

proposed budget reallocation for this

10:05

year. Um

10:08

there's four items on this and they're

10:11

described and noted by the involve

10:13

footnotes. Um I'll start with uh

10:17

footnote B which pertains to the parks

10:20

and recreation fund

10:23

and and what this is this was

10:24

communication received directly from

10:26

staff there in parks and wreck uh to Tim

10:30

prior to his departure and they're

10:33

anticipating a stronger amount of

10:35

contribution coming in related to the

10:38

various events

10:40

that they they manage and oversee. So

10:43

they're increasing that revenue by

10:45

$10,000

10:47

in the revenue line and then

10:48

distributing it accordingly by

10:50

increasing both services and supply line

10:53

accounts at $5,000 each. So that's the

10:57

special parks and recreation fund item

11:00

B. Item C, uh, and this was another

11:03

communication that Tim received ahead of

11:06

his leave, uh, Bureau of Police, um,

11:10

from the special assistant to the police

11:12

commissioner. They're looking at their

11:15

overtime line for this year, and it's

11:17

it's getting, uh, down to a a lower

11:20

amount. So, they would like to increase

11:22

that line by reclassing essentially

11:25

salaries and wages

11:28

uh that are uh occurring and and

11:31

reclassing $428,000

11:33

from regular salaries up to the overtime

11:35

line.

11:38

Uh that's item C in in the general fund.

11:44

Footnote C. Footnote D

11:48

um pertains to the general fund as well

11:52

and involves

11:54

uh two items. The the first item relates

11:56

to to an atypical item. We really very

12:00

rarely does the city have uh refund of

12:03

prior year revenue of this nature which

12:06

is coming out of the uh activity that

12:09

the the bureau of codes oversees.

12:12

So from prior year there were there

12:15

there there was revenue receive related

12:18

uh comprised of both inspection

12:21

and permit fees revenue. Uh so there's

12:24

no budget again in that line to uh

12:28

distribute or or or disperse prior year

12:31

revenue. So that's it's it's sort of an

12:33

outlier when it comes to uh that type of

12:36

transaction. So the increase there is is

12:40

$39,5005.50

12:44

and there's a little bit of a built-in

12:47

cushion in the event that uh there might

12:49

be another occurrence of that that may

12:50

happen prior to the end of the current

12:52

year.

12:54

So it'll cure that negative and also

12:56

allow $10,000 to remain available if it

12:58

if it's needed.

13:01

the the bigger item pertains to

13:04

uh the bigger item pertains to to

13:06

Capitol Area Transit CAT which of course

13:09

as we just heard Suscoana Regional

13:11

Transportation Authority. This was a

13:14

timing difference when we were planning

13:16

the budget in prior year in November. We

13:20

took a look at the previous history uh

13:22

that the city distributes

13:25

uh as as local supporting match

13:28

distribution for uh for uh for SRTA.

13:33

And at that time we used an an estimate

13:36

and then later on the the the formalized

13:38

letter that came to the mayor for

13:40

committing to what the actual amount was

13:42

instead of $376,000

13:45

it it it resulted in a an updated amount

13:47

of $47,000

13:50

a little bit more than $47,000.

13:53

So the the shortfall there is is what's

13:56

being asked uh for that particular line

13:59

to increase that line by $31,223.

14:05

And the city distributes this annual fee

14:08

on a quarterly basis. They they invoice

14:10

the city on a quarterly basis and to

14:13

date the city has paid the first three

14:15

quarters. So this is looking forward to

14:17

the final quarter of 2025.

14:23

Um, at at this point, Vice President

14:26

Green, I'll I'll stop for the moment,

14:28

you know, for any any comments or

14:29

questions.

14:31

Uh, I don't have any at the moment. I'll

14:32

open up to my colleagues. Uh, if you

14:34

have any questions on

14:37

section B, C, or D. I'll start to my far

14:41

right here with Councilwoman Daniels.

14:42

Any questions or comments?

14:43

>> No questions.

14:45

>> Councilwoman Davis?

14:46

>> No questions for me either. Thank you.

14:48

>> Thank you,

14:48

>> President Hill. I don't have any

14:50

questions. Thank you,

14:52

>> Councilwoman Ross.

14:54

>> Good evening again. I just have one for

14:56

clarification. Sure.

14:57

>> Um I believe you said in the parks and

14:59

wreck with the $10,000

15:03

we're projecting that that's going to

15:05

come in. So it's um we're not sure, but

15:10

if it doesn't, then I think you said

15:12

something about we'll have some cushion

15:14

to make that up. Was it in footnote um C

15:18

or D?

15:20

>> Oh yeah. Yeah. The cushion I referred to

15:21

was was footnote DNote actually. Yes.

15:24

>> Okay. So that will be there just in case

15:26

that 10,000 or not doesn't come in or

15:29

partial of it comes in. Correct.

15:32

>> No, I just want that's why I'm

15:34

clarifying. I'm not sure.

15:35

>> So I'm following you. You started with

15:37

parks and wreck which is really the the

15:39

$10,000 line is as part of footnote D is

15:42

not that's general fund. It's not parks

15:44

and wreck. Yes, I know that.

15:46

>> Okay.

15:46

>> But the parks and wreck, it was you said

15:49

something about you used the word

15:50

cushion. I believe

15:52

>> that that was okay. I'm I'm I'm sorry to

15:55

confuse. Yeah, the cushion I meant was

15:56

for footnote D. The 10,000

15:59

coincidentally, it's 10,000 as well as

16:01

you indicate in parks and wreck. So

16:03

again that was based on the the staff

16:06

member there at parks and rec feels

16:08

strongly that their contribution

16:11

amount will occur before the end of the

16:13

year at this level.

16:15

>> So to want to balance that increased

16:17

revenue anticipation by by increasing

16:20

expense lines as well.

16:21

>> Okay. Thank you. Sorry.

16:23

>> No no no problem.

16:25

>> That was it for me. Oh did you wanted to

16:27

say something?

16:27

>> That's it.

16:28

>> Okay. Council member Rodriguez.

16:31

>> Thank you Madam Chair. Thank you for

16:32

joining us this evening. Um, Mr.

16:34

McCarth, could you just elaborate a

16:36

little bit more on the overtime for the

16:38

police?

16:41

Um,

16:44

I wish I could do it very succinctly and

16:46

clearly because I wasn't the one that

16:48

took the the input from uh from police

16:51

on that, but it's not uh surprising in

16:54

in in terms of the you know, the

16:56

estimate is made for the year back when

16:58

the budget is prepared. Uh overtime is

17:02

always a tough thing to wrangle when

17:04

when as we get closer to to year end. So

17:07

in this case, they're they they've had

17:09

it to the point where it's been it's

17:12

been hit pretty heavily, you know,

17:13

coming into the first three quarters of

17:15

this year. So their sense is they know

17:18

currently with just $17,000 available

17:20

that that should be depleted. So they're

17:23

just trying to avoid a negative

17:24

appearing on the overtime line and and

17:27

they realize that there's a good opport.

17:34

So it's it so it's sort of it's yeah

17:37

it's it's a um related to budgeted

17:40

positions within that budget unit, but

17:43

they're they're trying to uh be

17:44

proactive to clean up the overtime line

17:46

to to prevent it from going negative.

17:48

>> Okay,

17:49

>> that's that makes sense. Kind of due to

17:51

the shortage of the compliment of the

17:53

staff we have, they're going to have to

17:55

work more hours. So that makes that

17:56

makes sense. Um that's all I have. Thank

17:59

you, gentlemen. Right.

