Summary

The council evaluated crucial appointments to regional transport planning and reviewed the 2024 HUD funding action plans, exposing major delays in distributing 2022 CDBG/ESG funds alongside public allegations of systemic misconduct at city-funded homeless shelters.

This meeting highlights critical blockages in municipal grant distribution ($70k-$110k in federal funding remains completely stalled) and directly questions the administrative oversight of local emergency shelters.

Section summaries

0:00-2:04

Meeting Call to Order and Resolutions Introduction

watch

The City Council calls the session to order and reads resolutions 42 and 43 of 2024 into the record. These resolutions seek to appoint representatives to the Harrisburg Area Transportation Study (HATS).

Essential to establish the meeting context and identify the initial municipal appointments under discussion.

2:04-5:10

HATS Committee Appointees Introduction and Background

optional

Joel Ciders (City Engineer) and Todd Webb (Project Engineer) introduce themselves and detail their professional histories. The council discusses the historic 1965 HATS agreement and terms of service.

Provides background on the appointees' experience but does not contain major policy shifts.

5:10-8:16

HATS Strategy & Committee Questioning

watch

The appointees outline their goals: using vacant committee seats to regain voting power and redirecting federal transit funds to safety and multimodal projects. Council members quiz them on potential conflicts of interest.

Critical for understanding how the city intends to leverage regional transportation planning to capture federal infrastructure funding.

8:16-10:20

Transition to Building and Housing Committee

watch

The council transitions to building and housing matters, introducing Resolution 41 of 2024. This resolution approves the 2024 Annual Action Plan for CDBG, HOME, and ESG grants.

Introduces the main financial debate of the work session regarding HUD federal allocations.

10:20-14:28

HUD Grant Application Workshops and Timelines

watch

Director Gloria Martin Roberts and staff discuss upcoming application workshops for local nonprofits on July 23. Council expresses concerns over the limited schedule, and the administration reveals that 2022 fund leftover figures are still pending calculations from consultants.

Highly relevant as it reveals timing issues and administrative delays with federal grant distribution.

14:28-19:38

Eligibility Criteria and Workshop Accessibility

watch

Staff explain that funding is limited to 501c3 nonprofits serving at least 51 percent of the local population. Council members strongly urge the administration to provide alternative workshop options so smaller nonprofits aren't excluded.

Highlights council pushback on barriers to entry for smaller grassroots organizations seeking city aid.

19:38-23:46

Homeless Service Partnerships and Senior Assistance

watch

The dialogue shifts to the city's role in addressing homelessness through ESG funds. The administration details partnerships with organizations like the YMCA and outlines a rising crisis of housing instability among local seniors.

Contains deep discussions on community demographics, housing rehab priorities, and the mechanics of local homelessness programs.

23:46-28:56

City Direct Services Limits and LLC Restrictions

watch

The administration clarifies that the city operates purely as a financial intermediary and does not run direct social services. Additionally, they explain why for-profit LLCs are disqualified from HUD funds, prompting council to suggest nonprofit split structures.

Explains structural constraints of municipal government and HUD regulatory boundaries on supplier diversity.

28:56-33:04

Stalled 2022 Federal Grants Audit

watch

In a tense exchange, council members learn that none of the 2022 CDBG or ESG funds have been dispersed. The administration explains that five approved grants are completely blocked due to compliance issues, and council requests training on HUD rules.

The most critical portion of the meeting, revealing major backlogs in municipal grant disbursements and administrative friction.

33:04-35:08

Scheduling Legislative Action and Public Comment Call

optional

Council notes that the public comment period for the action plan ends on July 26, requiring a special late July or early August voting session. They then open the floor to public comments.

Mostly procedural scheduling and brief administrative transitions before public comment begins.

Key points

  • Maximizing Federal Transit Funding — By appointing the City Engineer to empty seats on the Harrisburg Area Transportation Study (HATS), the city aims to reclaim its regional voting power and steer federal transit dollars toward critical local safety, pedestrian, and multimodal projects.
  • Severe Bottlenecks in HUD Grant Distributions — Strict federal HUD compliance regulations, applicant documentation gaps, and conflict-of-interest issues have stalled 2022 CDBG and ESG grants, leaving those funds entirely undistributed as of July 2024.
  • The City is a Financial Conduit, Not a Direct Service Provider — City officials clarified that Harrisburg municipal administration only acts as a pass-through entity for federal housing funds and has no direct social work departments, making intergovernmental coordination with county and state agencies essential.
  • Rising Housing Instability Among Local Seniors — The administration reported an increasing number of senior citizens facing homelessness due to rising costs of living and a lack of resources for home maintenance, pointing to the need for housing rehab initiatives.
One thing I would like to um be present on the committee for is to direct more federal funds through the city Joel Ciders
...we don't as a city of Harris we don't have social services that is a higher up entity as far as like with County or state... Tama Moore

few

2:25

questions good evening if you wouldn't

2:27

mind taking a moment just to please

2:29

introduce

2:30

El um my name is Joel Slaters uh

2:34

recently accepted position for a city

2:37

engineer for

2:39

Harrisburg um I have about 20 years of

2:43

engineering experience ranging from

2:47

bridge design and inspection all the way

2:49

up to anything Transportation related as

2:52

well as uh some building facilities

2:58

experience my name is Todd web I'm a

3:01

project engineer for the city within uh

3:03

traffic and Engineering I've been with

3:05

the city since March 25th before that uh

3:08

I was Public Works director at sua

3:11

township and I was at Middletown burough

3:13

for 18 years holding various roles so I

3:17

don't look it but I've been around for a

3:18

while

3:20

so well thank you and

3:23

welcome just for a few notes on the work

3:27

of the um hair B area transportation

3:31

study um this resolution or these

3:34

resolutions both um are appointing Mr

3:38

Joel ciders and Mr Todd web to serve on

3:42

the Coordinating Committee and the

3:44

technical Committee of the Harrisburg

3:46

area transportation study the Harrisburg

3:49

area transportation study was created in

3:52

response to the federal aid Highway Act

3:55

of

3:56

1962 which mandated Regional

3:58

Transportation plan in as a condition

4:01

for receiving federal funds for

4:04

transportation projects the Harrisburg

4:07

area transportation study agreement was

4:10

entered into on February 11th

4:13

1965 by and among the department of

4:16

highways of the Commonwealth of

4:18

Pennsylvania the county of Cumberland

4:20

the county of dolphin and the City of

4:24

Harrisburg U mayor Wanda Rd Williams has

4:27

appointed Mr cider

4:30

our city engineer and Mr web as a hats

4:34

Coordinating Committee and Technical

4:36

Committee Member for the city of

4:43

Harrisburg I was looking

4:46

for a length of time but I believe it

4:50

the role on

4:52

the committee

4:56

is until relieved of their duties is

5:00

that correct or is there a term line

5:03

limit I will have to look it up again I

5:05

don't remember okay that's okay I always

5:08

like to clarify so everyone's

5:11

aware um just a question for both of you

5:14

before I open the floor to my colleagues

5:17

um I know you both mentioned a little

5:19

bit about your expertise and various uh

5:23

capacities that you've worked in I'm

5:25

just curious what impact do you believe

5:28

you will be able to make on the

5:31

Coordinating Committee and the technical

5:34

the technical Committee of the

5:35

Harrisburg area transportation

5:38

study one thing I would like

5:40

to um be present on the committee for is

5:44

to direct more federal funds through the

5:47

city um right now we have vacant seats

5:50

which means we have less votes in

5:53

the the Committees

5:57

and I it was

5:59

kind of try

6:01

to use my position there to to kind of

6:04

better serve

6:07

Harrisburg thank

6:10

you um along the lines of what Mr cider

6:15

said finding better opportunities for

6:17

the for the city of Harrisburg for

6:19

safety improvements on the roads whether

6:21

it be pedestrian um bicycle multimodal

6:24

anything like that um and it goes

6:29

further other than streets it could be

6:31

lighting it could be traffic signals

6:34

improvements all things like that that

6:36

help um the residence of the city so any

6:38

way we can do uh to accomplish that

6:41

we're going to we're going to do

6:43

that thank you I'm going to open the

6:45

floor to my colleagues who may have some

6:47

additional questions for you I'll begin

6:49

with councilman Jones any questions U

6:52

thank you president Bowers um no I

6:55

really don't have any questions um you

6:57

pretty much ask what the now along the

7:00

lines of what I would would have asked

7:02

as well um but you guys do have uh

7:04

pretty extensive uh resumés so uh I

7:08

think we should be in good hands I don't

7:10

have any other

7:11

questions thank you vice president green

7:15

any

7:16

questions that got to me fast um no I

7:19

don't have any questions for you guys

7:20

I'm used to a couple of people in

7:21

between there um thank you uh for your

7:24

willingness to serve I look forward to