17:59

>> All right.

18:01

>> Thank you, Councilman Jones.

18:03

>> Yes. Um, thank you, Vice President

18:05

Green. Um, can you start from the

18:06

beginning and do this all? No, I have I

18:10

have no questions.

18:15

>> Thank you. I believe we're ready for

18:17

>> Give it a shot.

18:21

>> I believe we're ready for section A

18:23

then.

18:23

>> All right. Um, so I I left this one uh

18:27

to the end here, but before I move

18:29

forward, I just want to double check

18:30

with the city solicitor on on on

18:33

footnote A.

18:35

Um,

18:36

>> so so I had to have conversation before

18:38

the meeting with the budget chair and

18:40

the council president that there may be

18:41

another one coming uh when we have more

18:43

specific information. Uh, as you know,

18:46

we have had a three-year window of

18:49

construction costs with the uh with the

18:51

field over on the stadium. We're getting

18:54

very close to the end. The projected

18:56

close of construction was September

18:58

30th. We understood as of today it's

19:01

running slightly behind. There are um

19:03

some cost overruns which happens. Um

19:06

there was an inspection I understand

19:07

from Major League Baseball or their

19:10

agent that said one of the items had to

19:12

be done a little bit differently. So

19:14

there's a handful of change orders that

19:16

are coming in and that will cost a

19:18

little bit more.

19:19

>> Was that with the railings or something

19:21

or ADA? I forget. It it had to do with

19:23

where the location of one restroom was.

19:25

It was too far away to walk and they had

19:27

to put it closer and once you're doing

19:29

plumbing, it it just costs money. Um so

19:32

but so the number they don't have the

19:34

precise number yet what it will be. Um I

19:37

think Mr. McCutchen will be able to

19:38

speak. There's a negative line item

19:40

right now. This reallocation tonight

19:42

will satisfy that. Um but the

19:45

anticipation is there will be one more

19:47

coming down sometime in the near term.

19:49

Um it would be great to say we could

19:50

have it by next week. I don't think we

19:52

know that we can have it by next week.

19:58

>> Um so to just to continue on with this,

20:02

as you know, this project covers

20:04

multiple years and um to date overall

20:08

when uh the the expendit the

20:11

expenditures got rolling last year. So

20:13

right now when you couple that with

20:15

what's happened so far in 2025

20:18

uh this particular project is is right

20:20

around um uh 12.3 million is is the

20:25

total right now uh the total spend. So

20:28

the the negative that's happening uh

20:32

pertains to of course actual spend and

20:34

and commitments that are out there uh

20:37

with within the fund. So this 600,000 is

20:40

is being proposed to to cure that

20:42

negative and to also have a little bit

20:46

of uh availability in in the event that

20:48

there may be uh additional uh related

20:52

change orders pertaining to the

20:54

commitments that are already uh in

20:56

effect. Uh I I was talking with uh

20:59

director uh facilities director Dave

21:02

Baker on this and and and the

21:04

expectation is for this project to soon

21:06

be completed.

21:08

uh within within the fall or or or the

21:11

late fall. So there there it's coming to

21:13

the point where uh we're we're able to

21:16

finalize the the anticipated expenses

21:19

including any change order amounts that

21:21

would affect existing commitments.

21:25

But this this is this is almost like a

21:27

step one to cure this current negative

21:29

that's uh that's existing at at the

21:32

present time.

21:36

Any questions related to schedule A? I

21:38

will start to my far left this time with

21:40

Councilman Jones.

21:42

>> Um I don't really have any questions

21:44

regarding this. Uh my question would

21:46

probably be for uh Neil. Um I remember

21:49

when we first did this with uh FMB and

21:53

um there was something that was supposed

21:55

to be returning to us.

21:57

>> There still is. So we have a Rack P

21:59

grant for up to $6 million which is a

22:02

you know it's a 50/50 match. will

22:04

plainly have spent uh everything to get

22:07

the match. Um and then that's just a

22:09

process with the Commonwealth. Um they

22:11

assign a third party uh entity to be our

22:15

communication person entity that

22:17

oversees these. As far as I know, the

22:19

reimbursement hasn't started yet. I

22:23

from my world, I don't think in terms of

22:24

government works it'll be here this

22:25

year, but you never know. There's not a

22:27

budget yet up on the hill, so I'm not

22:28

sure they're focusing on reimbursements

22:30

at the moment.

22:32

>> All right. Yeah, that was my question. I

22:34

just wanted to make sure I didn't miss

22:35

that money,

22:36

>> but we're guaranteed the reimbursement.

22:38

So, the $6 million is coming. It's just

22:40

when does it get here?

22:42

>> No further questions.

22:44

>> Thank you, Councilman Rodriguez.

22:46

>> No questions for me. Thank you.

22:48

>> Thank you, Councilwoman Ross. No

22:50

questions for me. Thank you. Thank you,

22:52

President Hill.

22:53

>> I don't have any questions. Thank you.

22:55

>> Thank you, Councilwoman Davis.

22:57

>> Thank you. Thanks for being here for the

22:58

explanation of these numbers and

23:01

documents. Thank you.

23:02

>> Thank you. And Councilwoman Daniels,

23:05

>> questions. Thank you.

23:06

>> Thank you. I don't really have any

23:08

questions for you all. Um I do have a

23:10

request if we can get an update from the

23:11

contractor as we're uh coming to an end.

23:14

Um just to come down and kind of explain

23:16

how things are going. Uh some of that

23:18

MBEWB participation rate and just a

23:20

presentation to the public of the

23:22

project itself and and where things

23:24

stand. Um I think that's very important

23:25

to us. I think we asked for it in the

23:27

beginning. So

23:27

>> So that would be the construction

23:28

manager firm that we have.

23:30

>> Yes. Okay,

23:31

>> thank you.

23:32

>> Alexander.

23:33

>> Yes, Alexander.

23:36

>> Excuse me. I seem to have caught a

23:37

little something. Um, I think that is

23:40

all for the budget and finance

23:41

committee. Thank you all for being here

23:43

tonight and I look forward to working

23:45

with you through budget season.

23:46

>> Okay, very good. Thank you.

23:49

>> Thank you. What is your pleasure for

23:51

resolution 62?

23:53

>> I would ask that it move to our next

23:54

legislative session.

23:55

>> Thank you.

23:58

Next, we have the business of the

24:01

community and economic development

24:02

committee. I will defer to our community

24:05

and economic development committee

24:06

chair, Councilwoman Daniels, to lead

24:09

discussion.

24:11

>> Thank you. Um, so we'll begin the big

24:13

business of um the community and

24:16

economic development committee. U Mr.

24:18

Trizle, could you please read resolution

24:20

uh 59 hyphen 2025 into the record,

24:22

please?

24:24

>> Resolution 59 2025. A resolution

24:27

approving the preliminary/final law

24:29

consolidation and land development plan

24:31

for the Suscoana Regional Transportation

24:33

Authority to facilitate the construction

24:35

of the capital region operations and

24:37

maintenance facility and transfer center

24:39

along with associated site and access

24:41

improvements.

24:43

>> Thank you. U Mr. Knight, if you don't

24:44

mind introducing yourself and giving us

24:46

a brief background on this resolution.