7:26

working with you and welcome to the city

7:28

thank you thank you councilwoman Davis

7:31

any questions thank you president Bowers

7:33

no questions for me thank you for being

7:35

here this evening thank you and

7:37

councilwoman Daniels any

7:39

questions um yeah just whether you could

7:42

articulate any potential conflicts or

7:44

event that might that that make come

7:52

up I can't think of

7:54

any off the top of my head I don't uh

7:57

serve on any other committees or outside

7:59

of uh I don't have any other work

8:02

outside of Harrisburg so I don't see any

8:04

potential conflict of

8:06

interest I don't feel that I have any uh

8:10

as well but if something were to come up

8:12

then we would speak with I'm sure with

8:13

Mr Grover our supervisors and um take

8:16

care of that so we don't have that

8:20

issue and that's it for me thank you

8:22

thank you well thank you very much I

8:26

moved to add resolution 42 of 2020 4 and

8:30

resolution 43 of 2024 to our next

8:34

legislative session agenda for a vote

8:37

this concludes uh the business of the

8:40

administration committee thank you both

8:42

for being present this evening thank you

8:45

you're welcome we will now move to the

8:47

business of the building and housing

8:49

committee I will defer to our building

8:51

and housing committee

8:53

chair councilwoman Davis thank you

8:56

president Bowers um resolution 41

9:01

2024 which is a resolution approving the

9:05

2024 annual action plan for the city of

9:07

Harrisburg for the Community Development

9:09

block grant home investment partnership

9:12

and emergency Solutions grants programs

9:15

tonight we have the uh building and

9:18

housing committee

9:20

under um director Gloria Martin Roberts

9:26

Tama Moore and Mr Jason Graves director

9:29

of development here

9:31

to

9:32

continue with uh their

9:39

presentation you may begin whenever

9:50

you're I'm sorry

9:53

um at your uh meeting last meeting we

9:56

gave provided you with a packet of uh

9:59

information that detailed exactly

10:02

um uh what we're going to be doing um

10:07

for the um next budget year so um we're

10:12

pretty much here at your wish to answer

10:15

any questions that you may have um the

10:18

reason we provided the detail packet is

10:20

because we know that um a lot of

10:23

information is contained in this draft

10:26

plan so we have attempted to abbreviate

10:29

as much as

10:30

possible um to help you get through this

10:33

process and thank you for the detailed

10:36

uh packet of information it is very

10:39

friendly and easy to read and understand

10:42

so I appreciate that I will ask a couple

10:46

of questions and then open it for my

10:49

colleagues to ask any questions that

10:51

they may have and thank you again for

10:52

being here

10:53

tonight um when was the stakeholder

10:56

Workshop held and how was the meeting

10:59

uh the time and date disseminated to the

11:03

communities the um the date you're

11:06

talking about is we have that

11:08

scheduled um

11:12

for get my the

11:16

23rd of

11:18

July and there will be two workshops on

11:22

that date and it will be open to any

11:26

entities that desire to put in an

11:28

application for

11:30

funding um we will have our uh

11:33

consultant SAS uh who will be conducting

11:37

the

11:38

workshops uh anyone that's interested in

11:41

applying for for dollars must attend one

11:45

of these

11:46

workshops um one starts at

11:49

10:00 and the second one is at 2 o'clock

11:52

on the 23rd of July we will be

11:55

advertising that on our website we will

11:57

also be contacting those entities that

12:00

have already received funding that have

12:02

applied traditionally for this type of

12:04

funding uh in writing so that they know

12:06

we're having them okay thank you very

12:09

much for that clarification I did see

12:11

the application Workshop here on your

12:15

timeline when I read uh the packet um

12:19

the language was just a little different

12:21

so I thank you for that and how much of

12:26

the I'm not sure if this is an

12:27

appropriate question at this time but

12:29

much of the ESG funds remain as of say

12:33

today for emergency funding or is that

12:37

not I don't have that information before

12:39

me um do

12:42

you that information is to excuse me can

12:47

you please speak into a microphone that

12:49

way everybody can hear you there are

12:52

people listening thank

12:57

you we don't have definite numbers

12:59

because we still have um monies from

13:02

2022 Grant so um whatever's left over

13:05

from 2022 and then all of 2023 and 2024

13:10

so we don't have definite numbers as of

13:12

right now um we were um on a call today

13:15

with our with civas and we're going to

13:18

get those calculations together and you

13:22

said you were on a call with simitar

13:24

citas they're the Consultants to us from

13:28

HUD paid for by

13:30

thank you you're welcome I'm sorry okay

13:32

no that's okay um this is a just a

13:34

learning process for me as well as I'm

13:37

sure the public um and so when do you

13:41

anticipate having those

13:44

numbers we will probably have those

13:46

numbers probably in the next three weeks

13:48

we have a couple entities that have to

13:51

that uh we require documentation from um

13:54

so um we can't uh issue any money to

13:58

them until certain things are met

14:00

because there are state and federal

14:03

requirements thank you very much I don't

14:05

have any other questions I'll open the

14:07

floor for my colleagues starting with

14:09

vice president

14:12

green thank you councilman Davis uh

14:15

thank you all for being here tonight I

14:17

have a couple of questions um so excuse

14:20

me I'm a little stuffy today as far as

14:22

the workshops they're only being held on

14:24

the 23rd of July yes correct and there

14:27

are two sessions yes yes all

14:30

right um just kind of in general who all

14:33

could apply right if they come to the

14:34

workshop is it open to just nonprofits

14:37

for profits you know a lot of people

14:39

always ask well how can I get money from

14:41

the city what grants are available so if

14:42

we could just kind of give an overview

14:44

of who can apply and what all they need

14:46

so it's the nonprofits um in the

14:49

Harrisburg city as long as they're

14:51

servicing uh 51% of the population and

14:54

ESG is for like shelters rapid rehousing

14:59

things of that homelessness um and

15:01

that's also nonprofits as

15:03

well thank you and um when they go to

15:06

apply they should already have their

15:08

501c3 they should al already be a

15:10

nonprofit certain things they should

15:11

already have in order right they can't

15:13

just show up saying well I want to start

15:14

a nonprofit today and apply no they have

15:16

to it has to be in order yes all right

15:18

and um mad to say that at the time of

15:20

their application if they have those

15:22

things those things have to be in order

15:24

okay yes all right and then lastly are

15:27

there any specific programs or um areas

15:30

that the city might be targeting as far

15:32

as funding like are we targeting more um

15:35

providing more homeless shelters or more

15:37

assistance to the unhoused or are we

15:39

targeting organizations working with the

15:41

youth more um gun violence prevention

15:43

anything like that is there anything

15:44

specific that the city might be focusing

15:46

more on with the funding this

15:49

year you want to be an

15:52

answer you can have a term okay thank

15:55

you so with the ESG funds as Pally for

15:59

is is determining what they're actually

16:00

going to use those funds for so you it

16:02

has a guideline and a lot of those uh

16:04

what you mentioned actually fall into

16:05

those guidelines so as of right now um I

16:08

could just Thro this out there now so

16:09

have if anybody got a chance to look at

16:11

the draft plan so the draft plan is

16:12

going to be edited at time being so

16:14

there going to probably be some changes

16:15

pertaining to certain things that you

16:17

may be

16:18

mentioning all right thank

16:21

you that's all that I

16:23

have thank you president Bowers any

16:27

questions thank you um I I guess my

16:30

question is for Miss Moore it's related

16:32

to uh the subrecipients I know at one

16:36

time and maybe at the beginning of this

16:37

Administration there was uh an

16:42

intentional push

16:44

to

16:45

[Music]