24:48

>> Uh sure. Uh Jeffrey Knight, uh planning

24:51

director with the city of Harrisburg. Um

24:53

so uh this project is um

24:58

for the uh crux of the uh startup

25:01

project that uh council has heard a

25:03

little bit about both tonight and in a

25:06

previous uh review of uh the proposal

25:09

for the Harrisburg new Harrisburg parks

25:10

and recreational facility uh in the

25:12

block generally bounded by her street uh

25:15

State Street, Cameron Street, and the

25:16

Harrisburg Cemetery. Um and so this uh

25:20

proposal is kind of that next step of

25:22

that project. Um and really kind of the

25:24

final step uh and involves uh the

25:27

demolition of uh the existing buildings

25:30

um that are in the block uh bounded by

25:34

um Forester Street uh North 12th Street,

25:36

Goodwill Drive and Cameron Street. It

25:39

used to have the uh Goodwill Industries

25:41

building was located there uh as well as

25:43

some other uh uses. Uh and in addition

25:46

to that uh the Harrisburg parks and

25:48

recreational facility just to the east

25:49

of that uh and then the um vacation of

25:53

rights away uh surrounding in this

25:55

general area. Um and then the

25:57

consolidation of those properties and

25:59

the construction of a new SERTA

26:01

operations and maintenance facility. Um

26:03

and then the final phase of the whole

26:05

project will involve the demolition of

26:06

the existing uh SERA operations and

26:09

maintenance facility. Uh so this is

26:10

really kind of step two of the larger uh

26:12

project. Um and I think the um

26:16

applicants have uh provided some uh

26:18

visuals in previous meetings and uh can

26:21

probably discuss a little bit more. Uh

26:23

but the facility is going to be um all

26:26

new uh construction uh that uh

26:29

consolidates a lot of the staff uh that

26:31

they have um spread out in various areas

26:33

into a single uh building. Uh there will

26:36

also be a um transfer center uh

26:40

constructed uh between the building and

26:42

Cameron Street. Um and uh as I'll kind

26:46

of discuss in the conditions uh of

26:48

approval a little um we've been working

26:50

with Certa and the project team um on uh

26:54

that aspect of the project because it is

26:56

um necessary to build that uh as part of

27:00

this larger project and that will

27:02

involve a relocation of the existing

27:04

transfer center from Market Square out

27:06

to this location. But the end goal is to

27:08

have a transfer center that is maybe a

27:10

little closer to uh the train station.

27:13

Um, that's a small part of this, but I

27:15

did want to mention that uh up front so

27:16

that when we get to the conditions of

27:18

approval, it makes maybe a little bit

27:19

more sense. Um, but overall, the

27:22

proposal again is going to modernize

27:24

their operations uh make them more

27:26

efficient uh and allow uh SERTA to move

27:29

on with um some new uh projects and new

27:33

operations that they have in the future

27:35

that are kind of relying on um this

27:37

aspect uh of their facilities. Uh so

27:40

with that all being said, uh the

27:42

planning commission has recommended that

27:44

city council approve uh the project with

27:47

the following conditions. The project

27:49

must receive approval of the street

27:50

vacations for portions of Forester

27:52

Street, Goodwill Drive, and North 12th

27:53

Street as well as various other public

27:55

rights of way running through the

27:56

project site prior to filing the lock

27:58

consolidation and land development plan

28:00

set with the Dolphin County Recorder of

28:02

Deeds. Um, and I don't know if that's

28:04

part of that um, uh, intergovernmental

28:06

cooperations agreement to kind of

28:08

facilitate uh, the vacation and the

28:10

consolidation of this project site. Uh,

28:13

the applicant must secure approval of a

28:15

letter of map provision from FEMA so

28:17

that the development can proceed as

28:18

proposed and must eventually receive

28:20

approval from the flood plane

28:21

administrator for both the structural

28:22

demolitions on site uh, which have been

28:24

granted uh, as well as all new proposed

28:26

instruct construction including

28:28

buildings, fences and signs. Uh and the

28:31

project team uh has been in coordination

28:33

with FEMA on this particular aspect of

28:36

the project um because it relates to how

28:38

uh the site is going to be graded and

28:40

the elevation at which buildings will

28:42

eventually be constructed in their

28:43

relationship to the uh 100redyear flood

28:45

plane elevation uh in the Cameron Street

28:47

corridor. Uh the applicant should

28:50

coordinate with the city arborist to

28:51

increase the ecological impact and tree

28:52

canopy on site by incorporating native

28:54

tree species and pollinator plants

28:56

particularly particularly along the

28:58

western edge of the site around the

28:59

storm water retention infrastructure

29:01

which can also address localized air

29:03

pollution created by the Cameron Street

29:04

and State Street uh infrastructures. Uh

29:07

the proposed transfer center component

29:09

of the project should be considered a

29:10

temporary accommodation and the

29:11

applicant must continue long-range

29:13

coordination with the city on an

29:14

alternative location that enhances

29:16

coordination with the Harrisburg

29:17

Transportation Center better

29:19

accommodates rider origin destination

29:21

trips and more closely conforms to the

29:22

city's comprehensive plan as well as

29:24

previous studies developed by PennDOT

29:26

including the Harrisburg Transportation

29:28

Center TOD master plan from December

29:30

2017.

29:31

Uh and finally, the project should

29:33

install wider sidewalks along the

29:35

Cameron Street frontage or install a

29:36

planting strip between the curb and the

29:38

sidewalk to better protect protect

29:40

pedestrians from traffic. Uh the

29:43

planning commission recommends city

29:44

council approved the request for the

29:46

following reasons. The project will

29:47

expand and modernize Certa's operations

29:49

and maintenance facilities, consolidate

29:51

agency staffing, increase efficiency,

29:53

and improve their ability to provide

29:54

services to the region's residents,

29:56

businesses, and visitors. Uh the project

29:58

site is a conspicuous location at the

30:00

intersection of two state routes and the

30:02

removal of deteriorated and

30:03

underutilized buildings and replacement

30:05

of large expanses of imperous surface

30:07

with vegetation and a modern transit

30:09

facility building will bring aesthetic

30:10

improvements not only for passers by but

30:12

local residents and workers as well. And

30:14

finally, through coordination with FEMA,

30:16

the project will result in a site that

30:18

is flood plane compliant and more

30:19

resistant to future flood events in the

30:21

Paxton Creek corridor.

30:25

>> That's it.

30:26

>> Thank you. And for my edification,

30:27

what's a MAC application?

30:29

>> Pardon me.

30:30

>> What is a MAC application? Or I don't

30:32

know if I heard it accurately, the

30:34

application that's submitted to FEMA.

30:36

>> Oh, uh, sorry. It's a letter of map uh,

30:39

uh, revision. Uh, called it LOMER.

30:41

>> Okay. Yeah.

30:42

>> I was like, what's a MAC application?

30:44

Okay. Um, so if the applicant wouldn't

30:47

mind giving us a little bit of um I mean

30:51

we've covered some of this already, but

30:53

if you would like to articulate a little

30:55

bit more uh any issues or any um

30:58

concerns you have with this particular

31:00

resolution, this particular portion of

31:02

it.