16:47

um reach new nonprofits nonprofits that

16:52

traditionally maybe hadn't applied maybe

16:54

they were um just getting started I

16:58

guess um is that still the case um as we

17:02

move forward with funding opportunities

17:05

or are you looking for um those

17:10

nonprofits that have applied previously

17:12

I know Miss Martin Roberts mentioned um

17:15

that you'd be reaching out to them for

17:17

the uh

17:20

Workshop so um we're going to reach out

17:23

to the ones that have applied before but

17:26

it's open to to any of the nonprofits so

17:28

it's not solely like we we're picking

17:30

which ones it's open to all of

17:33

them so with that if council members

17:37

know of entities that are interested in

17:39

applying and may never have applied

17:42

before we're open to receiving that

17:46

information and anyone listening or

17:49

viewing uh this tape uh if you know

17:53

entities that are interested in applying

17:56

um to please you know contact our office

17:58

because uh we are looking for as many um

18:04

uh Social Service Human Service uh

18:08

providers people helping people uh

18:10

possible to make our city better and and

18:13

the more the merrier because we never

18:15

seem to have enough of uh enough

18:19

services to take care of the needs that

18:21

we have in the

18:23

city thank you U my second

18:27

question is related to the workshop so

18:30

it's just one day and those two sessions

18:33

and two time frames are there any

18:35

opportunities I know it's mandatory that

18:37

you attend at least one but are there

18:40

any other opportunities uh for people to

18:42

receive the information if those times

18:46

don't work for their schedule well we do

18:49

we will have it live or recorded um the

18:52

last Workshop that we had it was placed

18:55

on our website so people can go back and

18:57

look at it but that is a requirement

18:59

that they have to attend at least one of

19:00

those sessions and get a

19:02

certificate okay yes it's a HUD

19:04

requirement it's not our requirement and

19:06

I um I get where you're coming from on

19:08

that question there may be an

19:09

opportunity going forward for another

19:11

session just for the simple fact because

19:13

we picked that time frame because it was

19:14

easier because it's a Zoom versus them

19:16

coming up here as previous times before

19:18

because of time constraints so it's it

19:20

may be I I asked that question also so

19:22

it may be an opportunity for us to have

19:24

another session because what we were

19:26

going to do previous VI before the days

19:28

were staggered so weren't back to back

19:29

so you had to space out so that's what I

19:31

remember yeah so it's a possibility we

19:33

may be able to I'm not going to say

19:35

guarantee and say yes but it's just on

19:37

the time constraint because of

19:38

summertime and they're actually doing a

19:39

lot of traveling this year as well too

19:41

so it's it's like I said it's a

19:43

possibility that we could probably hold

19:44

another one since it actually is taped

19:46

we maybe have have a hold a session

19:48

because it's already live taped so um

19:51

that could be also because we has to be

19:52

at that certification a certificate

19:54

that's actually along with that

19:55

certification as far as like with the

19:56

workshop so it's a a possibility again a

20:00

possibility maybe we can actually hold

20:01

another session with the tape session

20:03

where people actually have to show up

20:04

for that tape session so to receive the

20:08

certificate well I'm I hope someone

20:11

continues to advocate for that just to

20:13

ensure that if 10 to 11:30 or 2 to 3:30

20:17

doesn't work for people's schedules on

20:20

one day um that there is another

20:22

opportunity well president bers I will

20:25

be uh meeting with civas and again in

20:28

next few days I'll ask the question and

20:31

tell them it's our desire if we could

20:33

have a third or second uh round and I'll

20:36

let you know okay thank you I don't have

20:39

any other questions thank you thank you

20:41

um councilman

20:43

Jones yes um uh let's

20:48

see no uh seriously I would just like to

20:52

know um far as the ESG U when you're

20:56

working with the unhoused um so you can

20:58

share share with the public how some of

21:00

those services are rendered in some of

21:02

the Partnerships like the Shalom House

21:04

and uh YMCA how they you know so they

21:07

can understand how it works a lot of the

21:09

people in the community um have

21:12

grievances about um money's not being

21:14

shared with of the unhoused and the

21:16

homeless population and thinking that

21:18

the city is the be the total brunt of

21:21

that so can you kind of share with the

21:24

with the public how some of that is

21:26

working

21:30

list here you have a

21:34

list okay we are funding several

21:38

entities that work with the um I say

21:42

homeless because I don't care how cute

21:44

the word is whether they use unhoused or

21:47

not they're homeless so I'm using

21:49

homeless okay but we do support um

21:52

several entities in the city that

21:55

provide services and Outreach to the

21:57

homeless popul ation and as a matter of

22:00

fact I was just in a meeting last week

22:03

um with the mayor uh and the county and

22:06

some several other um entities that