31:03

>> Sure. Absolutely. Yeah, we uh have been

31:05

working closely with the city throughout

31:07

the process on all phases. Mr. Tonight,

31:11

uh we have reviewed the uh excuse me,

31:14

the case report. We are uh definitely

31:17

agreeable to all the conditions that

31:19

have been outlined as recommended

31:22

conditions for approval. Uh

31:26

and yeah, it's uh it it will be a modern

31:30

facility. We we're working through the

31:32

permitting process. the the one

31:34

mentioned here, number two, the LOMAR,

31:37

uh we've worked closely with FEMA, it's

31:40

been issued and is now in the public

31:43

comment period, which is like a 4 and a

31:45

half month process, but then once it

31:48

goes through that public comment period,

31:50

it will become effective at that point.

31:53

uh working with uh CRW on a number of uh

31:58

utility related issues uh or items and

32:03

uh along with permitting and the

32:05

conservation districts and D for the

32:08

NPDS permits. So permits are all

32:12

proceeding uh very well and uh we're in

32:15

a good position to move forward.

32:18

>> Thank you. And um have y'all looked at

32:20

the

32:22

have you compared the impervious surface

32:25

area of what the new prospect would look

32:27

what the new project will look like

32:28

versus what's there now and is will the

32:31

impervious area be less or more

32:34

>> yeah actually uh that is a good point it

32:37

is less impervious cover but in addition

32:40

to that and working with CRW and per

32:42

their request we have separated all

32:45

storm water runoff from the combined

32:47

sewer system into the separate storm

32:51

water system and to the point where the

32:55

uh combined sewer overflow

32:57

uh in that area uh discharge into Paxton

33:02

Creek would be able to be eliminated

33:04

according to CRW.

33:06

>> Okay. Thank you. And um and just to be

33:08

clear, this is 14 parcels into one.

33:12

>> I believe that is correct number. Yes.

33:14

>> And I think that's it for me. I'll start

33:16

asking my colleagues uh if you have any

33:18

questions. Uh Councilman Jones.

33:20

Um, no. I really have no questions. But

33:23

I do I do want to say, um, so far the

33:27

construction that was down there, um,

33:29

I'm interested in the I don't know if

33:32

that's some new techn technology, but

33:35

that was very how they knocked down the

33:37

stuff and then no dust was going

33:39

anywhere. That was where where did they

33:41

get that stuff from?

33:42

>> I

33:44

Yeah, I'm I know there are a couple

33:46

critical areas. Obviously, the uh the

33:50

the one building that's right right up

33:51

close to Cameron Street and they so they

33:53

had to uh selectively demolish that wall

33:57

or they plan to. I'm not quite sure if

33:59

they done it yet so that debris doesn't

34:01

fall into the rightway there.

34:03

>> Yeah, I really like how they did that.

34:04

It didn't just flow into the community,

34:07

cover people's cars and stuff. I think

34:08

they did a a wonderful job doing that,

34:10

but I'm sad they took down our old

34:12

hangout spot. That's some tiny.

34:16

No further questions. Thank you.

34:17

>> Councilman Rodriguez,

34:20

>> um just uh I was curious um speaking of

34:24

the old bar um how was the owner or

34:27

proprietor compensated once that

34:29

building went down for the property?

34:32

>> I'm not sure if Rich is still online,

34:34

but I my understanding it was a an

34:36

equitable

34:38

sale between both parties.

34:41

>> Okay. Long story short, they were

34:42

definitely taken care of.

34:43

>> Yes.

34:44

>> Okay. All right. Not. Yeah. It was not

34:46

eminent domain.

34:47

>> It was a sale.

34:49

>> Perfect.

34:49

>> That is correct.

34:50

>> Okay.

34:51

>> All right. Awesome. Thank you. No

34:53

further questions.

34:54

>> Thank you, Councilwoman Ross.

34:56

>> Thank you, Councilwoman Daniels. I don't

34:58

have any questions. Thank you. All mine

35:00

been answered with the um detailed

35:01

report.

35:02

>> Great. Thank you.

35:03

>> Uh President Hill,

35:05

>> I don't have any questions. Thank you,

35:07

>> Vice President Green.

35:08

>> Thank you. Thank you for being here. I

35:10

don't have any questions. Uh,

35:12

Councilwoman um Davis.

35:14

>> Thank you, Councilwoman Daniels. Well,

35:18

one of my questions was answered um and

35:21

I had asked this question um at the last

35:23

meeting you were here about the Paxton

35:26

Creek and the storm water outfall pipe.

35:31

So, that has all been reconstructed and

35:34

you mentioned that's no longer going to

35:38

be utilized. the the combined sewer

35:40

overflow pipe.

35:42

>> Yes. Uh it as part of the

35:46

all three phases, the storm water will

35:50

be separated from that combined sewer

35:52

overflow pipe. And uh

35:56

and at the intersection of Cameron

35:58

Street and the signal there at Goodwill

36:01

Drive, there's an overflow structure

36:04

that if the storm water would flow up,

36:06

it would uh overflow through a pipe that

36:10

discharges uh in Paxton Creek. Uh that

36:14

would no longer be needed.

36:16

>> Okay. because of all the storm waters

36:18

being separated and put in other storm

36:21

water pipe uh storm water separate.

36:25

>> Thank you for clarifying.

36:26

>> Thank you.

36:27

>> And you mentioned the transportation

36:29

center is going to be moved to I think

36:33

you mentioned near the train station or

36:36

>> uh so yes so as part of this project um

36:39

the transfer the transfer center will be

36:42

relocated from market square um to this

36:44

site. Uh but the long-term goal um is to

36:48

move it closer to the train station so

36:49

that you have um you can do connections

36:51

like take a train, take a bus in to

36:54

train station. It also puts it a little

36:56

closer to um you know the state workers

36:58

uh the hospital uh where you're going to

37:00

probably generate more ridership. Um the

37:03

uh serta and the project team have been

37:05

working uh pretty closely with us on

37:07

that. It's been more a matter of finding

37:09

an appropriate location for that and uh

37:12

maybe developer willing to incorporate

37:13

that aspect into their larger project.

37:15

And as you're probably aware, there's

37:17

still, you know, vacant uh lots along

37:19

the Market Street corridor there where

37:21

there hasn't been um new development

37:23

proposals, but when they do come in, we

37:25

intend on working with whomever those um

37:27

entities are to see if they're able to

37:29

incorporate a transfer center into that

37:31

part of the project.

37:33

>> Okay. Thank you very much. That's it for

37:35

me. Thank you. And um this is a very

37:38

imprecise question, but I didn't pick up

37:40

on this before. Um how close is the

37:45

construction getting to the Harrisburg

37:46

Cemetery?

37:49

>> Um

37:51

none none of the proposed construction

37:53

will be uh will impact the cemetery. It

37:57

the property line does adjoin. So yeah,

38:00

at the bottom uh the cemetery

38:04

uh there's a

38:07

large portion of trees and a slope there

38:10

and their property the cemetery property

38:13

line is down at the toe of the slope at

38:15

the bottom of the slope. So, uh, the two

38:19

property lines do a join, but the,

38:23

uh, none of the construction is proposed

38:26

to be outside the property line or on

38:30

the, uh,

38:32

>> well, it can be, yeah, it can be outside

38:34

the property line, but like I just So,

38:38

I'm trying to picture it. So, like how

38:42

do you have a sense of how close

38:45

Mr. N Well, I would say if you can uh

38:48

picture in your mind where the existing

38:50

parks and recck facility is, I don't

38:51

believe it's intended to go much beyond

38:53

that. Maybe uh part of the access drive

38:56

around the back of the facility maybe,

38:57

but there's not going to be any

38:58

structure like that close to uh the

39:01

cemetery property line.