22:10

provide uh homeless uh services to the

22:13

homeless population and we're looking at

22:17

um increasing

22:19

funding to them so that they can um

22:22

serve more the homeless one of the big

22:25

issues that has come out is that a lot

22:27

of seniors are losing their homes and

22:31

these

22:32

were uh people that paid their mortgage

22:36

but because of uh the cost of living and

22:40

the fact that many of them don't get

22:42

much in Social Security uh some of them

22:45

they they had a spouse the spouse is

22:48

deceased so they don't have the income

22:51

and so forth so it's not that they want

22:52

to be homeless they just can't afford um

22:56

to maintain their homes and so we do

22:59

have some um churches and other um

23:04

Service uh agencies that are interested

23:07

in um Helping Seniors find housing but

23:12

also we have seniors whose homes are in

23:15

disarray that they you know can't afford

23:18

the upkeep of them but also to be able

23:20

to provide funding to get their homes

23:23

rehab um not only to make it livable and

23:26

they can age in place but also keeps

23:28

that that property on tax rooll all

23:31

right so let me try to specify the

23:35

question a little more

23:37

um what is the city's role we understand

23:40

the through the Partnerships what is the

23:42

what is the city role is there other

23:44

anything other than the financial

23:46

support that the city does or dedicates

23:49

to the specific area so the ESG funds um

23:54

provide funding for um provide funding

23:57

to engage homeless individuals and

23:59

families living on the street improve

24:01

the number and quality of emergency

24:03

shelters for homeless individuals and

24:06

families help operate these shelters

24:08

provide essential services to shelter

24:11

residents rapidly rehouse homeless

24:14

individuals and families and prevent

24:16

families and individuals from becoming

24:19

homeless okay now but that's not Direct

24:22

Services right from what your question

24:25

seem to me you asking we're providing a

24:27

the city's not providing any type of

24:29

Direct Services the funding support all

24:32

right to those that provide those Direct

24:34

Services go ahead yeah we don't because

24:37

a l people don't understand I get where

24:38

you're coming from we don't as a city of

24:40

Harris we don't have social services

24:42

that is a higher up entity as far as

24:44

like with County or state so there needs

24:46

to be a collaboration between all three

24:48

entities we at to work um we just like

24:50

Miss Gloria Robert said we are actually

24:52

working on with the county and also with

24:54

the state of actually trying to get some

24:55

collaboration going with that because

24:57

again it's like you said we are the

24:58

brunt of it because we are the lead

25:00

because we're in the city but it's a

25:02

bigger thing than just the city because

25:03

we don't provide those actual Services

25:05

ourselves because we don't have social

25:06

service provided from the actual City

25:08

from a city entity right so the data

25:11

that we have through through uh the

25:13

packet that were're given um is

25:15

collected from those um entities that

25:19

correct so if they said they wanted to

25:20

impact let me see they had a goal of one

25:23

year for uh 500 persons assisted and

25:28

homeless and then 15 persons were

25:31

assisted um throughout that onee goal

25:34

those aren't the city numbers these are

25:35

the numbers that are coming in from

25:37

those okay now they project of course

25:40

when they submit their application um

25:43

they all project what level of service

25:46

they're going to be able to provide I'm

25:48

sorry pres house uh so they project uh

25:52

you know how many they'll be able to

25:55

serve and then at the end of the

25:58

reporting then we really get the real

26:00

data on the number of persons or

26:02

families that they've been able to serve

26:05

okay and um my other question would be

26:08

with the cdbg um I know that there's a

26:11

lot there are a lot of other um

26:14

organizations that are not nonprofits is

26:17

there is any funding accessible to llc's

26:19

that may be also providing services to

26:24

51% of the population

26:31

I I don't know um I think it is this

26:35

nonprofit um maybe Neil can elaborate a

26:38

little bit more on that I can get you

26:40

that answer it's tied to a regulation

26:42

and and I wouldn't know that regulation

26:44

off the top of my head yeah uh because

26:47

some of the services like let's say like

26:49

transportation for instance like you

26:51

know uh there's some um organizations

26:53

out there that are looking to provide

26:56

Pro uh transportation to to some um Work

27:00

Release or uh you know people coming out

27:04

of Dolphin County Prison that need

27:06

transportation to get around but then

27:08

there's there's really no funding to

27:10

help them establish main maintaining the

27:13

vehicles and things of that nature to

27:15

serve these people so yeah I I don't I

27:18

because this is federal HUD money as

27:20

opposed to some other Federal monies

27:22

right I don't know that there's any room

27:25

for a profit right right so that's the

27:28

problem with an LLC is it's it's a

27:30

for-profit entity and to be paid you

27:33