39:03

>> Okay. Okay. Well, for full disclosure,

39:06

I'm a fan of the Harrisburg Cemetery. I

39:09

think it's a very undervalued resource

39:11

in

39:12

>> as my

39:13

>> in Pennsylvania. So maybe something to

39:15

think about is like a pathway to the

39:17

cemetery for folks to go on walks as

39:20

they're coming to and from work.

39:23

That's pretty much it for me. Um any

39:25

other questions?

39:27

>> Okay.

39:28

>> No, there is a a hole in the fence that

39:30

I used to call

39:36

>> from middle school.

39:38

>> No, it's

39:41

Yeah, it's it's a stunning place. Um

39:44

Okay. I I would recommend that we put

39:46

resolution 59 hyphen 2025 into the

39:48

record. And that's it for your

39:50

resolution today. Thank you.

39:56

>> Wait, did I say that correctly? I'm

39:59

inputting it on the legislative. Okay.

40:03

So, the next, if Mr. Trrisel, if you

40:05

don't mind reading resolution 64- 2025

40:08

into the record, please.

40:10

>> Resolution 64 2025. A resolution appro

40:16

A resolution approving the preliminary

40:18

final land development plan for 508

40:21

and 510 North Second Street submitted by

40:24

WCI Partners LP to convert the existing

40:27

office building into multifamily

40:29

dwellings and expanded site and access

40:32

improvements.

40:33

>> Okay, thank you. Um so Mr. Knight, if

40:36

you don't mind giving us a little

40:37

background on this resolution and Sure.

40:40

Go ahead. Uh so uh this uh proposal is

40:43

uh for uh two adjoined buildings at 508

40:47

and 510 North Second Street. I believe

40:48

they were um previously owned by Wix

40:51

Swinger and Widner the law firm uh which

40:54

relocated out of there. Uh purchased by

40:56

the applicant who intends on um creating

41:00

five units in the one building and six

41:01

in the other building. Um the uh

41:04

proposal does not involve uh any

41:07

substantive changes to the outside of

41:09

the buildings. Um the properties are

41:11

located in the old Harrisburg uh

41:13

municipal historic district and

41:14

therefore if there were any changes they

41:16

would uh need to be approved. Um but for

41:19

the most part this is just an internal

41:20

configuration of the property. Uh the

41:23

proposal did require um the uh securing

41:27

approval of a variance application uh

41:29

from the zoning hearing board which was

41:31

received. Um so uh the current uh as far

41:35

as the current proposal is concerned uh

41:37

city council review um of the uh land

41:40

development plan is the last um applica

41:42

uh last step in the application. Uh the

41:45

applicants I do not believe are like

41:46

consolidating the two parcels um into

41:48

one. So they'll remain as uh two

41:50

separate parcels. Um,

41:54

so it's a fairly straightforward uh

41:56

development similar to um many of the

41:59

others that have occurred downtown where

42:01

we have uh commercial businesses um kind

42:04

of decamping for the suburbs or maybe

42:05

just people are starting to do more work

42:07

from home and uh these uh commercial

42:10

businesses need less of this space. Um

42:12

so we're seeing um them be purchased and

42:15

converted back into the residential uses

42:17

that they were um when they were

42:19

initially constructed. uh but instead of

42:21

being single family homes, there tend to

42:22

be apartments now. Um so it's along

42:25

those same lines. Uh with that being

42:27

said, uh the planning commission has

42:29

recommended the city council approve the

42:31

request for the following conditions.

42:32

The applicant must receive a zoning

42:34

hearing board approval of the requisite

42:36

zoning relief requests submitted

42:37

concurrently with the land development

42:39

plan for the proposed conversion and

42:41

conform to any conditions imposed by

42:42

that body. And as uh noted, uh they did

42:44

receive that approval. Uh the planning

42:47

commission recommends city council

42:49

approve the request for the following

42:51

reasons. The adaptive reuse of vacant

42:53

and underutilized office spaces into

42:55

apartment buildings is a long-term trend

42:57

for the downtown neighborhood. Uh other

42:59

conversions of former office buildings

43:01

in the surrounding neighborhood have

43:02

demonstrated the proposed use will not

43:04

adversely impact the character of the

43:05

neighborhood and the project will help

43:07

retain existing architecturally and

43:09

historically significant buildings

43:10

endangered not only by the threat of

43:12

extended vacancy but by the

43:14

deteriorating buildings to the north. Um

43:16

and that's a reference to 512 and 514

43:18

North Second Street, which if anybody's

43:20

familiar with those, um they've been

43:22

shuttered uh and condemned for decades

43:25

almost now. and uh they're um they've

43:28

kind of remarkably been standing, but

43:29

they're attached to uh these buildings.

43:32

So, um you know, working on securing

43:35

these will hopefully help uh with the

43:36

eventual redevelopment of those two

43:38

structures as well. Uh and then finally,

43:40

the proposed reuse will add new

43:41

residents to the neighborhood to

43:42

activate the street on nights and

43:44

weekends and grow a customer base to

43:45

support local businesses and will

43:47

provide additional units to the downtown

43:48

housing inventory.

43:50

>> And what was the variance that was

43:51

requested? Uh it was for relief from the

43:54

uh density regulations of the zoning

43:55

code.

43:55

>> Okay. Um and

43:59

is this building north or south of State

44:01

Street?

44:02

>> It is north.

44:03

>> Okay. Um so if the applicant wouldn't

44:06

mind giving a little introduction about

44:08

the project and timelines and what your

44:11

expectations are.

44:12

>> Sure. Uh thank you uh for having me. Uh

44:15

my name is Dave Butcher um with WCI

44:17

Partners. Uh we've been doing real

44:19

estate uh development in the city for

44:22

about 20 years now. Um this project uh

44:26

as the the property as uh Jeff had

44:29

summarized um was an office building for

44:32

many years. It was the office was the

44:34

headquarters of Wix Wenger. Um they have

44:38

moved out of the city and they were

44:40

selling their building. It's been listed

44:42

for about six months. Um, we purchased

44:44

it with uh the intent to convert it to

44:48

apartments. Um, and we worked with our

44:50

apartment to lay out 11 units in in both

44:53

buildings. Um, we'd like to get started

44:56

if um uh if the proposal is approved by

44:59

council right away. So hopefully right

45:02

away means uh first second week of

45:04

October, we would pull a demo permit um

45:08

and then get rolling. Project probably

45:10

take about 12 months. Okay. Thank you.

45:14

And I think everything else

45:16

was answered in the in the materials.

45:18

Um, so I'll open up for questions. I'll

45:20

start with Councilman Jones.

45:23

>> No questions at this time.

45:25

>> Okay. Councilman Rodriguez.

45:27

>> No questions for me. Thank you.

45:28

>> Councilwoman Ross,

45:31

>> go on. Thank you. I was just wondering,

45:33

will you be also the um property manager

45:37

for the building? Okay. Thank you.

45:39

>> Sure.

45:40

>> That was for me.

45:41

>> Thank you. Uh, President

45:43

Thank you. I just had a question around

45:45

affordability of these units. Um, so is

45:48

that something that you are considering?

45:52

>> So the prices that we're looking at for

45:55

this building right now are in 11 to

45:57

1200 range. They'll all be onebedrooms.

46:00

Um, I looked uh online at the current

46:03

median rent in the city and it said

46:05

1300. I didn't verify the accuracy of

46:08

that, but so we're below the median rent

46:10

in the city. Um

46:13

at this particular project um what we

46:17

sometimes do is look at um our total

46:20

portfolio. So we have about 300 units

46:23

currently that we developed and managed.