have to be paid both the cost of the

27:35

service and there's a profit motive I I

27:37

can get you a definitive answer but some

27:39

other federal agencies like Department

27:40

of Defense you know they're built in

27:42

profit into into contractors but uh I

27:45

just don't know HUD ever does that yeah

27:47

and I'm just uh again asking uh for

27:49

people that have these questions and I

27:52

just want you to be able to have a an

27:54

answer for the public so they can

27:56

understand um and they're not just being

27:58

told no and here's the reason why the

28:00

rules and regulations so that's the

28:02

that's the line of questioning and and

28:04

so and I've seen this some nonprofits

28:08

form a for-profit arm some forrit like a

28:12

504 yeah or some for-profits form a

28:14

nonprofit affiliation so I mean it's

28:16

it's not unheard of right but it's just

28:19

made it's them figuring out what you

28:21

need to get their own legal with by what

28:22

the pathway is get it so um but you know

28:26

but but but it's certainly models that

28:28

are around okay that's it no no further

28:31

no I got two no okay that's it that's

28:36

it okay thank you and I will refer back

28:40

to oh thank you um councilwoman Daniels

28:45

any

28:46

questions yes so um just to be clear the

28:50

July Workshop is ESG and cdbg and

28:54

they're both in the same

28:56

date yes they are always on the same Sor

29:00

I just keep okay um I I think you guys

29:03

do need to have more workshops uh that's

29:06

really not accessible at all

29:09

um especially with the short notice that

29:13

that they've had so um I think you guys

29:15

need to do your best to get another

29:16

Workshop in there um do that the other

29:19

thing is where are we in terms of the

29:20

distributions of the ESG funds for

29:24

2022 as well as the cdbg funds for 2022

29:29

well we've just received um the end of

29:32

last week the um

29:36

contracts um the documentation that we

29:39

also needed for those um programs that

29:43

uh had a conflict of interest um we had

29:46

a meeting today with our uh HUD

29:50

consultant to talk about how um what

29:54

requirements that they have in terms of

29:56

us communicating with um the successful

30:00

applicants and also the ones that had a

30:03

conflict of interest um that information

30:05

will be going out probably in the next

30:07

three weeks letters uh to all of them um

30:11

for those that

30:14

um may be kind of in the middle we're

30:16

going to be meeting with them directly

30:18

they have not been denied based on a

30:21

conflict but they may be deficient in

30:24

the information that they submitted we

30:26

will be meeting with them personally Al

30:29

uh over the next 2 three weeks to uh

30:31

make sure we can get clarification so we

30:33

can move their contract

30:36

forward okay so um so give me the number

30:41

again how many of the ESG contracts have

30:43

been signed and um funds dispersed and

30:46

how many of the cbbg contracts have been

30:48

signed and funds

30:51

dispersed none from 2022

30:55

none okay um and then

30:59

do you have a sense right now of how

31:01

many of the ones the 2022 money has been

31:04

will be

31:06

denied there will be five approved

31:09

Awards which cannot move forward there

31:12

is I cannot remember the total number

31:15

was let's see 18 15 were approved six

31:18

more 21 21 between the two were approved

31:21

I'm just doing the math in my head four

31:24

five of them will not be able to move

31:26

forward um a group of I can't it's like

31:30

eight of them or nine of them can move

31:33

forward the balance are deficient in

31:35

terms of information which dbh dbd's

31:37

team is trying to gather there are

31:39

simply regulatory requirements that the

31:42

record information has to be in the file

31:45

and there were just gaps so so there's

31:47

followup going on so in terms of the

31:50

ones that can move forward that's about

31:53

$70,000 that will be moving forward into

31:56

the 202

31:59

whatever money doesn't move forward

32:00

rolls into program money for

32:04

2023 okay and that's going 7 something

32:09

thousand I could not hear

32:11

you and and that's going to be about 70

32:13

something thousand I I don't know the

32:16

math I I do not know the

32:18

math okay okay if you could let me know

32:21

what that number is um and then um I

32:25

suspect it's closer to 110

32:28

be great for Council like a little um

32:32

training and understanding like the

32:34

rules of both cdbg and

32:36

ESG um because it's been a while since

32:39

we've had like a really

32:41

ref so be nice to have one as

32:46

well and that's

32:53

it thank you uh councilwoman Daniels and

32:57

is councilman

32:59

Rodriguez on

33:01

okay okay so I can refer back to if

33:06

anyone else no one else has any

33:08

questions to president

33:11

Bowers to open the floor I

33:16

guess no what is your pleasure with

33:19

resolution 41 of

33:21

2024 but it can't move because it we're

33:24

in an active comment period public

33:26

comment period right the council does

33:28

need to select a date for its meeting uh

33:32

in the end of July or early August after

33:34

the 30-day comment period closes which I

33:36

think is July the 26th yes and then it's

33:40

up to the council when they want to meet

33:42

I would

33:43