46:26

Um and I just looked at the stats with

46:28

our team. Um so uh 36 of those units are

46:33

below $1,000 a month. So of the 36 or

46:37

12%

46:38

um

46:40

What we try to do when we're looking at

46:44

uh these individual projects is okay,

46:46

what is what are the prices that we need

46:48

to get the appraised value that'll cover

46:51

the construction costs.

46:53

>> So sometimes on an individual project,

46:56

the rents need all need to be at a

46:58

certain point to get that appraised

47:00

value to cover what your costs will be.

47:03

But on other projects, there's room to

47:06

be flexible with the unit type and the

47:08

rent type. Um, so what I've encouraged

47:12

our team to look at and what we try to

47:14

look at and I think is helpful for many

47:17

of us to look at is sometimes a

47:18

particular project might be unable to

47:22

carry a certain number of affordable

47:23

units because of the cost constraints,

47:26

but the total amount of units that a

47:31

company has or developed um can fit into

47:35

that depending on the property. Sorry,

47:36

that's kind of a really wordy answer to

47:38

your question, but um the short answer

47:41

is we do have a lot of we do have a

47:44

significant percentage of affordable

47:46

units. Um the units at this property

47:49

will be under the median at about 85 90%

47:52

under the median.

47:54

>> Okay,

47:54

>> sorry.

47:55

>> That's okay. Thank you for sharing. Um I

47:58

think if I did my math correctly, I

48:00

think it would only be like one or two

48:01

units. It wouldn't have to be all 11. So

48:04

I would encourage um consideration.

48:08

>> Sure. Yeah. And portfoliowwide we are in

48:11

that one to two units on average.

48:13

>> Okay.

48:14

>> Thanks.

48:15

>> Yep.

48:17

>> Vice President Green.

48:18

>> I don't have any questions. Thank you.

48:20

>> Councilwoman Davis.

48:21

>> Thank you, Councilwoman Daniels. So,

48:23

thank you for being here this evening.

48:24

Sure. In your long-term vision, do you

48:27

foresee yourself um also buying the

48:31

other two properties that are connected,

48:34

the condemned properties after you fix

48:36

these two and then buying those and

48:40

fixing those up too and also renting

48:41

those out.

48:42

>> So, we are we would love to see um the

48:46

current owner of those um proceed with

48:50

uh what they received approvals for. So

48:52

I believe they had received approvals to

48:54

demolish those structures and redevelop.

48:56

There's an approved land development

48:57

plan for those.

48:58

>> Correct. So those structures

49:16

>> it's been a while I think property

49:18

changed hands that time time but uh

49:21

there is still an active um uh land for

49:25

those two properties for that site I

49:27

should say those two properties are

49:28

expected to come

49:30

And so we're in communication with that

49:33

owner and we are um it's our

49:35

understanding that the plan to demolish

49:38

those will be proceeding soon and we're

49:41

encouraging that because we would like

49:42

that demolition activity to occur before

49:45

we finish and move people in because

49:48

it's a lot of noise and dust that would

49:50

then impact our residents. So we want

49:52

that to occur while we're doing

49:54

construction.

49:56

>> That makes sense.

49:57

And

49:59

You mentioned this was advertised for

50:02

six months prior to you purchasing the

50:05

property

50:05

>> about that.

50:06

>> Where did you find it? On what site or

50:10

did you

50:11

>> Yeah. No. Um it was it was one of the

50:15

commercial real estate sites that we

50:16

found the property. Um we just looked at

50:19

it. they had listed it at a price that

50:21

um just would not make the conversion

50:23

work and then um yeah they lowered the

50:27

price and it came down. Does the city

50:30

have those sites those um properties

50:33

listed all the you know properties in

50:37

the city that are actually can be bought

50:42

and

50:43

>> I don't know if you're referencing

50:49

particular

50:51

properties. I don't know.

50:57

>> I think this one was NIC, one of the

50:59

local pokers. They have a website, Niki

51:02

Properties. Yeah. Okay.

51:03

>> There's Landmark, NA, them, and one

51:06

other one that are the big three.

51:09

>> There's the list we use.

51:12

>> Thank you very much.

51:12

>> Sure. Thank you. Appreciate it.

51:15

>> Okay. Thank you so much. Any last minute

51:17

questions?

51:18

>> Okay, thank you. Um let's go ahead and

51:20

um add resolution 64 in 2025 to the next

51:25

legislative session. And that concludes

51:27

the business of this committee today.

51:28

Thank you.

51:29

>> Great. Thank you.

51:30

>> Thank you.

51:31

>> Thank you.

51:32

>> Our final committee business this

51:34

evening lies with the public works

51:36

committee. I will defer to our public

51:38

works committee chair, Councilman

51:40

Rodriguez, to lead discussion.

51:42

>> Thank you, Madam President. Uh,

51:44

beginning public works committee

51:46

business. We will read resolution 53 of

51:48

2025 and also we will be discussing

51:51

resolution 61 of 2025. Mr. Trudale, can

51:55

you please read resolution 53 of 2025

51:57

into the record?

51:59

>> Resolution 53 2025, a resolution

52:02

approving the disposal of certain

52:04

personal property owned by the city of

52:05

Harrisburg which have exhausted their

52:07

useful life for city operations.

52:09

>> Thank you. and uh I see our city's

52:12

engineer if you wouldn't mind speaking

52:13

into the mic, introducing yourself, your

52:15

role with the city, and a quick overhaul

52:17

of resolution 53 of 25.

52:19

>> Sure. My name is Joel Sers. I'm the city

52:21

engineer for Harrisburg.

52:23

The equipment list that we uh provided

52:26

with this resolution are believe 16

52:30

traffic controllers

52:32

that are um really no no longer of use

52:35

to the city.

52:38

And so what a traffic controller is,

52:40

it's it sits inside our traffic cabinet

52:42

and it controls the

52:44

>> Could you speak directly into the mic?

52:45

I'm sorry.

52:46

>> Sorry.

52:47

>> Is that better?

52:48

>> Yes, sir.

52:48

>> So the the the traffic controllers

52:51

control the the signal timing and the

52:54

pedestrian timing of of the

52:56

intersection. These select few have been

53:00

damaged in the field, replaced

53:04

um and have just been sitting in our

53:07

shop for for a while. We did have them

53:09

repaired as backups, but even after the

53:12

repair, they're still unreliable and

53:15

we're at the point now we're just asking

53:17

to be allowed to get rid of them to make

53:20

uh room for more reliable equipment.

53:24

>> All right, seems pretty straightforward.

53:26

What would you say the value is? Um the

53:28

value is per traffic controller.

53:31

>> So the they have a rough nominal value

53:33

of about $2,000 a piece. We can buy new

53:36

controllers for 2500 a piece.

53:38

>> Wow.

53:39

>> Wow. Okay.

53:41

>> And um is that all we're looking forward

53:43

to doing once we uh sell them off and

53:46

gain the revenue? We're just looking to

53:47

buy brand new traffic controllers or

53:49

would that go to anything else?

53:51

>> It would be to hopefully purchase other

53:53

traffic controllers. There's a constant

53:55

need for them throughout the city.

53:57

>> Absolutely. All right. Thank you for

53:58

that. And I have no further questions.

54:00

I'll open it up to my colleagues on

54:02

council. Starting with the far right.

54:04

Councilwoman Daniels.

54:06

>> No questions. Thank you.

54:07

>> All right. Councilwoman Davis.

54:09

>> Good evening, Mr. Siders. Thank you,

54:10

Councilwoman Rodriguez. I don't have any

54:13

questions.

54:14

>> Madam Vice President,

54:15

>> thank you very much. I don't have any

54:16

questions.

54:17

>> Madam President,

54:18

>> no questions. Thank you.

54:20

>> Councilwoman Ross.

54:21

>> Good evening, Mr. Ciders. I don't have

54:22

any questions. Thank you. Council member

54:24

Rodriguez.

54:25

>> Councilman Jones.

54:26

>> No questions.

54:27

>> Thank you. And I have no questions. So I

54:29

move to add resolution 53 of 2025 onto

54:33

our next uh legislative um session. And

54:36

uh with that, Mr. Trudale, can you

54:38

please read resolution 61 of 2025 into

54:41

the record, please? Resolution 612025,

54:45

a resolution ratifying a professional

54:46

services agreement with Wallace

54:48

Montgomery and Associates LLP for the

54:51

purpose of providing engineering and

54:52

design services for multimodal

54:54

improvements along Walnut Street.

54:56

>> Awesome. Thank you for that. And I see u

54:59

Mr. Siders is still with us and um whom

55:01

else will be joining us.

55:03

>> Uh good evening, Councilman Rodriguez.

55:05

>> Can you speak a bit closer to my

55:07

property?

55:07

>> Good evening, Councilman Rodriguez. My

55:09

name is Wayne Martin. I am with uh the

55:11

engineering firm of Wallace Montgomery.

55:13

>> Good to see you, Wayne. Thank you.

55:14

>> Thank you.

55:15

>> All right. Um if either of you gentlemen

55:16

would like to give a quick overhaul of

55:18

resolution 61 of 2025.

55:21

>> Sure. So, just to refresh council's uh

55:24

memory on what what this project is,

55:26

it's the

55:29

safety improvements and multimodal

55:31

improvements on the Walnut Street

55:33

corridor from Front Street to Fourth

55:36

Street. And we had put this out for um

55:41

proposal earlier this year. We received

55:44

three proposals. The original uh firm

55:48

that had the high high score on the

55:51

proposal that we selected, Kimley Horn,

55:54

uh we presented in front of council and

55:56

was approved to go forward with them.

56:00

after uh we executed the contract, they

56:03

they came back and said there uh was

56:06

some wording in the contract that their

56:08

insurance company wouldn't kind of allow

56:12

uh we couldn't come to an agreement and

56:14

they respectively withdrew their their

56:17

proposal from consideration. Uh so then

56:21

luckily we had a a very close number two

56:23

that we could fall back on which is

56:25

Wallace Montgomery. We already have a a

56:27

contract with Wallace Montgomery for our

56:29

open end services and uh I can't say

56:32

enough about them. We're um just

56:34

thrilled to to have them on board. And

56:37

the reason it would be a ratification

56:40

rather than resolution was that uh this

56:44

occurred during council's break over the

56:47

summer and to kind of keep the project

56:49

on schedule, we went ahead and executed

56:52

the agreement with Wallace Montgomery

56:53

and are now asking for ratification.

56:57

>> Right. It's understandable. Um I guess

57:00

my question would be for legal. Do we

57:02

have any idea what that language was

57:04

that made the previous um contract back

57:08

out?

57:10

Just for clarification.

57:12

>> Yeah, it had to do with indemnification

57:14

insurance provisions which the biggest

57:16

issue was they waited until after

57:18

council had approved it after it was

57:20

executed and then wanted to change it

57:23

even though it was a public bidding sort

57:24

of process in the first place. You know,

57:26

we will work with people on the front

57:27

end. We don't let them come in on the

57:29

back end and say there's additional

57:31

terms they want to add. Y

57:32

>> and we basically said if you want to do

57:34

that you can go elsewhere and they went

57:35

elsewhere.

57:36

>> Absolutely. All right. All right. Um

57:38

well thank you both. Um Mr. Martin, is

57:40

there anything you wanted to add?

57:42

>> Um just just how happy we are to

57:44

continue building this relationship with

57:46

the city. Our firm was a lead firm on

57:49

you know Second Street, Seventh Street.

57:51

We are a sub consultant on Moulder

57:53

Square. Um, we just finished um the

57:56

design of the capital gateway, the

57:57

Forester Street. I shouldn't say just

57:58

finished, the construction just

58:00

finished. We finished the design a year

58:02

ago. Um, but that that'd be the most

58:04

recent, you know, major project in the

58:05

city where we're working on her street

58:07

now. There's a a public public meeting

58:10

at the Bethesda Mission on um on

58:12

Saturday 10 10 to 12. So, um, if anyone

58:16

want to join me there and and Joel, uh,

58:19

Saturday morning at the Bethesda Mission

58:21

on 15th and her. So, you know, we we we

58:24

know the city. We've been working in the

58:26

city for going on 12 years now on some

58:29

major projects and uh, this one in in

58:32

addition will be a, you know, a pretty

58:35

pretty major um, project in the city. Um

58:39

the highlight would be a raised

58:41

intersection at the intersection of um

58:44

second and walnut um along with the

58:47

improvements Joel had mentioned but also

58:50

um resurfacing of those badly needed um

58:53

you know corridor. So with that that's

58:56

all I had. Thank you.

58:57

>> Thank you. Um

58:59

Mr. Sowski, is there any way you can

59:01

turn your ringer off, please? You can't.

59:06

Okay. All right.

59:08

Um then I then I ask if yeah if you

59:11

don't mind being excused. Thank you. All

59:13

right. Um so I have no further questions

59:15

for you guys, but thank you guys for

59:16

both for joining us and I'll open it up

59:18

to council. Starting to my immediate

59:20

left. Councilman Jones.

59:21

>> Thank you. Council Rodriguez,

59:25

excuse me. Oh man. Um only question I

59:29

have uh is regarding um

59:33

a proposed cost or estimated cost or do

59:36

we know the number? Is this the exact

59:37

number

59:40

>> for the

59:40

>> the two the 276

59:44

>> it it' actually believe it was

59:49

>> 276,5

59:52

it would actually be the the the the

59:54

number right below 3 303,000 for design

59:57

services with the additional survey

59:59

included.

1:00:00

>> Hold on.

1:00:01

>> Not to ex I don't Yeah, I go straight to

1:00:04

the exhibit from here.

1:00:08

Yeah.

1:00:17

And were you Is this in the exhibit? The

1:00:19

number that you're referring to.

1:00:22

>> It's It's in there proposal. It should

1:00:24

have been attached to the resolution.

1:00:27

>> Yes.

1:00:27

>> Okay. So, I'm just looking at the number

1:00:28

in the resolution itself. If you go

1:00:30

back, go back. Go back. Go back. I see.

1:00:33

>> Yep. Right here. Right there.

1:00:35

Yeah,

1:00:38

>> you can see it.

1:00:39

>> 200. Yep.

1:00:42

>> Because I know I mean again I'm just

1:00:44

asking because I know um with Kimberly

1:00:47

and you know there was a number there

1:00:48

and and you said you were pretty close.

1:00:52

>> Yeah. So I think Kimley Horn was like

1:00:55

282 or so they're they're in the

1:00:58

ballpark. So just a for point of

1:01:00

information um solicitor Grover would

1:01:02

that

1:01:02

>> that's my office error not putting in

1:01:04

>> would that require an amendment?