say don't don't make it August 8th

33:45

that's probably too late no that's too

33:47

late the deadline's August 16th yes we

33:50

we've done it on the 8th before I know

33:53

and I would prefer not to we'll have a

33:56

date next week thank

33:59

you thank you for being here tonight and

34:03

for answering our questions you're

34:04

welcome thank you it's our

34:07

pleasure thank

34:10

you we will now move forward with our

34:13

meeting agenda next we have public

34:15

comment just a few housekeeping notes

34:17

before we begin please state your name

34:20

and your address for the meeting record

34:22

if you don't feel comfortable sharing

34:24

your address please share the vicinity

34:26

with which you live within in the city

34:28

you'll have four minutes to share your

34:30

comments Mr Parker will serve as our

34:34

timekeeper I'll begin to my right is

34:36

there anyone that would like to offer

34:38

public

34:42

comment okay seeing and hearing no one

34:46

anyone in the middle

34:50

section okay please come to this

34:52

microphone

35:08

good evening my name is Andrea

35:11

Brown I am currently

35:14

homeless and so um that's why I'm here

35:18

tonight at this meeting I've

35:22

come I went to the mayor's office I went

35:26

to uh

35:28

Human Services today I just really been

35:31

putting in the footwork as far as um

35:35

just trying to get some

35:37

help um because the reason that I am

35:40

homeless is I was

35:44

recently I was recently kicked out of

35:47

the Bethesda women's

35:49

Mission and I was taken out of there in

35:53

handcuffs because I refused to move

35:58

upstairs to the recovery

36:01

floor I was in the shelter for 4

36:06

months

36:09

and I was on the second floor I was in

36:11

the shortterm

36:13

program now when I went into the shelter

36:16

they they made sure to let us know the

36:20

the well let me know for no

36:23

circumstances under no re for no reason

36:26

should I go to the third floor because

36:29

that was the their recovery

36:33

floor the counselor assigned to

36:37

me she had a habit of trying to bully me

36:41

into doing things that you know weren't

36:45

a part of the program and um so this

36:49

particular time which was the third time

36:52

she asked me about moving upstairs and I

36:56

told her I wasn't comfortable with that

36:57

I didn't want to do that because I

37:00

didn't want to take a a bed that could

37:03

you know possibly go to someone who

37:05

really needs that program um being that

37:08

I'm not a recovering addict or

37:12

alcoholic and she told me to think about

37:15

it and let her know in the morning and I

37:17

did that I told her my decision was no I

37:20

didn't want to go up there and she told

37:23

me um they needed to fill beds and that

37:28

to me is a problem also I mean because

37:31

you need to fill beds why don't you pull

37:34

people off the weight

37:35

list uh long story short she told me she

37:40

don't think I have a choice after I gave

37:44

her my choice and after she um told me

37:48

to think about it pray about it and get

37:51

get back to her and let her

37:53

know she tried to pressure me once again

37:57

that same day Thursday morning this was

38:01

two Fridays ago that this took place um

38:05

and so I told him I stood on my my

38:08

answer because you know I really didn't

38:10

feel comfortable with moving upstairs to

38:12

a a Repro recovery program and I'm I

38:16

have no need for that program uh so

38:19

basically I felt as if she was trying to

38:21

cover her tracks or cover up um I think

38:26

she put me

38:27

down when I came into the shelter as if

38:31

I

38:32

was in the recovery program and needed

38:36

to cover her tracks

38:39

so Friday morning she asked

38:42

me my decision again and I stood on my

38:46

my decision and I told her um I gave you

38:50

my decision already and she said well

38:52

then when are you leaving the

38:54

shelter cuz she told me Thursday after I

38:58

gave her my decision that excuse me the

39:00

only alternative was that I leave the

39:04

shelter long story short I told her I'll

39:08

I'll be leaving whenever she calls the

39:11

cops honestly I thought she was bluffing

39:14

about the whole thing um I didn't think

39:17

that she would you know follow through

39:18

with calling the cops and she did

39:21

and the officer tried to um encourage me

39:25

to go upstairs is to the third floor

39:30

and I refuse to go to the third floor

39:33

cuz I refused to be

39:35

bullied so that's why I'm homeless again

39:40

um and I just need help and I think I

39:43

just think there's a lot of corruption

39:45

within the shelters I was hoping that

39:49

this group would have been here to

39:52

answer questions as far as who would be

39:56

monitoring the shelters the programs

39:59

that are receiving the funds because

40:02

there's a lot of

40:03

misappropriation of

40:05

funding and it's just the corruption has

40:09

to stop and it has to be

40:12

exposed that's the bottom

40:16

line thank you if you don't mind staying

40:19

after the meeting to speak with our

40:20

building and housing committee chair

40:23

thank you thank

40:25

you is there anyone

40:28

else the middle section or to my left

40:31

that would like to offer public comment

40:34

seeing and hearing no one the time is

40:37

6:10 p.m. I will entertain a motion to