1:01:05

>> No because the attachment is there okay

1:01:07

and it's incorporated into the document.

1:01:09

So both are one in the same document

1:01:10

when you get here but it's on section

1:01:13

six subsection 7 page 25. There's an

1:01:17

additional add-on to that number for an

1:01:19

ad alternate survey which of which

1:01:22

brings it up to 303509.

1:01:25

And is that is that something council

1:01:26

received or that has

1:01:27

>> Yeah, that's in the exhibit you have.

1:01:29

Okay. It's right there. It's just we we

1:01:31

frankly when we did it, we plugged the

1:01:32

first number in and didn't go back and

1:01:33

plug it.

1:01:34

>> Okay.

1:01:35

>> But but it but it is allocated already.

1:01:38

>> Yeah. We just ratified it.

1:01:39

>> Yeah. So you No, but I'm saying but the

1:01:41

money has already been allocated to do

1:01:42

it. Got

1:01:43

>> so it's not we're asking for additional

1:01:45

money for the budget.

1:01:46

>> Understood.

1:01:46

>> Okay. No, I was just looking at the

1:01:48

difference.

1:01:49

>> I got you. That's our fault. I

1:01:50

apologize.

1:01:51

>> All right. Um, other than that, no

1:01:53

questions and thank you for your

1:01:55

continued service working with the city.

1:01:57

>> Yeah, thank thank you very much. I a

1:01:59

little further clarification. So, the

1:02:02

additional survey would be to capture

1:02:05

any information. So, if there was a

1:02:07

scope change, so maybe we're doing a

1:02:09

little bit more paving, so we'd have to

1:02:11

capture some additional survey points or

1:02:13

if anything changed because this had

1:02:15

previously been surveyed in 2020.

1:02:19

2020 had been surveyed. So if there was

1:02:21

any changes out there, we would get new

1:02:23

surveyor. So that's that additional. We

1:02:25

didn't we weren't sure. We're still

1:02:26

working with uh the engineer to

1:02:29

determine whether we need to come back

1:02:30

out and do any additional survey. And

1:02:32

then that price is a not to exceed. We

1:02:34

bill our hourly rate. This is what we

1:02:36

anticipate spending, but it's also a not

1:02:38

to exceed. So we'll only bill for the

1:02:40

work we do. Um

1:02:42

>> Yeah. I remember I think we got into an

1:02:44

agreement with you with with your

1:02:46

company firm like that already. Right.

1:02:48

>> Right. Yes.

1:02:48

>> Yes. Yeah. Yeah. Thank you for your

1:02:51

continued service.

1:02:53

>> Thank you.

1:02:54

>> Absolutely.

1:02:56

>> Yes, sir. All right. Thank you, uh,

1:02:57

Councilman Jones, Councilwoman Ross.

1:03:01

>> Uh, good evening. Welcome back, uh, Mr.

1:03:03

Martin. But, uh, oh, thank you both for

1:03:06

being here tonight. I don't have any

1:03:07

questions.

1:03:08

>> All right. Thank you, Madam President.

1:03:11

>> I don't have any questions. Nice to see

1:03:12

you, Mr. Martin.

1:03:13

>> Same here. Thank you.

1:03:14

>> Thanks.

1:03:15

>> Thank you, Madam Vice President.

1:03:17

>> I don't have any questions. Great to see

1:03:18

you. Welcome back. You're always welcome

1:03:20

back.

1:03:22

That's all I have. Thank you.

1:03:24

>> Thank you, Councilwoman Davis.

1:03:26

>> Good evening, Mr. Martin. Welcome back

1:03:28

and nice to see you this evening.

1:03:30

>> Good evening. Thank you.

1:03:31

>> No questions, though. Thank you.

1:03:32

>> All right. Thank you. And Councilwoman

1:03:34

Daniels?

1:03:34

>> No questions. Thank you.

1:03:36

>> Thank you.

1:03:36

>> All right. Um, do either of you

1:03:37

gentlemen have anything to add?

1:03:39

>> Um, no. I will I will let um we do have

1:03:41

both a MBE uh firm and a WB firm on our

1:03:46

team. So, 15 and 19% Awesome.

1:03:49

Effectively, sir,

1:03:50

>> thank you for that information. That's

1:03:52

something council uh really, you know,

1:03:54

looks for and advocates for. So, thank

1:03:55

you for that, Mr. Martin.

1:03:57

>> Thank you.

1:03:57

>> All right. And with that being said, I'd

1:03:58

like to move to head resolution 61 of

1:04:00

2025 to our next legislative session.

1:04:03

And that concludes the work for the

1:04:04

public works committee. Thank you.

1:04:06

>> Thank you.

1:04:08

We will move forward with our meeting

1:04:10

agenda. Next, we have public comment. Um

1:04:13

just a few housekeeping notes before we

1:04:15

begin. Please state your name and your

1:04:17

address for the meeting record. If you

1:04:19

don't feel comfortable sharing your

1:04:21

address, please share the vicinity in

1:04:23

which you live within the city. You will

1:04:25

have four minutes as the timer notes to

1:04:28

share your comments. Um, I'll begin to

1:04:30

my right. Is there anyone that would

1:04:32

like to offer public comment? Okay,

1:04:35

seeing hearing no one. Anyone in the

1:04:37

middle section?

1:04:43

>> Thank you.

1:04:50

Good evening. My name is Libby Profit

1:04:53

and I reside at 2025 Chestnut Street. Um

1:04:57

I just want to thank you guys for

1:04:58

showing up for sure because uh there's

1:05:01

so much work that needs to get done and

1:05:03

um the fact that you're showing up and

1:05:05

you're facing you're in the battle. I'm

1:05:07

definitely glad to be on your team

1:05:09

whether on this side or that side.

1:05:11

There's a few things that I saw about

1:05:13

Harrisburg and one is um how we can move

1:05:16

forward.

1:05:17

Realistically, we should look at what

1:05:20

are our goals. I'm thinking

1:05:23

are we meeting the basic needs

1:05:27

like utilities, food, shelter, and

1:05:29

social?

1:05:34

When I say social, I mean like dominoes

1:05:35

and cars and chat, chess, stuff like

1:05:39

that. Because if our children don't have

1:05:42

the resources to do positive things,

1:05:45

they will end up doing negative things.

1:05:47

So if we're not providing those medium

1:05:49

to them, then we really shouldn't be

1:05:51

complaining.

1:05:52

Um,

1:05:55

and if that is our goal, then we're

1:05:58

we're really behind because as American,

1:06:00

we shouldn't be thinking about our food,

1:06:03

shelter,

1:06:04

or or these things. We should be past

1:06:07

that. So, let's look at are we make

1:06:10

meeting those needs, right? And I

1:06:13

understand we got law enforcement and

1:06:15

over time,

1:06:17

but we really need to look at where our

1:06:19

money is going.

1:06:20

Okay, that's all I wanted to say. Thank

1:06:24

you.

1:06:26

>> Thank you. Is there anyone to my left

1:06:28

that would like to offer public comment?

1:06:30

Seeing and hearing no one, the time is

1:06:33

6:41 p.m. I will entertain a motion to

1:06:36

adjurnn. Don't move.

1:06:38

>> Is there a second?

1:06:39

>> Second.

1:06:39

>> Thank you. We stand ajourned.
